Trunk or Treat/Movies in the Park SATURDAY, OCTOBER 19 from 5~9 pm

At the RINCON RECREATION DEPARTMENT As a community outreach project, are planning to participate in

Trunk or Treat on October 19. We need donations of wrapped

candy or monetary donations to purchase candy. There is a

donation box in the narthex. We also need volunteers

willing to be at the event to hand out candy. Contact Brenda

Helmly or Kim McGee to volunteer.

Apportionments and apportionment payments are getting a lot of discussion in the annual conference, in the districts and in local

churches. During my years in pastoral ministry I have heard apportionments refer to as “the church tax” and “a franchise fee,” but what they

really are is one way United Methodists are united in ministry to the world. Below I outline where our apportionment dollars go. If you have

questions about apportionments or any of the information here, please feel free to contact me.

I am pleased to share with you that to date we have already paid more on our apportionments for 2019 than we paid on 2018

apportionments for the year. I hope that brings you as much joy as it brings me, because this is something we should truly celebrate. We are

headed in the right direction and that is good news. We are not where we need to be, but we are ahead of where we were. Thanks be to God.

Conference Benevolences represent 11.45% of conference apportionments. Our Connectional Ministries staff salaries and expenses

are part of this budget item. Connectional Ministries coordinates the ministry that we do together as a conference. From Epworth camps to

disaster relief, our conference is engaged in much ministry together and these dedicated people guide this ministry for us. The Arthur J.

Moore Museum, housed at Epworth By The Sea, is also included in this budget item. This institution is our conference memory, not only by

displaying artifacts from our conference history, but also by providing archival storage for conference entities including local churches. The

Conference Board of Laity encourages the partnership of laity with clergy in our mission of proclaiming the gospel of Jesus Christ for the

transformation of the world. Our Conference Hispanic Ministries is also included in this budget item. This vital ministry of our annual

conference ensures that our brothers and sisters in Christ who are of Hispanic heritage and speak primarily Spanish have worship and church

community in their native language.

The Office Congregational Development represents 3.32% of conference apportionments. This is the office of our annual

conference that oversees new church plants and helps struggling churches become more healthy. Congregational Development sponsors

Increased Impact in which some of our members participated last year.

Clergy Support represents 32.33% of conference apportionments. This budget item covers expenses related to District

Superintendents, the Conference Board of Ordained Ministry (on which I serve), the Conference Board of Pensions, and the Conference

Pastoral Counselor. The Equitable Compensation Commission is also included in this budget item, which is the commission responsible for

ensuring that every full-time pastor in our conference receives at least the conference minimum salary and assists local churches with

meeting that need in the event of a short-term emergency need. This budget item also ensure that all pastors who have served faithfully

receive their benefits through paying the unfunded liability on Pre-1982 Pensions and Benefits, Insurance and Benefits for those on

disability, and filling the gap when churches do not pay for their pastor’s full pension and benefits.

Administrative Costs represent 14.08% of conference apportionments. This includes annual conference expenses, expenses related

to conference committees not listed in another budget time, expenses related to Human Resources and Personnel staff, expenses of the

Administrative Services Office, Workers Compensation Insurance costs, the cost of bonds for local church treasurers, expenses for

candidates from our conference to General and Jurisdictional Conference, legal fees of the annual conference and a contingency fund.

Area Episcopal Expenses represent 2.49% of conference apportionments. This includes expense related to the bishop’s office and

maintaining a residence for the bishop.

Regional Causes represent 8.01% of conference apportionments. This includes funds for SouthEastern Jurisdiction Mission and

Ministry, which supports what we do together as the SouthEastern Jurisdictional Conference including staff salaries and costs related to

Jurisdictional Committees. It also includes Georgia Higher Education which is funding for Wesley Fellowships and Wesley Foundations in

colleges all across our state. This vital ministry ensures we are in ministry to and through college students as they leave home for the first

time and enter college life.

General Church Apportionments represent 28.35% of conference apportionments. This includes the World Service Fund which

funds the General Board of Global Ministries which is located in Atlanta and is the missionary sending arm of the United Methodist Church,

funds the General Board of Church and Society which engages with Congress and the United Nations on behalf of United Methodists, funds

the General Board of Discipleship which produces materials for Bible study and other opportunities to mature as disciples of Jesus Christ,

funds UMCOR’s administrative expenses so all donations go 100% to relief and aid, and funds many other general boards for service to the

church. It also includes the Africa University Funds which United Methodist University in Africa for the purpose of raising up Christian

leaders in Africa to impact the continent for Christ. It also includes the General Episcopal Fund which pays for bishops’ salaries and benefits

and for the costs associated with Council of Bishops and their meetings. It also includes the Ministerial Education Fund which supports

United Methodist Seminaries and helps ministerial students with the costs of getting an education to serve. It also includes the Black College

Fund which supports the 11 predominantly black colleges affiliated with the United Methodist Church. It also includes the General

Administration Fund which funds several general agencies not included in the World Service Fund including the General Commission on

Archives and History, United Methodist Shrines, and the General Council on Finance and Administration. It also funds the costs related to

General Conference and the Judicial Council. Also included in General Church Apportionments is the Inter-Denominational Cooperative

Fund which funds cooperative work with other Christian denominations.

In addition to conference apportionments we also have district apportionments. These items fund the expenses related to the

meeting and work of district committees, like the District Board of Missions and the District Committee of Ministry (on which I serve). It

also funds the housing allowance for our District Superintendent and a special fund for the Wesley Foundation within our District.

As you can see, apportionment giving funds a lot of ministry and mission opportunities through the United Methodist Church and

we get to be part of it through our apportionment payment. Again if you have any questions related to apportionments, please feel free to ask
