Your frustration is understandable. Golf is a disease - especially to new players - but it’s also self challenging. Are you upset because it’s not a cheap hobby or that he’s out enjoying himself while you’re stuck at home with the kids? It is a welcome departure from work. The exercise is beneficial and it gives him the opportunity to meet and talk with others. A lot of business is conducted on the golf course. You need to discuss how often he plays and for how long. Although the 19th hole is described as the most enjoyable, it

can take a while to complete and often clouds the judgement of which was the best shot of the game. You need to find a new interest. If he can afford to play golf he can afford a baby sitter while you play it also. If you’re not keen on sport there are many clubs, hobby groups or organisations you could join. It’s stimulating and good for you both to have an interest of your own, -BUT don’t forget to do things together as well. Don’t spoil his enjoyment by making him feel guilty. If he’s constantly late home give his dinner to the cat, and a can opener to him.... and for goodness sake don’t buy him fluorescent golf balls for his birthday.

That office has a history of major compliance investigation

successes within the kiwifruit industry in recent years, uncovered tens of millions of dollars of unreported income, sent people to jail and is looking for the next challenge.

In fact staff from Inland Revenue’s Tauranga office were in Whakatane on Thursday 21st April “cold calling” restaurants during business hours, checking business cash transaction recording, takings balancing, banking and reporting systems. A local businessman who wished to remain anonymous stated that they also cross checked employee lists from PAYE returns against employees on the premises in the hunt for staff paid in cash. They left with the name and date of birth of every staff member to cross check with other Government departments. (Immigration, WINZ, ACC, etc.)

Over recent decades the cash economy has thrived in New Zealand and elsewhere – generally within small business and frequently for casual employees. “Cash jobs” by tradesmen for home and car repairs have become part of the New Zealand culture.

The problem with the cash economy (like speeding on the highway) is that what starts as a small issue becomes a large problem over time (everybody seems to be “doing it”) and corrective action becomes necessary. To combat this rise in “cashies” the Inland Revenue’s budget for 2010 increased $119.3 million over the next four years for enhanced compliance activities - $40 million of that will be used for cash economy investigations.

If you have concerns about your business tax compliance

discuss it with your accountant before the taxman cometh. Or in this case some hard nosed tax women who have been seen prowling the streets of Whakatane. If these ladies call and catch you out do not expect any sympathy. Depending on the extent of your non-compliance significant tax penalties, court action and imprisonment are all possible. You will be in even more trouble if your staff are not entitled to work for you or are not declaring cash income to Inland Revenue, WINZ and ACC.

According to Inland Revenue a key target for 2010/11 is the hospitality industry which is noted for high levels of cash transactions, a transient work force, a history of sales and income under reporting. It isn’t exactly rocket science the IRD are using. The taxman simply needs to start the hospitality industry investigations by extracting a list of outlets in each selected area from the Yellow Pages and cross checking it against taxpayers in the Inland Revenue computer system where they have your income tax, GST and employee PAYE returns.

Immediately the taxman will know who seems not to be paying tax, who seems to have no (or very few) employees, who continues to trade after many years of making little or no income and whose reported income to expense ratio is completely out of line with sustainable industry standards. Then they get bank statements (yes, they can do that!) and find out who doesn’t go to the bank every few days to deposit cash takings – their bank deposits are only for EFTPOS and credit card transactions with the occasional cheque deposit.

And don’t forget that taxmen live in the community. When they buy takeaways, see a “NO

CASH OUT” sign and notice that sales are not recorded in the cash register they know what that means. If you are in hospitality and any of the above applies, chances are you are already on the taxman’s follow up list. Don’t think the taxman won’t catch you because you don’t record cash transactions? Your lack of records is exactly how they will get you.

Yes, the taxman is coming and they are working in the Eastern Bay checking that hospitality businesses are declaring their cash income. What industry will be next?

The Eastern Bay is a million miles from Wellington but Inland Revenue’s Tauranga office is just one hour away.

The government awarded a five-year permit to explore the Raukumara Basin in June 2010. Petrobas hopes

to find liquefied natural gas in the 12,333 square kilometre area and has the right to drill one well. Sentiment is high whether this is a good or bad thing for New Zealand. NZ First Leader Winston Peter is against the exploration stating, “The key issue is, have we been asked or consulted on this issue and the answer is no.”

Royalties from oil and gas are a tiny fraction of the New Zealand economy, representing less than 0.3 per cent of GDP. Tourism, by contrast, brings in over $20 billion annually to the economy. A recent report estimated that our clean technology sector could grow to be worth up to NZ$22 billion.

On March 27th fifty protestors in a flotilla of five boats sailed from Auckland to the East Cape and disrupted Petrobras’s seismic testing, the aim of which is to discover whether or not it’s viable to drill for oil in the Raukumara Basin. On April 10th, the Orient Explorer was forced to stop its exploration as activists from Greenpeace with buoys bearing flags that read ‘Stop Deep Sea Oil’

had come dangerously close to the ship, making it unsafe to continue the research. The Prime Minister criticised the actions of the protestors stating they have a legal right to oil exploration. The Airforce’s Orion and a HMNZS Pukaki were also called to the area to keep the peace.

Greenpeace climate campaigner Steve Abel said, If we don’t stop this initial deep sea oil exploration, rigs could be off coasts all around New Zealand in the near future, each one increasing the risk of spills. It is felt that oil drilling in the area would cause pollution and harm even if there was no serious accident. The protesters say the operation is environmentally reckless as New Zealand would not be able to cope with an oil disaster like that seen recently in the Gulf of Mexico. They are also opposed to the practice of seismic testing, which involves firing high-intensity (concussion) air cannons deep into the ocean and is potentially damaging to marine mammals

Labour leader Phil Goff said people needed reassurance that the drilling activities would be safe. “We’re not against oil and gas exploration that brings in big royalties to New

Zealand and it helps our balance of payments, but we do need strong guarantees following the Gulf of Mexico, to ensure that safety and environmental considerations are fully taken into account.

Acting Energy and Resources Minister Hekia Parata said Petrobras was following DOC guidelines to minimise acoustic disturbance to marine life. Parata said the project is about balancing environmental responsibility and creating better jobs and higher incomes. She said New Zealand has a long standing petroleum industry with the first well drilled in 1864 and it has brought $2 billion into the economy. Parata said the government’s energy strategy encompasses a broad range of options and as well as renewable sources it’s also interested in exploring what fossil fuels are available. Parata’s comments come in the wake of a leaked government energy strategy that stated New Zealand should become a “highly attractive global destination” for oil exploration.

The New Zealand government’s draft energy reveals that while the government wants to retain the goal of getting 90% of New Zealand’s energy from renewable resources, it’s banking on coal and oil for economic growth. The document states that the country should become a “highly attractive global destination” for oil exploration, with expansion of the oil and coal sectors leading to a “step change” in the economy. However, there are alternatives to oil drilling and open cast mining, Price Waterhouse Cooper estimates that there is NZ$16 billion dollars to be made in clean renewable energy in New Zealand.

The Petroleum Exploration and Production Association said the protestors actions amounted to economic sabotage and is called

on the government to intervene. Executive officer John Pfahlert said, “While Greenpeace have the right to express their view they don’t have the right to prevent others from exercising their rights,” he said. “If the company is unable to continue its survey because of these protest actions, this will send a signal to potential overseas investors that New Zealand is a risky place to do business. “While that will no doubt be welcomed by the protesters, New Zealand will be the poorer as a result.”

One thing is certain that New Zealand’s “clean and green” image is being tarnished. By permitting deep sea oil exploration, the Government risks everything that the economy and identity are built on. A large oil spill would devastate beaches, marine environment, fisheries and international image – just as it did to the coastal communities in the US Gulf of Mexico last year. That disaster has cost $US26 billion and counting (or rising).

Protests continue; on the 23rd of April more than one-hundred people turned out in Wellington to protest outside the Brazilian Embassy, 24th April police boarded a local iwi owned protest ship San Pieto and arrested the skipper following “grave concerns” for the safety of the crew of Ocean Explorer.

Petrobras head of New Zealand operations, Marco Toledo, said his company had two “decision gates” where it could pull out of the contract. The first was in August 2012 and the second January 2014. The first seismic survey is worth US$5 million to the NZ government’s coffers and the second is US$7m, and if a well is drilled it will bring a further US$106m. So is offshore drilling a matter of good business for NZ or simply a matter of economics?

Petrobas, a Brazilian owned company began seismic testing in the East Cape last month. At first glance it seems OK…. but is it really.. Look explores the issues?

The Whakatane Great-Outdoors Adventure Races began in 2003, with 24 hour epic races taking competitors

deep into the Urewera forest. Nowadays the event has been trimmed back to a 6 hour race catering for High schools, everyday people and mere mortals.

Last year around 250 people took part in 80 teams, with 30 of those teams from high schools, 9 teams from Cambridge High School alone.

In 2010 Brent and Sharon Smith from Whakatane Great Outdoors, the major sponsor since its inception, presented a trophy for the winning school. Trident High School were the inaugural winners and will be back to defend their title in 2011. Opotiki and Whakatane high schools also offered stiff competition.

Last year’s race started in Ohope and involved a mud run, mountain biking, trekking, river-crossing in boats, shooting and archery with

competitors having to navigate their way through a maze of checkpoints to finally finish at Adventure Solutions where they could earn extra points on the climbing wall.

This year’s adventure race will be in a totally different area, where none of the competitors will have any local knowledge. The race will have a real country feel about it with some weird and wacky events thrown in, gumboots and duck-ponds being part of the mix. The main disciplines for this year’s event are Mountain biking, Trekking, and Orienteering.

In triathlon and multisport you can go as fast your potential allows, however in adventure racing you have to move only as fast as your weakest team member. Sometimes even the strongest athlete becomes the weakest link!

Arriving in Beijing, I was surprised at the English translations that were on signs through out the city. This made getting around reasonable easy, especially when using the subway. The traffic is manic but organized in an unstructured way. Cars, buses etc weave from lane to lane on the 3 lane ring roads around Beijing central and even when congested the cars move aside, weaving all the time allowing the traffic to flow, it is amazing there are very few accidents!

We visited The Forbidden City and then Tiananmen Square. We started from the back entrance as the Forbidden City closes early, we moved from the small courtyards of the concubines and with each courtyard we travelled through we merged into another bigger courtyard, with bigger buildings dominating the courtyard from all angles. My overall impression was the expanse of everything we saw, that impression really did not change throughout the rest of my trip.

We visited the Great Wall about an hour and a half from Beijing. There is more than one entrance onto the wall, some are less populated but are steeper to climb. We went to the “easier” section of the wall. This area has been restored so it is very popular. Even though it was sunny, the wind was bitter. The climb to the first 2 towers was not too difficult, but after this the incline becomes steeper and steeper with stone steps required on the last section up to the 4th tower. I found a little outcrop just out of the wind and sat down and contemplated the feat of engineering that went into building a wall that stretched over 8000 kms long. By the time I came down the mass of people had swelled and it was a little treacherous coming down with thousands of other people.

The next day we were off to Xian and our sightseeing here was the Terra Cotta Warriors Museum, this was a highlight for me. This was a lot bigger than what I had imagined, we viewed the 3 pits and a special viewing room

which held 2 miniatures of 4 bronze horses, a chariot and charioteer. In the first pit is a massive 8000 terra cotta figures, only 2000 are visible. The rest are being painstakingly excavated and restored. When talking about scale in China, everything is big and this pit is no exception.

The size of 2 football fields it has rows of warriors and horses, all individualized life size figures.

The columns in between were the supports for the wooden ceiling and soil was placed on top to completely conceal this army. The roof rotted and collapsed onto the warriors and silt has collected on top. At the rear of the pit on top of the area still to be excavated is a work area for some of the restoration work. Each is still two thirds to be uncovered. This is more than a life times worth of work. Pit 2 was a smaller, deeper pit for the generals with a war council room. Only 60 or so figures in all, most still to be excavated fully. Then there was the third pit full of cavalry and archers. In this building you can see where the figures at one time would have been brightly painted. Once the Terra Cotta Warriors and horses were all arrayed inside the corridors, the entrances were closed. It meant a sealed united army was formed to guard Emperor Qin’s underground Palace to keep him safe in the afterlife. They are still discovering new finds including a pit of Stone armor and helmets, another of acrobats, one of civil officials and a pit of bronze birds. Archeologists are sure that more and more treasures will be brought to light in the future.

Our next stop was Chengdu, this small city (of only 6 million people) has a slower lifestyle according to our guide. We did take great delight in telling her that was bigger than our whole population. We were in Chengdu to see the Pandas, before hand I was not really interested in this part of the tour. But it was such a beautiful day that the Pandas

(34 in all) were all out either eating, playing or sleeping in the beautiful warm sunshine. There were several sets of twins and for 1000 yuan (Approx NZ$200) you could hold a panda. Really no words can describe the cuteness of the playful babies or the majesty of the giant pandas, or the simple beauty of watching these magnificent animals choose their bamboo shoots with care, stripping the outsides carefully and then delicately biting each section alternating from left to right sides of their mouths.

Our last stop was Shanghai, this city of only 19 million people, was a mixture of old and new buildings. We stayed at the end of the Bund, which is a walkway along the river. The

views of the commercial district from the Bund is spectacular both by day and by night. We did a little shopping in Shanghai and we really should have gone to the acrobatic show that Shanghai is famous for, but by then we were just too tired.

I felt like I covered a lot of ground in China, I saw a lot of things I really wanted to see. But I know I could go back tomorrow and cover a whole new area, such as the Yangtze River and I would revisit some of the areas already covered as there is more to see. Now that I have discovered China as a destination that is very accessible, I have a whole new appreciation of the meaning of the word BIG!

Having just returned from Beijing I have realised there is a lot more to this huge country other than the millions and millions of people that populate the cities. From the 21 million in Shanghai to the smaller rural city Chengdu, this country is developing at an alarming rate. It is not just the amazing master builders of Emperors past that impress. With the investment in technology, architecture and trains also impress. The Maglev train goes from 0 to 431 in 3 minutes and 3 seconds!!!

Fine food is their business and the thought was to invite as many diners as possible to

an earthquake fund raising dinner. The evening, which was organised in conjunction with The Eastern Bay Chamber of Commerce, proved to be very successful. The restaurant donated the food, the staff generously agreed to work for free and Christchurch will reap the benefit.

Monday 11th. April saw the worthwhile scheme attract a large number of diners, all enjoyed fine fare and good company with a cheque for $3500 going to Christchurch. Well done Global Thai, an innovative idea that has definitely been ‘food for a good thought’. Global Thai will be closed while Chintana and Phillip go to Thailand to search for new authentic Thai recipes from the 6th May – 16th May.

Maree, better known as Mouse, is one busy lady. If she is not at her studio painting another landscape masterpiece you will find this very talented artist teaching a number of art classes in Whakatane, playing the guitar in the shade of a poplar on her Awakeri lifestyle farmlet or supervising an exhibition of her work at Twizal in the South Island. Well known and respected in art circles Mouse’s work has been exhibited and very well received in main centres throughout the country.

In the early years of remedy provings, there was a major problem, some of the substances they used in provings were highly poisonous, sometimes

causing dangerous toxic reactions. Therefore Hahnemann started to dilute the poisonous substances, until there was no more reaction – the substances lost their power. This was a dilemma, how could he use these powerful substances without harming the person taking it?

This is when Hahnemann got another inspired idea: the answer was stepwise dilution where each dilution would be followed by vigorous shaking of the bottle and forcefully striking it on an elastic body (eg: the back of a book). This process is called potentisation or dynamisation. One part of the substance is diluted with 100 parts of alcohol/water solution, then shaken and struck rigorously. The result is a so-called C1 potency of the substance. This process is repeated many times. Most homeopaths use potencies of C30, C200 and higher.

Scientifically in C30 and higher potencies there is no molecule left of the original substance. And this is of course why homeopathy gets ridiculed a lot, and sceptics say it is only a placebo (a substance containing no medication and prescribed or given to reinforce a patient’s expectation to get well). But over 200 years of experience verifies that through the process of potentiation (not dilution) the healing effect of the remedy remains and even gets stronger the more “diluted” or rather potentised it gets. We also know homeopathic remedies have effect on children, unconscious people and animals – who have no expectation to get better from it. Many small children quickly recover from violent ear aches or infections through homeopathy. Farmers also attest to the benefits their stock get from homeopathic remedies. They wouldn’t use homeopathy if it didn’t help! In the “old days” Hahnemann and his colleagues even treated epidemic cholera and similar diseases with great success! Furthermore, there have been conducted scientific studies

that prove without a doubt that the effect of high-potency homeopathic remedies is significantly higher than that of placebos.

Scientifically we cannot yet explain why homeopathic remedies work, we only know that they work. The following metaphor offers a possible explanation: If you take a book to a laboratory, scientists can tell you what elements the book is made of, eg the scientists can tell you all the elements of the ink, the paper, the material for the cover, but they are not able to tell you anything about the contents or the story of the book. To put it bluntly, scientifically the contents of a book does not exist. But we all know and agree that the book has a content. If we transfer this

metaphor to homeopathic remedies we can say that we cannot prove scientifically why they work or that there is an active particle in them, but we do know that they work. It seems that the information or energy of the original substance is being transferred through the process of potentiation.

This term homeopathic remedies is often heard, however, there are no such thing as a homeopathic remedy. A remedy only becomes homeopathic for an individual, when it is chosen for that person according to the Law of Similars.

That means doctors, nurses and other health workers work more closely together, and in

some cases training others to do certain tasks or procedures.

Treatments which were once hospital only are increasingly being performed in the community by GPs and practice nurses who have received additional training from hospital specialists. GPs themselves are passing certain roles on to other health professionals. For example, once only doctors could write prescriptions. An increasing number of nurses are now doing extra training to become nurse practitioners - a role which includes the ability to write some prescriptions. Diabetes nurses are also beginning to prescribe.

Nurses also can pass some time-consuming tasks to people with less training - this enables nurses, who are highly trained and skilled professionals, to spend more of their time on patient care.

The Eastern Bay of Plenty is leading the way in the fight against rheumatic fever - a disease that starts with an untreated sore throat and can lead to serious heart failure. It’s being dealt with in a different way - with community workers the key.

With the right training, lay-people (people with no formal health qualifications) can perform work which helps protect the health of the community – and which would otherwise require a large chunk of a nurse’s time.

For example, in Kawerau two lay-people have been trained by a district nurse to take throat swabs. Between them these women visit schools in and around Kawerau twice each week - swabbing children who have sore throats.

The swabs are sent away for laboratory analysis, and if the bacteria linked to

rheumatic fever is detected, doctors quickly prescribe antibiotics and let the families know to pick them up – free of charge - from the nearest pharmacy. Quick treatment with antibiotics can save the child from a lifetime of ill health and serious heart problems in adulthood.

I have fished in some twenty three countries, but none

have compared to my recent foray into the Waioeka. The amazing condition and fighting quality of the 13 fish taken on a dryfly on that day will be hard to beat; most trout succumbed to a lace moth or cicada imitation.

I have had very good reports from fishing friends enjoying similar good results. Since the floods, there have been changes to some of the established pools and runs. New areas have been formed which have potential to become extremely good fish holding spots.

Going back to the choice of dryfly, a lacewing pattern on the water for many anglers can be difficult to see so I suggest that you substitute with a small parachute Adams or in the faster runs pop on a cicada with or without a nymph dropper, they’ll work a treat.

For lake anglers March reports were a very mixed ‘on and off ’ again affair.

However, April has made up for any short fall, with fair numbers of trout being caught in Lake Rotoma especially at change of light in the evening. The rainbows are in excellent condition and although full to the brim with smelt, still strike at a lure on a deep trolling line. Good results using a long trace with black and gold Toby.

Finally remember it’s the right time to start targeting the stream and river mouths where they enter the lakes, the fish are beginning to get excited for certain reasons and the colder water in these areas is a great attraction. The small stream mouths on Lake Rotorua are prime examples, so get out give it your best shot its prime trout fishing time.

With the continuing amazing extended summer our rivers are in full swing with action being some of the best we have witnessed for several years. This activity is especially true in regard to dryfly fishing. It does not seem to matter which river you visit, great fishing is almost guaranteed.

With its unique history and clear

warm waters it is not surprising White Island is the favourite dive destination in this region. Situated some 50 kilometres off shore from Whakatane the volcanic island lies 8 kilometre west of the ‘White Island Trench’ which reaches depths of up to 1219 metres. This fascinating place is brushed by the warm waters of an offshore current and offers exciting dives from pinnacles with 150-metre drop-offs to cruisy reef dives. Underwater vents are a feature of this volcanic area. Several archways and extinct fumaroles make the area most interesting. Visibility varies from 20 to 50 metres depending on the time of year.

Fantastic diving can also be had at other dive sites around the Bay, Mayor Island, inshore reef dives including the wreck of the SS Tasman near Whakatane and other interesting

dive sites to suit your diving ability. Currently visibility is around 25metres and water temperature at 20degrees.

John says that the fishing has been good this month and the continuing warm weather promises plenty more tight lines. Catches of Striped Marlin and Skip-jack Tuna have tested the arm muscles and got the adrenalin going and an abundance of Snapper and Kowhai plus flying fish have satisfied local anglers. Last month’s

Hamerton’s fishing competition proved very successful, even though, due to the Japanese tsunami warning, boats were unable to cross the bar on the last day. However some of Whakatane’s bigger boats, including Ma Cherie, put out to sea prior to the warning, believing it safer to be on open water rather than risk damage in the confines of the harbour.

A number of charter boats have now headed north to

take advantage of extended warmer weather and hopefully plentiful fishing grounds. John and Ma Cherie will stay in the Bay so give him a call if you fancy an exciting diving or fishing outing.

up to the Whakatane heads on a sunny weekend, you will see boaties, surf casters, white baiters, picnickers and families’ enjoying everything this country has to offer. What a wonderful, free country, awesome!! Yes, we have some problems but they melt into insignificance when compared to the unrest, war and anarchy we see happening around the World.

W e do amazingly well for a very

small population, all we need to do is get up and get going. Talk ourselves up, not down. It is vital for parents and care-givers to build hope and a sense of belonging into their children. Some schools are doing their bit by raising the NZ flag every morning and singing the National anthem with great gusto; let’s encourage all schools to do the same.

Identifying and appreciating our amazing sports heroes, and cheering on our rugby stars is great stuff, go the Warriors!!

Victory to the All Blacks!!, and let us not forget high profile New Zealanders like Mark Ingles and Victoria Cross recipient Willie Apiata.

There are the unsung heroes, too many and too diverse to mention. Every doctor, policeman, fireman, youth worker, engineer, builder, chef, nurse, designer and teacher who have had an opportunity to take off overseas but have made a decision to stay and help make this country a better place, these are the heroes.

What about the farmers? Still the backbone of our country, we need them. Just look what our scientists are achieving, we lead the world in so many areas.

There is a need during this economically and physically unsettled time to encourage each other, we especially need to have a positive attitude with our youngsters. The answer is to reinforce the positive. Have you noticed that if you meet a friend in the street and they mention that you do not look too well, suddenly you feel quite sick. Try telling someone they look great, you will see them grow two inches taller, they positively glow. When two opposition sales people meet, you have to marvel at their mastery of the positive slant. The market could be as flat as last month’s road kill, they still manage to keep their end up. ‘How’s it going?’

‘Could not be better, thinking of a holiday, I’m paying the tax man too much…. ‘

It may be an exaggeration of the truth but both parties walk on down the street with a spring in their step and heads held high.

There’s a story about a fellow who purchased some chooks, he thought they were the egg producing kind. They turned out to be roosters. He decided to fatten them for the table but they made such a din in the mornings, the neighbour’s complained. To deaden the sound of their crowing he put a lid on the rooster’s pen and made an interesting discovery, as long as they could not hold their heads up they would not crow. The moral to be learnt is that pessimistic people always try to put a lid on everything that is good. It is time for Kiwis to lift our heads up with pride, let’s accentuate the positive; we have plenty to crow about.

Community Patrol is a nationwide group of concerned citizens helping to protect most

big towns and cities throughout New Zealand. They are well trained, eagle eyed individuals who cruise through the central business districts, drive through school grounds and check out commercial premises. These men and women from every walk of life put in long hours both during the day and from the early evening through to the early hours of the morning. Patrol members are advised to always remain in their patrol vehicle unless there is a very good reason to do otherwise, such as diverting traffic at an accident.

Locally there have been, thanks to these devoted community minded people, a number of successful outcomes through the watchfulness of night patrols giving back-up to police in the field. From offering a lift home to a silly girl walking alone late at night to Coastlands, checking raucous parties, or removing large rocks representing a danger to motorists, there is hardly a dull moment. Although some nights are quiet, there have been times when the direct link police-radio, has been very busy.

The recent acquisition of a fully equipped patrol car, obtained through the generosity of local business people, has proved a wonderful asset for members of the Community Patrol. Professionally

sign written, it is a welcome sight on our streets and industrial areas, giving our community a sense of security and above all acting as a deterrent to the criminally intentioned.

A well known senior constable described the relationship between Community Patrol and the police force as a very worthwhile partnership, an important liaison that has become the ears and eyes for crime prevention. He went on to say that you cannot underestimate the deterrent effect the patrol achieves by just being there. Many

a street brawl or out of control teenage party has been thwarted by the arrival of the vehicle with its prominent sign writing and presence of two patrol members.

The patrol car has proven to be a significant improvement on the past non-specific vehicles. Patrol members are now able to listen to police radio messages and if needs be offer assistance. The vehicle has its own high-tech camera system, loud speaker, spotlight and other necessities such as cones and safety vests for marshalling at accidents. Local business companies show

their appreciation and support to the Community Patrol by paying for fuel and running costs of the vehicle.

Chairman, Stuart Lougher, is proud of the fact that he and the Community Patrol team have successfully lobbied for new CCTV camera systems for the town, (a subject highlighted in a previous issue of ‘Look Magazine’). Again funded through sponsors and pub charities, these ‘state of the art’ security cameras with fibre optic connection to the police watch-house, are being constantly

monitored by officers and volunteers. Stuart chairs the twice monthly meetings at the watch-house. He, along with a number of patrol members have attended National training seminars held at different venues each year. Always on the look-out for new members, and currently seeking folk who are willing to spend a few hours a month monitoring security cameras, the Whakatane Community Patrol welcomes your enquiry to join a very worthwhile voluntary organisation.

The chance of a lifetime for Nathan

Such is the case with sixteen year old Trident student, Nathan McIlroy-Brown who heads off

for a never to be forgotten experience at the Sir Edmund Hillary Outdoor Pursuits Centre in the Tongariro National Park.

Nathan is one of a dozen high school students who applied for a place on the Genesis Leadership course designed to gear participants toward community leadership. Boys and girls aged 16 to 18 have been singled out as those most likely to benefit from what promises to be a full on, high energy, exciting and rewarding adventure.

During his stay he and his fellow adventurers will be involved in some serious classroom work and numerous outdoor activities, including kayaking, rafting the Tongariro River, rock climbing, abseiling and overnight camps in the bush.

Nathan is backed by a major sponsor, the Ladies Sunshine Coast Lions group. Several members of this very active organisation have seen their own children benefit from similar outdoor pursuit courses, a fact that has motivated them to make the sponsoring of youths an annual project. They are footing the bill for

half the course and paying Nathan’s travel and accommodation fees. The group were keen for the successful applicants to work for what they want to achieve, and to this end Nathan has raised the balance of the funds required. He deserves to be commended on his efforts, not only has he acquired an after school and week-end job at Whakatane’s Farmlands he has also made money by selling his own invention ‘The Wheelezy’; a handy device that attaches to a wheely bin and allows combined, effortless moving of both rubbish and recycle bins to the kerbside. When Nathan returns from

his trip he will give an in depth report to his sponsors.

Nathan is no stranger to participating in worthwhile organisations. He is fully involved with the Whakatane based squadron of the Air Training Corps (ATC) who have backed him whole-heartedly with this endeavour.

Of course there is much more to the Sir Edmund Hillary Outdoor Pursuits Centre than just having a lot of fun. Since its inception in the early seventies the centre has become renowned as a venue for team and leadership training. There are a lot of clichés about team building but at

OPC it is the real thing, exciting stuff that incorporates body-building, life-changing experiences and yes, overall tremendous fun.

For Nathan it will be a chance to interact with other people, to learn the essentials of team work, how to rely on team members for your safety, direction and success. The Sunshine Coast Lions are now on the look-out for fresh applicants age 16 to 18 to follow in Nathan’s footsteps. These young people will be our new leaders, teachers and examples. We wish Nathan every success.

There is something very exciting and encouraging about seeing a young person achieve, especially when such an achievement is procured through their determination and effort. It is this type of person that we feel deserves our every assistance in reaching their full potential and eventual life goals.

My winter lettuces are now only 5cm high and my beetroot are upside down. The leeks and

red onions are scattered throughout the garden – luckily they are still small and can be tucked back into bed fairly easily without too many losses. The chickens (rotary hoes) have been consigned to their pen in disgrace and have made their own feelings known by reducing their egg production by half.

Hence I have taken the opportunity to take my own advice to have a cleanup. Now I have gaps I wasn’t planning on, so in go extra seedlings of leeks and onions, broccoli and silver beet. These will all do well through winter and I can swap the surplus with a neighbour, whose plot I’ve already got my eye on for potential loot. Alternatively you can mulch empty parts of your garden to keep them weed-free over winter, or you could try a green crop to dig in as manure, or plant a bee-attracting crop like borage. I usually tip the dregs of my liquid manure buckets into the gaps through winter, so I can start fresh ones ready for spring.

Gardening means harvesting, and for me, harvesting means preserving to reap the most benefit from all that digging and planting. If you don’t fancy the idea of slaving over a hot stove with dozens of jars and lids, most things will freeze well if you cook them first. Even bananas can be frozen whole until you have time to turn them into cakes. The skin turns black but the flesh stays perfect.

Harvest silver beet by pulling the leaves gently from the bottom of the plant, as cutting them with a knife will cause the plant to rot from the stem, especially once the weather deteriorates.

Cook beetroot exactly as they come from the garden: wash and stand up in the pot with roots, skin and leaves still attached. Bring to the boil and simmer till softish. When cool, cut off the ends and the skin will just rub off ready for slicing up and putting into a vinegar solution. Freeze in containers.

I’ve discovered that passion fruit can be frozen whole, which is handy because then you have the exact amount you need in perfect little natural containers when you thaw them out. And I’ve started freezing my chutney in small bags which I thaw when needed and put into one of the cute little bowls bought especially from the op-shop for the purpose.

All those woody bits of rosemary and oregano, you can freeze in a sealed

container, and the fleshier herbs will keep well in the fridge ready to add zest to your winter soups and stews. Divide your rhubarb if it’s looking a bit sad. You can cut it back quite hard (make the stalks into rhubarb and apple crumble); give it a good feed of animal manure (rhubarb is a very heavy feeder) and it will sprout away when it’s ready. Often rhubarb is relegated to the back of the garden but actually it likes a bit of sun and is a good companion plant for most other veges, especially brassicas.

That wondrous life-cycle of vege growing we witnessed in summer, is rewarding us all with a fabulous autumn bounty. When you’ve finished preserving everything in sight, we can talk about planning your orchard ready for June and July which are the perfect months for planting new fruit trees. Dream big!

Winterizing your homeSo you’ve pulled your sweaters out of mothballs and found your mittens at the bottom of the

coat closet. But what about your house -- is it prepared for the cold months ahead? You’ll be a

lot more comfortable in the coming months if you implement a few of the following easy tips

Clean those gutters Once the leaves fall, remove them and other debris from your home’s gutters -- by hand, by scraper, and finally by a good rinse with a gutter wand - so that winter’s rain can drain. Clogged drains can form dams, in which water backs up, and causes water to seep into the house, or simply overflow and make a mess outside. As you’re hosing out your gutters, look for leaks and misaligned pipes. Also, make sure the downspouts are carrying water away from the house’s foundation, where it could cause flooding or other water damage.

If you have a lot of trees around your home you may want to consider gutter whiskers and save yourself some work next season. Speak to the professionals at Mitre10 to find out what is right for you.

Block those leaksOne of the best ways to winterize your home is to simply block obvious leaks around your house, both inside and out. First, find the leaks: On a breezy day, walk around inside holding a lit incense stick to the most common drafty areas: recessed lighting,

window and door frames, electrical outlets. Then, buy door sweeps to close spaces under exterior doors, and caulk or apply tacky rope caulk to those drafty spots.

Insulate yourself Another thing that does cost a little money - but boy, you do get the money back quick - is adding insulation to the existing insulation in the attic. Regardless of the climate conditions

you live in you need a minimum of 20 cm of insulation in your attic. Don’t clutter your brain with R-values or measuring tape, if you go into the attic and you can see the ceiling joists you know you don’t have enough. If you’re layering insulation atop other insulation, don’t use the kind that has a backing - either paper or foil finish - as it acts as a vapor barrier. Under floor insulation may also be needed for houses with large spaces underneath especially in damp areas.

Investing in a heat transfer system that is installed into your attic may also be an option. You can move air from warmer areas, such as the lounge to heat the cooler ones which are usually the bedrooms. Coupled with a heat pump your home will be warm and toasty. Mitre10 has some simple DIY solutions that can be tailored for your needs.

Don’t forget the chimney Don’t put off your chimney needs before using your fireplace. A common myth is that a chimney needs to be swept every year; however, a chimney should at least be inspected before use each year.

Woodstoves are a different beast, and should be swept more than once a year. A general rule of thumb is that a cleaning should be performed for every 6 mm of creosote, anywhere that it’s found. Why? If it’s ash, then it’s primarily lye -- the same stuff that was once used to make soap, and it’s very acidic. It can cause mortar and the metal damper to rot.

Buy a protective cap for your chimney, with a screen. It’s probably the single easiest protection because it keeps out foreign objects (birds, tennis balls) as well as rain that can mix with the ash and eat away at the fireplace walls. Buy one based on durability, not appearance.

One other reminder:To keep out cold air, fireplace owners should keep their chimney’s damper closed when the fireplace isn’t in use. And for the same reason, woodstove owners should have glass doors on their stoves, and keep them closed when the stove isn’t in use.

Finally, check those alarmsThis is a great time to check the operation -- and change the batteries -- on your home’s smoke detectors. Detectors should be replaced every 10 years, fire officials say. Test them -- older ones in particular -- with a small bit of actual smoke, and not just by pressing the “test” button. Check to see that your fire extinguisher is still where it should be, and still works. Also, invest in a carbon-monoxide detector; every home should have at least one, particularly if you have a fireplace. First Alert has a combination smoke and carbon dioxide alarm available at Mitre10.

In general, activity in the New Zealand housing market remains low – with buyers and vendors taking a cautious

approach to property transactions. However, house sale prices are still rebounding from their prior low level on the back of record low interest rates.

The national housing market recorded a strong seasonal lift in volumes during the month of March with an accompanying

modest rise in the level of prices according to REINZ figures, the most up-to-date series of data on the New Zealand real estate market. Across New Zealand 5,848 unconditional sales were reported, a 29.9% increase over February 2011, and an increase of 32.2% when Canterbury/Westland figures are excluded from both totals. Volumes were 1.5% higher in March 2011 compared to March 2010 when

Canterbury/Westland figures are excluded from both totals. The national median price increased by $15,000 to $365,000 from February 2011, and by $4,500 compared to March 2010.

In the Eastern Bay of Plenty, the Real Estate Institute showed February’s median sale price was $317,500 with 44 sales valued at $15,265,000 and 107 days on the market. March’s median price was lower at $270,000 with 36 sales valued at $8,977,000 and 79 days on the market.

Combined with buyers reaching the conclusion that values are at the bottom of

the price cycle, the economy looking likely to rebound in the next 12 months and interest rates at historically low levels, and you have the perfect conditions for people to commit to buying.

Housing turnover is increasing, prices appear to be stabilising and rents are rising.

What if there was a way to release borrowers from having to pay interest when you lend them money?’ They did the sums and found the formula for success. Since then a growing number of potential home owners have discovered that such a system is open to everyone no matter their belief, creed or race.

No, it is not a scam or some magical

formula. It certainly contradicts the norm and when you grasp the potential and ongoing benefits for generations of families you have to admit the whole idea is simply brilliant.

Back in those early days a survey was conducted among church members. Through this, it was discovered that the average mortgage amounted to $35,000 and together the surveyed group owed $2million. Collectively they would be paying a further $7million in mortgage interest over the remaining life of their mortgage (yes, interest payments were exorbitant back then). The challenge was to implement a fool-proof system which had the ability to turn such massive interest payments into a benefit for borrowers and their families.

In a nut shell this is how Liberty Trust worked; each family (or individual) contributed $20 per week into a fund. As soon as there was enough money in the kitty the first family (by ballot) would

re-finance with an interest free mortgage. That family would then re-pay their mortgage (interest free) to the fund until their loan was re-paid. They were still paying the same monthly payments as they were on their previous bank loan, but the interest portion was now going toward paying the principle. The borrower was able to repay their mortgage many years earlier and thus save a fortune.

The Liberty Trust attracted 100 applicants and was administered by 5 volunteer Trustees. The figures showed that the last contributor would receive their interest free loan after twelve years. Sceptics said such a system would not work, they were wrong, it worked back in the eighties and with care and fine-tuning is still relevant and very much alive today. Along the way changes have been necessary; the ballot system for acceptance of loans has been circumvented and is now replaced by a fairer ‘first come,

first served’ basis. Participants are now able to choose how much they will donate.

Clover Yo Yo Makers

here seems to be a plethora of gadgets out there for crafters. However one ‘necessary’

item for crafty readers, are fabric yo-yos. They are great for both the beginner & experienced craftspersons. There are different shapes & sizes available. The photos shown use the 60mm version. You can use any type of not-too-thick fabric with this tool. Don’t bother to use your cutest

T novelty fabrics because the little motifs will not show up in your finished yo-yo. Striped fabrics turn out well when pulled into a circle. Clover’s instructions were very clear. The tool comes in 2 parts that snap together over your fabric square. Trim up the fabric with a useable seam allowance. It does not matter if you trim this unevenly. See that light circle around the center hole on the

white template? Clover stamped that for us so we can know the exact finished size of our fabric creation. Now it’s time to start stitching. The tool has easy consistently spaced guide holes. You must be sure to stitch in & out of the holes in the correct direction so that later you will be able to pop the thing apart. Just keep your finger out of the way while holding down the flap of fabric.

You have to overlap one stitch so that the center will come together completely. The fabric you’ve just sewn comes off the template easily. Now is when you will be grateful you used some sturdy thread. Pull it together & shape your yo-yo into a circle. Take care to knot your thread as tightly into the fabric as possible so the center stays closed. Keep your needle threaded & you can make several

yo-yos with one length. Very quickly you will have a pile of consistent, perfect yo-yos. There are numerous applications for yo yo’s; they seemingly begging to have button centers & look great strung together. Yo-yos also make cute appliqués & adorable barrettes, even a whole quilt made out of them.

Following the receipt of the CNI settlement, $64.5 million in

accumulated rentals and share of 26% of the Kaingaroa estate

(Tūhoe land value - $53.4 million) the Tūhoe Establishment Trust

(the Trust) has been constructively establishing high standards

of governance, human resource management, financial control

systems, investment infrastructure and capability to realise both the

short term needs of the Trust and the long term needs of the Iwi.

These capabilities and systems ensure:

The Trust has posted a $3.49 million profit in 2009/10 due to the low

cost of its establishment budget and a prudent approach to the use

of Tūhoe assets/resources. In the 2011 year the Trust will continue

the current funding arrangement with the Tribal Executives to

complete the tribal capacity funding agreement and enable the $5

million distribution to Tūhoe marae by 31 May 2011.

The cash flow of the Trust in 2009/10 is strong with cash investments

kept on varying term deposits with ASB until the Trust’s investment

strategy was finalised in May 2010. The Trust ran a RFP process in

early March to determine the best provider who could provide real

return on the Trust’s Financial Portfolio. AXA NZ won the bidding

process with an offer of 5% real return after taxes and fees. The

principle is being transferred to AXA in 12 monthly installments

to mitigate market timing risks and manage cash flow certainty.

The AXA relationship is discussed more fully in the report of the

Investment Committee.
