3Officials look into shootings in La GrangeBy MATTHEW [email protected]
LA GRANGE – Officials with the LaGrange Police Department said Mon-day their investigation into the Jan.26 shooting of a 22-year-old man in thezero to 100 block of Washington Ave-nue is still ongoing.
However, according to La Grangepolice investigators, the departmentcurrently has no suspects or leads inthe shooting.
About 2:45 p.m. Jan. 26, the LaGrange Police Department receivedmultiple reports of shots fired on thevillage’s east side. When officers ar-rived, they found a group of residentsaround a man who was shot in thelower abdomen. The man was taken toLoyola Hospital in critical conditionand underwent surgery. According topolice, he has since been released.
Witnesses told police they sawa gray four-door Dodge vehicle fleenorthbound onWashington Avenue af-ter the shooting.
The 22-year-old La Grange man wasthe second person shot in La Grange intwomonths.Previously, the lastshootingin La Grange occurred in 2006. AntonioMarshall, 18, of Brookfield was chargedin 2006with the fatal shooting of HowardHowell, 41, in front of the LaGrange Rec-reation Center. Marshall later pleadedguilty to second-degree murder and wassentenced to 15 years in prison.
On Nov. 21, police received a reportof shots fired in the area of Calendarand Sawyer avenues, about two blocksfrom where the 22-year-old was shot.Police later learned a 16-year-old LyonsTownshipHigh School studentwas shotNov. 21 after he arrived at La GrangeMemorial Hospital looking for treat-ment for a gunshot wound to his leg.
Following the November shooting, police said their investigation stalled, largely because of the 16-year-old vic-tim’s refusal to cooperate with inves-tigators on the case. Police would notcomment on whether they were havingsimilar issues with the victim of theJan. 26 shooting investigation.
“All cases are difficult. It all dependson the types of evidence available,”La Grange Police Investigator RobertWardlaw said. “The community hasstepped up and is being cooperative.”
Separate investigationsWardlaw said the two recent shoot-
ing cases are being investigated inde-pendently and are not currently beinginvestigated as gang related.
“We don’t show a connection,”Wardlaw said Friday. “But we don’trule anything out.”
Wardlaw said gangs are not muchof an issue in La Grange and reports ofshootings in La Grange are rare.
La Grange resident KimMosley dis-agrees.
Mosley was at home Jan. 26 whenshe said she heard multiple poppingsounds. She said she looked out herwindow to see a mailman crouchingdown and knew it was gunfire.
According to Mosley, although
shootings are rare in her neighborhood, gangs are not as uncommonasmany be-lieve. She added she sees gang graffiti inher neighborhood occasionally as well.
“It’s not bad,” Mosley said of herneighborhood. “I have good neighbors. It’s a good place to raise your kids. LaGrange is not an area where we havedrive-by shootings; it’s crazy.”
According to La Grange police re-ports, an officer was flagged down by aresident Jan. 29 to report that, the nightbefore, a white Jeep drove down theblockwith someone shouting“king love”out the window. The phrase is a knownslogan of the Latin Kings street gangs.
Police step up patrolsDeputy Chief Renee Strasser, who
is serving as interim police chief fol-lowing the recent retirement of ChiefMicheal Holub, said the department istaking both shooting cases seriouslyand time is needed for investigators tocontinue to follow up leads.
Patrols have been stepped up in thearea of the shooting 24/7, according toStrasser. The department has four of-ficers out on patrol in the village at agiven time, she said. Two officers havebeen assigned to patrol the area.
Strasser said she has heard resi-dents of La Grange’s east side say po-lice were less responsive to calls butchallenged anyone to point to an inci-dent when police did not respond ordid not respond quickly.
“It’s a small village,” Strasser saidMonday. “We take all calls seriouslyand we’re there in minutes.”
Community forgotten?La Grange President Tom Living-
ston said members of the village boardare getting briefed regularly on theshootings by the police department.
“It’s something we don’t see too of-ten,” Livingston said of the shooting.

Snowstorm strikes La GrangeSUBURBAN LIFE MEDIA
LA GRANGE – Residentsin La Grange and in surround-ing communities put theirbacks into it Sunday and Mon-day as the village began to digout after 15 inches of snow fell
over the weekend.Police reported no signifi-
cant issues from the storm andthe Public Works Departmentwas kept busy plowing the vil-lage’s 50-plus miles of streets.Local school districts canceledclasses Monday.
Snow began falling Satur-day evening and continuedthrough late Sunday night.Ricky Castro, a meteorologistwith the National Weather Ser-vice in Chicago, said the snow-fall totals for Cook and Du-Pagecounties have surpassed a foot.
“Some of the high amountswe’re seeing over the two daysis 15 to 19 inches,” he said.
Castro said thehighamountof snow is a result of an “unsea-sonably high amount of mois-ture” being carried from thetropics of the Pacific Ocean.
According to the Nation-al Weather Service, ChicagoO’Hare International Airporthad 19.3 inches of snow, whichset the record for the snowiestday in February. That ranksas the fifth largest snowstormin Chicago’s history.

Panelists including Anthony Griffin, Berwyn Development Corp executive director, and Theresa Schulzof Schulz Properties respond to questions Jan. 27 during the Suburban Life Economic Forecast Lun-cheon at Drury Lane in Oakbrook Terrace.
A big thank you goes out to the panelists at the inaugural Subur-
ban Life Economic Forecast Luncheon. Attendees at the event got
a chance to hear about the prospects for the 2015 economy with
a focus on the western suburbs. “Cautiously optimistic” might
not sound like the most ringing endorsement for the state of our
towns’ economy, but given where we were just a few years ago,
it’s definitely a step in the right direction.
Speaking of good news for the local economy, what could be better
than hearing that La Grange retailers had a stellar holiday season
at the end of 2014? The La Grange Business Association’s cam-
paign on behalf of members appeared to pay off with significant
sales growth over 2013 for a number of businesses. And kudos,
too, to the shoppers who opted to spend their money locally.

SPRINGFIELD – Well the apocalypse is upon us. At leastthat’s what you’d think if you listen to some politicians andunion bosses. For the first time in decades, an Illinois governorhas dared to utter the words “Right to Work.”
Gov. Bruce Rauner’s pronounced last week he would liketo allow “Worker Empower-ment Zones,” where employ-ees working for unionizedorganizations would have theoption of not paying moneyto a union. Rauner said hedoesn’t want to make Illinoisa right-to-work state, but does want to empower cities, countiesand townships to opt to create right-to-work zones.
A similar experiment is taking place in Kentucky. The idea scares the crap out of union bosses who are reliant
on receiving some money from folks whom don’t want to haveanything to do with a union.
But it ought to be welcome news to most Illinois residents.According to data from the U.S. Bureau of Labor Statistics,
job growth in right-to-work states is far outpacing other states. From 2002 to 2012, the economies of right-to-work states
grew by a total of 62 percent, compared to 46.5 percent in non-right-to-work states. Illinois’ economy during that period grewonly 36.9 percent. Supporters of such measures say it makesstates more attractive to businesses and that workers shouldn’tbe forced to give money to an organization they may not agreewith just so they can hold a job.
Opponents, on the other hand, say it’s not right thatworkers notpaying dues reap the benefits of what the union has negotiated.
There is evidence showing that right to work stimulateseconomic growth. In 1997, University of Minnesota and FederalReserve economist Thomas J. Holmes looked at areas whereright-to-work states bordered non-right-to-work states. Holmesfound manufacturing employment was one-third higher on theright-to-work side of the border.
In recent years, the potential for accelerated economicgrowth has drawn our neighbors Indiana and Michigan intothe right-to-work camp. They are Midwesterners just like us,working hard and providing for their families.
The difference? No one is forcing anyone to give money to aunion. Those who give want to do so. What could be fairer?

Accomplishmentsdo not trump errorsCOD trustees listed accomplishments by
[Robert] Breuder and claimed the payout isjustified. Consider this: Dr. Taub, director ofthe Columbia UniversityMesothelioma Cen-ter, has been passionate in raisingmoney forresearch and patient care of those inflictedby this awful form of cancer. Thismonth,N.Y. Assembly Speaker Sheldon Silverwasfound guilty of various charges includingengaging in a sweetheart deal with Taub. Dr.Taub referred patients to Silver’s private lawfirm and in turn, Silver allotted publicmoneyin form of grants to theMesothelioma Cen-ter. I suppose, though, this is where Illinoisand NewYork diverge. The university imme-diately fired Dr. Taub and Silver resigned. InIllinois, you get a building named after youand youwalk awaywith $762,000.Where isLisaMadigan?
Don’t use church for speed trapAgain the Lemont Police Departmentis using church property, the St. Pat’sparking lot, to catch speeders in Lemont. In the mid 1990s, the same practice wasbeing done, and the village told the policedepartment not to use church property todo surveillance on State Street. Why is ithappening again? Do police officers haveno idea what church property means tothe community? We’re a community ofchurches, and we shouldn’t have policecars in our parking lots.
Signs at college too gaudyCollege of DuPage should not erect a
sign in honor of the much reviled RobertBreuder. COD already has way too manygaudy white building signs that look likeadvertising for fast food joints, not aninstitution of higher learning. But thosewere [Robert] Breuder’s idea, too.
Save historic Edwards houseThe people of Downers Grove need to
advocate for the historic Edwards House at942Maple Ave.Wewill soon lose this beau-tiful house to thewrecking ball. Fivemem-bers of the Village Council will not listen tothemajority of the people in Downers Grovethatwant to save this house. The opportu-nity tomove the housewas given but fivecouncil members choose not to listen. Theychose to listen to a citizen [who] gave falsefacts about the trees onMaple. April 7 isElection Day.We need to have a council thatrepresents themajority. Email the council to
voice your opinion, or it’ll be too late to savethis beautiful historic house.
Change color of squad carsLately, I have become aware of Downers
Grove and DuPage County Sheriff cars inblack. This color is intimidating. As a taxpay-er, I would appreciate it if this black colorwas replaced by amore optimistic color:like green, orange, white. Anything but blackwith dark tintedwindows and excessivelighting. The lights are definitelyway overthe line. I am referring to the lights they turnonwhen they are pulling someone over. There are dangerous criminals out there, butcome on police, most of us are law-abiding.Isn’t a gun intimidating enough?
Intersection needs to be addressedThreeweeks ago, Commissioner David
Olsen satwithme inmy car at the corner ofDowners Drive andOgden Avenue for aboutan hour and a half. Hewitnessed the ex-treme hazards that cars encountered tryingto either enter Downers Drive fromOgdenor fromDowners Drive on to Ogden. Hewasin total agreement about the hazards I havebeen telling the village formore than 30years. One takes their lives in their hands atthis intersection. As gracious asMr. Olsenwas to take time out towitness this horribleintersection, nothing forthcoming has beendone, I have not heard from him since.
Downers Grove SouthHigh School deserves a sign, tooEvery time I drive by Downers Grove
North, I can’t help but see the beautifulbrick framed sign in front of the school. It is probably 10 feet off the street. Itannounces performances and student andfaculty achievements. …. Where is the signfor Downers Grove South? Why hasn’tit been replaced? What has it been, fouryears since it was supposedly damaged bythe tornado that went through the area. …We are proud of our high school andmissseeing the achievements shouted loud andproud on 63rd Street so all can see them. Why is Downers South always treateddifferently than Downers North?
COD needs a new lawyerIn regards to the College of DuPage’s
buyout of the president, I worked at acommunity college for more than 20years and I’ve lived in the College ofDuPage district for more than 38 years.I think where the big problem is, is thelawyers for the College of DuPage shouldhave been more astute and could haveprevented a problem with the Open Meet-ings Act. What needs to be done is thatthe college needs to get a new lawyer.

For 2015, business expertsare ‘cautiously optimistic’
By KELLI [email protected]
The million-dollar ques-tion always seems to ponderwhat the future will bring.Prosperity? Jobs?
Hard questions with noeasy or one-size-fits-all answer.Apanelof experts tackledsomeof those difficult questionsJan. 27 during the EconomicForecast 2015 event hosted bySuburban Life Media.
Keynote speaker JohnQuigley, president and CEOof Elmhurst Chamber of Com-merce, offered a mixed bag ofnews in his opening remarksto the more than 100 businessand community members inattendance at the Drury LaneConference Center in OakBrook Terrace.
“I’ve lived in the westernsuburbs for almost 60 years,”Quigley said. “It’s alwaysbeen a vibrant place to live. This is a great idea for a con-ference and great place to getbusiness leaders together.”
He offered snapshots of eco-nomic growth in 2014, includ-ing that thenation isexperienc-ing the fastest job growth since1999, interest rates remain athistoric lows to help keep in-flation rates in check and thenational unemployment rate isless than 6 percent, although Il-linois it is at 6.4 percent.
Anthony Griffin, executivedirector for Berwyn Develop-ment Corp., led an optimismfrontwith his example of whatBerwyn has experienced since
his tenure starting in 2008.“What we have seen in
Berwyn during 2014 has beenvery good growth,” Griffinsaid. “We’ve had the highestgrowth rate in 40 years andit’s been during a recession.”
The commercial growthrate was due to finding rightsize land for retailers, andeven acquiring land and turn-ing it over to retailers whenneeded, he added.
A banker for 30 years,Richard Reichert, presidentand CEO of Community Bankof Elmhurst, also has seenpositive signs of economy re-turning to life.
“I am cautiously optimis-tic for 2015,” Reichert said.“I’ve seen a stronger econo-my, especially in east DuPage. We’ve seen some commercialcustomers make new invest-ments in equipment and newproduct lines.”
HeathAshenfelter, divisionvice president of True ValueCo. Chicago, felt a two-prongapproach would be the bestmethodwhen it came to e-com-merce and how that affectsbrick-and-mortar locations.
“For folks shopping forproducts $500 or more, say a
lawnmower in my world, 80percent shop online prior toengaging with a brick-and-mortar store,” Ashenfeltersaid. “More important is thaton average, those consumersspend 80 days shopping onlinebefore making a purchase.”
Ashenfelter stressed it iscrucial to businesses to iden-tify their brand by havinga viable website that also ismobile for customers that areresearching competitors web-sites while in their store.
The second approach is toconsider the different shop-ping patterns of Generation X,who tend towant experts to fixthings, andGeneration Y, whoare interested in projects theywill do themselves, he said.
“These folks’ expectationsare different and you have tomarket differently,” he added.
In speaking to the skill setrequired for future employeeswho are still in college, Tim-othy Ricordati, dean of theSchool for Professional Stud-ies at Elmhurst College, citeda study from the Associationof American College and Uni-versities that asked employ-ers what skill they would seekin an employee.
“Ninety percent said themost important character-istics are soft skills: criticalthinking, problem solving, communication skills andthe ability to work in teams,”Ricordati said. “The under-graduate major of that personis secondary to having thoseskills. That is eye opening.”

It’s Your MoneyBy Linda Sokol Francis, E.A.
SOME FREEBIES ARE FREE,SOME GET TAXED
When you get a coffee mug from your publicradio station in response to a contribution, it’s
considered aminimal gift; no tax is involved. But when a bank’s gift foropening an account buys an expensive airline ticket, that’s different.
In a recent Tax Court case, a couple received thousands of “thank you”points from a bank for opening an account. They redeemed the pointsto buy an airline ticket worth $668. The bank bought the ticket andthen issued a Form 1099-MISC, listing the $668 as “other income.” Thecouple did not list the income on their tax return. The Court held thatthe airline ticket was a premium to be treated like interest.
However, frequent flyer miles are different. Years ago, the IRSannounced that it would not try to tax miles from business travel (oreven personal trips) used to buy tickets or upgrades, perhaps becauseof the difficulty of evaluating the benefit.

“But, when we do, we tackle it quickly.”Livingston said tackling the problem
was a “communitywide effort” outsidethe police department and described thetwo recent shootings as going against themomentum of La Grange, which he not-ed has received many awards in recentyears as being a desirable community.
However, Mosley said she doesn’tbelieve the village makes the same in-vestment in her area as they do in oth-er parts of La Grange.
Mosley said she has called police foryears about issues at the house wherethe 22-year-old shooting victim livesand said the problems are still ongo-ing. Mosley said she believes if peoplewere causing similar problems in oth-er areas of La Grange, police wouldhave put a stop to it. Mosley said sheworries about the value of her homebecause of the “problem house,” whichsits across the street from hers.
“Our goal is for everyone to have ahigh quality of life in La Grange,” Liv-ingston said. “We think of La Grange asborder to border. We are not a villageof wards and I think that reinforces thevillagewide approach [to issues].”
Livingston said village improve-ments, such as the repair of streets, areadministered fairly and on a rotatingbasis, as are all village services. He add-ed that as a small village, public officialsare readily accessible to residents’ con-cerns. In addition, Livingston said, LaGrange’s recent sales tax increase willpartly go toward hiring a new police offi-cer, which will benefit the whole village.
“The goal of La Grange is to get saf-er all the time,” he said.
Livingston also disagreed that therewas a lack of investment and attention
by La Grange on the village’s east side.He said the village will soon be an-
nouncing a project coming to Mosley’sneighborhood that will invest in a longempty lot at Ogden and East avenues –a new location for a permanent BEDSPlus shelter.
The village will host a hearing Feb.10 on the construction of a three-storyhomeless shelter there, which will al-low BEDS to consolidate service andmove its current shelters, which rotatebetween churches in La Grange.
The proposed action comes a littleless than a year after La Grange commu-nity members who live near Emmanu-el Episcopal Church of La Grange, 203Kensington Ave., complained that theshelter hurt the “Mayberry”-style imageof La Grange, despite a police depart-ment analysis that showed no signifi-cant issues with homeless in La Grange.
In the end, Mosley said she pays thesame taxes that everyone else in LaGrange does. As a resident, she saidher neighborhood should be worth asmuch to the village as any other.
“They beautify and build uptown, but they never do anything here,” shesaid. “We are not taken seriously.”
“Our goal is for everyoneto have a high quality of lifein La Grange. We think of
La Grange as border to border. We are not a village of wardsand I think that reinforcesthe villagewide approach
[to issues].”Tom LivingstonLa Grange president

Phipps leads Lions toward lofty heightsBy DAN SANTAROMITA
LA GRANGE – Harrison Niegomay get a lot of the attention for LyonsTownship’s boys basketball team, buthe’s not the only senior leader on theteam.
Jaquan Phipps has grown into aleadership role for the Lions, providinganother reliable scorer, veteran pres-ence and a co-captain alongwithNiego. The 6-foot-3 guard is LT’s second-lead-ing scorer behind Niego and does a lit-tle bit of everything for the Lions.
Phipps was initially used as a benchplayer during his junior year. WhenChris Hester went down with an inju-ry during the holiday tournament lastseason, Phipps moved into the startinglineup. He thrived in the new role andhas continued to show confidence fromthe start of this season.
“I enjoy it,” Phipps said of being aco-captain. “I believe it’s a privilege.I’m glad the guys nominated me andHarrison to be co-captains. ... I’m hon-ored to be a captain.”
On the court, Phipps is capable ofguarding taller players and is some-times forced to do so considering theLions’ lack of a true post player. Healso sometimes takes some ballhan-dling duties and is one of the leadingrebounders on the team.
His all-around game has been usefulfor the Lions, and Phipps is hoping toturn his improved play into the chanceto play in college. His older brother,Justin, is currently a senior at AuroraUniversity where he plays both foot-ball and basketball.
“I love this game with a passion,”Jaquan Phipps said. “It relieves stress. It helps me have fun. Basketball is afun game and it’s a fast-paced game,an emotional game, you win some, youlose some. I love this game to death andI do want to continue playing.
“I’m kind of waiting until the sea-son is over [to make my college deci-sion]. Whatever happens, happens. I’llbe glad anywhere. If I get a scholarship,I’ll be blessed.”
Phipps andNiego have led what wasonce an inexperienced supporting castto a 17-4 record. Currently, the Lionsappear more balanced. In Saturday’swin against Downers Grove North, four Lions scored in double figures.
“We lead this team, we give themconfidence and tell them to keep theirheads up when they’re not feelingwell,” Phipps said. “Just being a teamleader and letting them know that ev-
erything is going to be alright.”Right now things are better than
simply alright for the Lions.
LT won two conference gamesduring theweekend, beating York 55-41on Friday and DGN 63-41 on Saturday.
Combine that with two Hinsdale Cen-tral conference losses during the week-end and the Lions are now all alone infirst place in the West Suburban Sil-ver. LT is 7-1 in the league, one gameahead of the Red Devils.
“We got a long way to go before wecan talk about that,” LT coach TomSloan said of the conference title race.“We were just talking about it in thelocker room. It doesn’t matter what theother teams do, we have to take care ofone opponent at a time.”
LT plays Oak Park-River Forest at7:30 p.m. Friday in La Grange.

Boys basketball players make impact for their teamBy DAN SANTAROMITA
Each basketball season providesa chance for fresh faces to impact theteams they play for. From juniorsgetting their first taste of varsity ballto seniors stepping into larger roles, here are this season’s breakout playersfrom Lyons Township, Morton, River-side Brookfield and other area schools:
Mike BallardSchool: FenwickClass: JuniorPosition: ForwardImpact: The Friars lost a lot of theirsize from last season, and Ballard hasdone his part to replace the size andrebounding that was lost. The 6-foot-5forward also has added some scoring tohis game more recently as he adjusts tovarsity level basketball.
Dexter DaleSchool: MortonClass: SeniorPosition: GuardImpact: Morton graduated its startingbackcourt last season so new playersneeded to step up, and Dale has doneso. The senior guard was a useful bench
player last year, but has taken his gameto another level. He’s second on the teamin scoring and is one of best guards inthe area at driving to the basket.
Christian DavisSchool: NazarethClass: JuniorPosition: GuardImpact: It’s been a rebuilding year for
the Roadrunners, who feature an ex-tremely young roster, but Davis hasbeen one of the steadier players. Thejunior guard is among the team’s topscorers so far this season.
Sam JohnsonSchool: Riverside BrookfieldClass: SeniorPosition: Forward
Impact: As Riverside Brookfield coachTomMcCloskeyput it, Johnsonwasgoodlast year, but, “Nothing like this.” John-son combines his long-range shootingability, soft touch around the basket andability to drive with his 6-foot-7 frame tobecome a tough matchup for opponents. He is also a rebounding machine with 13double-doubles this season.
Lorenzo MooreSchool: Proviso WestClass: SeniorPosition: ForwardImpact: Moore has become one of thePanthers’ leading scorers this season, giving the team another solid veteranpresence on what was already a se-nior-heavy squad.
Jaquan PhippsSchool: Lyons TownshipClass: SeniorPosition: GuardImpact: Phipps started to becomea key player for the Lions last yearwhen starter Chris Hester went downwith an injury during a holiday tour-nament. This season, Phipps hasstarted from day one and has been arock as the second-leading scorer onthe team.
