Measures in TERM

e.g. Ultra Low Emission Zone

TfL Planning

Key projects and initiatives: vehicle emissions

4

Reducing emissions from public

transport

Emission and access

control schemes

Cleaner

taxis

Minimising emissions

from vehicles in

London’s public fleets

Promoting low

emission vehicles

Sustainable

freight

• Operates 24 hours a day, every day

of the year, across all Greater

London

• Diesel vehicles need to meet

specified emissions standards or pay

a substantial daily charge

TfL Planning

Current standards (from Jan 2012)

• Based on Euro standards for particulate matter (PM)

Lorries and specialist vehicles (over 3.5 tonnes) and buses

and coaches (over 5 tonnes)

• Must meet Euro IV for PM

• Won’t meet standards if vehicle is registered as new

before 1 October 2006

6

Large vans (1.205 tonnes unladen to 3.5 gross vehicle

weight) and minibuses (up to 5 tonnes)

• Must meet Euro 3 for PM

• Won’t meet standards if vehicle is registered as new

before 1 January 2002

TfL Planning

Meeting the standards

• Options available to operators include:

Fitting and certifying an approved filter

Buying a new or compliant second-hand vehicle

Reorganising fleet so only compliant vehicles travel in

zone

... or paying the daily charge (online, by phone or post)

7

Vehicle type Daily charge Penalty charge

Lorries, buses, coaches £200 £1,000 per day

(or £500 if paid within 14

days)

Large vans and

minibuses

£100 £500 per day

(or £250 if paid within 14

days)

TfL Planning

LEZ Compliance

• High charge designed to act as a strong deterrent as TfL

would prefer vehicle operators to meet the standards rather

than pay a daily charge or risk a fine

8

HGVs, buses

& coaches:

96%

Vans and

minibuses:

99%

Now meet

EU limit

values for

PM

TfL Planning

Proposed Ultra Low Emission Zone (ULEZ)

9

• Congestion charging zone

• 24/7

• All vehicle types

TfL Planning 10

• Investment in the TfL bus fleet so that all double deck buses operating in

central London will be hybrid and all single deck buses will be zero

emission (at tailpipe) by 2020.

• All taxis and new private hire vehicles presented for licensing from 2018

would need to be zero emission capable

• Age limit for all non zero emission capable taxis reduced from 15 to 10

years from 2020

Vehicle type Proposed emission

standards

Charge if not compliant

Motorcycle, moped etc. Euro 3 £12.50

Car and small van Euro 4 (petrol)

Euro 6 (diesel)

£12.50

Large van and minibus Euro 4 (petrol)

Euro 6 (diesel)

£12.50

HGV Euro VI £100

Bus/coach Euro VI £100

Proposed ULEZ standards

TfL Planning

Summary

12

• Wide range of projects and initiatives to tackle

emissions: supporting uptake of EVs, reducing freight

emissions, bus technology projects etc.

• LEZ introduced in 2008 and tightened in 2012 – has

successfully reduced PM across Greater London and

we now meet PM limit values

• NO2 still a big challenge ULEZ proposed to

address central London hotspots

• Wider action still required to address NO2 exceedance

elsewhere and also CO2 (Transport Emissions Road

Map)

• Waiting for announcement of OLEV funding e.g. rapid

charging
