The Panel recommends that a limited number of goals and targets (…), and that each should be SMART: specific, measurable, attainable, relevant and time-bound.

• Reporting and peer-review at the regional level to complement global monitoring.

• Develop thematic ‘multi-stakeholder partnerships’.
