The purpose of this Memorandum is to provide information on the state
assessment program for the school year 2013-2014 and guidelines pertaining to
the District periodic assessment plan. AB 484, signed by Governor Brown on
October 1, 2013, decreases the number of tests under the Standardized Testing
and Reporting system (STAR). Students will no longer be tested on the California
Standards Tests (CST) and the California Modified Assessment (CMA) in English
Language Arts (ELA), Mathematics, and History/Social Science. Students will
continue to take the CST and CMA assessments in 5th
, 8th
, and 10th
grade Science.
Some students with disabilities will continue to take the California Alternate
Performance Assessment (CAPA) in English/Language Arts and mathematics in
grades 2-11. In addition, students will continue to take the California High School
Exit Exam (CAHSEE), the Early Assessment Program for 11th
grade students, and
English Learners will continue to take the California English Language
Development test (CELDT) and the Standards-based Tests in Spanish (STS).
The changes to the testing program will allow the District to begin the full
implementation and transition to the Common Core State Standards. As a support
for this shift in standards, we will also be revising our current formative
assessment system to align with the Common Core State Standards. We will be
giving writing assessments or performance tasks in all grades in ELA and
Mathematics twice a year. At the secondary level, we will also be giving
assessments in History/Social Science and Science twice a year. These
assessments are aligned with the CCSS and will allow our students and teachers to

experience the types of questions that will be asked on our new Smarter Balanced
assessments, expected to be in place for the 2014-2015 school year.
The reporting system known as the LAUSD CoreK12 Assessment Center will no
longer be accessible. Therefore, no assessment reports will be available for the
2013-2014 school year. Data from prior years will be available through MyData.
The reference guides specifying the “Procedural Guidelines and Calendar for
Periodic Assessments,” all dated May 28, 2013, have been withdrawn as of
August 28, 2013:

BACKGROUND:
The new law (AB 484) suspends most Standardized Testing and Reporting
(STAR) assessments for the current school year, allowing school districts to
prepare for and transition to the new California Measurement of Academic
Performance and Progress (MAPP) assessments, which are slated for
administration statewide in the 2014-15 school year.
The new assessments will be computer-based, allowing for a much broader range
of test questions than the multiple-choice exams given under STAR. As a result,
the new assessments are expected to emphasize critical thinking, reasoning, and
problem-solving, modeling the kind of teaching and learning needed to prepare all
students for the demands of college and the modern workplace.
Part of the assessment system, developed by the Smarter Balanced Assessment
Consortium (SBAC), also will be computer adaptive, so that a student’s prior
responses affect the difficulty of subsequent questions, allowing a far more
precise measurement of student skills and knowledge than the former tests.
For the current school year, AB 484 requires districts to administer field tests of
the Smarter Balanced assessments—with half of the students taking math and the
other half taking English Language Arts. Field tests serve as “tests of the tests”
allowing experts to discern the accuracy and reliability of individual test questions
before finalizing the assessments for full-scale use. As such, no field test scores
will be produced or reported during the field test year.
While ABA 484 only provides for partial participation of students in the tested
grades, it is the goal of LAUSD to provide every student an opportunity to take
this exam, which will be no stakes for this academic year. As such, we are
engaged in conversations with Smarter Balanced to determine the feasibility of
administering the field test to all students in English Language Arts and
Mathematics in the Spring of 2014.

During this transition year in 2013-14, the District will not make use of a data
reporting platform like CoreK12. However, the District will continue to require
the practice of using periodic assessments. The first set of CCSS aligned periodic
assessments will be available on the CCSS website, http://ccss.lausd.net on
October 18th
, 2013. Schools will be responsible for printing their own copies as no
copies will be distributed centrally.
INSTRUCTIONS:
I. PERIODIC ASSESSMENT GUIDELINES-ELEMENTARY
The periodic assessments for the 2013-2014 school year will consist of two
writing tasks in ELA and two performance tasks in mathematics for grades K-
5/6. The assessment items are designed using the Common Core State
Standards and are similar in construction to the expectations outlined in the
Smarter Balanced Assessment system. The ELA assessment is designed to
measure the Speaking and Listening standards, reading standards and writing
standards. Students in grades 2-5 will hear the text and discuss with a partner.
Next the student will close read and annotate the text. Finally, the student will
write an opinion or informational piece using evidence from the text. This
process may take parts of up to 3 instructional reading blocks. The
kindergarten and 1st grade assessment follows the 2012-2013 guidelines.
Elementary assessments will be conducted twice this year-one fall
assessment and one spring assessment. Attachment A contains the schedule
and topics for the elementary assessments.
Assessments can be downloaded at http://ccss.lausd.net. Assessments should
be scored by teachers using the provided rubrics. The rubrics will be used to
support discussion about instruction and intervention. Scores will not be
entered into an assessment platform but will remain at the school. Schools
also have the option to identify other performance tasks or develop their own
performance tasks in-house.
The assessments are designed to be used in a Plan-Deliver-Reflect-
Refine/Revise cycle. Teachers should download the assessments, deconstruct
them in grade-level teams (plan for delivery), give the assessments (deliver),
reflect on the student work and the instructional process, and determine next
steps for instruction. Schools may use professional development banked time
or grade-level meeting time to support the analysis of student work.
For the 2013-2014 school year fifth grade students will take their second
assessment through a unit end performance task. This task will be given after
a 3-4 week unit of instruction that integrates the content standards in ELA,
science, history/social science, and art. Details regarding this instructional unit
will be available in spring 2014.

The DIBELS assessments for Grades K-3, administered through
mClass/Wireless Generation/Amplify will continue to be used. All students in
2nd
grade must be given the DIBELS Next assessments. These assessments
will be used for reclassification.
Dual Language and Maintenance Bilingual Education Program Periodic
Assessment Guidelines can be found in Attachment C. Transitional Bilingual
Education Program Assessment guidelines can be found in attachment D.
II. RECLASSIFICATION FOR STUDENTS IN 2ND
GRADE
For reclassification purposes, K, 1st and 3
rd-5
th grade classification criteria
remains unchanged. For 2nd
grade students, including students with
disabilities, elementary schools will replace the LPA with the DIBELS Next
assessment and the Writing Prompt Constructed Responses. These
assessments (DIBELS & Writing Prompts) are mandatory for 2nd grade
English Learners, to ensure district-wide consistency of reclassification
criteria. For specific directions to reclassify ELs refer to Bulletin 5619.1
The reclassification criteria chart has been updated and is available on the
MMED website. The following are the changes for 2nd
grade only:

grade will take one assessment in
spring (see Attachment B for the assessment schedule). The assessment items
are designed using the Common Core State Standards and are similar in
construction to the expectations outlined in the Smarter Balanced Assessment
system. Each assessment will take approximately 2-3 instructional periods.
Schools also have the option to identify other performance tasks or develop
their own performance tasks in-house.

The ELA assessments are designed as extended constructed response tasks.
They measure the speaking and listening, reading, and writing standards
outlined in the Common Core. Teachers will be provided with a rubric to
support instruction and evaluation. Assessments will be available for
download at http://ccss.lausd.net by October 18th

The assessments are designed to be used as a part of a Plan-Deliver-Reflect-

assessment will take between 2-3 instructional periods.
Schools also have the option to identify other performance tasks or develop
their own performance tasks in-house.
The assessments are designed to be used in a Plan-Deliver-Reflect-
Refine/Revise cycle. Teachers should download the assessments, deconstruct

The End-of-Course Algebra 1 and Geometry exam will not be given in the
2014 school year. These assessments were developed using the prior
California State Standards in Mathematics and no longer measure the learning
that mirrors the Common Core State Standards for Algebra 1 or Geometry.
V. ASSESSMENT GUIDELINES-SECONDARY HISTORY/SOCIAL
SCIENCE AND SCIENCE
Students in grades 6-8 History/Social Science and Science, 10th
grade World
History and 11th
grade US History, Biology and Chemistry will take two
performance task assessments in the 2013-2014 school year, one prior to
December 6th
and one prior to May 2nd
. The assessment items are designed to
assess the content standards for the subject and will infuse the Common Core

State Standards for Content Literacy. The assessments are developed as
writing tasks. Each assessment will take between 2-3 instructional periods.
Schools also have the option to identify other performance tasks or develop
their own performance tasks in house.
VI. STUDENTS WITH DISABILITES
1. Periodic Assessments
When administering the new Common Core District Periodic Assessments or
locally designed assessments aligned to Common Core, schools must
continue to implement any accommodations or modifications listed in a
student’s IEP for testing.
2. State Assessments
The guidelines for recommending accommodations and modifications for
students with disabilities for the new MAPP Smarter Balanced assessments
have changed from those that were allowed for STAR tests. For this year’s
field testing of the new Smarter Balanced assessments, schools and testing
coordinators will receive guidance for providing accommodations for eligible
students with disabilities as the testing window approaches.
At this time, the Welligent IEP system is being upgraded to reflect that the
CST and CMA assessments in English language arts, mathematics, and
history/social science are no longer being administered. Until such time, IEP
teams are directed to continue to complete all of Section K. The IEP cannot
be locked without creating fields for all CST and CMA assessments, even
those that are no longer being administered. IEP teams are further directed to
discuss the changes in the California assessments at each annual, triennial,
and 30-day IEP.
In addition, IEP teams are required to complete IEP Section K (page 7) for the
following assessments (as appropriate):
CST/CMA tests in science in grade 5, 8, and 10
CAHSEE
CELDT
CAPA
Further information will be sent to schools when changes are made to the
Welligent system.
VII. DISPOSITION OF COREK12 PLATFORM AND ASSESSMENTS
The contractual relationship between LAUSD and the CoreK12 company has
been discontinued. The LAUSD CoreK12 Assessment Center is permanently
offline. Schools should not attempt to contact CoreK12 regarding assessment

questions or platform needs.
Schools electing to continue the use of the previous periodic assessments as
additional formative assessments will be able to access the PDF versions of
the CoreK12 assessments on the CCSS website at http://ccss.lausd.net. Item
banks for progress monitoring assessments and online scoring are no longer
available. Schools will need to print, administer, and hand score the periodic
assessments if they choose to use them.
All booklets and materials specific to the CST-based Periodic Assessments
from 2012-2013 and prior years may be used to supplement instruction or
collected and discarded/recycled.

analítico y creatividad.

The changes to the testing program will allow the District and other California school districts to prepare for
the upcoming computerized assessments aligning to the Common Core State Standards (CCSS), which will
focus on the 21st century skills that today’s students need: communication, collaboration, critical thinking
and creativity.
To support this effort, we will be giving writing assessments or performance tasks in all grades in ELA and
Mathematics twice a year. These assessments are aligned with the CCSS and will allow students and
teachers to experience the types of questions that will be asked on the new Smarter Balanced assessments,
expected to be in place for the 2014-2015 school year.
