8th Annual 'On Your Marc' 5K Run/WalkTo Be Held Aug. 6Seasoned runners, first timers and walkers are all invited to take part in the 8th annual On Your Marc 5K Run/Walk to be held August 6. The event honors the memory of Marc J. Small, a U.S. Army Special Forces Medic who was killed in action in 2009.

The race features an accurate, measured 5K course and 2-mile walk starting at the Lower Providence Fire Company, 3199 Ridge Pike in Eagleville and continuing through Eagleville Park and Township streets. The 5K run begins at 8:30 a.m., followed by the walk at 8:35 a.m. Prizes will be awarded to the top male and female overall and to the top two males and females in several age groups. On Your Marc was founded by Lower Providence Township residents Mary and Megan MacFarland, mother and sister of SSG Small. Proceeds from the event benefit Small Steps in Speech, a foundation created by Marc's fiancée Amanda Charney to assist children with communicative disorders. Since its inception, On Your Marc has raised over $200,000 for the foundation to help children with the "small steps" needed to improve their speech. Sewer Authority Surveying ProjectDuring June, the Lower Providence Township Sewer Authority will have a crew completing engineering and survey work as a planning step for the future replacement of sanitary sewer lines, manholes, and laterals. The work involves using surveyor tools to plot the location of existing features for mapping and planning purposes. It will be done on the following streets: Summit Avenue and Walker Lane between Ridge Pike and East Mt. Kirk Avenue; Oaklyn Avenue between Ridge Pike and Wooded Place; Trooper Road between Ridge Pike and Lloyd Lane; Wayne Avenue between Ridge Pike and Lloyd Lane; Mann Road; Evans Road; Henry Road, and Brant Road.

Measurements will be taken from the sewer main to existing structures such as trees, sidewalks, the front of houses and sewer vents in the front yards. Please be advised that in order to complete this task employees will be walking across the yards of properties along these streets. This work will be done by the Sewer Authority Engineering firm of Gannett Fleming Inc. All personnel will be carrying ID and will be in vehicles marked with the company logo. Your understanding and cooperation is greatly appreciated.

These areas have been identified as a major source of inflow and infiltration (I/I) in the collection system and the Sewer Authority is considering the replacement of these system

components in their continuing efforts to eliminate I/I. Inflow is storm water that enters a sanitary sewer system at points of direct connection to the system such as roof drains, drains from driveways, downspouts and sump pumps. These sources are typically improperly or illegally connected. Infiltration is excess water from open joints, cracked pipes and service laterals, separated joints in the pipe, and unsealed or leaky manholes.

Common Scams: Know the Warning SignsAsphalt Paving or Sealcoating Scam

Selling door-to-door:

Claiming they have leftover asphalt from another job:

Pushing you to make a quick decision:

A professionally designed and properly constructed asphalt pavement will last for many years and most reputable contractors will stand behind their work. Consumers are safer dealing with a contractor who has roots in the community. Look out for those who are:

Reputable asphalt contractors will sometimes offer their services if they are doing a legitimate job in the immediate area. Always ask for references.

Professional asphalt contractors will know, with great accuracy, how much paving material is needed to complete a project. Rarely will they have leftover material.

Reputable contractors will provide a written estimate that will be valid for weeks or months. If the great deal they are offering you today is not available tomorrow or next week it may be a scam.

Not offering a contract:

Accepting only cash:

Offering a deal that seems to be good to be true:

Insist upon a written contract specifying in detail the work to be performed and the agreed upon price.

Most reputable contractors take checks or credit cards and don't require cash-only terms.

If the quoted price seems very low,

chances are the quality of the work will also be quite low.

Often the trucks they travel in are unmarked or they have an out of town address and phone number. A little research will reveal that they have no permanent address and the phone number is often an answering machine.

Common Scams: Know the Warning SignsGrandparent ScamCommon scenarios include:

A grandparent receives a phone call (or sometimes an e-mail) from a "grandchild. The person claims to be traveling in a foreign country and has gotten into a bad situation, like being arrested for drugs, getting in a car accident, or being mugged…and needs money wired ASAP. And the caller doesn't want his or her parents told.

Sometimes, the criminal pretends to be an arresting police officer, a lawyer, a doctor at a hospital, or some other person. And we've also received complaints about the phony grandchild talking first and then handing the phone over to an accomplice…to further spin the fake tale.

We've also seen military families victimized: after perusing a soldier's social networking site, a con artist will contact the soldier's grandparents, sometimes claiming that a problem came up during military leave that requires money to address.

While it's commonly called the grandparent scam, criminals may also claim to be a family friend, a niece or nephew, or another family member.

Internal Revenue (IRS) scamScammers make unsolicited calls claiming to be IRS officials and demanding that the victim pay a bogus tax bill. They con the victim into sending cash, usually through a prepaid debit card or wire transfer. They may also leave "urgent" callback requests. Here are five things the scammers often do but the IRS will not do. Any one of these five things is a tell-tale sign of a scam.

Call to demand immediate payment or call without first having mailed you a bill.

Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.

Require you to use a specific payment method for your taxes, such as a prepaid debit card.

The IRS will never:1.

2.

3.

Our advice to avoid being victimized: Resist the pressure to act quickly; try to contact your grandchild or another family member to determine whether or not the call is legitimate; and never wire money based on a request made over the phone or in an e-mail...especially overseas. Wiring money is like giving cash - once you send it, you can't get it back.

4.

5.

If you don't owe taxes, or have no reason to think that you do:

If you know you owe, or think you may owe tax:

Ask for credit or debit card numbers over the phone.

Threaten to bring in local police or other law-enforcement groups to have you arrested .

If you get a phone call from someone claiming to be from the IRS and asking for money, here's what you should do:

Do not give out any information. Hang up immediately.

Contact TIGTA to report the call. Use their "IRS Impersonation Scam Reporting" web page. You can also call 800-366-4484.

Report it to the Federal Trade Commission. Use the "FTC Complaint Assistant" on FTC.gov. Please add "IRS Telephone Scam" in the notes.

Call the IRS at 800-829-1040. IRS workers can help you.

Stay alert to scams that use the IRS as a lure. Tax scams can happen any time of year, not just at tax time. For more, visit "Tax Scams and Consumer Alerts" on IRS.gov. For more information, visit https://www.irs.gov/uac/Tax-Scams-Consumer-Alerts.

If you are 14 or older and interested becoming a firefighter, fire police officer, or junior firefighter, the Fire Department would like to meet with you and discuss the opportunities available. Individuals with or without prior fire service experience are needed and all necessary training will be provided.

There are many other volunteer opportunities with the Fire Department. Help is always needed with fundraising, community outreach, and administrative activities. You'll be working with a great group of people dedicated to protecting our community. You will find the members welcoming and always willing to lend a helping hand. The best way to begin the application process is to stop by the Eagleville station at 3199 Ridge Pike around 7 pm on any Tuesday night. You can also call 610-539-5408 and leave a message. Visiting the website at www.lpfire.com will also provide you with access to the membership application and a listing of officers and members.

The Lower Providence Township Volunteer Fire Department's annual "Fireman's Fair" is taking place June 9 through June 18 at the fire company grounds on Ridge Pike in Eagleville.

The fair features Reithoffer Shows and the fire company strives to bring family entertainment to Lower Providence. The Department runs the "Cabana" - a food stand with hamburgers, hot dogs, steak sandwiches and other grill favorites - and partners with the Lions Club at the fresh corn stand. The fire department also runs the "Clam Stand" with fresh seafood from the Eastern shore of Maryland and, of course, offers their famous donuts. The amount of donuts sold per evening at the fair averages about 1500!

Ride Megapasses will be available for sale starting in May. Please check the Fire Company Facebook page and website, lpfire.com, for updates. Please come out and support your 100% volunteer fire company.

The majority of small and all large construction and home improvement projects require a Township-issued permit, basically a license to begin a project or install equipment regulated by building or fire codes. Lower Providence Township's regulations are guided by state standards that are in place to protect residents and businesses and their neighbors. Permit application forms - and an explanation of which projects require permits - can be found on the department's website, www.lowerprovidence.org/codeenforcement.htm. Officials from the Community Development Department can provide information that will help your project succeed and avoid potential problems that could cost you time and money. Application forms can be found at www.lowerprovidence.org/forms. Contact the Community Development Department at610-539-8020.

Sidewalks - Homeowners are responsible for the repair and maintenance of sidewalks. Sidewalks with a horizontal crack or a difference in elevation of more than one inch are considered in an unsafe condition and shall be replaced once a permit has been issued by the Township.

Street numbers - must be visible from the street, posted on the side of the building or on a mailbox, or sign. Numbers must be a minimum of 4" high in a contrasting color to the background.

Water discharge - Storm water, roof runoff, cellar drainage or drainage from roof leader connections shall not be discharged into any sewer.

Dogs - are prohibited from running at large and are required to be on a leash. Please clean up after pets.

Stormwater SolutionsStormwater runoff is rainfall that flows over the ground surface. It is created when rain falls on roads, driveways, parking lots, rooftops and other paved surfaces that do not allow water to soak into the ground. As it flows across these surfaces, stormwater picks up nutrients, bacteria, sediment, oil and other pollutants that can end up in nearby creeks or rivers.

During the summer months, homeowners can help protect these waterways from stormwater pollutants in a number of ways:

Choose native plants and avoid and control non-native invasive species

Increase your garden area and decrease your mowing area

Raise your mower to cut at a height of 3 inches

Recycle your yard waste and use it as mulch

Use less fertilizer and avoid using pesticides

Manage stormwater by using a rain barrel or by planting a rain garden

Don't pile leaves or other yard waste near streams or drainage channels

Use a mulching lawnmower to recycle grass clippings and their nutrients on your lawn

Bag pet waste

For more stormwater resources, visit www.lowerprovidence.org/StormwaterManagement.htm.

Trees help to decrease stormwater runoff. Here volunteers are shown planting 220 trees and shrubs at the Township's Cranberry Park as part of a TreeVitalize project with the Perkiomen Watershed Conservancy.
