Introduction

PennDOT initiated a Local Road and Bridge data collection project to collect important data on municipal

and county roadways.

Working with Metropolitan Planning Organizations (MPOs) and Rural Planning Organizations (RPOs),

PennDOT’s goal is to gather comprehensive information on the commonwealth’s extensive network of

local roads missing from the current inventory.

After the collection process is complete, the new road information will be available for display on public

PennDOT websites. The supporting data on each local road and bridge will be stored in a database

available for use in planning, programming and other business needs.

Assigned teams from the participating RPOs and MPOs will measure and identify the roadways and

bridges. The teams will use mobile computers specially programmed for the data collection.

The information in this Guide is provided for PennDOT, MPO and RPO employees and contractors

responsible for collecting and processing data on local roads and bridges.

Filling in the Gaps

PennDOT identifies public roadways and bridges in three categories:

State Roadways

State roadways are those owned and maintained by PennDOT. Extensive graphic information and

supporting data are available for state roadways.

“Liquid Fuel” Local Roads

Municipalities (counties, cities, boroughs, townships) own and maintain local roads and bridges.

Pennsylvania’s liquid fuels tax funds the maintenance of these roads and bridges. PennDOT has

inventoried the “liquid fuel” roadways and information is readily available.

“Non Liquid Fuel” Local Roads

Municipalities own and maintain roadways and bridges not funded by the liquid fuels tax. Many of

these are located in rural areas or new residential developments.

PennDOT currently does not have complete data on “non liquid fuel” local roadways, even those that

connect to or extend from other inventoried “liquid fuel” roads. Maps and other data are readily available

from public Global Positioning Systems (GPS); however, the commercial information is not sufficient for

PennDOT’s program planning.

Using the GPS coordinates as a starting point, PennDOT’s Center for Program Development and

Management has compiled basic maps of the local roadways and prepared the maps for collection of

information.




The Local Road and Bridge project will collect detailed data on each of the local bridges and “non liquid

fuel” roadways. After verification, the Program Center will upload the data to a secured database for use

throughout the commonwealth.

After the collection project is complete, PennDOT will have detailed, accurate data on all state and local

public roadways and bridges.

NOTE: The project does not include private roads, such as cemetery drives, private driveways or roads

used on private property such as mobile home, apartment or commercial complexes.




Getting Started

A two‐person data collection team is responsible for traveling to all collection points identified in the

project.

Two people are required in the field to ensure accurate results. Verify all measurements before recording

data.

Collection points are pre‐loaded on the Xplore maps. Data collectors are responsible for entering data on

all collection points accessible to vehicular traffic in an area.

If an unmapped roadway or bridge is identified, data collectors must add the feature to the map and

collect its data.

Private Roadways and Bridges: Do not collect data on roadways or bridges located on private property

such as cemeteries, office complexes and apartment buildings, Do not collect data for bridges that are not

open to vehicular traffic, such as pedestrian walkways.

Equipment

Basic equipment for the data collection team includes:

Xplore collection device with GPS;

In‐vehicle Distance Measurement Instrument (DMI);

Non‐metal roll‐up measuring tool, more than 30 feet, or measuring wheel;

Data collection quick reference cards;

Hard hat and reflective vest in compliance with OSHA standards;

Boots or hiking shoes;

Clipboard or notebook, if desired, for additional note taking.




Safety and Planning

It is important to plan your travel path before starting a collection. For each trip, determine the most

efficient route for the collection points.

Be aware of traffic flow on the local roadway network. Observe traffic laws and be aware of moving

vehicles at all times.

Exercise caution on heavily traveled roadways or when visibility is reduced for traffic approaching a road or

bridge.

Wear a reflective vest and hard hat at all times.

Park your vehicle in a safe position out of traffic lanes.

Exercise extreme caution when navigating through rough terrain and around waterways.

Take precaution against possible threats from insects and/or wildlife.

Heed “No Trespassing” signs when posted and respect private property.




Identifying Roadway Segmentation

The diagram shows segments of roadways:




Finding the Segment

A roadway segment is an interval of roadway length. Each segment of the roadway terminates at the

intersection of another roadway or at a cul‐de‐sac. Segments are numbered in intervals of 10 (0010, 0020,

0030) consecutively from the southernmost to the northernmost point, or from the westernmost to the

easternmost point.

Beginning / Ending Terminus

The beginning terminus of each segment is the road or cul‐de‐sac at which a segment originates.

The ending terminus of each segment is the last road crossing or cul‐de‐sac for the road.

Example 1: FREDRICK WAY

Start at the westernmost point on the road.

The beginning terminus for segment 0010 is “DEER VALLEY ROAD.”

The ending terminus for segment 0010 is “THOMPSON DRIVE.”

The beginning terminus for the next segment, 0020, is “THOMPSON DRIVE.”

The ending terminus for segment 0020 is “CUL‐DE‐SAC TC.”

Example 2: CARMEN STREET

Start at the westernmost point on the road.

The beginning terminus for segment 0010 is “JEFFERSON PIKE.”

The ending terminus for segment 0010 is “HOOVER BOULEVARD.”

Example 3: DEER VALLEY ROAD

Start at the southernmost point on the road.

The beginning terminus for segment 0010 is “RIDGEVIEW DRIVE.”

The ending terminus for segment 0010 is “FREDRICK WAY.”

The beginning terminus for the next segment, 0020, is “FREDRICK WAY.”

The ending terminus for segment 0020 is “CUL‐DE‐SAC TC.”




Measuring Roadway Cartway Width

Use the guidelines below to measure the cartway width of a roadway.

Measure the prevailing traffic lane width (through lane) to the nearest foot. Cartway width should not be

less than eight feet.

If parking is allowed, measure the paved roadway. Subtract eight feet for parking and use the remainder

as cartway width.

Ignore designated bike lanes between the travel lane(s) and curb.

Roadways without Shoulders

Measure the width of the paved lane. If the road is unpaved, measure the actual width used by traffic:

If a roadway and shoulder are paved with the same material and there is no clear delineation, measure the

actual width used by traffic:




Roadways with Shoulder Markings

If the road is striped, measure the cartway width from the center of the painted line on each side of the

road. For a double stripe, measure from the center of the two stripes.

If striping is placed inside the pavement edge to control traffic (such as a right‐hand turn lane or bike lane),

ignore the additional striping and measure from the outside edges of the pavement.




Identifying Roadway Shoulder Types

The diagrams show the way to identify the types of roadway shoulders.

Identifying Roadway Medians

No median, or unprotected area less than 4 feet.

Unprotected (UP)

Unprotected median wider than 4 feet.

Curbed Barrier (CB)

Curbed barrier or mountable curbs higher than 4 inches.

Positive Barrier (PB)

Barrier prevents vehicles from crossing.




Identifying Bridge Structural Configurations

The diagrams show the way to identify the structures of bridges. View the bridge or culvert from the side

and from underneath to identify its shape. Identify the materials that comprise the majority of the

structure’s deck support.

Distinguishing a Rigid Frame Bridge from a Frame Culvert

Rigid frame bridges may appear similar to a frame culvert. Look for the one two distinguishing features

below.

Long Angle Joint

In rigid frame bridges, the angle joint (yellow) is significantly longer. Frame culverts generally have a

shorter angle joint.

Rigid Frame Bridge (side view)

Slight Arch

If there is large angle joint, look for a slight arch in the center (red). A frame culvert has a flat deck with no

arch.

Measuring Bridge Height

Bridge height is the total distance from the upstream side of the bridge. Measure the distance from the

bridge deck (base of the roadway) to the lowest point of the waterway bed or other crossed object.

For pipe culverts, the measure the total height (diameter) of the largest pipe.

Record the width in feet, rounded to the nearest foot

Distances six inches or less are rounded down. (Record 14 ft. 6 in. as 14 ft.)

Distances greater than six inches are rounded up. (Record 14 ft. 7 in. as 15 ft.)

ADDING SPECIAL NOTES: Height in feet is the key measurement. However, other information may be

important and should be described in the “Notes” section of the database. For example, if a bridge has a

tall deck, do not include it in the measured height but note it for additional reference. Always document

special conditions and indicate if a measurement is an estimate.

Measuring Standard Bridges

Starting at the midpoint of the bridge, measure the height from the bridge deck to the bed of the

waterway, depression or structure it spans:




Measuring Culvert Bridges

If there are more than one pipe in the culvert bridge, measure the pipe with the largest circumference.

From the midpoint, measure the circumference of the pipe from top to bottom.




Measuring Bridge Width

Bridge width is the total distance across the bridge, based on the actual amount of traffic surface serviced

by the bridge.




ADDING SPECIAL NOTES: Width in feet is the key measurement. However, other information may be

important and should be described in the “Notes” section of the database. For example, if a pipe culvert

bridge carries a roadway for 14 ft., but the pipes extend far beyond the bridge, note the actual length of

the pipes for additional reference. Always document special conditions and indicate if a measurement is

an estimate.

Special Notes for Measuring Bridge Width

Skewed Bridges

If the bridge crosses a waterway or other object at a diagonal, remember to measure the width along the

diagonal line. The “width” of the bridge is the entire distance that the bridge’s traffic bearing surface

crosses the object. If the waterway crosses in a skewed manner, the bridge’s actual crossing width above

the object may be significantly larger than the distance from curb to curb.

Non‐Pipe Culvert Bridges

Measure the width as the distance from one side of the paved road to the other, not counting sidewalks.

Remember to measure the width along the angle of the object it crosses if the bridge is skewed.

Pipe Culvert Bridges

If the bridge is above‐grade, measure the entire width of the concrete support, including the pavement

and grass or ground.

The bridge is at grade with the roadway, measure only the paved section.




Measuring Bridges with Concrete Sidewalls

Place the measure at the base of the wall. Run the measure across the bridge, parallel with the center line

of the object, structure or waterway it crosses. Measure the width to the base of the opposite wall.

If the bridge has pedestrian sidewalks, do not include them in the measurement.

Measuring Bridges with Guiderails

Place the measure on the bridge deck where it abuts with the guiderail. If the deck does not abut, place

the measure where the deck begins. Do not measure grass or dirt areas. Measure the width to the

opposite end of the deck.




Measuring Bridge Length

Bridge length is the total distance the bridge services traffic (off the ground level). It indicates the length

the vehicle travels over the surface supported by the bridge.

For pipe culverts, the length is usually the distance from the edge of the pipe(s) to the extreme opposite

edge of the pipe. For all other bridges, the length is measured from abutment to abutment.

Always measure length along the center line of the roadway.

If the bridge length is less than 8 feet, no additional data is required.




ADDING SPECIAL NOTES: Length in feet is the key measurement. Always document special conditions and

indicate if a measurement is an estimate.

Special Notes for Measuring Bridge Length

Skewed Bridges

The “length” of a bridge is the entire distance

that the bridge’s traffic bearing surface crosses

the object. If the bridge crosses a waterway or

other object at a diagonal, the bridge length

may be greater than the length of the actual

bridge structure.

If the waterway crosses in a skewed manner,

find the center point between abutments at

each approach and measure the total length of

the crossing.




Measuring Standard Bridges

For all bridges except culvert bridges: begin and end measuring at the abutments as show. Measure on

the top of the bridge. Round the length to the nearest foot.




Measuring Culvert Bridges

For bridges with single culverts, measure the circumference of the pipe (red arrow).

For bridges with multiple pipes: measure from the extreme edge of one outer culvert to the extreme edge

of the opposite outer culvert (blue arrow).

NOTE: Depending on the distance between the pipes, the bridge may require two inventory entries. If the

distance between the pipes is less than half the radius of the largest pipe, record the pipe culvert as a

single bridge. If the distance between the pipes is greater than half the radius, record each pipe culvert as

a separate bridge.




Posted Bridges

Posted bridges are clearly indicated by signs indicating the weight load for the bridge itself. The bridge

may be posted with different weight limits for single vehicles and combination vehicles. Generally, a

posted bridge will have a pre‐warning a quarter‐mile before, an imminent warning 50 feet before, and a

sign at the actual bridge.

Photos of bridge postings and entry of posting weights are required.

NOTE: Occasionally, a local road weight limit sign may appear near a bridge. Unless the sign directly

indicates that the bridge is posted, do not record the bridge as “posted.” You may indicate that the road

has a posted weight limit in the optional NOTES field.




Using the Xplore Device

The Xplore tablet is a Windows‐based mobile computer equipped with WiFi connectivity and an onboard

Global Positioning System (GPS).

When you turn on the machine, a standard Windows desktop will appear. The Xplore desktop operates in

the same manner as a Windows‐equipped personal computer:

Desktop and Icons

The main desktop contains icons representing applications and files. To open an item on the

desktop, simply tap it with the stylus.

Start Menu

To access the Start Menu, tap the Start button in the lower left corner of the screen. The menu

provides access to programs, controls and folders.

Taskbar

The taskbar at the bottom of the Xplore screen displays icons of open applications. Status

information and setting icons appear on the right side of the task bar.

Xplore Security

The Xplore device has been pre‐loaded with user account settings. Depending on your organization’s

security requirements, you may need a user ID and password before using the device.

In most cases, data collectors are assigned a single shared “user account.” If a user selection window

appears, tap the icon for the appropriate user to move to the main Windows screen.

NOTE: In the ArcGIS application, certain activities performed by data collectors, such as uploading or

downloading data over the Internet, will require entry of user IDs and passwords. The manager of your

planning organization will provide this information if you are required to upload or download data from

the field. More information is provided in the “Transferring Data” section of this menu.

Using the Stylus

The Xplore device operates as a “touch screen.”

Use your fingertip to select data or groups of data on the screen. Use the stylus for more accurate

selections:

“Mouse Clicks”

Use your fingertip or stylus just as you would a mouse on a personal computer. Position the stylus

on an area. Tap once to “click.” Tap twice to “double‐click.”




Selection Buttons

Many of the options you select and data selections you make are displayed as buttons. To select

an option, simply tap the screen with your fingertip or stylus.

Area Definitions

To define an area for zooming, copying, selecting etc., touch the screen and drag your fingertip or

stylus in a shape. Note that the stylus produces more accurate results.

Sliders and Screen Movement

To use sliders or “drag” movable objects across the screen, touch your finger or hold the stylus at

the starting point and drag in one direction. The slider or object moves when you release contact

with the touch screen.

Using the Keyboard and Number Pad

The Xplore device uses a “popup” keyboard that appears when you access any field that requires entry of

letters or numerals.

The keyboard operates in all fields that require data entry. For example, if you need to enter a user name

or password, the keyboard pops up when you hover over or tap the appropriate field.

In some applications, when only a numeric value can be entered, only the popup number pad appears.

Special Xplore Buttons

Three standard buttons and three special function buttons on the top of the Xplore unit can be

programmed as shortcut keys save time during collection. Use the keys to lock the device, change the

orientation or move quickly to “short‐cuts.”

Lock

Tap the Lock key to lock the current application and move to the opening screen. The key operates in the

same manner as CTRL+ALT+DEL on a personal computer.

Tap one of the options:

Lock this computer

Switch User

Log off

Change a password

Start Task Manager

Tap Cancel to return to the original screen.




Orientation

Press the Orientation button to change the display from lengthwise to widthwise as needed to view and

enter data.

P1, P2, P3 (Shortcuts)

Special program buttons P1, P2 and P3 can be used as shortcuts to access Xplore functions quickly. For

example, you can program a button to move quickly to the camera.

Each button can be programmed to perform a different shortcut.

Use the Fn button to use the buttons for a second set of functions.

Fn (Function)

Press the Fn button and press P1, P2 or P3 to move quickly a second set of shortcuts for each button.

Programming Function Shortcuts

You can program the Xplore device to program the six button combinations (P1, P2, P3, Fn+P1, Fn+P2,

Fn+P3) to open an application, such as Internet Explorer, operate a function such as the camera, or

perform a specific set of keystrokes. As you become familiar with the Xplore unit, set the shortcuts as

needed to suit your personal style of working.

On the right side of the Windows task bar, tap the arrow key to display the Hidden Icons menu.

Tap the red triangle icon to open the iX104C5 Launch Button Quickshow window:




Tap the Configure button to open the Panel Control window.

The buttons on the left side of the screen can be used to change basic settings for the Xplore unit, such as

the Pen functions and the basic Screen Orientation.

The current shortcuts assigned to each button are listed. Tap the Change button beside the shortcut to

reassign it.

Shortcut Control Window

When you change a shortcut, the first selection window displays three options.

Tap one of the options to program the current shortcut:




Launch an Application, Document or Web site

This convenience option lets you program a function button to open a commonly used file,

program or website.

Start a Pre‐Defined Function

Use this option to assign a function button to perform an operation, such as activate the camera.

Press a Key or Key Combination

Use this option to use a function button to perform a commonly used keystroke. Select the

keystroke (including SHIFT, ALT, CTRL).

Tap Next to move to the second selection window, used to specify the application, key, etc.

After assigning the shortcut, tap Finish and Close.

Shortcut Selection Window

After you select the function for a shortcut, a selection window appears. For example, if you chose to

assign the shortcut button to open an application or file, the selection window enables you to select the

specific item:

Simply complete the window by browsing for the application, document, file, etc.

After assigning the shortcut, tap Finish and Close.

You can assign and reassign shortcuts as often as needed while using your Xplore device.




Using the ArcGIS Software

The ArcGIS Mobile application is preloaded on all Xplore units dispatched for data collection.

The software includes:

A powerful map viewer preloaded with base maps of Pennsylvania local roads and bridges;

Identify, Search and Work List functions to help you locate roads and bridges on the map;

Data entry windows customized for entry of specific information for each road or bridge;

GPS tools that enable location and measurement of geographic coordinates for bridges and roads;

Time‐saving automatic interfaces to the Xplore camera, WiFi connection.

The collections of maps and thei data are stored as individual project files.

These project files are configured so that data collectors can view a section of the map, identify roads and

bridges quickly, and select roads and bridges for data collection.

Opening ArcGIS

Tap the ArcGIS icon ( ) on the desktop.

You also can open the application from the Start Menu:

Start Menu > Programs > ArcGIS Mobile

If a “project” was open the last time ArcGIS was used, the screen opens on the most recently displayed

map so you can continue working:

If no project was open previously, select a project to open from the menu.




Opening Projects

One or more data collection projects are preloaded on the Xplore.

To open a project:

1. Login to ArcGIS.

2. Tap the ArcGIS icon ( ). The Open Project window appears:

3. Tap the button for the project you wish to open.

The project will open on the most recently displayed map.




ArcGIS Main Menu

Tap the ArcGIS icon ( ) at the upper right side of the screen to view the main Xplore menu used to

change basic settings:

Open/Close Project

Tap this option to close the current project or open a new project.

Dim Application

Tap this option to access a slider to dim or brighten the display, if you need to adjust the display for better

viewing in sunlight, overcast skies, etc.




Settings

Tap this option to change the ArcGIS system settings. The Settings window appears:

Tap the desired option to change the settings. Tap Back to return to the previous screen.

Application Settings

Tap this option to change the folder locations and display features:

Use the Appearance section to adjust the overall brightness of the display. Note that the “Daytime” Skin

setting displays the maps against a white background. The “Nighttime” setting uses a darker background.

Tap OK to save the settings




Map Settings

Tap this option to change the settings that control the map’s movement:

Use the options to change the map’s movement:

Snapping

Select Enabled or Disabled to “snap” the position of the stylus movements. With snapping

enabled, you can create a new road that “snaps” to connect with an existing road. When you tap

the stylus, it will automatically snap to a point, or vertex, on the map.

Tolerance

When snapping is enabled, set the tolerance, or distance to “snap” the stylus to an adjacent vertex.

Navigation: Panning Mode

Tap the arrow to select the way you wish to pan the map. The “Drag” setting allows you to drag

the stylus across the map in free‐form fashion. The “Recenter” setting displays a rectangle you can

tap to reposition the map. For the detailed Local Roads map displays, the “Drag” option is

recommended.

Navigation: Zooming Mode

Tap the arrow to select the way you wish to zoom the map. The “Pen Draw Rectangle” setting

allows you to draw a free‐form rectangle to enlarge or reduce the map display in any increment.

The “Finger Tap” setting displays a rectangle you can tap to enlarge or reduce the map in

predefined increments. For the detailed Local Roads map displays, the “Drag” option is

recommended.

Tap OK to save the settings




GPS Settings

Tap the GPS Setting and Status option to change the GPS settings:

Tap Connect or Disconnect to connect to GPS manually.

Tap the checkbox to Automatically connect to GPS on application startup.

Do not change the Serial Port and Baud Rate settings for the unit unless instructed by your supervisor.

NOTE: When you select some ArcGIS options, GPS will connect automatically.




Synchronization Settings

Specify when uploads are sent to the server:

Never

The application does not post data automatically.

When Connected

The application posts data to the server automatically when a network connection is made.

When Data Changes

The application posts data to the server automatically when data is changed.

Time Interval

The application posts data to the server at a specified time interval.

Currently, all data posting is performed manually (“Never”). Tap OK to save the settings.

Help

Tap this option for information on the current window.




GPS Menu

Use the GPS menu to view the current GIS status connect or disconnect from GPS.

Tap the satellite icon at the upper right corner, above the map:

Tap the GPS Status option to view and manage your GPS connection:

Tap Connect or Disconnect to connect to GPS manually.

NOTE: When you select some ArcGIS options, GPS will connect automatically.




Zoom (Pen Draw Rectangle)

When “Pen Draw Rectangle” is assigned in Map Settings, the zoom function allows you to enlarge or

reduce the map in any increment.

Zoom In (Pen Draw Rectangle)

To enlarge the size and decrease the viewing area, tap the zoom in button (+) on the upper right side of

the map:

The zoom is active when the icon turns yellow. Position and hold the stylus in an area.

Drag it to draw a rectangle to include the area you wish to view. The smaller you draw the rectangle, the

larger the magnification:




Release the stylus to view the enlarged image:

You can zoom in as often as needed during your Xplore session.

Zoom Out (Pen Draw Rectangle)

To reduce the view and increase the viewing area, tap the zoom out button (–) on the upper right side of

the map:




The zoom is active when the icon turns yellow. Position and hold the stylus at a point on the map. The

position you select will define the new position of the current display when the map is redrawn.

Drag and draw a rectangle to resize the current display. The smaller you draw the rectangle, the greater

the zoom.

Release the stylus to view the reduced image:

You can zoom out as often as needed during your Xplore session.




Zoom (Finger Tap)

When “Finger Tap” is assigned in Map Settings, the zoom function allows you to tap the screen to enlarge

or reduce the map display.

Zoom In (Finger Tap)

To enlarge the size and decrease the viewing area, tap the zoom in button (+) on the upper right side of

the map:

Tap the plus sign to zoom to the highlighted area:




Zoom Out (Finger Tap)

To reduce the size and increase the viewing area, tap the zoom in button (+) on the upper right side of the

Pan

The “Pan” feature moves the map display in any direction.

Pan (Drag)

When “Drag” is assigned in Map Settings, tap and drag the stylus in any direction to pan the map view.

You can display and view additional portions of the map (in the current size) as often as needed.

Note that the pan feature is not available during some operations.

Pan (Recenter)

When “Recenter” is assigned in Map Settings, tap the stylus at any point on the map. The position of the

stylus becomes the new center of the map display (in the current size).

You can tap the map to recenter it as often as needed.

Note that the pan feature is not available during some operations.




Special Display Features

Tap the left arrow (<) at the right side of the map view to access the side menu and change the display

features:

Tap any of the options to change the display.

Zoom to Full Extent

Tap this option on the side menu to view the full map area (Pennsylvania).

Zoom to Initial Extent

Tap this option on the side menu to view the map display size from your most recent Xplore session login.

Keep GPS in View

Use this option to reposition the map automatically when the GPS position reaches the edge of the

displayed area. The map will move as you drive or walk. The application will connect to GPS automatically

if not connected.




Layer Visibility

Tap this option on the side menu to change the elements (layers) displayed on the map:

Tap the checkboxes to include or exclude layers for viewing.

Tap OK to return to the map view.

Dim Base Map

Tap this option on the side menu to change the brightness of the map display:

Drag the scroller left (dimmer) or right (brighter).

Tap Close to return to the map view.




Basemap Layer

Tap this option to display all the features on the basemap, including county and township lines, street

names, waterways and other geographic reference points:

Tap the option a second time to remove the basemap display.




Tasks Menu

After you have opened a project, the Tasks menu provides access to all the functions needed to open your

work list, start data collection or manage your edits.

To access the menu, tap the Tasks button from any window. The Tasks menu appears:

Tap any of the options to perform work using the current map display:

Identify

The primary tool for identifying and selecting roads and bridges, Identify accesses a specially

designed dual display that allows you to enter data while viewing the map. It includes special copy

and paste features for faster entry. Most data collection will be performed using the Identify

screens.

Manage Edits

Use this option to review your data entry and upload or download data to the main PennDOT

database.

Collect Features

Use this option only to add a new bridge or road to the map.

Search

Use this option to locate roads and bridges in any selected portion of the map. You can define the

feature type and data to locate features. You can use the Search Results list to enter or edit data, if

needed.

View Work List

As you identify and select features for data entry, you can add them to your personal worklist for

faster access. You can use the Work List list to enter or edit data, if needed.




Measure

Tap this option to measure an area or distance on the map display.

Tap outside the menu to close it.

Details for each of the features are provided in the following sections of this guide.




Collect Features

Use the Collect Features option to add new features to the map.

From the Tasks menu, tap Collect Features to begin collecting data using the map display.

The Collect Features window provides a selection of features available for collection:

Tap one of the feature buttons to continue:

N Red Dot – Bridge for which no data have been collected

Y Green Dot – Bridge with existing data

L Yellow Line – Local “Liquid Fuel” Road

N Red Line – Local road for which data have not been collected

Y Green Line – Road for which data have been collected




After you select the feature type, the Collect Features option window appears:

Tap one of the two option buttons:

Collect Geometry

Tap this button to add a new feature to the map manually or use the GPS to collect information for

an existing feature.

Collect Attributes / Edit Attributes

Tap this button to enter data for the new feature. Follow the instructions for Error! Reference

Collect Geometry

Tap the Collect Geometry button to begin collecting features. The Collect Features window appears:

Tap one of the options to collect the information:

Collect Using Map (bridges and roads)

Draw the feature’s shape by sketching on the map or entering x,y locations.

Average GPS Position (bridges and roads)

Collect vertex locations by averaging GPS locations for better accuracy. When collecting a vertex,

ArcGIS receives a set interval of GPS positions from the receiver that meet specified quality and

averages the results of all positions collected.

Stream GPS Position (bridges only)

Use the GPS streaming collection method to create line or area features while in motion (walking,

driving). ArcGIS records the GPS positions at a specified distance or time interval.

When you select Average GPS Position or Stream GPS Position, ArcGIS automatically connects to GPS (if

not connected).




Collect Using Map (Collect N)

To collect a new bridge or roadway feature, select the feature type. Tap Collect Geometry to continue.

Tap Collect Using Map from the Collect Features window.

The Collect N window displays the map. Use the zoom tools to enlarge the map for more accurate

placement, if needed.

Create New Bridge Feature

To create a new bridge, tap the bridge’s position on the map. The position appears as a red rectangle:

Tap the Menu button, if needed, to use numerical x/y or offset information to place the bridge correctly

on the map. Refer to the instructions for the Collect N Menu.

After you have positioned the bridge, tap Accept to record it.




To exit the screen without saving the new bridge, tap Cancel:

To return to the map and continue the collection by adding a new dot, tap Continue Collection. To exit

without saving the collection, tap Cancel Collection.

Create New Roadway Feature

To create a new roadway, tap the starting position on the map. Tap the ending position. The position

appears as a red line:

If the roadway branches, tap the next point to continue the line as needed.

To clear the drawing and start again, tap the Menu button and tap Start Over.

To use numerical x/y or offset information to place the bridge correctly on the map, tap Menu. Refer to

the instructions for the Collect N Menu.




After you have sketched the roadway, tap Accept to record it.

To exit the screen without saving the new roadway, tap Cancel:

To return to the map and continue the collection by adding a new sketch, tap Continue Collection. To exit

without saving the collection, tap Cancel Collection.

Collect N Menu (Map)

When drawing a new feature, tap the Menu button on the Collect N window for additional options:

Tap one of the collection options:

Add X/Y Location

Tap this option to position the bridge dot or roadway segment dot using an exact numerical value

for longitude/latitude or map x/y position.




Offset Last Location

Tap this option to move the last dot placed using a numerical value for bearing and distance.

Remove Last Location (roads only)

Tap this option to remove the last dot (end point) of the roadway and continue sketching.

Start Over (roads only)

Tap this option to remove your current sketch and start again.

Add X/Y Location

Add Collect X/Y Location from the menu to enter a specific location using a numerical value:

The Coordinate Type field allows you to select the method of positioning the last dot:

WGS84 (Decimal Degrees)

Select this option to position the dot by entering Longitude and Latitude.

Coordinate Type (Meters)

Select this option to position the dot by entering exact X and Y map coordinates.

Complete the fields and tap OK to specify the location.





Use this option to provide measurements when the location is not physically accessible, such as the middle

of a river. You can collect information from the riverbank and use the offset to determine the center.

Tap Offset Last Location from the menu to enter an offset value for the location:

Complete the fields:

Bearing

Type the bearing (in degrees) for moving the location.

Distance

Type the distance to offset the last location.

Measurement Units

Select the measurement units.

Complete the fields and tap OK to specify the new location.

Edit Attributes

To enter data for the new feature, tap Edit Attributes. Follow the instructions for Collecting Bridge Data

or Collecting Road Data.




Collect Another

After accepting the new feature, you can continue collecting features using the same settings.

Tap the Tasks Menu.

Tap the Bridge N (red dot) or Roadway N (red line).

The Collect Another N window appears:

Select an option:

Copy Values

Tap to collect a new feature copying the values of the previous feature.

Use Default Values

Collect a new feature.

Cancel

Exit the collection window.




Collect Using Average GPS

To collect a new bridge or roadway feature, select the feature.

Tap Collect Geometry.

Tap Average GPS Position on the Collect Features window. The Collect N page appears:



Use this display to collect a feature's shape by averaging GPS positions. The GPS receiver acquires GPS

positions when the signal is strong enough. However, the positions can be far from the receiver location.

Averaging the GPS positions improves the location accuracy for the feature.

Averaging a Location

Use the GPS Averaging panel on the left to collect locations. Tap the Menu button, if needed, to view or

edit the Settings window.

The color bar at the top displays current GPS quality, as defined by the GPS quality filter standard

set in the Averaging Settings page. Examine the GPS status details from the GPS status tab.

Tap the Start Averaging button to start averaging a location. After enough positions are collected,

the vertex is added to the shape and displayed on the map.

After averaging has started, the Cancel button appears. Tap the button to cancel the averaging

process.

Use the Collect N Menu to change the number of locations for averaging, required GPS position

quality, and other settings.

After collecting, move to the next location and repeat the averaging process.




After averaging the GPS locations tap Accept to add them to the map.

Managing Collected Locations

After collecting one or more locations, use the options on the left panel to manage them:


Tap this option to provide measurements when the location is not physically accessible, such as the

middle of a river. Complete the fields:

Remove Last Location

Tap this option to remove the last location. Continue to tap it to remove previously collected

locations.

Start Over

Tap this option to remove all locations and start again.





Collect N Menu (GPS Averaging)

When using the GPS Averaging option, tap the Menu button on the Collect N window to access the

Settings option:

Use the fields to adjust the settings for collecting shapes with GPS streaming.

Quality Filter

When you use a GPS receiver to collect the shape of a feature, the quality of GPS positions could change

depending on many factors.

To ensure the quality of locations collected, the GPS quality filter is set to filter out any poor‐quality GPS

positions collected. The quality setting is established when the mobile project is created.




Different feature types may have different quality settings, and you may or may not be able to adjust the

filter in the field depending on the project.

The GPS quality filter is set based on two key factors: GPS fix type and position dilution of precision

(PDOP):

GPS Fix Type

The fix type could be set to GPS fix, Differential GPS fix, Real‐time Kinematic, Float real‐time

kinematic, and Estimated fix. For example, if the GPS receiver’s current fix type is differential GPS

fix and the filter setting is GPS fix, you will be able to average positions.

PDOP

PDOP is a numeric value representing the amount of error in the GPS position. The larger the PDOP

value, the lower the GPS position quality.

A green color bar on the streaming panel indicates that the quality filter standards have been met; a red

circle indicates that the quality filter standards have not been met.

Averaging Settings

Minimum Positions

Set the minimum number of GPS positions to be collected before averaging them for a location.

Auto Stop

If “True,” the averaging process stops automatically after the minimum number of GPS positions

has been collected; if “False,” the averaging process does not stop until you tap the Cancel button.

Allow Stop before Minimum

If “True,” you can stop the averaging process before the minimum number of GPS positions has

been collected.




Collect Using Streaming GPS

To collect a new bridge or roadway feature, select the feature.

Tap Collect Geometry.

Tap Streaming GPS Position on the Collect Features window. The Collect N page appears:



Use this display to collect a feature’s linear or area shape by streaming GPS positions while walking or

driving.

Streaming a Location’s Shape

Use the GPS Streaming panel on the left to collect information. Tap the Menu button, if needed, to view

or edit the Streaming Settings window.

The color bar at the top shows the current GPS quality based on the GPS quality filter standard set

on the Streaming Settings window. Examine the GPS status details using the GPS status tab.

Tap the Start Streaming button to start streaming a shape. New locations are added using distance

or time intervals. Collected locations are drawn on the map.

After streaming starts, you can stop or resume streaming.

You can specify offset settings before starting to stream a line.

Tap the Start Over button to discard the current collection and start again.

After collecting the GPS locations tap Accept to add them to the map.




Managing Collected Locations

After collecting one or more locations, use the options on the left panel to manage them:


Tap this option to provide measurements when the location is not physically accessible, such as the

Quality Filter

When you use a GPS receiver to collect the shape of a feature, the quality of GPS positions could change

Time Interval: collect a new location every few seconds, as specified.

Distance Interval: collect a new location when moving a specified distance from the last location

collected.




Search

The ArcGIS Search is available from the main Tasks menu. Use it to locate and list all the features on the

map.

From any screen, tap the Tasks button.

Tap Search to begin the search process.

NOTE: When you use the Search, you can select a feature for data entry or editing using a standard

(single) entry screen. You may prefer to use the customized entry screens accessed with the Identify

option for faster entry. Refer to Data Collection Basics.

Search Selection Screen

Use the Search options of the Tasks menu to locate and list bridges and roads.

After you have listed the search results, you can add them to your Work List or select them as needed for

viewing or data entry.

To begin the search process:

1. From any window, tap the Tasks button. The Tasks menu appears.

2. Tap Search. The Search selection screen appears:

New Search

Tap this button to begin a new search.




Last Search

Tap this button to display the Search Results from your most recent search.

Saved Searches

If you saved a search, tap its button to move to its Search Results window.

Defining a New Search

To start a search, tap Search from the Tasks menu. Tap New Search to begin.

The Search window displays a list of features:

Tap the feature you wish to search. The Setup Search Criteria screen appears.




Selecting the Extent of the Search

After you select the feature to search, use the Setup Search Criteria window to select the area to search

and enter other search factors.

Use Current Map Extent

To search the current display, simply tap Display Results. The Search Results window appears.




Select a New Map Extent

To change the search area, tap the Search Area: Current Map Extent button.

The Search Area window appears:

Tap one of the buttons:

1. Current Map Extent

Tap this button to use the current map. The Setup Search Criteria window reappears. Tap Show

Results to display the search results.

2. Entire Map

Tap this button to search the entire Pennsylvania map. The Setup Search Criteria window reappears.

Tap Show Results to display the search results.




3. Custom Extent

Tap this button to change the extent of the map display. The Choose Extent window appears:

Use the zoom tools to change the area. Tap OK to return to the Setup Search Criteria window. Tap

Show Results to display the search results.

Adding Search Criteria

ArcGIS allows you to search features for containing specific data.

After you select the feature to search, use the Setup Search Criteria window to define a range of data to

include.




Tap Add Criteria to move to the Add Criteria: Choose Field window:

You can add one or more criteria to define your search. Only the features containing all the data will

display.

To search using criteria:

1. Tap the button for the data you wish to search.

2. An entry screen or selection screen appears based on the type of data. Bridge and Road Search criteria

are shown in the table below. Enter the data or tap the desired option:

3. After entering the criteria, tap Save.

4. To add other criteria, tap Add Criteria.

5. After adding all the criteria, tap Show Results.

Bridge Search Criteria

LCL_BRIDGE_GUID Enter the number to include in your search.

Bridge ID Enter the ID number to include in your search.

Structure Name Enter a name or characters to include in your search.

County Enter a two‐digit county number to include in your search.

Municipality Enter a two‐digit municipality number to include in your search.

District Enter a two‐digit district number to include in your search.

Bridge Owner Tap one of the buttons to select a bridge owner to include in your search.

Edit Search Criteria

Each of the search criteria you selected appears as a separate button on the Setup Search Criteria screen.

If you wish to remove one or more of the criteria:

1. Tap the Edit button.

2. A red “X” displays on the right side of the button. Tap the “X” to remove the button.

3. Tap Done.

4. Tap Show Results to display the search results.

5. Custom Extent

Tap this button to change the extent of the map display. The Choose Extent window appears:

Use the zoom tools to change the area. Tap OK to return to the Setup Search Criteria window. Tap

Show Results to display the search results.

6. Tap New Search to list all the features in the current display. Tap Last Search to display the features

from your last search.

7. The Feature Types selection window appears. Tap the feature type to include in your search.




Search Results Window

The Search Results window displays all The Search Results window displays all features identified in your

All features identified in the search appear in the left pane. Use the scroll bar to view all results.

To identify any feature, tap its icon. The map display will highlight the feature:

Tap the Back button below the list to close it and identify features in a different section of the map. The

current Identify Results list will be discarded.

Tap Attributes on the right side of the screen to display the data entered for the selected feature. Tap the

Map tab to return to the map view.




Search Selection Menu

Tap a feature on the list to select it.

Tap the arrow button to display a menu of actions that can be performed on the selection:

Edit Attributes

Tap Edit Attributes to move to the Data Collection screen for the feature.

Delete Feature

Use this option only to remove the feature from the current map. CAUTION: Deleting a feature

will remove it from the database. Use the option only after verifying that the feature does not

exist.

Add to Work List

Tap this option to add the current feature to your personalized work list.

Move Location

For bridges, use the Move Location option to correct the center point of the bridge. While

standing in the center point, tap the option. The GPS unit will change the center point of the bridge

automatically.




Main Search Results Menu

Tap the Menu button on the Search Results screen to access a menu of additional search options.


New Search

Tap New Search to move to the Search Selection screen and define a new search.

Save Search

Tap Save Search to name the search and reuse it in the future.

Refresh Results

Tap this option to update the search list with any new data you entered.

Add All to Work List

Tap this option to add all the features on the search list to your personalized Work List.

Sort Features

Tap this option to sort the list.

Filter Features

Tap this option to view only selected features on the list.




Saving a Search

You can save the current search results for future selection. Saved searches appear on the Search

Selection screen. From the main Search Menu, tap Save Search. The Save Search window appears:

Type a name for your search in the field.

Tap Save to save your search and return to the Search Results screen.

Sorting Search Results

To change the order of the features in the Search Results list, tap Menu. Tap Sort Features to open the

sort menu:

Tap any of the options to sort the features in the list.




Filtering Search Results

To display only selected features in the Search Results list, tap Menu. Tap Filter Features to open the filter

menu:

Tap any of the options to filter the list. To redisplay all features in the search, tap Clear Filter.

Filter by Edit State

Tap Filter by Edit State to display only features with a selected edit status:

Tap the checkboxes to include or exclude features in the edit state. Tap OK to refresh the search list.

Tap Filter by Feature Type to display only selected features in the search list:

View Work List

The personalized Work List allows you to save features you identify (or search) for fast access.

When you start your project, the Work List may include features that were previously identified and

saved. You can identify new features and add them to your work list as needed.

After you have collected the data, you can remove the feature(s) from your list.


Tap View Work List to access your work.

NOTE: When you use the Work List, you can select a feature for data entry or editing using a standard

(single) entry screen. You may prefer to use the customized entry screens accessed with the Identify

option for faster entry. Refer to Data Collection Basics.

Tap Default Extent to select the current map’s range.

Tap Get Data to continue.

NOTE: More downloading time is required for larger ranges.




Get Data Login

Before you can download data from the PennDOT server, the Credentials Required window requests

verification:

You must login using your assigned user name and password.

Tap User Name and type your user name.

Tap Password and type your password. Remember to use the correct combination of upper and lower

case letters.

Tap OK.

If your login is successful, downloading will start automatically.

If your login is not successful, you will be prompted to re‐enter your credentials.




Post Updates

Use this option to upload your new data to the PennDOT database.

NOTE: All changes you have made to the data fields will upload. Use the View Updates option to double‐

check your work before uploading data.


Tap Post Updates.

Before you can post data to the PennDOT server, the Credentials Required window requests verification:

Identify

Use the Identify option to list features in a specific region of the map and select them for data entry.

The customized screen is specially designed and color coded for fast data entry.

Three panes display the map, the identify list and the data entry fields at the same time.

After you have identified the features, you also can add them to your Work List, if needed, to access them

at a later time.


Tap Identify to begin the process.

Identify Opening Screen

Display the section of the map for which you want to identify features and enter data. For best results, use

an enlarged view (fewer features).

The opening Identify screen displays the current map view in the left plane:

Tap and drag a rectangle to mark the specific area of features to identify. Note that you can use the zoom

options to change the map view before you draw the rectangle.




As you draw the rectangle, the area you define is highlighted:

After you complete the rectangle, the center pane lists all the features identified in the rectangle:

Resize Panes

To change the width of the panes, hover the stylus over the dividing lines until an arrow appears. Tap and

drag the borders left or right to resize the panes.

Tap Edit Attributes to display to the data entry screen for the feature in the right pane.

View Attributes

Tap View Attributes to display the attributes screen for the feature in the left pane (instead of the

map). This option can be helpful if you need to view information for a similar feature while

entering data.

Copy / Paste

Tap Copy to copy the attributes entered for the current feature. The information remains in

memory. Tap Paste to insert the copied data into a selected feature’s fields.

Make Private

Tap this option to make all the features on the list “Private.” This action changes the Is Private field

to “Yes.” Data collection is not required for private roads and bridges.




Identify Data Entry Screen

To open the data entry screen for any feature in the list, tap its arrow to access the Selection menu.

Tap Edit Attributes.

The data entry fields for the feature appear in the right pane:

Use the scroll bar to view all the fields.

This important screen is used to collect data for features. You must be complete all the fields and tap

Finish to save your entry.

Refer to Data Collection Basics for full instructions on using the data collection pane.




View Attributes

You can view attributes for the current feature or for another feature while entering data

Select a feature in the list. Tap its arrow to access the Selection menu.

Tap Edit Attributes.

Tap the Attributes tab in the left pane to display the data entered for the selected feature.

Use the scroll bars to view all fields.

Tap the Map tab to return to the map view.

NOTE: To return to data entry, simply tap the right pane. You can view attributes for any feature while

entering data for another. Be sure to keep track of the feature you are editing when using this option.




Copy / Paste Attributes

When collecting data for similar features, such as culverts located on the same roadway segment, use the

convenient copy and paste options.

You can select the range of data to copy. The attributes you copy remain in memory during your session

and can be pasted in the data fields for one or more other features.

Copy Attributes

Select a feature in the list. Tap its arrow to access the Selection menu.

Tap Copy. A selection window shows all fields that can be copied:

Tap a checkbox to copy the data entered for the current feature.

Tap Select All to copy all data fields in the list.

Tap OK to save the data for the current feature in memory.

Paste Attributes

Select a feature in the list.

Tap its arrow to access the Selection menu.

Tap Paste.

Its data entry screen will open in the right pane.

The information stored in memory will appear in the data fields.

Use the Measure option to measure features on the map display. ‘


Tap Measure to begin the process.

Tap this option to measure a linear distance on the map.

Measure Length

To measure one or more lengths on the map, tap the Length button on the Measure Menu. ArcGIS

calculates the distance in metric or U.S. units along a linear path.

Tap the map at the starting point you wish to measure. Drag the stylus in the direction you wish to

measure. As you move the stylus, a yellow line shows the length:

After reaching the end point, tap the map. The length of the segment you defined is displayed in the lower

left corner of the window:

To continue measuring length, tap the end point and drag the stylus to another end point. The additional

length is added as you draw additional lines.

To change the unit of measure, tap the Display In arrow in the lower right corner. Tap the desired

measurement unit.




To reset the length measurement, tap Menu. Tap Start Over to clear the lines and start a new

measurement.

Measure Area

To measure an area of any shape, tap the Area button on the Measure Menu. ArcGIS calculates the

shape’s perimeter and area in square meters.

Tap the map at the starting point you wish to measure. Tap the stylus at the end point of the first side to

start defining the area.

Tap the stylus at the end of the second side. The area you define is highlighted in orange.

Continue tapping at each perimeter point to define the area.

As you define the area, ArcGIS calculates and displays the total perimeter length and area in the lower left

corner.

Data Collection Basics

Specially designed data entry screens for roads or bridges display fields of information you need to collect.

Although different fields of data are collected for roads and bridges, all data entry screens operate in the

same manner.

Full details for each data field are provided in Bridge Attributes and Road Attributes.

Select the Edit Attributes option by tapping the arrow for any feature on a list (Identify Results, Manage

Edits, Search Results, etc.).

Two types of screens are available for entry of data:

Identify Screen

Use the Identify option to locate and list roads and bridges in a combination screen that displays

the map, the features list and the data entry fields at the same time. When you select a feature

from the results lists, the data entry screen appears in the right hand pane. This version of the

entry screen is specially designed for the Local Roads and Bridges project.




Standard Data Entry Screen

The standard data entry screen available from Collect N, Work List, Search Results, and Manage Edits displays only the results list and data entry fields, without the map.

Completing the Data Fields

You can complete the fields in any order.

To complete the fields, tap the arrow on the right side of the field.

IMPORTANT: You must complete all the data fields and tap OK to save your work. Do not tap Cancel or

exit the current screen or your work will not be saved.

Required Fields

Required fields appear in red. When you enter data in a required field, it turns green to indicate that it is

complete.

All required fields must be entered before you can complete data entry.

If you attempt to save the entry (OK), the system prompts you if required fields must be completed before

exiting the screen.

In some cases, “conditional” fields may be required. For example, if you indicate that a bridge is posted for

a weight limit, the weight limit will become a required entry.




Selection Fields

Most fields on the data entry screens are selection fields:

Only a limited number of entries are acceptable.

Each option appears in a separate box.

Tap the desired selection box to complete the field. Use the scroll bar to display additional selection, if

needed.

Text Fields

If a field requires typing of letters or numerals, a keyboard or number pad appears.

Use the stylus to type the information in the field.

Tap OK when your data entry is complete.




Entering Additional Data

After you have used the Identify feature to locate and enter data for a majority of roads and bridges, you

may need to access the data entry screen to change an entry or add additional information. You also may

need to “collect” a new feature that was not identified.

To open the Edit Attributes from various windows, follow the instructions below.

Using the Work List

To open the data collection window for a feature on your Work List:

1. Tap the Tasks button from any project or map window.

2. Tap View Work List. The list of features on your list appears in the left pane.

3. Tap a feature to select it.

4. Tap the arrow button to display the Feature menu.

5. Tap Edit Attributes.

Using the Manage Edits Option

To open the last saved version of the data collection window using the Manage Edits option:


2. Tap Manage Edits. A list of local updates appears.

3. Tap the View Updates button. The list of recent updates appears in the left pane.

4. Tap a feature to select it.

5. Tap the arrow button to display the menu.

6. Tap Edit Attributes.

Using the Collect Features Option

To open the data collection window using the Tasks menu:


2. Tap the Collect Features option. The Collect Features type window appears.

3. Tap the N (red dot or line) to begin collecting bridge or road data. The Collect Features selection

window appears.

4. Tap the Edit Attributes button.




Inserting New Photos

If a field requires insertion of a photograph, a picture selection screen appears:

1. Tap Take New Picture to activate the camera.

2. Aim the viewfinder at the subject to position the photo.

3. Tap OK. The picture will display in full‐size in the window.

4. Verify that the photo is correct. To select a different picture, tap Remove Current Picture and repeat

the process.




Attaching Saved Photos

To browse and attach a saved photograph:

1. Tap Browse for Picture. The Browse for Photo window will appear:

2. Select the Folder. The Xplore unit automatically saves photos in the default Picture folder. To change

the folder, tap the down arrow. Locate and tap the folder where your picture is stored.

3. In the thumbnail display, use the scrollbar to locate the photo you wish to attach. By default, photos

are identified with date/time stamps.

4. Tap the thumbnail to select the photo.

5. Tap OK. The picture will display in full‐size in the window.

6. Verify that the photo is correct. To select a different picture, tap Browse for Picture to return to the

Browse for Photo window.

7. Tap OK to insert the selected picture.

8. After the correct picture is displayed, tap OK.




Bridge Attributes (Data Collection Fields)

The Bridge ID is a unique 14‐digit number used to identify the bridge in the PennDOT database. It

generates automatically during map set‐up from the county number, municipality number and the road

number. The third digit, inspection type code, is always “7” for bridges:
