Executive Summary
This project was part of the continued response to ongoing issues in Jefferson Parish. This report details a five-day Mobile Air Monitoring Laboratory (MAML) monitoring effort in Jefferson Parish beginning December 16, 2019. This mission consisted of two days of sampling in River Ridge, LA followed by two days of sampling in Waggaman, LA. Odor from nearby residents has prompted increased LDEQ investigations and continued sampling events in the area. This project differed slightly from previous visits to the area in that, due to recent concerns from government officials and community groups, testing for airborne metals were included.
MAML Results:
The highest one-hour and eight-hour average of hydrogen sulfide (H2S) was 5 ppb and 4 ppb. The Louisiana Ambient Air Standard (LAAS) is an eight-hour average of 237 ppb. The highest one-hour average of sulfur dioxide (SO2) detected was 2 ppb. The National Ambient Air Quality Standard (NAAQS) for SO2 is a one-hour average of 75 ppb. The highest one-hour average and eight-hour average of carbon monoxide (CO) detected was 9.9 ppm and 6.4 ppm respectively. The NAAQS is 35 ppm and 8 ppm respectively. The highest one-hour average of nitrogen dioxide (NO2) detected was 24 ppb. The NAAQS is a one-hour average of 100 ppb. The highest one-hour average and twenty-four hour average of particulate matter 2.5 microns or smaller (PM2.5) was 21.8 µg/m3 and 9.9 µg/m3 respectively. The NAAQS is a twenty-four hour average of 35 µg/m3. The highest one-hour averages of methane, non-methane organic compounds (NMOC), and Total hydrocarbons (THC) were 2.24 ppmc, 1.85 ppmc, and 3.93 ppmc respectively. There are no ambient air standards for these parameters.
External Sampling Results:
A variety of metals were detected well below LAAS. The highest instantaneous H2S reading from the handheld meter was 3 ppb. The highest instantaneous PM2.5 and PM10 concentrations were 16.2 µg/m3 and 19.5 µg/m3.

1.0 Description of Events Jefferson Parish Landfill officials have previously admitted that they have been experiencing landfill
leachate and gas collection problems. This issue may be the source of most, if not all, recent odor
complaints received by LDEQ from this area. Due to this, LDEQ Surveillance Division staff in the
Southeast Regional Office (SERO) have increased their activities in and around Jefferson Parish Landfill.
Other potential sources of odors include the Jefferson Parish and Harahan Waste Water Treatment
Plants on the east bank and three landfills, River Birch, Hwy 90, and Jefferson Parish along with the
Cornerstone Chemical plant across the river on the west bank. See Map 1 in Appendix A. In addition to
other odor causing compounds from decaying organic matter, all of these landfills and waste water
treatment plants have the potential to release hydrogen sulfide which has a foul odor and a low odor
threshold. Odor causing compounds produced by Cornerstone Chemical include acrylonitrile,
melamine, sulfuric acid, methyl methacrylate, and urea.
Also nearby along this stretch of river, on the west bank is International-Matex Tank Terminals, a bulk
liquids storage terminal facility, several fleeting services, and at least one midstream loader.
The MAML was stationed in River Ridge, LA over a two-day period from December 16, 2019 to
December 18, 2019 when it was relocated across the river to Waggaman, LA for a subsequent 2-day
period. MAML staff did not detect any odors at River Ridge but a few odors were detected at the MAML
in Waggaman, LA.
Representatives from Jefferson Parish Government and local community groups have expressed
concerns over the potential of unhealthy levels of airborne metals and recently requested for LDEQ to
test for such. This was accomplished by MAML staff collecting two twenty-four hour total suspended
particulate (TSP) samples at both locations.
2.0 MAML Capabilities
The MAML is a vehicle equipped with specialized air monitoring and support equipment. It is a self-
contained mobile laboratory capable of continuous, real-time sampling and analysis. It can detect
chemicals in low parts per billion levels from various environmental sources. Monitoring results from
the MAML are used for screening and represent the status of the air at the time of sampling. The MAML
is capable of continuous monitoring for a variety of pollutants including sulfur dioxide (SO2), hydrogen
sulfide (H2S), nitrogen oxides (NOx), carbon monoxide (CO), ozone (O3), mercury (elemental Hg), total
hydrocarbons (THC, methane and non-methane), particulate matter 10.0 or 2.5 microns or smaller
(PM10 or PM2.5) and speciated volatile organic compounds (VOCs) using a modified EPA method TO-15.
The VOC analysis is usually performed using summa canisters that may be collected as a one-time “grab”
sample or a time-integrated sample. The MAML is also equipped with meteorological sensors to
monitor wind speed, wind direction, temperature, barometric pressure and relative humidity.

3.0 MAML Results
Only low levels of all parameters were found. Copper was one of the metals of concern for the local
community groups and was found at low levels. The results of this mission are best compared, where
possible, to the state of Louisiana ambient air standards (LAAS) which are found in the Environmental
Regulatory Code Title 33, Part III, Table 51.2 and Environmental Protection Agency (EPA) National
Ambient Air Quality Standards (NAAQS).
3.1 Hydrogen Sulfide
Summarized results are presented in Table 1 below. For the complete data set, see Appendix B. The
LAAS for hydrogen sulfide is an eight-hour average of 330 µg/m3 (237 ppb). Hydrogen sulfide is a
common component of landfill gas and sewerage treatment plants and has a very low odor threshold.
Hydrogen sulfide is also produced and emitted by industrial processes.

3.3 Carbon Monoxide
Summarized results are presented in Table 3 below. The NAAQS for carbon monoxide is a one-hour
average of 35 ppm and 9 ppm for an eight-hour average. Carbon monoxide is an odorless gas. MAML
generator contamination may be a possibility. See complete data sets in Appendix B.

3.4 Nitrogen Dioxide

The NAAQS for nitrogen dioxide is a one-hour average of 100 ppb. NO2 along with NO combine to form
oxides of nitrogen commonly referred to as NOx. NOx reacts with VOCs and with the presence of sunlight
can form ozone. MAML generator contamination may be a possibility. See complete data sets in
Appendix B.

3.6 Total Hydrocarbon Total hydrocarbon (THC) is a broad term used to describe all the hydrocarbon gases found in the air
stream. THC is composed of methane, which is not considered toxic, and various non-methane organic
compounds (NMOC), some of which may be toxic and some may be relatively harmless. These NMOC
levels may be considered typical of a highly industrialized area such as this. There are no LAAS or NAAQS
standards for either methane or NMOC. NMOC data is collected in order to make decisions regarding
potential exposure to toxic compounds. NMOC values alone cannot quantify air quality and there are
no established standards or exposure levels. See Table 6 below for a summary and Appendix B for the
complete data set. Total hydrocarbon measured in this manner uses part per million by carbon (ppmc)
units. Methane is a common landfill gas.

4.0 External Sampling
4.1 Airborne Metals
Ambient concentration of metals were well below the LAAS and were not an area of concern. Out of twenty-three metals analyzed, ten metals were detected and eight of the ten were detected at both the River Ridge, LA and Waggaman, LA locations. MAML staff collected four 24-hour samples and a contract laboratory was used for analysis. Blank, un-sampled, filters were found to contain some of the metals on the target analyte list. For these metals, an average value from the analysis of the four blank filters was subtracted from the sample results to report the final concentrations. The laboratory performs an acid extraction on one-twelfth of the filter sample provided and dilutes the extraction to a final volume of 40 ml. The concentration of metals is thus calculated by multiplying the reported laboratory result (minus the average of blanks if needed) times 12 times 40 divided by the volume of air sampled. 4.2 Handheld PM and H2S Meters
MAML staff drove through adjacent neighborhoods and took instantaneous readings with both a handheld H2S meter and a handheld PM meter. The PM meter measures both PM2.5 and PM10 and highest readings were 16.2 µg/m3 and 19.5 µg/m3 respectively. The NAAQS for PM2.5 is a twenty-four hour average of 35 µg/m3. The highest H2S reading was 3 ppb. The LAAS for hydrogen sulfide is an eight-hour average of 330 µg/m3 (237 ppb). For more information, see EDMS document 12040510.

5.0 Conclusions
Over the course of five days, MAML staff collected data from the onboard analyzers, monitored with handheld PM and H2S meters, and at the request of local government officials and community groups, collected four 24-hour Total Suspended Particulates (TSP) samples for metals analysis. Results of this sampling project did not yield any high levels of contaminants, including any metals and copper in particular. In fact, most results were low or nondetect.
