Kensley Hawkins: Asked to Pay for Incarceration With Jailhouse Earnings

Kensley HawkinsBY BOYCE WATKINS, PHD

Kensley Hawkins (pictured) was sent to prison in 1980 for the murder of one man and the attempted murder of two police officers in Chicago. He had an 8-year-old daughter and was going to be in prison for a very long time.

During his time in prison, Kensley earned $75 per month building furniture in Joliet, Ill. Somehow, he was able to save $11,000 during his stay in the penitentiary as a small tribute to his daughter, who is now nearly 4 years old. But the state of Illinois is not satisfied and has asked that Kensley be required to pay for the costs of his incarceration.

The state is arguing that Mr. Hawkins owes them $455,203.14 for the cost of keeping him in prison. The case has now reached the Illinois Supreme Court.

"The reason you want Mr. Hawkins to keep his money is because he's gonna get out of prison some day, and when he gets out of prison, we want him to have saved his money so that he can take care of himself; you don't want the public to have to pay for him," Hawkins' at-torney, Ben Weinberg, told Fox Chicago.

The state of Illinois typically pursues those with more than $10,000 in assets, and by saving his money, Hensley is now eligible to have it all taken away. The Department of Corrections is allowed to extract three percent of the wages that inmates earn during their time in prison, even though many of them earn roughly a day's pay for every month that they work.

In her very telling book, 'The New Jim Crow,' Ohio State University law professor Michelle Alexander goes into detail about how the racism of the old South has been replaced by a system in which those who've been convicted of crimes are allowed to be treated as less than human.

The 13th Amendment of the United States Constitu-tion, supposedly abolishing slavery, actually says that slavery is still legal for those who've been convicted of a crime. This has provided a convenient loophole that allows the state to extract either free or shockingly

cheap labor out of a segment of the population, with most of the individuals being African American.

To see the Kensley Hawkins situation as a casual outside observer, the idea that a man has been forced to work for $75 dollars per month already argues that the state owes him hundreds of thousands of dollars for paying him a salary that is even below the wages paid to illegal immigrants (which are nearly as horrible).

The half-million or more in wages and interest that have been extracted from Mr. Hawkins is more than enough to cover the cost of his incarceration. To charge him again would be adding a punishment on top of a punishment.

We've also got to ask ourselves just how productive a justice system can be when it is designed in such a way that our fellow Americans are given a life debt that they simply cannot pay. Rather than making the world safer, the criminal justice system has been effectively designed to create more criminals.

The racial implications are written all over the walls, since African Americans are the ones most likely to fill up the penitentiaries, with many of them being incarcerated because they could not afford an adequate legal defense.

This problem is especially pervasive in the state of Illinois, where one story after another has come out about police torturing inmates into a confession or putting men on death row who never killed anyone.

Rather than being rehabilitated in any way, many of these men and women find themselves in the streets without the right to vote, the ability to work or the chance to ob-tain an education. So, we effectively give the inmate and his/her family no way to properly re-integrate into society, other than wishful thinking.

BREAKING NEWS Governor Jerry Brown is all set to fire Major General Mary Kight and replace her with a white Colonel. Please help us to stop him.

She just got there 2/7/2010 last year, what’s wrong with that picture.DEAR 601,876 FRIENDS,

Please help us to stop Governor Brown from firing the first female Adjutant General of the California National Guard and first African-American female National Guard Adjutant General in the Nation.

It has come to my attention that Governor Jerry Brown is all set to fire Major General Mary Kight and replace her with a white Colonel. This action will fly in the face of every minority officer in the California National Guard. Essentially, Governor Brown is saying to everyone that minority officers are incompetent and can not be trusted with running a military organization.

In the past several weeks, Governor Brown and his advisers have been looking at replacing General Kight. Why? Because she was appointed by the previous administration. Disregarding that Major General Kight is a competent and capable officer who has served at all levels of the military. Disregard that General Kight is the first and only African-American to be nominated and serve as the Adjutant General of a states National Guard. Disregard that Governor Brown's staff only looked at white male candidates to replace General Kight. Disregard that the designated replacement and all other candidates considered by the Brown Staff are white males. This is wrong. Even in the NFL and Major League Baseball owners at least talk to minority candidates before selecting a commander.

Governor Brown has placed so much emphasis on the Oakland Military Institute, a Charter School that he created, which is filled with young minority kids. These kids are being told that military discipline and focused academic work will provide them an opportunity to a better future.

Major General Mary Kight

But what better future is the Governor's staff telling these kids when he fires the first African-American woman to head a National Guard. At a time when the California National Guard is being wrongly attacked in the press, with substantial support from officers aligned with General Kight's expected replacement; why are we being relegated to the back of the bus.

What will happen to the few senior minority officers that remain in the California National Guard? Owe by the way: the senior minority officers include just one Latino Colonel (female), one African-American Colonel (Army) and one African-American Colonel (Air Guard). We will all be gone within one to two years. After that, there are two other African-American Lieutenant Colonel in consideration, one Latino Lieutenant Colonel, and one Asian-American Lieutenant Colonel. Why is this? Because white officers do not focus on minority recruitment and retention. We are closing down Armories and Readiness Centers in minority communities. Shouldn't our military look more like our society?

Finally, I will say that racial tensions in the California Military Department will increase significantly in the coming years. Already, the General Kight has had to deal with incidents of NCOs calling other NCOs the N-word with 10 or 12 people around as witnesses; someone spitting on the picture of the President of the United States in the Joint Forces Headquarters; the submission of a US dollar with the word NIGGER written boldly across the bill; minorities being denied promotion opportunities while similar promotions for whites have been moved forward.

Governor Brown's decision to replace Major General Kight will be a disaster for minorities in the California National Guard because there will be know one wiling to listen to our concerns. I wish you would register your concern.

Ray Charles’ Mistress Brags About Stealing His Cash & Aborting Baby BY LAUREN MINOGUE

Ray Charles alleged mistress Marci Soto, has penned a memoir entitled “Ray & Me,” where she dishes some very private secrets and even admits to robbing the blind soul star!

Soto writes that even though the pair were both married to other people when they met in 1968, they carried on a steamy affair for years, only ending in 1997, when she grew tired of his womanizing, although they reconnected close to the end of Ray’s life in 2004.

In the memoir, obtained by Globe Magazine, Soto writes of stealing money from Charles, substituting $1 bills for $100s that he brought home from one of his concerts. She writes, “I certainly didn’t feel like I was robbing the blind. I felt like he was ready to do something he should have done years earlier – pay off my house.”

And if that wasn’t enough to tell you what sort of a person Soto boasts of being, she also admits to aborting his baby, and never telling him. “I didn’t even tell Ray – there was no reason to know. I definitely wasn’t having a baby.”

SMH! What a lovely woman. Not only did she carry on an affair with a married man, but she stole from him, expected him to pay her bills and aborted his child without telling him. And now she is trying to make more money off her association with him, even after his death, by selling private secrets. Classy

St. Mary Medical Center Ranked Among Top 10% of Area Hospitals

From LBT Health ReportsSt. Mary Medical Center in Long Beach has been ranked No. 12 out of 138 Los Angeles-

area hospitals in the recently released U.S. News & World Report 2010-2011 standings of U.S. hospitals, placing it in the top 10 percent of hospitals in the region, according to the hospital.

According to U.S. News, the hospital excels in the following adult specialties: cancer; ear, nose and throat; geriatrics; kidney disorders; neurology and neurosurgery; pulmonol-ogy and urology.

“The entire team here at St. Mary is extremely proud to be recognized in the top echelon of Southern California hospitals,” said SMMC president and CEO Chris DiCiccio in a prepared statement. “We are pleased that U.S. News noted our exceptional performance in several areas, including cancer and pulmonology, as well as our commitment to patient care through a staff of highly trained, experienced physicians.”

The publication states on its website that it evaluated nearly 5,000 hospitals to rank the best in 16 adult specialties from cancer to urology. Taken into account were death rates, patient safety and each hospital's reputation with more than 9,000 specialists.

In a synopsis on St. Mary found on U.S. News' website, St. Mary is said to have "per-formed nearly at the level of nationally ranked U.S. News Best Hospitals in seven adult specialties"

"It scored high in patient safety, demonstrating commitment to reducing accidents and medical mistakes," according to U.S. News.

In terms of patient satisfaction, the hospital ranks above both the state and national aver-age. According to survey results, 70 percent of patients upon being discharged said they would definitely recommend the hospital to family and friends. Statewide, only 67 percent of patients said they would do so, and at the national level, 68 percent responded similarly. Some 7 percent of patients said they would probably not or definitely not recommend St. Mary, which is on par with the state average of 7 percent and just a bit above the national average of 6 percent.

Most U.S. hospitals currently sample survey recently discharged patients about their stay as part of a federal program, according to U.S. News.

In the latest year for which data was available, the Linden Avenue hospital had 11,591 admissions, performed 1,657 inpatient and 2,819 outpatient surgeries, and its emergency room had 42,448 visits, according to U.S. News.

In late February, St. Mary Medical Center opened a new Women’s Heart Center specifi-cally devoted to treating female heart conditions.

The 165-bed, for-profit medical and surgical hospital operated by Catholic Healthcare West and accredited by the Joint Commission has served Long Beach and surrounding communities for more than 85 years.

Straight Out Of Compton - Hope Is On The Way"California Appoints First African American Woman Special TrusteeFROM STAFF REPORTS

COMPTON, CA - Dr. Genethia Hudley-Hayes and Compton Community College will host it’s State of the District Address on Friday, April 8th, 2011 on the Campus of Compton College 10:00 AM

Dr. Genethia Hudley-Hayes, former President of the Board of the Los Angeles Unified School District and a turnaround consultant to the Chicago school system, to serve as Spe-cial Trustee of Compton Community College District, which is still in state receivership. In her first official move, Dr. Hudley-Hayes appointed a new Interim CEO, who 20 years ago served as the ball boy for the men's basketball team.

Compton lost its accreditation and had the power of the elected board of trustees removed in 2006, at which time several board members were prosecuted criminally for malfeasance.

Community Colleges all over the nation fill a void for the youth of color who without them, would not have the opportunity to get that first degree. Although California has the largest community college system in the nation, almost every state in the nation has a two year system. This leads the students of color to a four year degree with less finan-cial hardship. Compton Community College is a story for the entire nation as it serves a predominately black and brown population and is the least represented on any four year university or college campus.

Dr. Hudley-Hayes said the only reason she accepted the appointment was to return a standard of excellence back to the school and get it accredited once again so that "Our chil-dren have equal access to the best post-secondary education found anywhere in America!"

Special Trustee Genethia Hudley-Hayes will provide a State of the District Address on Friday, April 8, at 10:00 a.m. in the Tartar Quad at the Compton Community College District, 1111 E. Artesia Boulevard in Compton. Students and members of the local com-munities served by the District are invited to attend. Those planning to attend must RSVP to 310-900-1600 ext. 2005.

The address will include an update on the Compton District, the partnership between the El Camino Community College District and the Compton Community College District, and information relative to the process to accreditation.

The address will be followed by a tree planting ceremony as a symbol of inspiration for the future of the Compton District. “Trees are a symbol of nature’s strength and longev-ity; there could be no better lasting record of a new beginning than establishing a parallel growing entity,” said Hudley-Hayes.

Drunk Driver Slams Into Tree, Kills Female PassengerFROM LBT’S CRIME REPORTS

A Los Angeles man driving under the influence of alcohol slammed into a tree in Long Beach Friday night, seriously injuring himself and killing his female passenger, police said.

Long Beach police officers responded to the single-vehicle traffic accident at the inter-section of Atlantic Avenue and Wardlow Road at about 11:44 p.m. April 1, according to information provided by Long Beach Police Department spokeswoman Nancy Pratt.

When the officers arrived at the scene, they found a 1991 Toyota Camry tha had crashed into a tree. Both occupants, a man and a woman, sustained serious injuries and were trans-ported to a nearby hospital by Long Beach Fire Department

ADVERTISEMENTparamedics, Pratt said. The investigation has thus far revealed that the driver of the Camry, the male, was driving

without his headlights on and was speeding as he headed north on Atlantic. As the Camry sped through a red light at Wardlow, it narrowly missed colliding with a 2005 Toyota Scion that was traveling westbound on Wardlow on a green light. The Camry swerved to the right to avoid hitting the Scion, veered off of the roadway and smashed head-on into a palm tree, Pratt said.

The male driver, 29-year-old Heriberto Cervantes of Los Angeles, sustained multiple injuries to his upper body and was Saturday listed in serious but stable condition. His pas-senger, 22-year-old Dana Acosta of Anaheim, sustained multiple internal injuries and was pronounced dead shortly after arriving at the hospital, Pratt said.

Cervantes was arrested for felony gross vehicular manslaughter, felony drunk driving and driving on a suspended license, Pratt said.

The accident occurred just a week after the LPBD on two consecutive weekends conducted roughly eight-hour DUI saturation patrols funded by a grant. Those patrols removed from the streets two drunk drivers per weekend and resulted in eight drivers the first weekend and six the following weekend being cited for driving while unlicensed or driving on a suspended license, according to the LBPD.

A number of residents have complained that the patrols were ineffective due to only two drunk drivers per patrol being taken into custody.

Anyone who has information about the incident is asked to contact Long Beach Police Accident Investigation Detective Brian Watt at 562-570-7355.

Was Obama Right on Gaddafi?

KEN BLACKWELLBy Ken Blackwell“I don’t think anybody

disputes that Gaddafi has more firepower than the op-position,” President Obama said at a recent White House news conference.

“I believe that Gaddafi is on the wrong side of history [emphasis added]. I believe that the Libyan people are anxious for freedom and the removal of somebody who has suppressed them for decades now. We are going to be in contact with the op-position, as well as in consul-tation with the international community, to try to achieve the goal of Mr Gaddafi being removed from power,” the president offered in response to journalists’ questions.

First, the president’s com-ments at his news conference were most revealing. Let’s examine that supposition: Are the Libyan rebels on the wrong side of history in the Arab world?

You don’t have to get too

far into Princeton scholar Bernard Lewis’ many penetrating histories and analyses of the Arab world and Islam before you recog-nize a pattern. For 1,400 years, we have seen an unvarying succession of rulers—Beys, Deys, Wazirs, Sultans, etc.—who have held power in this vast region. None has come to power through anything like consent of the governed. Pericles of Athens ? No. The Roman Senate? Not in the least.

The history of this region is replete with one strong man after another who came to power through force and who remained in power so long, and only so long, as he had the ruthlessness to kill or exile any rivals for power.

So when our president tells us that Gaddafi is on the wrong side of history, we have to ask: Whose history? Muammar Gaddafi is certainly not out of sync with the unbroken history of his region and culture.

Second, Napoleon’s cynical comment that “God favors the side with the larger artil-lery” seems at least worth considering here. Napoleon may actually have had greater artillery support at Waterloo than his British and Prussian foes, but he was nonetheless defeated by charging, bayonet-wielding British infantry.

We have yet to see in the ranks of the Libyan rebels—who seem to spend much of their time dangerously firing their rifles in the air—the kind of discipline, skill, and determination required to take down an entrenched tyranny.

Obama’s own Director of National Intel-ligence, the hapless James R. Clapper, put his chips on Gaddafi’s surviving in testimony before Congress last week.

The White House was at pains to “walk back” Clapper’s statements, but he clearly said he expected Gaddafi to prevail.

Third, and this is most intriguing, where does that “wrong side of history” idea come from? President Obama was at pains to tell the National Prayer Breakfast of his con-version experience. He certainly sounded sincere. But “The Wrong Side of History” trope is drawn from Karl Marx. It presumes that there is a dialectic—a great impersonal, inevitable force moving through time and space. It presumes that history is going one way. Thus, to Marxists, you can be “on the wrong side of history.”

Not all “wrong siders” must be Marxists, of course. At the beginning of the 1990s, it was fashionable among big thinkers to speak of “the end of history.” It seemed then to some that democratic free enterprise systems had proven themselves superior by defeating Nazism and outlasting Communism that there would be no reasonable debate about the future shape of governments and econo-mies—only a variety of ways to get there.

That was before 9/11. That was before the U.S. and the Free World were confronted with a global conspiracy against religious freedom, constitutional government, and human rights.

I have confidence that we must and shall prevail over jihadism. But I would not say that our victory is assured by some inevita-bility of history. Ronald Reagan often said that every generation has the task of defend-ing freedom. That task now falls to us.

Talk of the “wrong side of history” can only induce passivity. And it also invites the charge of arrogance. After all, who is this president to decree which way history is going?

So far, the history of this administration in foreign policy has been one of muddling through. It’s hard to be on “the “right side of history” (if such there could be) when most of the time you are straddling the fence.

LONG BEACH POLICE DISPATCHER GRADUATION

FROM STAFF REPORTSOn Wednesday, March 30, 2011, the Long Beach Police Department gained three new

employees who graduated from the Department’s yearlong Public Safety Dispatcher train-ing program.

A graduation ceremony recognizing the new dispatchers, Jennifer De La Torre, Kimberly Hodgden, and Leilani A., was held at the Emergency Operations Center at 2990 Redondo Avenue in Long Beach. Family, friends and coworkers attended the event, which highlighted the dispatcher’s accomplishments.

The three began the process as dispatcher recruits about a year ago, after passing an extensive background investigation, followed by months of rigorous training and testing regarding Police policies, procedures, codes, equipment, and city geography. The dispatchers are also trained to process after-hour Public Works emergencies, to use a telecommunications device for the deaf (TDD), the L.B.P.D.’s Safe Reunion/Long Beach emergency locator service, Reverse 9-1-1 System, and other programs as well. In addition, the recruits also learn to differentiate between civil and criminal issues, understand caller psychology, and prepare officers for the often-dangerous crime scenes they respond to.

Dispatcher recruits are required to receive 120 hours of state-mandated training and, in addition to taking calls, they also must master the use of the radio. This requires reading, typing, and speaking simultaneously while processing crucial information to officers in the field.

“Public Safety Dispatchers are the lifeline for the officers as well as the community which they serve. We are here today to celebrate the accomplishments of our new dispatchers who will provide that crucial link,” said Police Chief Jim McDonnell. UCC (United Combadian

Inspiring Woman: Maya AngelouHappy Birthday, Maya Angelou!

Maya Angelou

BY KATHRYN H. CUSIMANO Maya Angelou has been a professor, a

waitress, an activist, a scholar, an author, a dancer and above all, a poet. Angelou’s 83rd birthday is Monday, April 4th, so we’re taking some time to remember why she continues to inspire us.

Angelou has been on the front lines of American history for decades, and has become famous for her poetic chronicles of American society. Angelou inspires us because she has never been afraid to follow her own path. After becoming a teenaged mom, Angelou toured Europe and Africa in a production of Porgy and Bess. Soon after, she danced with legends Martha Graham and Alvin Ailey. Angelou worked in Egypt and in Ghana for several years before meeting Malcolm X and returning to the U.S. with him to help him build the Organization for African American Unity.

After Malcolm’s assassination, Angelou joined Dr. Martin Luther King, Jr.’s Southern Christian Leadership Conference. Angelou was devastated by King’s assassination, and her friend, famed author James Baldwin, suggested she write in order to cope with her loss. This led Angelou to write I Know Why the Caged Bird Sings. Published in 1970, this autobiographical work detailed her brutal childhood. She followed this success with Just Give Me a Cool Drink of Water ‘Fore I Diiie in 1971, a volume of poetry which was nominated for the Pulitzer Prize. Angelou has written over 30 books in all, including several volumes of poetry, along with several screenplays and film scores. Angelou is the recipient of over 30 honorary degrees.

Angelou is a friend and mentor to Oprah Winfrey, who often quotes Angelou on her show and in her magazine. After a lifetime of exploring creativity in multiple media, Angelou continues to be an inspiration for us all. Celebrate Angelou’s birthday by watching her recite her poem “On the Pulse of Morning,” which she wrote for President Bill Clinton’s inauguration in 1993. You can read the text of this definitive American poem here. Here’s to Maya Angelou – we hope she has a wonderful birthday, and we thank her for being an inspiration to us all.

THE TRIUMPH OF FAITHBY RICHARD LOVE

"This is the victory that overcometh the world, even our faith" (I John 5:4). There are many who look upon faith as an abstract sort of thing. Some

suppose faith is merely looking on the bright side of things; to others it is will-power; still others confuse it with a person's view-point.

In the Bible, faith is simply believing God. "Faith" is the noun and "believe" the verb. This is seen in Rom. 4:5, where the Apostle Paul declares:

"To him that worketh not but believeth on Him that justifieth the ungodly, his faith is counted for righteousness."

The above passage from I John 5 also makes this plain, when seen in its context:

"This is the victory that overcometh the world, even our faith. "Who is he that overcometh the world but he that believeth that Jesus is the

Son of God" (Vers. 4,5). It is, then, the believer in Christ, and only the believer in Christ, who can

overcome the world. Unbelievers are swept away by the attractions and the pretentions of this world- system, but the believer in Christ need not be.

St. Paul declared by divine inspiration that unbelievers follow "the course of this world," directed by Satan, "the spirit that now worketh in the children of disobedience" (Eph. 2:2).

We do not mean to imply that believers are not often tempted to follow "the course of this world." Indeed the world would sometimes entice or intimidate us, but "this is the victory that overcometh the world, even our faith."

Another Day, Another Race-Baiting Abortion Billboard

BY AKIBA SOLOMON Life Always, the anti-abortion group responsible for the black danger-womb billboard

in New York City, is at it again. Today, if all goes as planned, four men—Pastor Stephen Broden, Rev. Derek A. McCoy, Rev. Caesar LeFlore and the hilariously named Rev. Isaac Hayes—will unveil the first of 30 new billboards on the South Side of Chicago.

This one features an image of Chi-Town’s own President Obama along with the words, “Every 21 minutes, our next possible LEADER is aborted.” It incorporates red, black and green, the colors of the Black Nationalist flag.

‘Criminalizing Mothers’ and ‘Future Leaders’ courtesy of Stacey Muhammad.

Pimping out Co-opting Obama’s image is ironic, of course. Although he’s been criticized for compromising on the Hyde Amendment, he’s said he’s pro-choice. And as Miriam Zolia Pérez recently wrote, the black flank of the anti-abortion movement spreading the genocide meme “doesn’t look all that different from the mainstream, and mostly white, version—similar language about abortion, morality and reproduction; similar strong Christian influence.”

The first billboard, which declared, “The most dangerous place for an African American is in the womb,” ran on Welfare Queen fumes. The latest capitalizes on the African American community’s legitimate fears about how white supremacy, gun violence, police brutality and mass incarceration endanger the lives of black men.

Independent filmmaker and photographer Stacey Muhammad (“I Am Sean Bell”) remixed the latest billboard to convey that reality.

For good measure, she also riffed on the first one.Maybe Muhammad’s versions will catch on with the Life Always crew and their

counterparts on the white, Christian right since they’re so passionate about the quality of black life.

Rejuvenating Your FinancesBY LAWRENCE HENRY

Spring is in the air, and the budding plants and trees may remind us that this is the season of new beginnings and possibilities. Unfortunately mon-ey doesn’t grow on trees, but spring may be a fitting time to re-evaluate your finances and look for ways to infuse your household budget with more “green.”

Following are a few tips to help with your financial spring cleaning:

Review your budgetIt is prudent to periodically review

your household budget and determine if it is working for you and if there are areas where you could spend smarter and save more. Also take some time to revisit your short- and long-term goals for large expenses, such as col-lege, purchasing a home or retirement, and make sure you are setting aside enough for them in savings.

G r o w y o u r s a v i n g s a n d investments

One of the simplest ways to make more money is to make your money work for you. Regular investments into savings and investment accounts early on can lead to future wealth, so take a look at your investment portfolio and look for ways to maximize your investments. Make an appointment with your banker, financial planner or broker, who can offer guidance about how to invest and save money. You can also obtain information about investments, savings, and other finan-cial information online or through books. Many community colleges and adult education programs also offer financial planning courses that you may consider.

Learn a new trade or enhance a skill In this competitive job market, it is wise to acquire new skills or enhance existing ones

that may make you more valuable to an organization. Take advantage of job-related courses that may be offered by your employer, neighborhood community colleges or from voca-tional and trade schools. If you must maintain full-time employment, investigate evening, weekend or online courses that may be available in your area of interest.

Earn extra incomeExplore ways to turn a passion into additional income by starting a side business. Utilize

your skills and expertise and market yourself or your product. A side business can help provide a creative outlet and additional income to help build a savings, provide a cushion for a rainy day or offer an extra source of income upon retirement.

The foregoing article is intended to provide general information about rejuvenating your finances and is not considered financial or tax advice from Union Bank. Please consult your financial or tax advisor.

Workers' Rights are Under Threat Across the WorldIn UK, US and Europe, the depletion of collective bargaining threatens workers' economic security and their human rights

BY KEITH EWING Dr Martin Luther King was assassinated in Memphis on this day in 1968. He was there

to support striking sanitation workers, fighting for the right to have their union recognised by their employer; fighting for the right to collective bargaining.

Today is also a day of international solidarity with the public service workers of Wisconsin, whose right to bargain collectively has been stripped away by legislation sponsored by state governor Scott Walker, a man who has led the great state of Wisconsin to pariah status.

But as we stand in solidarity with brothers and sisters in Wisconsin, we do so in the knowledge that theirs is not a struggle confined to a single US state. Nor – as the neoliberal strategy of Governor Walker stretches to other states – is it a uniquely US problem. It is a global problem, demanding a global response.

European workers too are seeing the erosion of hBeach Blvd., in Comard-won collective bargaining rights, also as a result of the greed of the bankers, who have emerged from the financial crisis unscathed. In the UK the erosion of bargaining rights is taking place by stealth. Although collective bargaining machinery still exists in local government for example, friends in public service unions tell me it is a long time since they had a collective agreement on pay or on other terms and conditions of employment.

Public sector unions are finding themselves on the sharp end of "section 188 notices", in which employers issue notices of mass dismissal (of thousands of employees at a time), and offer to re-employ the workers concerned on inferior terms. These new terms are imposed without the agreement of the trade union or the workers, who have no choice but to accept. Sometimes it involves a repudiation of a collective agreement, which the union is powerless to defend. Collective agreements in this country are not legally binding, and the only sanction open to workers and their unions – industrial action – is so fraught with legal dangers as to often be beyond use.

Protective legislation is used as a licence by employers to undermine collective agreements and terms and conditions of employment.

But it is not only in the UK where the bankers are calling the shots. In Greece, workers and trade unions have been told by the European Commission that their labour laws are to be made more flexible, which means their collective agreements must become more

decentralised, which means in turn that fewer people are to be protected by collective bargaining.

This marks a global assault on the human rights of workers everywhere. Claims about violations of human rights are not to be made lightly, for fear of devaluing a fragile currency. But workers' rights are human rights, and the right to bargain collectively is recognised by international law as an essential aspect of the right to freedom of association.

At international level the right to bargain collectively is expressly recognised by the two core conventions of the ILO, the UN agency of which 183 countries are members, all bound by a constitutional principle to promote freedom of association. Conventions fleshing out that principle impose duties on member states, which include a duty to promote collective bargaining.

Even the traditionally mild–mannered and consensual ETUC has adopted an uncharacteristically strident position, condemning the EU "competitiveness pact" as an "attack on collective bargaining" leading Europe to a "dead end".

On the day before he died on 4 April 1968, Dr King addressed the sanitation workers of Memphis and famously said:

"You are demanding that this city will respect the dignity of labour. So often we overlook the work and the significance of those who are not in professional jobs, of those who are not in the so-called big jobs. But let me say to you tonight that whenever you are engaged in work that serves humanity and is for the building of humanity, it has dignity and it has worth."

Dr King's vision of the dignity and worth of labour can only be realised by the very architecture that governments throughout the world now seem determined to destroy. In this country, our forebears saw clearly the importance of trade unions, and the role of collective bargaining as a means of raising wages, equalising incomes, stimulating demand, creating jobs and reducing unemployment.

But as Dr King realised, the case for collective bargaining is not simply an economic one. It is about social justice. It is about repudiating the idea that labour is a commodity, competing in a Darwinian "labour market". Above all, it is about ensuring that everyone is treated with equal respect, and paid a fair day's wage for a fair day's work.

MLK III and Andrew Young to launch new black TV network

Martin Luther King III

BY CHRISTOPHER WITHERSPOONFirst there was BET, and then TV One. Now it looks like there will be Bounce TV. Get ready for a new African-American television network to be added to your TV list-

ings this fall. Bounce TV is a joint venture headed up by Ambassador Andrew Young and Martin Luther King III and will feature a mix of live sports, theatrical movies and original programming targeting African American adults 25-54 years of age.

The Atlanta based television network plans to distribute content through the digital signals of local television stations. Bounce TV has acquired the TV rights to 400 African-American oriented films from Sony Pictures, Image Entertainment, NBC Universal Domestic Televi-sion Distribution and Codeblack Entertainment.

Viewers can expect to view movies from NBC Universal including Ray, Do the Right Thing, Glory, The Hurricane, Ali, Boyz'n The Hood, Car Wash and more. Codeblack Entertainment has licensed films and documentaries to Bounce TV featuring Bill Cosby, Morgan Freeman, Vanessa Williams and Terrance Howard, and comedies and dramas star-ring Jay-Z, 50 Cent, Charles Dutton, Ruby Dee and Ossie Davis.

In an interview with Broadcasting and Cable, King says "My father envisioned the day that African Americans would play major roles in entertainment within ownership, not just serve as entertainers on the stage or in front of the cameras. That's what makes this even more exciting to me as we embark on this new endeavor of an independently owned and operated broadcast television network featuring African Americans."

Frederick Jermaine Carter: Was This a Suicide or a Lynching?BY BOYCE WATKINS, PHD

The black community in Greenwood, Miss., is on edge and angry after the death of Frederick Jermaine Carter (pictured) who was 26 years old and found hanging from a tree in what authorities have labeled to be a suicide.

The community, though, isn't buying the police's story and claims that he was actually murdered.

The Final Call is reporting on the death of Carter, and even Michael Pimbleton Jr., the mayor of Sunflower, Miss., said there is more going on than meets the eye:

"This is 2010 and we still have black people hanging from trees? They're saying he hung himself, but I have doubt in my mind that he actually did that. That wasn't his character. This wasn't a suicide, this was a homicide," Mayor Pembleton said to The Final Call.

Carter was found on December 3, with his body hanging from an oak tree in North Greenwood, which is a predominantly white section of Leflore County. He actually lived in nearby Sunflower County, and North Greenwood is known as an area that black people are sometimes afraid to visit. Carter was with his stepfather, who said that he wandered off from an area in which they were both working.

County Sheriff Ricky Banks told the media that a mental condition led to Carter drifting off and hanging himself. He also said that there is no evidence that there was a crime com-mitted, but the community is outraged that the location of Carter's death was never taped off as a crime scene and they also believe that the investigation was inadequate.

"Because there has been no investigation on the part of the local officials in to this as a crime, we're calling on the federal government to conduct an independent investigation. We want the U.S. Justice Department to look in to this," attorney Valerie Hicks Powe said to The Final Call.

Frederick Jermaine Carter

Greenwood has a stain on its national reputation when it comes to aggressive behavior toward African Americans.

Just 10 miles north of the town is where Emmett Till was murdered in 1955. Till's alleged killers were acquitted of the crime, even though the boy was shot in the head and had his eyes gouged out. Till's attackers were angry that he'd allegedly whistled at a white woman.

Mississippi is a state that stubbornly hangs on to its racist roots, with the state's governor, Haley Barbour, tossing some of the nastiest, most unprofessional and aggressive insults at President Barack Obama.

Carter's family denies that he has a mental problem. They also want an independent au-topsy and outside investigation. State Senator David Jordan has offered to help the family, claiming that he doesn't buy the story being presented by authorities either:

"There are a lot of unanswered questions. He reportedly had rope in his pocket but didn't have anything to cut it with? Why wasn't the scene of the crime blocked off? That tree limb is nearly 12 feet high. I'm 6'2" and I can't see how I could maneuver to do that, so how could a boy his height hang himself like that?" said Jordan.

The mysterious death of Frederick Jermaine Carter shows all the classic signs of sig-nificant injustice.

Given the history of Mississippi as it pertains to African Americans in the justice system (both as victims and perpetrators), it is quite conceivable that authorities are misleading the public. Small town justice can be fickle, particularly in the South.

I wouldn't be surprised if officers were covering for a family member of a prominent city official or somehow felt that their activities would escape the scrutiny of the broader American public. When we were involved with the case of Heather Ellis, the college student who was nearly sentenced to 15 years in prison after cutting a line at Wal-Mart, I received an enlightening education on how justice is delivered to African Americans in tiny, historically racist towns.

While it is not a foregone conclusion that local authorities are engaged in a cover up, it is abundantly clear that they did not conduct an investigation that is thorough enough to satisfy Carter's family.

Given the lack of credibility of the Mississippi justice system and the questionable nature of this crime, it is fully expected that outside officials engage in further analysis of what happened to this young man. If Carter really did commit suicide, then the sheriff has no reason to be concerned, so he should be the first to support further probing.

LBPD SEEKS PUBLIC'S HELP IN IDENTIFYING MURDER SUSPECTS

FROM LBT’S CRIME REPORTS

LONG BEACH, CA - On Saturday, January 22, 2011, shortly before 8:00 p.m., Long Beach police officers responded to a convenience store in the 1900-block of East 4th Street regarding a call of shots fired. When officers arrived, they discovered the body of 53-year-old Sor Phouam, who was a well-known and long-time store employee. Sor had sustained a gunshot wound to his upper torso and was taken to a local hospital where he later died.

A preliminary investigation revealed that two male suspects entered the business with the intent to commit a robbery. They approached the counter where a male customer

Bill Gates Died and Went to Heaven

Bill Gates

FROM LBT’S HUMOR DEPT.

Saint Peter showed him to his house, a small cottage on a tiny plot in the woods. The closets were full of simple but servicable clothing, and the kitchen was stocked with the basic needs. Bill slowly settled into a modest and quiet life in heaven.

One day, Bill was walking in one of Heaven's many fine parks, when he ran into a man dressed in a fine tai-lored suit.

"That is a nice suit, my friend," said Gates. "Where did you get it?"

"Actually," the man re-plied, "I was given a hundred of these when I got here. I've been treated really well. I got a mansion on a hill overlooking a beautiful lake. I have a huge five-hundred acre estate, a golf course, tennis courts and three Rolls Royces."

"Were you the Pope, or a doctor who healed the sick?" asked Gates."No," said his new friend, "actually, I was the captain of the Titanic."Hearing this made Gates so angry that he immediately stalked off to find St. Peter.Cornering St. Peter, Bill told him about the man he had just met, saying, "How could

you give me a paltry new house, while you'reshowering new cars, a mansion, and fine suits on the Captain of the Titanic? I invented

the Windows operating system! Why does he deserve better?""Yes, we use Windows here in heaven," replied Peter, "but the Titanic only crashed once."

Common Signs of a Financial ScamBY LYNNETTE KHALFANI-COX

A tragic financial story involving an elderly widow recently had a lot of people shaking their heads -- yet it had all the red flags and signs of a financial scam.

It turns out the woman, a senior citizen named Mary Kubalak of Pembroke Pines, Florida, sent $370,000 to a con artist in Jamaica who lured her with promises that she'd won the lottery, but needed to pay certain fees in order to collect a supposed $7 million lottery jackpot.

Unfortunately, this unsuspecting retiree isn't alone in falling victim to such scams. Share At a single agency in West Palm Beach, Florida, officials at the Aging Resource

Center say they're processing 400 new cases of financial fraud like this every month -- all of which are some variation of the Jamaican lottery scam.

From credit-related scams and bogus work-from-home schemes to dubious scholarship programs and shady investment offers, there are dozens of financial scams that could all take their toll on your pocketbook – and peace of mind. At their worst, major con jobs - like foreclosure rescue scams - can even cause you to lose a major asset, like your house.

Many common financial scams are cleverly disguised as special offers or infomercials, but many are also easy to detect when you know what red flags and warnings signs to look out for.

Unfor tuna te ly, many people fall for these types of financial scams when they are already in a vulnerable position. Losing a job, maxing out credit cards or finding yourself in need of fast cash could make you a good target for a costly financial scam.

Here are some of the most common red flags of financial scams and fraud:

Upfront Fees for ServicesM a n y c r e d i t r e p a i r

c o m p a n i e s a n d e v e n scholarship providers require customers to pay a hefty fee to take advantage of the services available. Sometimes these are posed as "membership" fees that provide you with exclusive access to their resources, while others are just standard fees for service. If you have to pay any type of fee in order to receive services, you could be signing up for a bona fide scam.

Misleading "Pre-Approval" ClaimsThese are among the most common financial scams because many people who need cash

fast are ready to sign up for that "you've been approved for $X!" offer. Pre-approval offers from credit card companies and loan providers can seem innocent enough, until you call the number or submit the application and find out you are actually eligible for a very high-interest rate and a much smaller line of credit than advertised. Many legitimate companies do use low-rate teasers to attract new customers, but many are very misleading. Be very careful about what types of offers you sign up for and submit your personal information, such as a Social Security number and income history to.

Guaranteed Results!Companies trying to earn your trust and confidence may promise guaranteed results within

a certain time period or an incredible money-back-guarantee offer. Be wary of these types of offers because many are, unfortunately, a scam. Companies know that many people feel more confident when they are purchasing something backed by a guarantee, and a lot of people simply don't follow up to voice a complaint and get their money back.

In some cases, the money back process is so complicated that it's not even worth your time to get a refund. Honest businesses don't need to offer such extreme guarantees on services and products. They should be able to provide solid testimonials from happy customers and have a clean track record.

Negative Reviews OnlineWhenever you come across a company announcing an outrageous offer that seems

incredibly irresistible, do a quick online search to see if they have been reported to sites like RipOffReport.com or even the Better Business Bureau. Many of today's savvy consumers are posting reviews and experiences with these companies online, and you can learn more about the company's history and track record with a few minutes of Internet searching.

Take some time to do a quick "background check" on the company or deal to see if it's actually a scam.

Above all, use your gut instincts. Don't be rushed into any so-called "limited time offer" deal, and don't sign anything if it sounds too good to be true.

was in the process of completing his purchase. One of the suspects removed a chrome handgun from his waistband and pointed it at the clerk. Seeing the store clerk being robbed, the customer attempted to leave the store but was stopped by the suspect with the gun, who demanded his money. After taking money from the customer, the suspect turned his attention back to Sor and fatally shot him.

The suspects are described as two male Hispanics in their late 20's or early 30’s, wear-ing dark clothing. The weapon used was a chrome revolver. After taking money from the customer and fatally shooting Sor, the suspects fled out the front door and ran east towards Cherry Avenue.

Long Beach homicide detectives are asking the male customer who was robbed by the two suspects to come forward and contact them. Detectives believe this second robbery victim may have information, which may be useful to the murder investigation of victim Phouam.

The Long Beach Police Department is reaching out to the media and the community for help in identifying the suspects.

MIDNIGHT CRY WAS JESUS BLACK?

BY STEFAN BENSONPart One “Do not answer a fool according to his

folly, lest you be like him. Answer a fool according to his folly, lest he be wise in his own eyes.” – Proverbs 26: 4-5

As an evangelist my heart truly grieves for the tens of thousands of African Ameri-cans, in particular, and people of color worldwide, who believe Christianity is the “white man’s religion,” and consequently accept another, presumably a black man’s religion. The vast majority of these people were born in Christian or Catholic nations, and more importantly, were exposed to the Gospel of Jesus Christ. But the defections continue despite respectable sources that refute such a notion.

The Greek historian Herodotus (consid-ered the father of ancient European history)

Stefan Benson

as well as the philosopher Aristotle, along with ancient art, artifacts, inscriptions discovered on monuments throughout the Holy Land, and the Scriptures, all present evidence that the Hebrews – including Jesus Christ, were dark or black in skin color. Why then has this notion that Christianity is the “white man’s religion” silenced those voices and why does it continue to sabotage the faith of so many today?

Common KnowledgeThe answer in part could lay in the fact that atrocities like the Crusades, Inquisition, the

Slave Trade of the Americas, and the Colonization of Africa, committed over centuries by Europeans professing to be Christians seemed to fulfill the notion. Additionally two World Wars ignited by European Fascists, Nazis and Communists, coupled with the role the Church – both Catholic and Protestant –combined to create the seed bed for the deliberate and systematic perpetuation of the lie.

It is common knowledge that the victor in war writes the history. It follows that he who invents the printing press (one of the greatest inventions of the post-Millennial period) gets to print the history and text-books, including the Bible with its relevant art. In other words, the ruling class, which has largely been Anglo-Saxon since Alexander the Great (353 - 320 B.C.), or for the last 2,300 years, has had the will and the means to change the glory of God into their own image.

Beginning with the Roman Catholics, who dominated Christianity throughout the Dark Ages and their saturation of the religious landscape with myriad statues and icons, spe-cifically their “sacred art” from the Middle Ages and the Renaissance Periods, created the images of Jesus, Mary, the Apostles, the angels, even the Egyptians as Anglo-Saxons.

Skin Color is MootEqually culpable were the Protestants, whose theologians and scholars of the Reformed

Churches, and the sacred art renditions of their Bible Societies, likewise presented the people of the Bible as Anglo-Saxons. Interestingly, they did this despite their high regard for the Bible as the inspired, inerrant Word of God; and that in the face of a most criti-cal instruction: “From now on, therefore, we regard no one from a human point of view, even though we once regarded Christ from a human point of view, we regard him thus no longer.” – II Corinthians 5:16.

This single passage of Scripture makes any discussion about Jesus’ skin color, moot; this coupled with the commandment, “You shall not make for yourself any carved image, or any likeness of anything that is in heaven…” – Exodus 20:4.

Church and religious leaders responsible for these deliberate misinterpretations of the people of the Bible should be indicted and called conspirators, because the Scripture quoted above clearly states that since the death, resurrection and ascension of Jesus Christ, faith in Him for salvation has nothing to do with His skin color or nationality, or any particulars of His humanity. Salvation has only to do with faith in His redemptive work, which He accomplished on Calvary.

Psychologists are able to explain the power that such an “image assault” would exert on the human psyche. Clearly, it has engendered hostility among many people of color worldwide. Indeed, hatred for the messenger has encouraged many to hold contempt for the message. And while I must discuss these issues, my love for the brethren compels me to heed the wisdom of Solomon and “answer a fool according to his folly.”

I do this in the hope that some will reconsider their position and take a fresh look at the claims of Christ.

Race and Politics in a Rural Louisiana Town Attract National AttentionThe Black mayor of Waterproof, Louisiana has spent nearly a year behind bars without bailBY JORDAN FLAHERTY

A legal dispute in the rural Louisiana town of Waterproof has attracted the attention of national civil rights organizations and activists. Color Of Change, an online activist group that helped garner national attention for the Jena Six Case, recently rallied their members in support of Waterproof mayor Bobby Higginbotham, who has been held without bail since May of 2010. Advocates say the town’s mayor and police chief, both African Ameri-can, were targeted by an entrenched white power structure, including a Parish Sheriff and District Attorney, who were threatened by newly empowered Black political power in the

town and are seeking to use the court system to undo an election. While the mayor and police chief were both found guilty last year, their defenders say

the trials have not resolved the conflict. Rachel Conner, a lawyer representing Higginbo-tham in his appeal, says she has never seen a case with so many flaws. “Essentially, every single thing that you can do to violate someone’s constitutional rights from beginning to end happened in his case,” she says.

The charges and counter charges are difficult to untangle. At the center of the case is a state audit of Waterproof that found irregularities in the town’s record keeping. The Parish District Attorney says the audit shows mayoral corruption. The mayor says the problems pre-date his term, and he had taken steps to correct the issues. The mayor’s opponents claim he stole from the town by illegally increasing his salary. His supporters say he received a raise that was voted on by the town aldermen. The mayor initially faced 44 charges; all but two were dropped before the trial began. Those charges – malfeasance in office and felony theft – were related to the disputed raise and use of the town’s credit card. Miles Jenkins, the police chief, faced charges related to his enforcement of traffic tickets.

The mayor was quickly convicted of both charges but lawyers have raised challenges to the convictions, bringing a number of legal complaints. For example: in a town that is 60% African-American, Mayor Higginbotham had only one Black juror. Higginbotham’s counsel was disqualified by the DA, and the public defender had a conflict of interest, leaving the mayor with no lawyer. Two days before trial began, the DA gave Higginbotham 10 boxes of files related to his case. Higginbotham’s request for an extension to get an attorney and to examine the files was denied.

There’s more: during jury selection, when Higginbotham – forced to act as his own lawyer – tried to strike one juror who had relationships with several of the witnesses, he was told he could not, even though he had challenges remaining. There was also a problem with a sound recorder that the court reporter was using, and as a result there is no transcript at all for at least two witness’ testimony. Finally, during deliberation, the judge gave the jury polling slips that had “guilty” pre-selected, and then later hid the slips.

When Higginbotham was convicted, the judge refused to set bail in any amount. Although a possible sentence for the crime was probation, and despite former mayor’s obvious ties to the community, Higginbotham has spent the last ten months in jail while his lawyers have worked on his appeal. “He’s not a flight risk,” says Conner. “He’s tied to Waterproof and he’s got a vested interest in clearing his name.”

Civil Rights and Black Political PowerWaterproof, Louisiana is a rural town near the Mississippi border best known for holding

an immigration detention center. The town – population approximately 800 – sits in Ten-sas Parish, a mostly agrarian region of the state. Community members say the civil rights movement came late to Tensas – it was the last parish in the state where Black residents were able to register to vote, and the Klan was active until late in the 20th century.

The current troubles began in September of 2006, when Higginbotham was elected mayor of Waterproof. Soon after, he appointed his associate Miles Jenkins as chief of police. Jenkins, who served in the US military for 30 years and earned a master’s degree in public administration from Troy University in Alabama, immediately began the work of professionalizing a small town police department that had previously been mostly inactive. While both Jenkins and Higginbotham are from Waterproof, both had also spent much of their adult lives working in other places, and brought a professional background to their new positions. Allies of Higginbotham and Jenkins say this threatened Parish Sheriff Ricky Jones and DA James Paxton. Annie Watson, a school board member and former volunteer for the mayor, says officers working for Jones told her, “As soon as you people learn that the sheriff controls Tensas Parish, the better off you’ll be.”

The charges against Higginbotham come in a context where many African Americans in Louisiana feel that Black political power in the state – and in the country – is under attack. Tens of thousands of African-American, mostly Democratic, voters remain displaced from the state post-Katrina. For the first time since the post-civil war era, both houses of the legislature have Republican majorities, and every statewide elected official is Republican. The newly-dominant Republican majority will oversee the state’s legislative redistricting, as well as passage of Governor Bobby Jindal’s agenda, which includes large cuts to public education and other services, including the elimination of Southern University of New Orleans, a historically Black state university.

The allegations also come at a time of corruption investigations around the state that many civil rights activists say have disproportionately targeted Black elected officials. Tommy Nelson, the Black mayor of the Louisiana town of New Roads, recently filed a motion in US district court that accuses government investigators of exclusive targeting Black elected officials, beginning with a National Conference of Black Mayors gathering in New Orleans in June 2008. The investigation Nelson refers to resulted in racketeering charges against him, as well as Black elected officials in the Louisiana towns of White Castle and Port Allen. While the Waterproof case is not connected to these other corrup-tion investigations, the cases add context to the charges from allies of Higginbotham that Black political power is the real target of the investigations.

For Conner, the fact that the former mayor remains locked in jail awaiting appeal is the most shocking part of this case. “The vindictiveness, and whatever else is going on under the surface, I think that’s where it shows itself,” she says. Pointing to much more high-profile cases, with much more money involved, Conner asks why Higginbotham is still locked up. “William Jefferson is out on bail, Tom Delay is out,” she says. “And then you’ve got a guy with errors in his trial from A to Z. They didn’t even set three million dollars as his bond. They set no bond.”

The mayor and his allies have filed legal appeals, and are hoping for the US Department of Justice to investigate, or for national media to come in. Tens of thousands of people have signed a petition, initiated by Color Of Change, asking Louisiana Governor Bobby Jindal to intervene. Chief Jenkins, who still has pending charges, believes that once word gets out, justice will come to Waterproof. “People need to see exactly what is going on in these little southern towns around here,” he says.

Jordan Flaherty is a journalist based in New Orleans and an editor of Left Turn Magazine. He was the first writer to bring the story of the Jena Six to a national audience and his re-porting on post-Katrina New Orleans has been published and broadcast in outlets including Die Zeit (in Germany), Clarin (in Argentina), Al-Jazeera, TeleSur, and Democracy Now!.

BRUINS WIN AT BLAIRBY WILFRED PHILLIPS

LONG BEACH - Spring has sprung, and what a beautiful Fri-day evening it was to enjoy baseball under the lights at the well manicured Blair Field. A good crowd was on hand to see the first place Wilson Classical Bruins, play the hosting Millikan Rams. Jordan Ybarra was on the mound for the Rams, and Sean Buckle, was the starting pitcher for the Bruins.

The opening inning was scoreless for both teams, but at the

top of the second there was a controversial call made by the home plate umpire which had Millikan’s head coach Scott Glasser, running out of the dug out to contest the call as interference. A Wilson player interfered with the ball which could have scored a run for the Bruins. In a conversation between the two umpires the ruling was change in favor of the Rams.

The third inning was all Bruins. Outfielder Beau Belko hit a fly ball to center, but a run-ner trying to score from second was thrown out at the plate. The Bruins scored on a bunt error. Bobby Webb drove in a run and they scored again on a wild pitch from Ybarra, to close-out their half of the inning. In the bottom half of the third, the Rams tried to start a rally, but the inning ended with two men left in scoring position. The Rams did score a run in the bottom of the fifth by a wild pitch by Buckle. In the top of the sixth Wilson had the bases loaded with one out, but runners were thrown out on a beautiful double play which ended the rally. Final score Wilson 3-Millikan 1.

Wilson is undefeated in the early season of Moore league baseball. The LB Poly Jack-rabbits are in second place, and .the Lakewood Lancers who are ranked fourth in the Div: 1 CIF Southern Section, is in third. Poly and Lakewood are out of first place by a game.

Blaine Dickens

FROM STAFF REPORTSBlaine Dickens loves to play golf and keeps his swing tight by staying on the course as

much as he can. “I’ve only been playing golf for 4-years and I am self-taught,” he says.“It all started when I got a hold of a set of my brother’s hand-me down clubs that he used

in college. I took them and headed out to a course about ½-mile from my house." "At first, I would just stand on the side just chipping and putting. Then, I got some golf

videos and magazines and just started playing. My handicap has be as low as a 6,” he says.Dickens grew up in Shreveport, Louisiana and currently works with the Department

of Veteran Affairs and prior to that he worked as a Police officer with the Dallas Police Department and with the Caddo Parish Sheriff’s Department.

He served with the Army’s 101st Airborne Division, during Operation Desert Storm and he also servers in the Air Force. He is currently in graduate school studying Public Administration and Health Policy at the American Military University with plans to finish in December with an MPA. He also has a Master’s degree from Villanova in Government Contracting.

Dickens is a member of the Louisiana Golf Association, Huntington Park Golf Club, USGA and actually has had breakfast with Charlie Sifford at the U.S. Open in New York.

“I go every year, because my brother does corporate work for Lexus and Charlie was one of the presenters in the corporate tent. Since Lexus sponsored Sifford, I was able to get the opportunity to meet him. It all started when I met Chi Chi Rodriguez (who was with Mr. Sifford)."

"I was sitting at breakfast and Charlie came up and tapped me on the shoulder—asking if anybody was sitting at my table and introduced himself. It was unbelievable! We sat for about 2 hours chatting about golf and having a wonderful breakfast. It made my whole experience,” says Dickens. Sifford is the only African American to be inducted into the World Golf Hall of Fame.

“I started playing golf because I had some injuries from the military and from my police work and I chose golf to use as a walking exercise for health reasons."

"Along the way, I learned to develop my game. I have never worked with a personal coach, but in Las Vegas this past January while at the Callaway Center looking to buy a hat, I struck up a conversation with Bob Law-rence (an online writer for Callaway) and spent several hours in the lobby of the Callaway Center giving me an impromptu lesson. It made all of the difference in the world,” says Dickens.

Dickens is also getting ready to start playing in some local tournaments. "I have already played at the Mi-nority Business Owners tournament in Dallas (TX). I borrowed my brother’s new golf clubs this time and showed up sharp as a tack, with a tour bag and every-thing, looking like a real pro.

At tee-off, I made good contact, but the ball probably didn’t even go 50 yards. It hit the water and a whole gaggle of geese,” he says. The embarrassing episode stopped him from playing for three years.

Dickens has a positive attitude about his game development and will surely have an exciting season this year.

Mr. Hawkins is not eligible for parole until the year 2028, so his rehabilitation is the last concern of the state of Illinois. What this case tells us, though, is this society is one where we've decided that anyone given the label of "criminal" should have all of his/her human rights stripped to the core.

That is a dangerous and slippery slope, for the way we treat our inmates is a reflection of our values as a society. Kensley Hawkins should be allowed to keep his money and at least some of his integrity, for the state has been compensated many times over already.

Ban Schools with Poor Graduation Rates from NCAA TournamentEducation Sec. Duncan Focuses on Schools with less than 50% Rates-Notes Particularly Black Players BY PERRY GREENAFRO SPORTS EDITOR

If a school can't keep at least half its athletes on pace to graduate, it should not compete for a National Collegiate Athletic Association (NCAA) championship and be cut out of the multi-million dollar post-season pay-out Secretary of Education Arne Duncan said March 17.

In a crusade launched in the early stages of the NCAA basketball championship tournaments, Duncan zeroed in on the failure of 10 of the 68 schools in the Division I men's tournament to be on track to graduate half of their players, noting that Black players are particularly ill-served.

"If you can't manage to graduate half of your players, how serious is the institution and the coach and the program about their players' academic success?" Duncan told reporters March 17. "Teams with academic progress rates below [that level] should be ineligible for post-season glory."

His remarks came hours after writing on the Washington Post's opinion page that schools "need

to stop trotting out tired excuses for basketball teams with poor academic records and indefensible disparities in the graduation rates of white and black players."

Duncan also recommended the NCAA restructure its post-season tournament revenue-distribution formula, which currently pays the conference of each school $1.4 million for every game their team plays in the tournament.

"Right now the formula handsomely rewards teams for winning games in the tournament, but does little to reward teams for meeting minimal academic benchmarks," said Duncan. "I simply cannot understand why we continue to reward teams for failing to meet the most basic of academic standards off the court."

He was citing the findings of the Knight Commission on Intercollegiate Athletics. That group, formed in 1989 to combat college sports scandals by the John S. and James L. Knight Foundation, called for tougher standards for schools and student-athletes a decade ago.

He also cited the University of Central Florida's Insti-tute for Diversity and Ethics in Sports' annual study report that found that 10 of the 68 schools currently involved in the NCAA Tournament carry academic progress rates (APR) of less than 925, which would create a graduation rate of less than 50 percent. The academic progress rate is an NCAA measure of the progress toward graduation of student-athletes.

Dr. Richard Lapchick, the primary author of the study, noted that only 59 percent of Black basketball players graduate, far less than the graduation percentage of Whites at 91 percent. The reports shows percentages are even lower among particular schools such Kansas State University, where 100 percent of White players graduate, yet only 14 percent of Black players graduate. The University of Akron also graduates every white player, but has a zero percent Black player's graduation rate.

According to the Knight Commission, in the last five years, teams that had graduation rates of less than 50% or an APR standard of less than 925 earned 44 percent of the total $409 million distributed.

NAACP President Ben Jealous agreed with Duncan, but also acknowledged the high graduation rates made by the other 58 schools in the NCAA Tournament.

"When you are coaching student-athletes, you have a responsibility to them both as an athlete and a student," said Jealous, who highlighted programs like those at Xavier University, which sends designated personnel to check on players frequently to make sure they attend class and study regularly.

"It happens because coaches decide to make sure that the young men are prepared for victory in life and not just on the court."

Duncan suggested that barring schools with poor gradua-tion rates from the NCAA tournament would motivate more programs to follow Xavier's lead.

"The dream of playing in the NCAA tournament is what brings so many student-athletes on to these college cam-puses," he said. "If the right behavior is rewarded and bad behavior is punished, you would see all of these schools doing things in a very different way, very quickly."
