Nothing is more dreadful in life than find-ing yourself hopeless and loveless. Yet we are perennially surrounded by people stuck in such state. LOVEQTRA was founded to bring truth, hope and love through practical help to the poor, the needy, the oppressed, and the disenfranchised. As we welcome 2010, it is useful to review where we are at this. Our commitment falls under 2 main portfolios: Saving Lives, & Building Lives. We spent considerable amount of resources and time in Saving Lives (Disaster Relief) in 2008. Indeed, with the worst Snow Disaster in Qinghai and Wenchuan Earthquake in Si-chuan, we have stretched ourselves thin. Thus we decided intentionally to put our main focus in 2009 on Building Lives in lieu of Saving Lives. We want to be known as teach-ers of fishermen, not merely fish givers. You will see this change of focus reflected in this LOVE REPORT. For people like Lhamo and Dorji, it would be irresponsible of us to simply give them some handouts and say “Now go, I wish you well.” NO! if we are to be faithful to our Vision of Transforming Generations, Restoring Lives through Transforming Minds, Restoring

Hearts; if we are to carry out our Mission to execute justice for the oppressed, feed the hungry, clothe the naked, set free the prisoners, lift up the bowed down, and uphold the fatherless and the widow, then we need to walk and work along-side their journey instead of just being a One-Hit-Wonder to them. To this end, we tirelessly work on refining our programs to achieve PRIMMS: Practical, Responsive, Impactful, Meaningful, Measur-able, and Sustainable. Our Sengchum-drokmo Girls Home was promoted by the government to be a Vocational Training School this summer. With this new status we are able to not just redeem (buy back) more girls like Lhamo to provide them a safe place to live and eat; our SGVTS will also be a place where they are free to be children, to dream, and to achieve that dream. For vic-tims of stolen livelihood like Dorji, our pilot Medical Relief Project with 2 Swiss doctors is beginning to show PRIMMS as well. For students without resources, we are in talk with potential donors to expand our High School Scholarship Program. Despite our young age, we are achieving PRIMMS in thousands of lives via our various programs.

Looking ahead, one important area we need to focus in is Self-Sustainability. We need your help in achieving this. Many have asked me, “Who are you to do all this? How many poor can you relieve? How many slaves can you free? How many dreams can you help achieve” The story goes, a man throwing beach-stranded star-fishes back to the sea one by one. A by-stander asks, “Geeze, what difference can you make? Look! The whole beach is full of them!” To this the man picks up one more starfish, throws it back to the sea, and replies, “It makes a difference to this one.” Who am I to do this? Who am I to make any differ-ence to these people’s life with my meager contribution? If you have ever thought this way, join the club! But let me assure you that yes. it is possible! You can do more than you think. With your help, we are proving this point day by day to our critics. Yes, we are the “Who-am-I?”s that makes a difference to some-body’s life. Dorji (pseudonym) was one of the most productive farmers in his village until Acute Rheumatism took all his money , mobility and years away. Crippled by the inhibiting medical fee, he resorted to tem-ples, which fur-ther plummeted him into insur-mountable debt.

We started in 2005 to redeem Tibetan girls who were sold into slavery due to family debts and abject poverty. To date we have 57 girls of similar background with us in our School in Darlag (4200m) o f G o l o g T i b e t a n A u t o n o m o u s Prefecture. Our Girls Home received accreditation and approval from the prefectural government in November 2009 to become a Vocational Training School. We plan to teach them tailoring, cooking, guesthouse management, tourism, practical English, computer, tibetan art painting, knitting etc. Our girls come from a grassland that spans

across 2 provinces. We provide them with life necessities and education. More importantly, they find life, love, and hope here. Each girl will cost 400 CNY (USD59) each month to feed, clothe, educate in 2010. Thanks to our generous donors (notably Captivating International and friends), we have most of our 2009 expenses covered. In 2010, we will receive new funds to build infrastructure for another 43 girls. Various donors have promised to bless our girls with new classrooms, dorms, hot shower facilities, roofed toilets, teachers’ quarters, school bus, computers. Thank you! How could

we have improved their life without your generosity and partnership? We are still looking for ways to sponsor the extra 43 girls in the coming year. Do let us know if you are moved to do so. Despite, or perhaps because of, their painful past, these girls are mature beyond their age. Still, many will not mention a word about their past when asked. Therefore on top of infrastructural need, we are asking for qualified counsellors and teachers (preferably women) who can be stationed mid- to long term in the school with them. Meanwhile, we welcome any short term volunteers and visitors!

In summer 2009SGVTS was pleasedto receiveour :irst long‐term foreignvolunteer, GenevaWilgus from Maine,USA.Geneva stayedwithus for threemonths (March‐June)andtaught the girls English. Her teachingstint culminated ina“:inal”English exam. Teacher Geneva was happy to report that 80% of our girls passed theexamwhich tested theirknowledgeofEnglishinnumbers,colors,commands,spelling/writing,bodyparts,andmathematicterms.

Pema Lamo (see picture on mid right) was the only girl to receive a 100% on her English exam. She received a reward of CNY 20 (USD 2.80) and a yellow scarf. Volunteers like Geneva have received tremendous support from friends and family back home and internationally. They donated classroom supplies, knitting goods, storybooks, money to buy food and clothing or simply their precious time and well wishes.

Shall we dance?Singing and dancing are in our girls’ DNA; they absolutely love and are good at them! In fact, they won the first Darlag county Primary &

High School Dancing Competition this past summer. They sing when they are happy or sad. You might not get them to speak much to

visitors, but they would not hesitate to dance and sing for them!

Fortified Education Program (FEP)

We brought 20 elder girls (including the 12

recently elected leaders) to our headquarter at Xining for a 6-week leadership training (Dec 2009-Jan 2010) They learned about Character

First, English, Personal Hygiene, Art, Christmas, Rules & Order, and life in a city. They had fun at the zoo, ice skating, university day, Christmas

story and baking time, and the escalator rides!

DarlagSGVTS is located at Darlag county in Golog Tibetan autonomous prefecture (4100m), southwest of Qinghai province. It is famous in

the past for its warriors, and in present days, for its poverty. Darlag County is one of the 6 counties in Golog. The average elevation is

4,300m, with the highest point soaring at 6,282m above sea level. The average annual temperature is –2C, with a mere 40% of oxy-

gen at sea level. Because of inclement natural elements and lack of funding, Darlag is classified by Beijing as one of the National Level Key Poverty Alleviation Sites in 2000.

TARE DROLMA

Tare Drolma (1994, Hongyuan, Aba) came from a family of 11. Tare has 4 sib-lings (4 girls and 1 boy). Her mother has chronic fluid in her heart, and all of the family’s income has gone to her medical treatment. Tare came to SGVTS in 2005. She wants us to bring her 2 younger sisters to SGVTS as well because they also have not a chance to go to school. Tare has a lovely smile, and wishes to be a teacher when she grows up. A natural born leader, Tare always puts others first. She is one of the 2 senior leaders at SGVTS. Her com-ment on the New Year Eve’s Thanksgiving, “Thank you for having rules in the house to make our lives better,” shows her maturity beyond her age.

PEMA LHAMO

Pema Lhamo (1995, Hongyuan, Aba) came from a family of 4 (1 boy, 1 girl, 2 parents). They used to have lot of yaks, but the father gambled away all the animals (he was nicknamed “gambling king”). Con-cerned that the debtors might come to take their house and their daughter, the parents quickly gave Pema to us before it was too late. Pema came to us in March 2008. Usually shy and stays in the back-ground, Pema is “one of the most obedient girls I know of in the whole world” accord-ing to Dockpo. She wishes to be an English teacher when she grows up.

SANTEN DROLMA

Santen Drolma (1994, Hongyuan, Aba) came from a very poor family. When her parents abandoned her, her 80-year-old grandma took her in. But her impoverished grandma could not afford to feed another mouth, so she “gave” Santen away to a rela-tive in exchange for supply of food and some cash. There Santen worked day and night for her new “parents,” a 50 odd year-old childless couple. Santen is a very quiet girl. She would not protest or resist any workload given to her. As a result, her new “parents” refused to let such a good worker go. We asked her whether her “parents” beat her Santen did not say a word; she just kept cry-ing and crying. She is safe with us now. San-ten aspires to be a gynecologist in the future to help Tibetan women.

THE UNFORGETTABLES

Latest Development In November we received a plot of land adjacent to SGVTS from the government and a donor. It will become a playground where the girls

can play football, basketball like their peers at other schools. Our long-term goal for SGVTS is to make it a sustainable venture that does not rely upon the support of other generous organizations. To that end, we recently took out a large loan from the bank that allowed us to build a hotel in Darlag in April. We project that in six years (a relatively short amount of time for this area) the hotel will generate enough revenue to support 30 to 40 of our girls. The top of the hotel we plan to run vo c a t i o n a l t r a i n i n g c o u r s e s f o r s i n g l e mothers in the area. We have been talking to

a few donors on business ventures to h e l p g e n e r a t e income for SGVTS. In 2010 one of our main tasks is to explore other self-s u s t a i n a b l e possibilities.

“My name is Pema Wanggyal, I am was born 1992 year and I am from Village called Meba Kajia Tujia town Tongren County in Qinghai province. In my family there are my Mother, younger sister and me. My father passed away when he was 39 years old. From then mother took care of us and worked hard all the time. We are farmers but we don’t have a big firm.

That’s why one year’s income is about CNY1500 (USD220) in a year. That’s not enough our food and school fees. We all wear other people’s clothes. My mother went away to work and only come home during wintertime. She is old and didn’t have good health. But she pays our school fees first, that’s why there is no money to buy medicine for herself. Sometimes I think I am a very useless person, I can’t help my mother and can’t give her rest. I will study hard and in the future hope to give a good rest to my mother.”Education Plans: Pema promises to work very and study hard, he will give a new life to her mother and younger sister. And he wants to say thank you so much for com-plete his dream.

“My name is Yangmo Zhaxi, I am study at Tongren High School. I was born 1991. There are 10 members in my family. My mother is very old and can’t work any-more. My sister was sick this year and she spent 4 months in the hospital in Xining. Right now she came

back home but still sick at home. One of my brother-in-laws was dead so my sister move back home to stay with us. She has three kids and my brother also has three kids. So there are 7 kids going to school in my family now. We all depend on my brother’s income. He works hard all the time for us. My family is very poor in our village. That’s why its very difficult to send all the kids to school. For me the bad thing is my father passed away this year. But I didn’t get to see him when he passed away. I am very sad about that. Sometimes I don’t know what to do. I cry whenever I think about my family’s fu-ture. For I don’t have any power to help my family. But thank you so much for helping me and showing me the way. I never forget your kind support and love for me. I will study hard and not waste your money and my time in the school.”

Lhamo's family lives in difficult circumstances. Many family members depend on the little in-come her parents can pro-vide. Lhamo's father is 55 years old; his ability to do some carpentry work is the only source of income. Her older brother is often

sick, so he cannot do any manual work. One of her older sisters got married and had 3 kids. After getting a di-vorce, one of her girls became very distressed with her family situation and killed herself. This tragedy affected Lhamo's family very deeply, and left her father as the primary caretaker of his daughter's children. He strug-gles hard to help his children to have an opportunity to be educated. Lhamo’s family is very grateful to receive help for Lhamo’s High School. Lhamo promises to work very hard as a student and succeed in her studies. She is really motivated to do well, not wanting to disappoint her parents after all the difficulties they have experi-enced. Note: Sadly, Lhamo ran away shortly after writing this letter to her donor. Her family and us are still looking for her.

Be the eyes for those who can’t see; the voice for those who

can’t speak outXining Social Welfare Center (XSWC)

XSWC was established in the early 1950s. Since then it has undergone one minor reno-vation in the 1980s. Much of the infrastruc-ture is dilapidated, the facilities unusable, the condition appalling. It houses about 150 homeless, penniless, and resource-less adults. 98% of them are special need indi-viduals requiring special care that they do not get. XSWC receives very little help from outside due to its “unattractive and unmar-ketable” subjects (elderly) as compared to orphans. As a result, its denizens live in constant hardship, neglect, and oblivion. The 6-month long Qinghai-Tibet plateau harsh winter delivers a sometime deadly blow to these defenceless elderly. A visit to XSWC usually brings tears to many of our guests. Many of XSWC’s residents are trans-fers from the city’s orphanage when they hit 18 years old. And this is where they will stay for the rest of their life.

LOVEQTRA is currently the only organiza-tion that has pledged to help XSWC long term. We have broadcasted their need and partnered with various donors to provide them with winter socks, scarves, multi-vitamins, and Christmas and Chinese New Year meal. They are moving to a new loca-tion in Spring 2010, but the empty shell building still needs beds, tables, chairs, kitchen, toilet, shower, medical room and other basic facilities. They also need our help in providing staff training on how to care for special need elderly, hygiene, and vocational training for the elderly.

Huangnan Prefecture Children’s Home (HNCH)

HNCH was established in 2007 in Jianza country of Huangnan Tibetan Autonomous

Prefecture. Within these few years it has

built and expanded to having 300 children. The Home now has nice computer rooms, language lab, canteen, and playground. Overall HNCH is in a much better shape with much donations from other sources than LOVEQTRA. Since then we have minimized our help to HNCH in providing them with multi-vitamin pills and other one-off helps such as undergarments for the girls and medicine for the clinic. We rejoice to see how HNCH is able to move forward in such a short span of time.

Volunteer Dental/Medical Teams (VDMT)

We have a fruitful y e a r w i t h vis i t ing p r o f e s-s i o n a l t e a m s . In June Taiwan’s

Chinese Christian Dental Service (CCDS) and Keelung‘s Chang Gung Memorial Hos-pital (CCMH) made their 4th consecutive summer to come and serve the needy in Qinghai. More than 30 Dental ad Medical professionals brave the complicated flight arrangement and took no pay leave to bless thousands of men, women, and children, homeless, and orphans in Xining city and 3 different counties.

In October, Holy Love Foundation of Si-chuan, our partner in 2008’s Earthquake Re-lief, brought a team led by renowned physio-therapist and oncologist came from Califor-nia USA to serve thousands needy, poor,

homeless, orphans, and single mothers at

XSWC, Guinan Tibetan Autonomous county, our girls school SGVTS, and another local school in Darlag, Golog Tibetan Autono-mous Prefecture. This team not only brought with them their expertise, they also distributed superior quality medicines to their patients. The physiotherapist and her

team gave 80 wheelchairs to the needy and helped them with simple therapeutic pro-gram to improve their mobility.

These professional teams’ selflessness to serve strangers in a foreign land at their own expense is a living example of love in action.

Mobile Counseling/Psychological Assessment Center (MCPAC)

With help from a Dutch foundation, we ac-quired a caravan as MCPAC for this 10-year project to serve children at the quake zone in Sichuan through our partner Holy Love Foundation.

MEDICAL RELIEF PROJECT (MRP) Saving lives of the desperately poor through critical medical intervention

Early 2009 we started this new project with 2 Swiss doctors (J & C Juzi) serv-ing at a local hospital. To date we helped 6 babies and 4 children and 5 adults. Dr. Juzi our partner tells stories from some of them here:-

“In April Ma Xiao-hong (Han Chinese), a farmerʼs wife from the countryside, was admitted to our hos-pital with preeclampsia (high blood pressure in pregnancy, if untreated life-threatening). The smaller of her twin girls was already in a critical situation, so an emergency c-section was per-formed. The smaller one of the twins was under-weight and had low blood sugar, so had to be ad-mitted to NICU. The parents had spent all their savings on the c-section and the first days of ther-apy for their little one, but werenʼt able to raise the money to complete the needed treatment in NICU. With our help this could be accomplished, and the parents were overjoyed when they could take both their girls home. In a thank you letter they called us angels sent down from heaven to their help!"

Another baby we supported was Pan Bao-bao. She was a premature and for her age underweight girl (33 wks at birth, weighing 1300g and even going down as low as 1100g). She was delivered early because of renal failure and heart problems of the mother. After a week of treatment they felt they felt they could no longer afford the treatment for their child. The parents first struggled to trust us, as normally in China one doesnʼt receive help for free, usually there is a hook attached to a deal. However, over time the joy about their growing baby grew and their thankfulness was written on their faces. Finally they were able to take their little one home and keep writing us text messages to report on the further progress of their daughter.

“Ma Bao-bao was a girl born to a Hui family (Chi-nese moslems), that was born with 36 wks as a small-for-date baby (1500g) with a cleft lip. The paediatrician didnʼt exactly encourage the poor farmers to help this baby, so they gave up on her and the relatives took the child home and fed her cow milk. When we heard about the story, we en-couraged them to bring the baby back the same day. On return the child had already a much dis-tended abdomen and signs of pneumonia. How-ever, on treatment she fully recovered, and the baby then just needed further feeding in an incuba-tor. The government has a project that will grant them a free operation of the cleft lip.”

Aʼni is a Tibetan farmer from Golog county, origi-nally relatively well off. However, all 5 of his daugh-ters contracted severe tuberculosis. They went from hospital to hospital and spent a total RMB 300,000 for their treatment, selling all their cattle. Still 3 of his daughters died, and the family was desperate to save the lives of the other two, but had no more means to help them. Under the su-pervision of an expat doctor the two girls Tsaizhen Lhamo and Zang Qing were put on the appropri-ate, not very costly antibiotic combination treat-ment for multiresistant tuberculosis and recovered quickly. Aʼni, the father, proved to have an enor-mous inguinal hernia that handicapped him greatly doing his work as a farmer. To help the bread win-ner to be able to support his family again, we also sponsored his operation. For less than CNY 10,000 (USD1,471) this whole family could be helped.

LIVE TO TELL

How you can help In Qinghai-Tibet area, medical facilities and expertise are lagging behind the coastal cities. Another hurdle for the poor is the ex-penses and accessibility to good healthcare. By partnering with good medical practitioners we are able to help alleviate this predica-ment for the poor. To solve the accessibility problem, we are look-ing for funding to get a vehicle to bring the poor to timely medical care in the future. By becoming a LOVEQTRA partner, you can help provide a better healthcare oppor-tunity for them.

ChallengeQinghai province of China forms a part ofQinghai‐Tibet Plateau. With an averageelevationof 3000m,manyTibetans live inareas beyond 4000m. Due totraditionalandreligiousbeliefs,manynomadicTibet‐ans living in grassland do not send theirchildrentoschool.InrecentyearstheChi‐nese government stepped up its effort toincrease Tibetan nomads kids in school.Although with good intention, suchstatistic‐oriented policy can (and has)back:ired. Toaggravatethings,thecurrentmandatoryschoolingonlycovers9yearsof“free”education. In otherwords, bright stu‐dentsadvancing through6yearsof primaryschool and3years of junior high school often :ind themselves in alimbo. Theywould like toattendseniorhigh schoolandbeyond,butthelackofresourcespreventthemfromdoingso.Facedwithsuchpredicament,themcouldonlygobacktoherding.ThustheseYouthsinLimbo(YiL)havecomeafull circle. Their9 yearsof education proves to be cos‐metic. Worse, it perpetuates the wrong thinking that“Educationisuseless.Whybotherstarting it?”Othersquitschool due to lack of interestin academicpursuit. Theyhowevercould be trainedforsomeotherskills if givenachance.

AimMostof the YiLsare lostwithouthope, job,or perspective in life. With this VTS, weaimtoopentheirmindstootherpossibili‐tiesinlife.Tentatively,wewillofferthesecurricula: 1. Com‐puter. 6. AnimalHusbandry. 7. Entre‐preneurship(StartingaBusiness.)

BREAKDOWN OF PROJECT EXPENSESSGVTS includes Building (plastering painting, insulation, and ceiling of new dorms, class-rooms,etc) (40%), Living expenses (54.3%), Goods (Clothing, Shoes, etc) (2.8%), Misc (Transportation, etc) (2.9%)

HNCN include multi-vitamin pills(20%), medicine (60%), and clothing items (20%).

HSSP includes the students’ partial school fee and living expenses, transportation, lodging, meals, and incidental costs for our team to go to project sites.

XSWC includes multi-vitamin pills (10%), medicine (5%), and clothing items. (85%).

Gifts include donated items such as clothing, socks, books, stationery, blankets, multivitamin pills, and the likes.

MRP includes transportation, hospitalization, operation, medicine and misc fees.

Admin includes communication, IT, office expenses, transportation, lodging, meals, and incidental costs for our team to go to project sites, and salaries for local staff.

Other includes donation to Xining’s Tibetan Orphanage, Chapcha Children’s Home (Pri-vate), local churches, Tibetan Charity Hospital.

Who are We

Love Qinghai Tibet Rescue & Aid (LOVEQRA) is a China registered non-profit, non-government charitable organiza-tion (registration no: [Qinghai] 63070165). Our organizational vision is Transform-ing Generations, Restoring Lives through Transforming Minds, Re-storing Hearts. Our mission is to execute justice for the oppressed, feed the hungry, clothe the naked, set free the prisoners, lift up the bowed down, and uphold the fatherless and the widow. LOVEQTRA’s flagship Operation W.O.R.T.H. centers on Women Oppressed by & Re-deemed from Traditional Hegemony (W.O.R.T.H.) It is a 10-year program de-signed to systematically Rescue, Empower, Assist, Commission and Train women who are and/or have been oppressed by the traditional system, cultural bias and heri-

tage where they are born and live. We carry out Operation W.O.R.T.H. through our two main portfolios: Saving Lives; and Building Lives. LOVEQTRA is headquartered at Xining (2300m), Qinghai province, PR of China.

Where & Who do we Serve

We focus on the poorest of the poor, the most needy group, the op-pressed, and the disenfranchised segment in Qinghai, Sichuan, Gansu, and Tibet Autonomous Region. We work among mostly, but not exclusively, ethnic Tibetans living in grassland between 3,000m to 5,000m. We also work among the homeless and helpless in the city and town areas; the “3 Have-nots” group-no family and relatives, income and support, and skills to live an independent life; the Special Needs; the disaster victims. Our short term and immediate goal is Saving lives. Our long term goal is Building Lives, i.e., to train and equip these poor and needy to become self sufficient where pos-sible. Our project sites in 2009 include Qinghai Province - Xining city; Darlag County of Golog Tibetan Prefecture; Zekog and Rebgong Counties of Huangnan Tibetan Prefecture; Gansu Province: Labrong and Hezhu Counties; Sichuan Province - quake zones at Anxian, Mianyang, Mianzhu Counties (through our partner Holy Love Foundation.www.holylove.org.cn)
