In the interest of the service and pursuant to the provlslons ofexisting laws, attached is the Matrix of Signing Authority on FinancialMatters in the Department Proper pursuant to Department Circular No.064 dated 26 September 2013.
Moreover, the following shall be observed:
a, The requesting party shall submit to Budget Division,Financial Service the request for payment of claims withcomplete supporting documents:
b. Claims shall be processed within the prescribed period incompliance with Anti-Red Tape Act (ARTA); and
c. All Checks shall be released! mailed to the Payee withina period of five (5) days.

The following offices and committees/programs shall be under thedirect supervision of the Secretary of Justice:
1. National Bureau of Investigation2. Bureau of Immigration3. National Prosecution Service4. Witness Protection, Security and Benefit Program (WPSBP)s. Legal Staff6. Office of the Solicitor General7. Office of the Government Corporate Counsel8. Public Attorney's Office
In the implementation of the foregoing delineation of areas ofresponsibilities, the following shall be observed:
1. It is understood that the foregoing delineation of functionalareas of responsibility is for the purpose of assisting theSecretary of Justice in overseeing the operationalactivities of the Department in relation to the areas listedabove, and that nothing precludes the Secretary of.Iusfice frOID exercising her discretion to directly acton matters falling under the areas that have thus beendelineated.
2. All matters that require policy-making decisions, and otherdecisions that are more than just merely administrative innature, including, but not limited to, the making ofcommitments and undertakings for and in behalf of theDepartment, non-routine and/or non-recurring financialmatters, and the hiring of consultants and the number thereof,shall be made in consultation with, and with the priorclearance from the Secretary of Justice.
In such matters, the primary duty of the concerned officials isto advise and assist the Secretary of Justice.
Nonetheless, in case the exigencies of the service in light ofattendant circumstances necessitate prompt action on the part .of the Department, the concerned DOJ officials, afterattempting and failing to timely obtain prior clearance from"he Secretary of Justice, may provisionally act on matterswithin their respective areas of responsibility, subject to the

obligation of forthwith informing the Secretary of Justice ofsuch action, in case the latter may have deem it best to givefurther or contrary instructions.
;3- All communications and action documents issued in behalf ofthe Department, in relation to the foregoing areas ofresponsibility thus delineated among other DOJ officials, shallbe signed by the Secretary of Justice or by the concerned DOJofficial with prior clearance from the Secretary of Justice,unless otherwise expressly directed by the Secretary of Justiceor unless the exigencies of the service require or necessitateotherwise.
On the other hand, the handling of, and action on incomingcommunications addressed to the Department and/or theSecretary of Justice shall be governed by the guidelines setforth in the undersigned's Memorandum, dated 22 March2013, Re: HANDLING OF, AND ACTION ONCOMMUNICATIONS ADDRESSED TO THEDEPARTMENT A..ND/OR THE SECRETARY OFJUSTICE, copy of which is attached herewith as Annex itA".
4. All officials are enjoined to:
a. Keep the Secretary of Justice advised ofdevelopments falling under the areas assigned to them,such as through the submission of reports (e.g., MonthlyAccomplishment Reports, Post-Event Reports, periodicbudgetary/financial reports of offices/ committees/councils that have their own or separate funding, etc.) ormemoranda on particular issues or matters;
b. Coordinate and consult with otherofficials/offices/agencies, and be mindful of theprimary functions and authority of otherofficials/offices/agencies in the Department,keeping in mind that actions/decisions/policy directionspertaining to one area or office may have an effect onothers.

1. The Department must have a unified, coordinated andconsistent view and position on legal issues and mattersof policies. Hence, the DOJ officials to whom a particulararea is assigned shall take the lead in soliciting the viewsof other concerned or affected officials/offices/agencies,such as, but not limited to, the Legal Staff, through theChief State Counsel; the Technical Staff in relation totechnical legal issues; or the National ProsecutionService, through the Prosecutor General, in relation toprosecution matters. Where there are opposing views,such must be fully threshed out within the Departmentand aITIOng concerned officials, and finally decided bythe Secretary of Justice, before any position is sharedwith the public or other government offices.
11. DOJ Officials, who are in charge of offices/committees/councils/etc. that are made up, in full or in part, bypersonnel assigned from other DOJ offices (e.q. LegalStaff, National Prosecution Service, etc.), unless suchassignment is covered by a full detail order signed by theSecretary of Justice, shall coordinat.e with the heads ofthe concerned mother unit/office with regard todecisions that would affect the assigned personnel's
, ability to discharge their duties or obligations to his orher mother unit/office, e.g., load of assignments, local orforeign travels, etc. This is to ensure efficientmanagement of the resources, including availablemanpower, of such mother unit or office.
