American Association for the Surgery of Trauma INITIATIVES 1. Developed the Masters in Surgery Programme - 1988. 2. Strategic Planning Process for the Department of Research at the Health Sciences

Centre (1993-94). 3. Proposal and implementation for a Trauma and Acute Care Service for the Health

Sciences Centre. This service has been in existence now since 1995. It is an example of Integrated Referral Service.

4. Development of Health Trials Inc. (Department of Research HSC), 1995. 5. Development of Manitoba Tele - Medicine (Department of Research), 1995. Now

under WRHA. 6. Projects in Health Technology Assessment (Department of Research), 1995. 7. Introduction of the Cardiac Waiting List as part of the Cardiac Network of Ontario,

1998. 8. Functional Plan for the Buhler Research Centre (1998 – 2000). 9. Introduction of the Orthopedic Surgery Waiting List, 1999. 10. First phase of the Service Integration Project, aiming at reorganizing the

continuum of arthroplasty care, bridging Community, Hospital and Rehabilitation Services (1998 – 1999).

11. Development of a Business Plan for the establishment of a Gamma Knife Facility at the HSC in Winnipeg. Participated in the successful implementation of the plan. It has been running successfully since November 2003.

12. Introduced Clinical Assistants (Physician Assistants), into the Surgery Program (2002 – present). These new health professionals are now part of: Cardiac, Vascular, Orthopedic, Plastic, Trauma and Neurosurgery for a total of 16 positions. This has been very successful, and the number is increasing.

13. Instrumental in establishing Manitoba as a clinical site for the training of Physician Assistants for the Canadian Armed Forces (2003).

14. Established a bilateral collaboration with the European Institute of Tele - Surgery, for the purposes of training Winnipeg surgeons in minimally invasive techniques. Since April 2003.

15. Initiated a demonstration project to perform limited laparoscopic surgery at the Pan Am Surgery Center (Stand alone ambulatory center), 2005.

16. Spearheaded the establishment of an Academic Arthroplasty Unit at Concordia Hospital (small community hospital) in 2002. In three years, the annual volume has increased from about 100 to about 1600 joint replacements/year. Plans project increases to 2400 in 2006).

17. Since January 2003, spearheaded the entire reorganization of Surgical Services in the Winnipeg Health Region. This involved repeated presentations to the Minister of Health, cabinet, WRHA Senior Management, Hospital CEOs, stakeholders (a total of 108 presentations) and close collaboration with the various surgical specialties in the city.

18. Development of a citywide Orthopedic Action Group for the purposes of rationalizing Orthopedic Trauma and moving towards a Centrally Managed Waiting List (2004 – present).

19. Development and introduction of a Pre – Habilitation Programme, aimed at the systematic review and optimization of patients in the Joint Replacement Waiting List. (2005 – present). This Programme represents a multidisciplinary approach to practice, including physicians, nurses, physiotherapists, occupational therapists, dietitians, social workers, pharmacists and psychologists.

20. Introduction of Telephone and Web based multidisciplinary questionnaires for the purpose of assessing medical, functional and other status of patients on the Joint Replacement Waiting List. This information allows planning of resource requirements for arthroplasty surgery and is allowing us to change from a traditional batch and queue to a pull through system (2005 – present).

21. Written proposal, and obtained approval from the University of Manitoba to develop the Centre for Healthcare Innovation at the Health Sciences Centre Campus. The Centre brings together members of the health professions and faculty from engineering, business and science. Approval was obtained in June 2008. The Centre has been in operation since.

22. In conjunction with Manitoba Health’s Wait Times Task Force (WTTF), developed Web based Catalogue of Specialized Services, in an effort to help primary care providers refer to the right specialist, thus helping patient access. (2007 – present)

23. Also in conjunction with the WTTF and funded by Health Canada (5.6M), undertaken a collaborative project (Bridging General to Specialist Care), where criteria for referral were developed jointly by 154 family physicians and 49 specialist. This electronic referral system is in early deployment and testing. (2007 – present)

24. Early phases of an Advanced Booking System, where family physicians and patients, jointly may book required services with the specialist of their choice at a convenient and clinically acceptable time. (2007 to present)

25. Development of the e-Referral and Consultation System (formerly Bridging General to Specialist Care (BGSC), which is interoperable with EMRs. Funding provided by Canada Health Infoway.
