The Great Weight Debate – 4 Phases
A conversation to fully engage and
involve Londoners in the future
health of their children, and motivate
wider social action and support to
tackle childhood obesity.
Obesity - a key health challenge for London
“Not enough facilities for people
to workout for free outside as
many of the open spaces are gone
and kids no longer play outside as
before.”
“[There’s] easy access to fast
food which is very cheap e.g.
chicken shops on every corner.”
An exciting but stressful place to live
Overcrowded
Expensive
Polluted
Long hours
Long commutes
The pace of life has particular
challenges for health
• Less time for home cooking
• Less time for exercise / family
activities
• Less time to think about health
“A lot of the time when it comes to
food it is about time. Me and my
partner both work, and it’s so easy
to get something already prepared
from the supermarket and then you
regret it later.”
London – is it difficult to be healthy here?
• Londoners were extremely concerned about the issues raised in the Great
Weight Debate citizens panel
• There was agreement that urgent action should be taken to tackle childhood
obesity
• And that Londoners themselves should be – and would want to be –
mobilised in support of this action
“There really needs to be a change in
the approach against childhood obesity.
You can’t just be neutral, you have to
actually be against it, otherwise you are
part of the problem.”
“We have to do anything
we can to reduce this
catastrophe.”
London – how to tackle childhood obesity?
Great Weight Debate Survey
Survey - Factors that contribute to
childhood obesity
11
Too many chicken shops that are
accessible to children after
school. Too many fizzy drinks
consumed daily, cheap deals on
Haribo's and chocolate. I see
children eating this stuff every
day on my commute.
Survey - Factors encouraging children to
lead healthy lifestyles
12
Healthy lunches in
school
Free sports after school
/ holidays and
incentives to join
Great Weight Debate Themes
Londoners have many ideas
#FDPHwebinars 15. London obesity leads network: June 2017
Social Movements: why? • Continuing to raise awareness - act as a public health intervention &
create behavioural change.
• Activating actions in communities themselves. The Great Weight
Debate phase two should encourage collective and self generated action.
#FDPHwebinars 16. London obesity leads network: June 2017
• Still shifting the focus from individual behaviour change to changing the
obesogenic environment to galvanise London for bolder policy action.
• The idea is still not to develop a long wish list of un-fundable actions,
but to help ensure that our actions are ones that will garner the most
support.
• A unique opportunity for London to become an international leader in
creating social movements for health.
• Illuminate the value and power of people working together in
movements to improve health and prevention. It should enable London to
foster further debate, experiments and development of a practice around
social movements for health which the rest of the system can learn from.
#FDPHwebinars 17. London obesity leads network: June 2017
• Has a collective focus and a strategic narrative for people to come
together on.
• Build on the Great Weight Debate successful brand and offers London a
vehicle to facilitate system-led citywide action and facilitate people-led
local action.
• Conversation that builds and has a drum beat through points in time.
• Is not controlled or an imposed / restricted set of ideas.
• Shift power dynamics – away from command and control’ towards new types
of power led by people and communities using approaches which allow
ways for people at the grassroots and frontline to see and solve problems in
new ways.

work with in your local area? (e.g. young people/BME/parents)

Weight Management Pathway developed within 0-19 contract

obesity prevention and intervention)
Included Child weight management in the new 0-19 contract

to exceed 6%, and no further takeaways within 400 metres
or a secondary school or further education establishment
Challenges I face locally:
Getting ‘buy in’ from other council services and local delivery
organisations . Not seen as ‘their’ problem
Colleagues in the council realising the conflict of interest with for
example accepting money from large corporate (unhealthy
brands)
Designing and delivering a successful child weight management
programme

Top actions to do next
My borough priorities/Key activity planned for the next year:
(e.g. childhood obesity / active travel / food environment /
schools)
Implementation of Child Healthy Weight Action plan including:
-Great Weight Debate Merton – Further engagement with
residents and stakeholders on tackling childhood obesity and
communicating consistent messages.
-Mobilisation of new Child Healthy Weight Support service
commissioned through School Nursing Service
-Healthy Schools London – Increasing no. of schools engaged
with programme through commissioned support for schools
-Development of Food Poverty action plan linking into Child
Healthy Weight Action Plan
-Increasing physical activity through increasing use of parks and
open spaces
-Exploring implementation of Sugar Declaration/Sugar Smart
-Implementation of Prevention Framework inc. re-
commissioning of Healthy Lifestyles services e.g. One You
Merton (with links to commercial weight management)
Achievements to celebrate/share:
-Development of Merton’s Child Healthy Weight Action Plan
working through local steering group of partners
-Highest number of responses from residents to the London
Great Weight Debate
-Childhood Obesity Hackathon with residents and stakeholders
to further engage with residents to co-produce and influence and
champion work going forward locally
-Annual Public Health Report focused on Childhood Obesity
which has been supported by members and partners such as the
CCG. It is a call to action to partners and highlights the issues
locally as well as examples of good work taking place to tackle
childhood obesity
-Child Healthy Weight Support service agreed to be delivered
through School Nursing service 17/18 onwards
-Prevention Framework – Embedding prevention in clinical
pathways
Challenges I face locally:
- Engagement from partners from other departments within the
Local Authority
- Resource and capacity to take work forward. Funding position
is challenging; reason for Prevention Framework which
focuses on community and population levels
How I would like to use colleagues the network to support
my work:
- How can we work to do things once for London and share the
learning? Colleagues across London are trying to do the same
things and it would help if some actions could be taken
forward pan-London
- Evaluation of actions and sharing learning on successful
initiatives
- Exploring joint opportunities e.g. looking at commercial weight
management arrangements
