I would have much rather been with you than having emergency oral surgery. Thanks to the many of you that reached out and checked on my condition and sent words of encouragement. As a follow up to the meeting I want to congratulate Ira, Kenny, and Jeff on their new rolls as ofϐicers of the association, and look forward to their leading us this year and in years to come. Congratulations to Mr. Bill Cain on his receipt of the Charles Fuller Lifetime achievement award. I was able to make it to Washington the following week for Propane Days. Part of the trip was difϐicult as we attended the funeral of long time industry volunteer, Past Chairman of NPGA and L.P. Gas Hall of Famer Charlie Revere. Many of you will remember Charlie coming to our summer convention at the Bluffs in St. Francisville when he was chairman. The Revere family and our family have been good friends for nearly 25 years, and the sudden loss of Charlie was quite a shock. Once we got to the Hill, we had lots of good meetings with our delegation. With the announcement of the Congressional Propane Caucus, we made it a point to speciϐically ask each member of the Louisiana Delegation to join the caucus. We still have to follow up with some, but we got favorable commitment from most of the delegation. The caucus will serve as an important communication tool for our industry as we move forward. If you see a member of congress while they are home on recess, be sure to ask about it. And if you think about it, go ahead and set some time aside for next June to make the trip to Propane Days yourself. Lastly, I want to thank the association for allowing me to serve this past year as President. I told someone that in many respects it was quite a year, which is always good for our industry. We did several things to try to help dealers as we experienced another cold winter. And we worked pretty aggressively during this year’s legislative session to get propane motor fuel taxes on a level playing ϐield from an energy content standard. I know motor fuel is getting a lot of attention, but there are plenty of propane powered bobtails out there that this would have affected. I was honored to have received the Dealer of the Year award. Our family has been blessed to be able to be active in the association for many years, and we are humbled by your recognition of our activities. 2015 LPGA Members First I need to start by apologizing for shirking my duties by not attending the

convention and board meeting in Baton Rouge. I would have much rather been with you than having emergency oral surgery. Thanks to the many of you that reached out and checked on my condition and sent words of encouragement. As a follow up to the meeting I want to congratulate Ira, Kenny, and Jeff on their new rolls as of icers of the association, and look forward to their leading us this year and in years to come. Congratulations to Mr. Bill Cain on his receipt of the Charles Fuller Lifetime achievement award.

I was able to make it to Washington the following week for Propane Days. Part of the trip was dif icult as we attended the funeral of long time industry volunteer, Past Chairman of NPGA and L.P. Gas Hall of Famer Charlie Revere. Many of you will remember Charlie coming to our summer convention at the Bluffs in St. Francisville when he was chairman. The Revere family and our family have been good friends for nearly 25 years, and the sudden loss of Charlie was quite a shock. Once we got to the Hill, we had lots of good meetings with our delegation. A Message from the Executive DirectorThis year’s legislative session was eventful as expected. The business community in general will see tax and fee increases of more than $600 million, most in the form of suspended tax exemptions. Speci ically for our industry, most of the attention was based around the emergence of alternative fuel vehicles and how best to tax them. Currently, and for the remainder of this year, you must purchase an alternative fuel tag from the Department of Revenue and Taxation with every on-road vehicle. Beginning next year, the supplier of end-use auto gas (retailer, not the wholesaler) will be required to pay state sales tax at the rate of 73% of the current tax (.20 cents per gallon) on gasoline and diesel fuels. In addition to the fuel tax, the Legislature also cut the current exemption on fueling equipment by 38%. The Department of Revenue and Taxation is currently in the process of addressing rule changes to address both these revisions and should have them ready for the public by this fall. As always, we would like to thank our President Bryan Cordill for working diligently with us on issues that are important to our industry all throughout session. His help was invaluable and I hope everyone offers him “thanks” for his work on legislative issues this year.

Summer Convention was a great time and we would like to thank everyone that came and participated this year. It is such an integral part of our association to be able to gather annually to discuss business and have a good time. Congratulations to our new Board of Directors! Next year, we are trying something new and will be joining with Alabama as they host us for a joint Summer Convention. It will take place at the Perdido Beach Resort in Orange Beach, AL June 19-21. We are excited to test out this new venture and hope you will all plan to join us. The following year, we will reciprocate and host a joint convention (likely in New Orleans) for association members of both states.

This summer’s Propane Days was a great opportunity for our state and industry to be heard all along Capitol Hill. Thank you to those that joined us including Bryan and Joe Cordill of Cordill Propane and Billy Cox of O’nealgas. The highlight of our visit is always visiting with our congressional delegation about issues that are important to our industry. Issues that were on our slate this year included Excise Tax Equalization and Alternative Fuel Tax Credit Extension. All of our meetings went very well and our members were very receptive to our cause. A big ‘Thank You’ goes out to

freshman Congressman Garrett Graves for joining the newly-formed Congressional Propane Caucus.

With the closing of Summer Convention, comes the changing of the Board of Directors. I would like to take this time to thank Bryan Cordill for his service as our president over the past year. It was an honor to work so closely with him as it’s hard not to get swept up in his passion for the industry. He de initely kept me on my toes and leaves quite the shoes to ill. Fortunately, Ira Cleveland of Lampton-Love has graciously rose to the challenge of being our next president. Most of us have known Ira for many years and I know I look forward to working with him over the next year.

A successful four-year pilot program with trucks fueled by propane autogas has led U.S.-based energy company ConocoPhillips to add more vehicles operating on the domestically produce alternative fuel.

ROUSH CleanTech propane vehicles have been tested by ConocoPhillips in the ield since 2011, logging thousands of miles in sometimes challenging conditions in northwest New Mexico and southwest Colorado.

As a result of the tests, ConocoPhillips recently announced it would convert 30 trucks to propane autogas this year and replace more than 300 more trucks over the next ive years with vehicles powered by autogas fuel technology.

Each propane autogas truck emits about 67,000 fewer pounds of carbon dioxide emissions over its lifetime than a gasoline powered vehicle. Propane autogas is a low carbon fuel that reduces greenhouse gases by up to 25 percent, carbon monoxide by up to 60 percent, and

nitrogen oxide by 20 percent compared to gasoline.

Other bene its include safety of the fuel, size of the fuel tanks, performance, reduced fuel costs, extended maintenance intervals and drivability. The vehicles will be powered by propane produced in the San Juan basin.

“The addition of propane autogas trucks will greatly reduce ConocoPhillips’ carbon footprint while using a fuel they produce here in the U.S.,” said Todd Mouw, vice president of sales and marketing for ROUSH CleanTech. “And with autogas’ low-priced fuel and infrastructure costs, this investment will pay off for their bottom line.”

Charles W. “Bill” Cain was born August 23, 1933 in Niota, Illinois. He grew up on a farm near Colusa in west central Illinois near Carthage. He graduated from Colusa High School in 1951 and went to Western Illinois College in Macomb, Illinois from 1951 to 1953 where he majored in Agriculture. In March 1953, Bill was drafted into the U.S. Army. He was stationed in Fort Bliss, Texas and assigned to the 259th Corporal Missile Battalion until January 1955.

Bill attended the University of Illinois from 1955 thru 1957. In 1957, he graduated with a Bachelor of Science degree in Agriculture.

On June 30, 1957, Bill married Mable Hat ield from Sue City, Missouri. Together, they raised three children, Chuck Cain, Teresa Duran, and Brenda Cain. They have four grandchildren and one great granddaughter.

Bill started out his agriculture career by working for Libby, McNeil & Libby in Morton, Illinois, from 1957 to 1959, as a ieldman contracting with farmers to raise sweet peas, sweet corn and pumpkins. He supervised raising the crops and harvest for canning. From 1959 to 1983, he worked for Amoco Oil Co. in wholesale and retail marketing of L.P. Gas, Anhydrous Ammonia and Liquid Fertilizer in the central farming states, Texas and Louisiana. Throughout his time there, he worked in various positions such as fertilizer plant manager, area sales manager and LP-Gas and Anhydrous Ammonia wholesalesman. From 1983 to 1998, Bill was district manager for Cropmate Co., a division of ConAgra Co., in the Sugar Cane area in south central Louisiana marketing LP-Gas, Anhydrous Ammonia and Liquid Fertilizer. He retired in 1998 from ConAgra.

Bill has served many positions on the Louisiana Propane Gas Association board of directors including President for two years in the mid 70’s. He is active in the First United Methodist Church in Thibodaux, LA where he currently lives. He served on the Board of Building Code Variance for the City of Thibodaux. Bill currently serves as an LP-gas commissioner for the Louisiana Lique ied Petroleum Gas Commission and has been since 2009.

Lifetime Achievement Award.

The Charles M. Fuller Lifetime Achievement Award was instated in 2009 to honor men and women who have given a lifetime of service to the propane industry. It was named after Charles M. Fuller who was a former Executive Director for the LA Lique ied Petroleum Gas Commission and passed away in 2009.

First off, we would like to thank everyone who participated in this year’s annual summer convention. We hope you all enjoyed your stay at the L’auberge Casino Hotel in Baton Rouge and enjoyed the activities we planned for you. Things started off Monday with registration which was followed by our early bird reception in the notorious LPGA hospitality suite. Old friends had a chance to catch up while new ones got acquainted with our vivacious group.

Bright and early Tuesday morning, we kicked off the day with our annual Chris Connally Memorial Golf Tournament at the beautiful Santa Maria Golf Course. The course was a bit soggy but that didn’t stop our golfers! Our teams of three, tried their efforts at eighteen holes of golf glory. Miss Louisiana Lacey Sanchez joined the boys and gave everyone a run for their money!

After golf, Miss Louisiana joined our group at the State Capitol for legislative meetings and a tour. As our special guest, Lacey was formally introduced to both the House and Senate loors and received a very warm welcome. Thanks again to Miss Louisiana Lacey Sanchez for taking time out of her busy schedule and joining the LPGA membership during our summer convention.

The evening commenced with the Supplier’s Reception on the rooftop pool deck. Eats and drinks were plentiful thanks to our great suppliers! Big thanks go out to all of our reception sponsors!

The last day was busy as usual for our members and started off with a Continuing Education session put on by our Executive Director Randy Hayden. He delivered an important presentation on What the Legislative Session Means to your Business. Since the legislative session was currently going on, this was an especially important presentation for our participants and anyone involved in the industry. After an on your own lunch, we inished the afternoon with the Quarterly LPGA Board of Director’s Meeting. Many important items were discussed and nominations were made for the 2015-2016 Board of Directors.

The day was capped off with the President’s Reception and our General Membership Meeting and dinner which was held in the Ballroom of the Event Center. Miss Louisiana Lacey Sanchez joined us once again and

even helped out LPGC Executive Director John Alario with our infamous not-so-silent auction. We had the induction of our new board members which was led by Mr. Joe Cordill. Congratulations to our new 2015-2016 Board of Directors: President-Ira Cleveland, Lampton-Love; Vice President-Kenny Lucero, Cajun Propane; Secretary-Treasurer-Jeff Harris, AmeriGas; State Director-Billy Cox, O’Neal Gas; Supplier Chairman-Tracy Wells, Gas Equipment Company; Supplier Elect-Joe Ezernack, Meeder Equipment Co. Our Regional Directors include: Northwestern District-Al Cadwallader, Southern LP; Northeastern District-Cara Jo Brantley, Macon Ridge Propane; Southwestern District-Dominique Monlezun, Lake Arthur Butane; Southeastern District-Jessica Sontag, AmeriGas; Central District-Brent Guillory, Buddy’s Home Gas; North At-Large-Joey Cordill, Cordill Propane; South At-Large-John McManus, ReedGas.

Charles W. “Bill” Cain was born August 23, 1933 in Niota, Illinois. He grew up on a farm near Colusa in west central Illinois near Carthage. He graduated from Colusa High School in 1951 and went to Western Illinois College in Macomb, Illinois from 1951 to 1953 where he majored in Agriculture. In March 1953, Bill was drafted into the U.S. Army. He was stationed in Fort Bliss, Texas and assigned to the 259th Corporal Missile Battalion until January 1955.

Bill attended the University of Illinois from 1955 thru 1957. In 1957, he graduated with a Bachelor of Science degree in Agriculture.

On June 30, 1957, Bill married Mable Hat ield from Sue City, Missouri. Together, they raised three children, Chuck Cain, Teresa Duran, and Brenda Cain. They have four grandchildren and one great granddaughter.

Bill started out his agriculture career by working for Libby, McNeil & Libby in Morton, Illinois, from 1957 to 1959, as a ieldman contracting with farmers to raise sweet peas, sweet corn and pumpkins. He supervised raising the crops and harvest for canning. From 1959 to 1983, he worked for Amoco Oil Co. in wholesale and retail marketing of L.P. Gas, Anhydrous Ammonia and Liquid Fertilizer in the central farming states, Texas and Louisiana. Throughout his time there, he worked in various positions such as fertilizer plant manager, area sales manager and LP-Gas and Anhydrous Ammonia wholesalesman. From 1983 to 1998, Bill was district manager for Cropmate Co., a division of ConAgra Co., in the Sugar Cane area in south central Louisiana marketing LP-Gas, Anhydrous Ammonia and Liquid Fertilizer. He retired in 1998 from ConAgra.

Bill has served many positions on the Louisiana Propane Gas Association board of directors including President for two years in the mid 70’s. He is active in the First United Methodist Church in Thibodaux, LA where he currently lives. He served on the Board of Building Code Variance for the City of Thibodaux. Bill currently serves as an LP-gas commissioner for the Louisiana Lique ied Petroleum Gas Commission and has been since 2009.

The Charles M. Fuller Lifetime Achievement Award was instated in 2009 to honor men and women who have given a lifetime of service to the propane industry. It was named after Charles M. Fuller who was a former Executive Director for the LA Lique ied Petroleum Gas Commission and passed away in 2009.

A Message from the Executive DirectorThis year’s legislative session was eventful as expected. The business community in general will see tax and fee increases of more than $600 million, most in the form of suspended tax exemptions. Speci ically for our industry, most of the attention was based around the emergence of alternative fuel vehicles and how best to tax them. Currently, and for the remainder of this year, you must purchase an alternative fuel tag from the Department of Revenue and Taxation with every on-road vehicle. Beginning next year, the supplier of end-use auto gas (retailer, not the wholesaler) will be required to pay state sales tax at the rate of 73% of the current tax (.20 cents per gallon) on gasoline and diesel fuels. In addition to the fuel tax, the Legislature also cut the current exemption on fueling equipment by 38%. The Department of Revenue and Taxation is currently in the process of addressing rule changes to address both these revisions and should have them ready for the public by this fall. As always, we would like to thank our President Bryan Cordill for working diligently with us on issues that are important to our industry all throughout session. His help was invaluable and I hope everyone offers him “thanks” for his work on legislative issues this year.

Summer Convention was a great time and we would like to thank everyone that came and participated this year. It is such an integral part of our association to be able to gather annually to discuss business and have a good time. Congratulations to our new Board of Directors! Next year, we are trying something new and will be joining with Alabama as they host us for a joint Summer Convention. It will take place at the Perdido Beach Resort in Orange Beach, AL June 19-21. We are excited to test out this new venture and hope you will all plan to join us. The following year, we will reciprocate and host a joint convention (likely in New Orleans) for association members of both states.

This summer’s Propane Days was a great opportunity for our state and industry to be heard all along Capitol Hill. Thank you to those that joined us including Bryan and Joe Cordill of Cordill Propane and Billy Cox of O’nealgas. The highlight of our visit is always visiting with our congressional delegation about issues that are important to our industry. Issues that were on our slate this year included Excise Tax Equalization and Alternative Fuel Tax Credit Extension. All of our meetings went very well and our members were very receptive to our cause. A big ‘Thank You’ goes out to

freshman Congressman Garrett Graves for joining the newly-formed Congressional Propane Caucus.

With the closing of Summer Convention, comes the changing of the Board of Directors. I would like to take this time to thank Bryan Cordill for his service as our president over the past year. It was an honor to work so closely with him as it’s hard not to get swept up in his passion for the industry. He de initely kept me on my toes and leaves quite the shoes to ill. Fortunately, Ira Cleveland of Lampton-Love has graciously rose to the challenge of being our next president. Most of us have known Ira for many years and I know I look forward to working with him over the next year.

A successful four-year pilot program with trucks fueled by propane autogas has led U.S.-based energy company ConocoPhillips to add more vehicles operating on the domestically produce alternative fuel.

ROUSH CleanTech propane vehicles have been tested by ConocoPhillips in the ield since 2011, logging thousands of miles in sometimes challenging conditions in northwest New Mexico and southwest Colorado.

As a result of the tests, ConocoPhillips recently announced it would convert 30 trucks to propane autogas this year and replace more than 300 more trucks over the next ive years with vehicles powered by autogas fuel technology.

Each propane autogas truck emits about 67,000 fewer pounds of carbon dioxide emissions over its lifetime than a gasoline powered vehicle. Propane autogas is a low carbon fuel that reduces greenhouse gases by up to 25 percent, carbon monoxide by up to 60 percent, and

nitrogen oxide by 20 percent compared to gasoline.

Other bene its include safety of the fuel, size of the fuel tanks, performance, reduced fuel costs, extended maintenance intervals and drivability. The vehicles will be powered by propane produced in the San Juan basin.

“The addition of propane autogas trucks will greatly reduce ConocoPhillips’ carbon footprint while using a fuel they produce here in the U.S.,” said Todd Mouw, vice president of sales and marketing for ROUSH CleanTech. “And with autogas’ low-priced fuel and infrastructure costs, this investment will pay off for their bottom line.”

2015 LPGA Members First I need to start by apologizing for shirking my duties by not attending the

convention and board meeting in Baton Rouge. I would have much rather been with you than having emergency oral surgery. Thanks to the many of you that reached out and checked on my condition and sent words of encouragement. As a follow up to the meeting I want to congratulate Ira, Kenny, and Jeff on their new rolls as of icers of the association, and look forward to their leading us this year and in years to come. Congratulations to Mr. Bill Cain on his receipt of the Charles Fuller Lifetime achievement award.

I was able to make it to Washington the following week for Propane Days. Part of the trip was dif icult as we attended the funeral of long time industry volunteer, Past Chairman of NPGA and L.P. Gas Hall of Famer Charlie Revere. Many of you will remember Charlie coming to our summer convention at the Bluffs in St. Francisville when he was chairman. The Revere family and our family have been good friends for nearly 25 years, and the sudden loss of Charlie was quite a shock. Once we got to the Hill, we had lots of good meetings with our delegation. With the announcement of the Congressional Propane Caucus, we made it a point to speci ically ask each member of the Louisiana Delegation to join the caucus. We still have to follow up with some, but we got favorable commitment from most of the delegation. The caucus will serve as an important communication tool for our industry as we move forward. If you see a member of congress while they are home on recess, be sure to ask about it. And if you think about it, go ahead and set some time aside for next June to make the trip to Propane Days yourself.

Lastly, I want to thank the association for allowing me to serve this past year as President. I told someone that in many respects it was quite a year, which is always good for our industry. We did several things to try to help dealers as we experienced another cold winter. And we worked pretty aggressively during this year’s legislative session to get propane motor fuel taxes on a level playing ield from an energy content standard. I know motor fuel is getting a lot of attention, but there are plenty of propane powered bobtails out there that this would have affected. I was honored to have received the Dealer of the Year award. Our family has been blessed to be able to be active in the association for many years, and we are humbled by your recognition of our activities. I look forward to continuing to work with you in the coming days.
