History of traffic management in areaAd hoc measures over the last 20+ years:

• Junction tables/speed bumps

• Continuous pavements

• Build-outs for traffic management and trees

• Controlled Parking Zones

County and City ‘Connecting Oxford’ proposals• In 2017 the Government published its first Cycling and Walking Investment Strategy

which set out the Government’s ambition to make walking and cycling the natural choices for shorter journeys or as part of a longer journey [https://www.gov.uk/government/publications/cycling-and-walking-investment-strategy]

• The Strategy supports the transformation of local areas: change which will tackle congestion, extend opportunity to improved physical and mental health, and which will support local economies.

• Led to e.g. ‘Connecting Oxford’ proposals

• Low Traffic Neighbourhoods form part of County’s ‘Oxford Local Cycling & Walking Infrastructure Plan’ – approved on 17th March [https://mycouncil.oxfordshire.gov.uk/documents/s50202/CA_MAR1720R09 - Oxford LCWIP Report.pdf]

Background and contextSt Mary’s Ward City Councillors (Craig Simmons and Dick Wolff) took the initiative to fund an outline study from their ward member infrastructure (CIL) fund

• Commissioned one of the engineers responsible for the Waltham Forest Scheme to look at how similar measures could be applied in East Oxford

• Joined by local campaigners Chris Jarvis, Rosie Rawle, Ellen Lees to form an initial working group

Design concept: Modal Filter• A Modal Filter is generally defined as a

road closure to motorised traffic that maintains permeability for non-motorisedtransport modes.

• Modal Filters are a common methods for reducing the ability for motorised traffic to permeate through an area.

• It is important to note that motorised access to all properties is always maintained and only the ability to travel through an area from one side to the other is restricted.

• Modal filters can be position at a junction, set back from a junction, or anywhere along a road.

• Modal filters can be combined with public realm improvements

Design concept: Gateway treatment• Improvements to the junctions that form

the “gateways” into an area help signify a change in local/road environment to road users and can provide important safety and accessibility benefits on the boundary roads, particularly for non-motorised users.

• Some streets in the study area already have a limited form of gateway treatment but what is proposedhere are more prominent ‘Copenhagen’ style junction improvements.
