Milbrulong will again host the Annua l Na t i ona l Powe red Paragliding Fly-in. Some 50 pilots will again come to Milbrulong to fly these lightest of all possible flying machines. They launch from Jeff and Larraine Hoffmann’s farm, Gerhardt Hoffmann's Lane off the Lockhart The Rock Road. Many people will have seen these flying around in past years. The visitors love the area at this time of year because it is so scenic. They are legal to fly low and like nothing better than to cruise around just above the canola crops. They also like to wave to people so please wave back and make them welcome.

It has been a very sad time this month for Council as we have lost a fellow colleague in Councillor John Paterson. John lost his battle with cancer a short time after he had been diagnosed with the disease.

He was a very strong advocate for The Rock community and a well respected councillor amongst his peers. His Memorial Service was held in the Avenue at The Rock on Friday 14th August with a large gathering paying their respects and offering their condolences to Sue (his wife) and family members. His input at council will be sorely missed.

Council has received notice that three grants that were applied for have been successful. The Community of Pleasant Hills will be pleased with their application as the State Government has granted $33,000 to assist with the upgrade of the Pleasant Hills Community Hall roof.

Council has also secured a grants of $3,600 to improve the walking track at the Galore Hill Nature Reserve and $3,636 from the Department of Veteran Affairs ‗Saluting Our Service Commemorative Grant Programme‘ to be spent on restoration of the Honour Board housed in the Lockhart Memorial Hall, acknowledging the service and sacrifice of local men that fought in the First World War. There are 34 treasured photos of soldiers inserted in the honour board that require restoration and preservation

The Greens Gunyah Museum and Doris Golder Gallery Committee are hoping to be successful in obtaining a grant of $15,000 from the Foundation Rural & Regional Renewal (FRRR) to go towards the purchase of the Billabong Motors site. The pledges have reached an encouraging level, contributions amount to $30,000 to date for purchase of the site, however, we still have a long way to go to reach our target.

Since the introduction of kerbside recycling bins back in 2010 together with an expansion of the pick up route council has been able to reduce the amount of product being deposited in our landfill sites. This is very encouraging for the longevity of our landfill sites as well as improving the environment for future generations. It is anticipated that our landfill sites have approximately 15 years of life left, so with this in mind council is looking at introducing a green waste and food organics collection. This collection would require a third bin and would be picked up on a fortnightly basis. The bin would provide residents the opportunity to dispose of food waste and green garden waste which council could use to make compost/mulch for use in their Parks and Gardens. There

could be a possibility of compost/mulch being available for the general public in the future. Before any additional waste collection is introduced council will consult with the community on various aspects of the collection eg; bin size that needs to be addressed before commencement of this service.

Council has finally developed a ―Keeping of Animal Policy‖ which it believes is fair and equitable for residents of this Shire. The draft policy will be on public exhibition for 28 days and that includes the council website. We look forward to your comments. The policy is very accommodating for residents who want to keep animals on their blocks in the Shire.

After intensive research by a working group from council in conjunction with the principal of The Rock Central School, Donna Rockley it has been decided by Council to establish an Out of School hours care program called OOSH. This program will cater for children in 3 strands. Before School care, After School care and Vacational care. At this stage the program is envisaged to commence on the 1st day of the school year 2016 and vocational care over the summer school holidays. Approval has been granted by the Department of Education to conduct the program within The Rock School Library where it has the facilities to cater for such a service. A survey was conducted and over 30 respondents indicated an interest in the service. Ten participants in the program will make the service viable.

Council once again agreed to sponsor the main prize for the Farm Art Sculpture Award at 2015 Spirit of the Land Festival. First prize will be $10,000 and council is honoured to be involved with such a successful festival.

Recently Deputy Mayor Rodger Schirmer, General Manager Rod Shaw and I met with the Minister for Local Government Paul O‘Toole. The meeting was very informative with both parties asking relevant questions and providing answers on the future of the Lockhart Shire Council. It was encouraging to hear him say he had no preconceived plan in his desk drawer for our Shire. He was interested to hear being part of a Joint Organization benefited the Shire and the saving we are able to achieve from volunteers operating our section 355 committees. Overall we all left the meeting in a very positive frame of mind.

Finally it would be good to see some sunny days for it has been a cold wet winter. I am not sure what has happened to the forecasted El Nino but our farmers are not complaining.

Work for the Dole program (WDP)

The Federal Government has introduced a new initiative to provide hands on work skills for eligible job seekers.

This new Work for the Dole Program (WDP) is aimed at providing flexible work skills placements for job seekers that will benefit local communities. The program has already commenced and hosts can range from charities, church groups, local community and service organisations, land care groups, in fact almost any group that are not for profit organisations.

The work placements are not to replace any work that would normally be carried out by current employees.

There are of course a number of other conditions, however some examples of suitable work are:

Retail work in not for profit stores

Administration in eligible organisations

Gardening and maintenance activities

Rehabilitation works in parks and roadways

Restoration of community activities

Totem Skateboarding are coming to Lockhart Shire in the

September School Holidays Do you love to skate or would just like to learn how? Nigel from Totem Skateboarding and two trained instructors will be at the Lockhart Skate Park on Friday 25 September from 10 am to 2pm. Come along and enjoy lessons on skateboarding for beginners to the more advance. Learn how to skate Lockhart Shire‘s Heather Harradine Memorial Skate Park in new and exciting ways. Helmets and skateboards will be available for use plus stickers and giveaways will be given out on the day.

Lockhart Shire Youth Committee Information Session Are you aged between ages of 12-25 years and are interested in being part of the Lockhart Shire Youth Advisory Committee? If so the Lockhart Shire will be holding an information session on Monday 7 September from 3.45pm to 4.30pm in the Lockhart Shire Council office. Afternoon tea will be provided.

The information session will provide an opportunity for the Youth Services Development Officer, Susan Kane to meet the youth of Lockhart Shire and to provide an information session on the formation of a Youth Advisory Committee in the Lockhart Shire.

The primary role of being part of a Youth Advisory Committee would be

• To advocate for the needs of young people and provide a mechanism for their participation and involvement on community issues

• To assist young people in developing skills in various areas.

• To assist in planning holiday programs for youth as well as annual youth week events

Take Charge & Volunteer www.takecharge.org.au Promoting volunteering to young people and assisting

the longevity of so many Riverina volunteer

organisations is the aim of Riverina Eastern Regional Organisations of Council’s (REROC) new Take Charge

and Volunteer project, in conjunction with Greater Hume Shire Council. The ongoing battle to attract and retain young volunteers is not new, but by partnering with

Riverina organisations and together, developing innovative ideas, REROC hopes to connect young people with the groups who need them the most.

A youth survey carried out in conjunction with REROC’s Take Charge Riverina Youth

Leadership Forum 2013 revealed a large percentage of the 120 students at the

forum not only thought volunteering was important in their home town, but that most

of them really wanted to become volunteers. The Take Charge and Volunteer project will assist on both sides of the volunteer

relationship – with both the organisation and the volunteer. The www.takecharge.org.au website is looking for Riverina organisations ready to

embrace the challenge of this new project, sign up, and list their volunteering

opportunities, which young volunteers can search for via their industry of interest or where they live. When the volunteer finds something they are interested in, they can

register their interest and a volunteering relationship will be formed with the organisation.

If organisations prefer, a simple training session can be held in your Local Government Area where a member of your organisation can be guided through preparing for

accepting and working with young volunteers, and how to best use

www.takecharge.org.au. The project will also look at rewarding young volunteers for their efforts.

Council Snippets 17 August 2015 Our Values - Leadership, Integrity, Progressiveness, Commitment, Accountability, Adaptability.

Works Report:

All three grader crews are generally undertaking maintenance of rural roads, being maintenance or shoulder grading, with some re-sheeting occurring where possible. This will continue until spring when planned construction projects will commence.

It is expected that gravel winning and crushing will commence shortly to provide gravel for our projects this financial year.

Concrete crew is undertaking various miscellaneous culvert and footpath works around the Shire, including commencing the 2015/16 PAMPS programme. This crew will also be undertaking culvert extension works for shoulder widening road projects occurring later in the year.

Council has been successful in gaining Fixing Country Roads grant. This involves major culvert works at Braithwaite‘s Creek, The Rock. These works are now largely complete for the time being until the warmer months. The remainder of the project will involve widening the road from Yerong Street to Vincents Road.

Council has also been successful with obtaining grant monies to construction disabled bus stops on Urana Street, either side of the new toilet block. The bus stops will have two new shelters, pedestrian crossings and full disabled access. Detailed design has been completed, major component items ordered, with construction works set to commence very shortly. Minor disruptions will be expected within this area.

Flood Mitigation:

A consultant has been appointed to undertake the design and investigation work of recommended flood mitigation works for both Lockhart and The Rock. Survey works have commenced and preliminary concept plans are expected shortly.

Fleet:

Plant and equipment replacement, as per 2015/16 Operational Plan, has commenced with quotations being sourced and tenders called for two major plant items.

drumMUSTER

Due to the clash of dates with the Henty Machinery Field Days, the drumMUSTER collection events have been rescheduled to 15 September for Lockhart and 17 September for The Rock. Applications for expressions of interest close on 28 August. Anyone wishing to make a booking for one of these days please call the Council Administration office on 69 205 305.

Trees

Annual pruning of Councils‘ street trees, including lanes is almost complete. A boom lift was hired again for another week to enable the removable of a dead eucalypt in Walter Day Park, a dangerous hung up limb at Lockhart Golf Club and a large eucalypt on Vincent Road with a compromised trunk. A couple of days were also spent on Klimpsch Lane addressing limbs overhanging the road; further work of this nature will be schedule on shire roads as resources allow.

A number of replacement trees have been planted in Lockhart, The Rock and Yerong Creek including a few trial species. Since the introduction of Council‘s Street Tree Policy some new species have been trialled; Wagga City Council is using Chinese Elms extensively in the CBD to replace the aging Plane Trees but as Wagga has a slightly milder climate, higher annual rainfall and the CBD is quite protected it was felt a trial was necessary to see if they could cope with Lockhart Shire‘s harsher elements. Chinese Elms have been planted in Matthews St, Lockhart in the block behind the Central School and King St, the majority have been in for two summers with few loses and are developing well, they are due to be removed from the watering schedule this year and if they continue to perform over the summer Council will commit to planting them in larger numbers and more prominent locations.

A small number of Box Elder have been planted this year, two in Hayes Street to assess the possibility of replacing the poorly preforming Golden Ash and two at the caravan park. The Box Elder has been a popular

garden tree for many years but has not been used extensively by Councils due to poor branch attachment and excessive procreation which has led to them being listed as an environment weed. ‗Kelly‘s Gold‘ and ‗Sensation‘ are new hybrids that are smaller, slower growing, have better form and branch attachment and most importantly are sterile or fruitless.

Replacement planting of frost sensitive species will be schedule for spring to enable them to establish their root systems before next winter.

EE Heckendorf Aviary Site:

Preparation work has been done to ready the old Aviary site for planting of the EE Heckendorf Memorial Garden. The site has been excavated, had new soil introduced and then mulched. A sleeper edging will be added and the garden will be planted with bird attracting natives for their low maintenance and to enhance the bird theme that will culminate with the installation of the acquisition prize native bird themed sculpture commemorating Mr EE ‗Curly‘ Heckendorf and signage explaining he‘s contribution to the local community.

Sculpture Trail

Following consultation with Lockhart Community Bank, who funded the purchase of ‗Eagle‘ for the community, preparations have begun to ready the sculpture for installation high amongst the native grasses on the corner of Urana and Brookong Streets. The locating of the sculpture in this area, in a ‗natural‘ habitat with the eagle poised to swoop, will ensure maximum impact on visitors arriving to the town and will be the first introduction to the sculpture trail walk for those visitors arriving via Urana. The location of the sculpture in this position will mean all the main arteries to town will house sculptures except Albury Road.

Keeping of Animals – Revised Proposed

Policy

Council at its meeting 16 February 2015 resolved to form a sub-committee to review proposed ‗Keeping of Animals‘ policy with the possibility of it being adopted into the future.

The sub-committee recently met and has developed a revised policy which is simpler and allows some more flexibility for the residents, whilst still outlining Council‘s ability to act if required. Council at its meeting 17 August 2015 resolved to place the revised ‗Keeping of Animals‘ policy on public exhibition for 28 days and bring further report to Council in due course. Copies of the Draft policy can be found on Council‘s website as well as its Administration Building, The Rock Post Office, Pleasant Hills Post office, Yerong Creek Post Office and Lockhart Newsagency. Comments will be received by Council up until Friday 25 September 2015.

Kerbside Waste Collection

Council‘s current waste contract for kerbside collection expires 1 July 2016. At its meeting 17 November 2014 Council resolved to extend its current waste contract for kerbside collection until 1 July 2016. This is to allow further investigation into a joint contract with Wagga Wagga City Council (WWCC) and Urana Shire Council (USC). Lockhart Shire Council (LSC) currently has a two bin system, being 240L general waste bin collected weekly, and 240L recycling bin (introduced July 2010) collected fortnightly. WWCC has a 120L general waste bin collectedly weekly, 240L recycling bin collected fortnightly, and 240L green waste bin collected fortnightly. WWCC is currently reviewing its waste services provided by Council with a new contract for the three bin kerbside waste collection service set to begin in April 2017. While LSC, with the introduction of kerbside recycling collection being introduced in 2010, has improved waste reduction, Council staff are looking at innovative ways to take the reduction in waste to landfill. One such way is to introduce green waste and food organics collection. Food and garden organics make up approximately 60% of what is in a general waste bin. Introducing a food & garden organic waste collection will mean residents can put all food waste in the garden waste bin instead of the general waste

SWIMMING POOL LEASES FOR 2015/16 SEASON

Expressions of interest are invited and will be received up to 4.00pm Monday

7 September 2015 for the lease of the Swimming Pool Complexes at Lockhart

and The Rock for the 2015/2016 season. Some qualifications are required

including a person with current Pool Lifeguard and First Aid Certificates. A

qualified person is to be present at all times the pool is open to the public.

Consideration will be given to individual or combined leases. Further details

can be obtained by contacting Council's Director of Engineering, David Webb

on (02) 6920 5305

bin. This will reduce the amount of waste going to landfill. Currently it is anticipated that LSC has approximately 15 years of landfill space available. Milbrulong tip is due for closure in the next 12 months. Any initiatives that can extend the life of the current landfills will be of benefit to residents, as if the sites are closed then waste transfer stations will have to be created and waste taken to Wagga or another regional landfill, adding significant cost burden to Council. Council is currently trialling making compost at its Lockhart landfill site, with the intent that if organics collection is introduced then it will be able to make its own compost/mulch for Parks & Gardens, as well as possibly the general public. As there are many permutation and combinations of bin sizes and collection frequency it is proposed that Council staff undertake consultation with the community to seek feedback on possible options to enhance system to collect and process waste materials at an acceptable cost. Council at its meeting 17 August 2015 resolved to

a) Extend the current Waste Contract with Transpacific Cleanaway until 31 March 2017, to be in line with WWCC;

b) Undertake community consultation with regards to waste collection options through flyers, surveys and public stalls in Lockhart, The Rock & Yerong Creek; and (c) A further report brought to Council following community consultation.

DRUGS

Police have been receiving good information from members of the public in relation to the use and sale of drugs by persons within the Lockhart Shire. This information is valuable for Police as we continue to collate intelligence surrounding these persons and locations. The information provided to Police suggests large numbers of persons involved in the use and sale of all types of drugs by persons of all age groups within our towns. If you have any information relating to drugs within our communities, please let us know or contact Crime Stoppers on 1800 333 000.

RANDOM DRUG TESTING

Police now have the facilities to conduct random drug testing of any driver of a motor vehicle. Police will be concentrating on testing drivers to detect those under the influence of drugs and alcohol throughout the Lockhart Shire.

YOUNG PERSONS

Parents, do you know where your children are at night? Do you assume they are tucked up in bed? Police are constantly observing large number of youths walking the streets at all hours of the night. Often they are smoking cigarettes or evident they have consumed alcohol. Any person under the age of 18 detected with cigarettes will have their cigarettes confiscated and destroyed by Police under the provisions of the Public Health (Tabacco) Act 2008. Any person detected supplying alcohol or cigarettes to persons under the age of 18 may be dealt with by way of Infringement Notice.

Police have been involved in a number of incidents relating to crime, both minor and of a serious nature committed by young persons. These have involved vandalism, stealing, harassment, dangerous driving and break and enter. Police have been in consultation with local schools and need the help of parents to know where your children are and what they are doing.

Lockhart Health Advisory Council Remind the community of the need to be vigilant on farms especially with small children. Your local members are: Larraine Hoffmann, Fran Day, Rose Lehmann, Myra Jenkyn, Alison Schirmer, Ros Nimmo Child Safety On Farms Around 20 children are fatally injured on Australian farms each year and around 500 are hospitalised for on-farm injury. For children under five years, the greatest risk is drowning in farm dams. This is followed by runovers or falls from vehicles, including quad bikes, cars and utes. Quad bikes are the leading cause of death to children 5-14 years of age; and for children who are visitors to farms. Farm motorbikes (for boys) and horse-riding (for girls), are leading causes of hospitalised injury. Children and young people continue to be seriously injured or killed on farms due to practices such as not using helmets or seatbelts; and riding in the back of utes and trailers. A Safe Place to Play A securely fenced house yard supported by close and active supervision can help prevent and young children wandering away un-noticed, accessing farm dams, roadways and other farm hazards. Is there a securely fenced houseyard or play area for young children to play, separated from farm hazards? Are house yard fences 1.2-1.5 m high; have less than 10cm ground clearance; and no footholes for climbing? Are house yard gates self-latching and child resistant? Does the safe play area have shade and interesting things for children to do?

The Local Court Office can be found at 9 Matthews Street, Lockhart

(Council’s Medical Centre).

The office is open the first and third Mondays of each month from 9:to 1:00pm and 2:00pm to

3:30pm.

Services available include: Births, Deaths & Marriages enquiries, family law, apprehended violence orders, advice on procedural matters relating to Court appearances, payment of court fines and civil claims matters. Assistance can be given in the making of Wills. Marriages may also

be conducted.

As a Government Access Centre you may purchase fishing licences, obtain boating

handbooks and many other publications.

St Josephs

In July, Ada Richards and Erin Lenon organised a fundraising ‗Wear a Beanie‘ day for brain cancer. We raised money for the Mark Hughes Foundation and also had a very enjoyable afternoon in grouped activities that Ada and Erin planned.

A representative from the Responsible Pet Program delivered their program to the Kinder, Year 1 and Year 2 classes in July.

In July also, we had a ‗Wool Day‘ and also a visit from our Young Farming Champion, Pat Morgan. Our activities for the day ranged from art and craft with wool, a wool quiz, wool fashion, the story of wool and a wool toss. These were designed to celebrate wool and find out more about it for our ‗Archibull Prize‘ project.

During August, Paula and the Life Education van visited our school and all classes participated in sessions with Healthy Harold, bringing the important life lessons that it does each year.

Congratulations to the students who received the Sacrament of the Eucharist for the first time on August 9. It was a wonderful day and thank you to all the students and parents who supported this day in any way.

We had some very exciting days in Weeks 4 and 5 of term with chess and athletics events. Firstly, our chess representatives had a fun day out with Miss Cheney and one of our teams finished seventh out of seventy teams. Our athletics team then travelled to Albury for a very successful day. Congratulations to Tom Nimmo and Nick Madden who will now go to Sydney later this term for discus and shot put.

Opportunities to recognise and celebrate our Indigenous community

NAIDOC Day

Ryka‘s Indigenous performance was a great start to our NAIDOC Day celebrations. The performance was enjoyed by all students, parents and staff.

During our Whole School Assembly it was fantastic to see the number of students rewarded with Silver and Gold Awards for commitment to their learning. Kyesha Miller received a special award for outstanding student attendance with 100% in Semester 1. While Kayleen Firebrace and Pheanne Randall were presented with certificates for their contribution and support to our school‘s Indigenous programs and events.

Students then participated in painting of musical instruments using dot painting and were treated to some delicious Jonny Cakes during lunch. Thank you to all the parents who joined us for the day with a special mention to John and Pheanne Randall for preparing the fire for the cooking of the Jonny cakes.

All applications are to be reviewed in a pre-lodgement meeting with the Environmental Services Department, prior to lodgement. Please phone to

Food Safety Supervisor refresher training and recertification

The NSW Food Authority‘s Food Safety Supervisor (FSS) program helps support a skilled and compliant

retail food service sector in NSW.

Since the FSS program was first implemented in 2010, FSS certificates have been issued to just over

75,000 individuals. The certificates expire five years from the date of issue, with the first round of certificates

due to expire from1 September 2015.

Food businesses with an appointed Food Safety Supervisor holding a FSS certificate due to expire from 1

September 2015 can enrol in refresher training with a Registered Training Organisation (RTO) approved

under the FSS program. Food businesses have 30 working days to ensure their appointed Food Safety

Supervisor renews their training and obtains a new FSS certificate.

Training program

To help approved RTOs deliver an effective FSS refresher training program, the Food Authority contracted

Charles Sturt University to develop training and assessment refresher materials for RTOs in three key focus

areas:

cleaning and sanitising

safe egg handling

allergen management.

The key focus areas are based on a review of compliance statistics and microbiological surveys on food

safety in the retail food service sector which found that poor performance in these areas often contributed to

foodborne illness outbreaks.

The Food Authority appreciates your ongoing support in ensuring that food businesses are compliant with

food safety requirements. This information has also been sent to your General Manager, retail food busi-

nesses and food industry associations to reinforce the training requirement.

The Lockhart Lions Recycling Centre is available to the public, and located in Osborne Street, Lockhart.

Weed of the Month - St Barnaby’s Thistle

Centaurea solstitialis Other Common Names: Golden Star Thistle, Yellow Cockspur, Yellow Centaurea, Geeldissel, Yellow Star Thistle. Distribution: St Barnaby‘s Thistle is native to southern Europe, North Africa and Western Asia. In its native Mediterranean habitat, the plant is generally kept in check by an assortment of natural enemies and other plants that have co-evolved with it. These native controls do not exist in Australia and the plant thrives, particularly on roadsides, neglected areas, in grain crops and range lands. St Barnaby‘s Thistle competes with desirable species in crops and pastures, through shading other species and competing for nutrients, as well as producing allelopathic compounds which inhibit the growth of other species. Description: An annual perennial herb St Barnaby‘s Thistle prefers to grow in fertile soils in temperate regions. It likes full sun and is susceptible to frost when in flower. Its preferred place is in areas with an annual rainfall of around 600mm, but can survive in areas with much less rain. Livestock: St Barnaby‘s Thistle is not palatable to stock unless the plant is very young. The spines on the plant can cause injury to stock, particularly to the eyes, mouth and feet, as well as restricting stock movement. The plant is toxic to horses and can lead to the fatal nervous disorder ―chewing

disease‖. The plant contains a poison that causes lesions on the brain. Life cycle: Seeds germinate in autumn and seedlings develop into rosettes over winter. The plant usually reaches about 30 centimetres in height by spring, when it produces woody branch stems. Flowering occurs from mid to late October, and continues through the summer. Stems: This plant has several branching hairy stems that are greyish in colour. They can grow to a height of about one meter. The stems lack spines. Leaves: St Barnaby‘s Thistle has juvenile and adult leaves. The juvenile leaves are clubbed shaped with toothed margins and together they grow forming a star shape on the ground. They have long hairs on the top side of the leaf. The adult leaf that grows on rosettes and on the lower part of the stems, grow to about 20cm in size and are spear like in shape. The leaves on the upper part of the stems are smaller in size. Flowers: The flowers are a typical thistle like in appearance. They are yellow with large spikes about 10-20mm in length coming out of the base of the flower. The thistle flowers from spring and into summer. One flower head can produce 35-80 seeds. Seed: There are two types of seed produced on the St Barnaby‘s Thistle, an inner and an outer seed. The inner seeds have a circle of hairs that can easily be picked up by the wind. It is light fawn to grey in colour and small, 2-3mm in length. The outer seed is dark brown, 3-4mm in length and has little to no hair on them. These outer seeds are usually dropped around the base of the plant. St Barnaby‘s Thistle is a Class 4 noxious weed in Lockhart Shire. The legal requirements for this locally controlled weed are: the growth of the plant must be managed in a manner that continuously inhibits the ability of the plant to spread.
