According to Enertis, international firm specialized in providing consul- tancy, technical assessment and engineering services for solar proj- ects, the South African solar market has grown into a mature industry able to create much needed energy gener- ation capacity, local employment and a competitive renewable energy envi- ronment, attracting investment from major international players. Recently the DoE has taken a stand to face the energy supply crisis and boosted the allocation of RE proj- ects. When talking about Solar PV alone, Enertis highlights that if rounds 1 to 3 resulted in the allocation of 1,484MW, only in round 4 some addi- tional 813MW have been selected. On top of that an accelerated, or expedited, round has been announced which will secure further 1,800 MW from various technologies ahead of the next-to-come round 5. The evolution of the REIPPP has followed a path where projects select- ed have grown in size (75 MW proj- ects are now the norm whereas almost 50% of the projects in Round 1 were comprised between 5 and 20 MW) and become very competitive in terms of price and local content. Round 4 prices have reached some of the lowest levels hitherto seen worldwide, and local content values are in average higher than 64%. Just as Enertis did three years ago, international PV modules manu- facturers also moved to South Africa recognizing the potential of the mar- ket. ARTsolar, Jinko Solar, ILB Helios and JA Solar have opened (or are about to) their doors recently. French Tenesol were already established in Cape Town to be later acquired by American Sunpower, with plans of increasing their production capacity in 2015. Claimed annual production capacities of these manufacturers vary from 80 to 160MW in most of the cases, so total combined capacity may still be far from the 813MW – not to forget this figure is only nominal power - necessary for Round 4 unless further expansions are made. Preferred bidders have committed to local content values which would hardly be met if not using local manu- factured modules. role in the REIPPP Round 4 in

Recent allocations from theDepartment of Energy havemade South Africa become

one of the most dynamic marketsworldwide, and local modules areexpected to play a key role in itsdevelopment.

According to Enertis, internationalfirm specialized in providing consul-tancy, technical assessment andengineering services for solar proj-ects, the South African solar markethas grown into a mature industry ableto create much needed energy gener-ation capacity, local employment anda competitive renewable energy envi-ronment, attracting investment frommajor international players.

Recently the DoE has taken astand to face the energy supply crisisand boosted the allocation of RE proj-ects. ment cost will have to decrease dra-matically, putting local manufacturers ina difficult position. It might be hard tomeet market needs considering thecurrent production costs, especiallywhen some of the local manufacturersare still in the ramp-up process.

In Enertis’ opinion, the future per-formance of the PV plants operatingacross South Africa depends on sever-al factors – adequate planning andengineering, correct construction andoperation of the assets, good selectionof equipment - but one of the most crit-ical components, if not the most, is stillthe PV modules. It is absolutely essen-tial for the success of a project that thePV panels are correctly selected,inspected, installed and monitored dur-ing the whole life of the plants. Theinterests of every part involved in aproject, whether it is the bank, thedeveloper, the EPC contractor or theoperator, are in the same boat when itcomes to module performance. Shoulda major problem occur with the mod-ules performance, none of those par-ties will meet their targets and econom-ic losses will be difficult to minimize.

The PV modules technology is wellproven and experience in other mar-kets makes things easier now. Wellknown and recognized manufacturershave moved to South Africa bringing asignificant amount of know-how andtransfer of skills. However, entire facto-ries are being built, dozens of complexpieces of equipment installed, hun-dreds of people trained, and qualitycontrol systems and practices put inplace. To cap it all, the timelines, pro-duction and price levels demanded bythe local industry these days do notmake it any easier for local manufac-turers to achieve maximum qualitystandards.

As it happens in other more maturemanufacturing markets such as China,it is essential to perform a thorough duediligence when purchasing PV panels.An adequate quality control of the mod-ules supply during manufacturing isshowing great results in major markets,as it reduces greatly the risks duringthe entire life of the plant.

Vendor qualification, contract nego-tiation – introducing adequate criteriafor acceptance and rejection of lots -factory auditing prior to and during con-struction, as well as contrast verifica-tion testing of samples in an independ-ent laboratory are the main steps to betaken for carrying out a quality controlthat can help to maximize the project

return and profitability.As local manufacturers go through

this process the result is an improve-ment of the quality of the product, asthey are pushed to improve their sys-tems and correct any production defi-ciencies. Not only the major developersare benefited from this improvementbut also small scale and embeddedgeneration users.

Enertis is a pioneering company indefining quality assurance programsfor photovoltaic projects. Since 2007,the company has advised clients onacquisitions of modules totalizing over600 MW and has tested more than 16000 modules from over 40 differentmanufacturers in its conventional andmobile laboratories.

The company, which has a perma-nent technical team in South Africa,conducts module testing in its laborato-ry in Port Elizabeth – Flash-test, Elec-troluminescence or Electrical Insula-tion, among others -, manufacturingaudits at the PV module factories, test-ing services directly at the plants andadvice in PV panels supply contractnegotiation.

Enertis is currently performing Fac-tory inspections and independent Qual-ity Control testing in South Africa withinthe Round 3 Sonnedix-Mulilo Prieskaproject, and providing laboratory andon-site testing services to a number ofmajor developers and EPC contractorsinvolved in Rounds 1 and 2, as well asto other installers involved in therooftop market.

Taking place from 28-30th Septem-ber at the Mount Nelson Hotel in CapeTown, this closed forum welcomedthose responding to the recent gas topower procurement programme RFIand is held with the full support of theDepartment of Energy’s IPP Office.

Launch of

Oxfam’s

discussion

paper

Oxfam launched a discussionpaper in Cape Town on 31July 2015 titled: “Is South

Africa operating in a safe and justspace?”

The discussion paper bringstogether the two challenges of devel-opment and environmental sustain-ability, based on the concept of plan-etary and social boundaries. Thepaper is relevant in South Africa asthe country faces the challenge ofcharting an inclusive and sustainabledevelopment pathway towards 2030,and beyond to 2050. South Africa isparticularly challenged by extremeinequality and the legacy ofapartheid which gives even greaterurgency to addressing developmentin an inclusive way. As one of themost water scarce and carbon inten-sive countries in the world, sustain-ability is a growing concern.

The paper applies the doughnutframework with indicators to keyattributes, such as access to water,energy and food security, providingan analysis of which have been met,underachieved or overstepped.

South Africa has already had oversix years of constrained electric-ity supply and has probably

another ten to go. It is also a countryblessed with natural resources andthese must be factored into future ener-gy plans to arrive at an optimal mix oftechnologies that will drive SouthAfrica’s growth path out of the currentconstrained outlook. One of the naturalresources at the disposal of the energyplanners is coal, a fossil fuel with aproud history but troubled outlook.Then there are promises of gasreserves and options to import gas andliquid fuels from foreign shores. Is therea future for fossil fuels in South Africa inthe context of electricity constraints,global climate change agreements,economic stagnation and environmen-tal impacts? The Fossil Fuel Founda-tion (FFF) will host a conference on 8October, dedicated to addressing thisquestion by bringing together expertsfrom diverse fields and focussing themon one key question – what is thefuture for fossil fuels in South Africa?

There are expectations for somesort of global agreement on green-house gas emissions reductions at theUnited Nations COP 21 meeting inParis in late 2015. South Africa is cur-rently determining its own contributionto the global reductions, in the form ofits Intended Nationally DeterminedContribution (INDC), for submission inearly October 2015. At this stage thedraft proposal is one in which SouthAfrica would commit to emissions ofabout 400 million tonnes in 2050,against a Business as Usual amount of1 600 million tonnes. This will clearlyput pressures on the medium and longterm use of coal, oil and gas.

Asecond independent study bythe Council for Scientific andIndustrial Research (CSIR)

found that renewable energy fromSouth Africa’s first wind and solar (pho-tovoltaic) projects created R4 billionmore financial benefits to the countrythan they cost during the first sixmonths of 2015.

The study is an update andcontinuation of an initial study that waspublished in January this year, whichcovered the calendar year 2014. Thebenefits earned were two-fold.

The first benefit, derived from dieseland coal fuel cost savings, is pinned atR3.6 billion. This is because 2.0 TWh(terawatt-hours) of wind and solar ener-gy replaced the electricity that wouldhave otherwise been generated fromdiesel and coal (1.5 TWh from diesel-fired open-cycled gas turbines and 0.5TWh from coal power stations).

The second benefit is the saving ofR4.6 billion to the economy derivedfrom 203 hours of so-called ‘unservedenergy’ that were avoided thanks to thecontribution of the wind and solar proj-ects. During these hours the supply sit-uation was so tight that some cus-tomers’ energy supply would have hadto be curtailed (‘unserved’) if it had notbeen for the renewables. The avoid-ance of unserved energy cumulatedinto the effect that during 15 days fromJanuary to June 2015 load sheddingwas avoided entirely, delayed, or ahigher stage of load shedding prevent-ed thanks to the contribution of thewind and PV projects.

These direct cash savings on fuelspending to Eskom and the macroeco-nomic benefits of having avoided‘unserved energy’ are countered by thetariff payments to the independentpower producers of the first wind andphotovoltaic (PV) projects. Theyamounted to R4.3 billion from Januaryto June 2015. Therefore, renewablescontributed a total net benefit of R4 bil-lion (or R2 per kWh of renewable ener-gy) to the economy.

As for wind alone, these projectswere cash positive for Eskom to thetune of R300 million; saving R1.5 billionin fuel payments while costing onlyR1.2 billion in tariff payments to IPPs.

Dr Tobias Bischof-Niemz, whoheads up the CSIR’s Energy Centre,explains: ‘The study was based onactual hourly production data for thedifferent supply categories of the SouthAfrican power system (e.g. coal, diesel,wind, PV). We’ve developed a method-ology at the CSIR Energy Centre todetermine whether at any given hour ofthe year, renewables have replacedcoal or diesel generators, or whetherthey have even prevented so-called‘unserved energy’‘

This CSIR methodology was fedwith cost assumptions from publiclyavailable sources, such as Eskom’s2015 financial results for coal anddiesel costs, or the Department ofEnergy’s publications on the averagetariffs of the first renewables projects,or the Integrated Resource Plan on thecost of unserved energy.

Because the study is an ‘outside-in’analysis of the system operations, con-

servative assumptions for the systemeffects and for the costs of coal werechosen. The actual cost savings thatrenewable energy sources brought dur-ing the first six months of 2015 aretherefore presumably higher thanshown by the study.

‘Our study shows that in the first sixmonths of 2015, the trend that startedin 2014 continued and speeded up, andthat renewable energy provided a hugenet financial benefit to the country.Without the solar and wind projects, wewould have spent significant additionalamounts on diesel, and energy wouldhave had to be ‘unserved’ during morethan 200 additional hours from Januaryto June 2015,’ Bischof-Niemz says.

‘What is more, the cost per kWh ofrenewable energy for new projects isnow close to 80c for solar PV andbetween 60c - 70c for wind projects.That will keep the net financial benefitsof new renewables positive, even in afuture with a less constrained powersystem,’ he says. The CSIR will contin-ue to monitor the fuel-saving and secu-rity-of-supply benefits of renewableenergy. More information and theresults of this study can be obtained atthe CSIR website.

Aworkshop was held in Pretoriaon 1 July 2015, to explore vari-ous ad-vanced manufacturing-

related research, development andinnovation (RDI) project opportunitiesopen to South African industry andresearchers.

FACTORIES OF THE FUTURE The Factories of the Future Public-Pri-vate Partnership (PPP) initiative aimsat helping the European Union (EU)manufacturing enterprises, in particularSMEs, to adapt to global competitivepressures by developing the necessarykey enabling technologies across abroad range of sectors. It will help tomeet increasing global consumerdemand for greener, more customisedand higher quality products through thenecessary transition to a demand-driv-en industry with less waste and a betteruse of resources.

The initiative concentrates onincreasing the technological basis ofmanufacturing through the develop-ment and integration of enabling tech-nologies, such as innovative technolo-gies for adaptable machines, ICT formanufacturing, and novel industrialhandling of advanced materials.

Specific R&D objectives are:• high-tech manufacturing process-

es, including 3D printing, nano- andmicroscale structuring;

• adaptive and smart manufacturingequipment and systems, includingmechatronics, robotics, photonics;

• resource-efficient factory design,and data management forincreased production performance;

• collaborative and mobile enterpris-es, networked factories linkingdynamically supply chains to localproduction;

• human-centred manufacturing:designing the workplaces of thefuture; and

• customer-focused manufacturing:linking products and processes toinnovative services.

INTELLIGENT MANUFACTURINGSYSTEMS The Intelligent Manufacturing Systems(IMS) Programme was conceptualisedin 1980 and formalised in 1995 by sev-eral industrialised nations (Australia,Canada, Japan, Switzerland and theUnited States) and the European Union(EU) to find a way for manufacturers tocooperate in the emerging global para-digm where design, sub-assembly,assembly and consumers are highlydistributed. • Key Technologies: The focus is todevelop high-impact technologiesfor the next generation of manufac-turing including the model-basedenterprise, nanotechnology, addi-tive manufacturing, smart materialsand innovative process and produc-tion technologies.

• Standards and Interoperability: Thisplatform focuses on manufacturingresearch issues that can benefitfrom standardisation to create openmanufacturing and product stan-dards that are accessible to every-one and enhance innovation global-ly.

• Education: Educational and voca-tional training programs aredesigned for the emerging informa-tion-based knowledge worker envi-ronment, contributing to a holisticand comprehensive vision of manu-facturing education and vocationaltraining.

holders across Africa anticipate abrighter and different outlook for thesector in the decade ahead, accordingto a new report from PwC. Fifty onesenior power and utility sector execu-tives from 15 African countries took partin PwC’s Africa power & utilities survey.They report continued concern aboutsome of the immediate risks to thepower system, but are also optimisticabout the longer term prospects forelectricity in Africa.

Two thirds (67%) of those we inter-viewed cited ageing or badly main-tained infrastructure as a high or veryhigh concern. Encouragingly, many feltthis situation would improve, with only39 per cent predicting that it would be asimilarly high or very high concern infive years’ time. And looking ahead to2025, they anticipate definite stepchanges in a number of key issues:• An overwhelming majority (96%)

say there is a medium or high prob-ability that load shedding will be theexception rather than the norm by2025.

• Indeed, nearly three quarters (72%)are confident enough to rate thatscenario as a high probability.

• 94% say there is a medium or highprobability that, by 2025, the chal-lenge of finding a market designthat can balance investment, afford-ability and access issues will have

been largely solved.• 70% expect cross border electricity

flows to be significant by 2025,accounting for a third or more ofelectricity generated.

Angeli Hoekstra, Africa Power &Utility Leader, PwC, said:

There is much to be optimisticabout and the results point the wayto improvements ahead. But securi-ty of electricity supply and costreflective tariffs continue to be thenumber one challenges. Until theyare resolved, power systems willremain stretched, as investments inthe power sector will be limited.Addressing cost reflective tariffswhile ensuring social equity is a keychallenge.

The survey also highlights the ener-gy transformation that is taking place,as the market vision for the future willbe a mixture of large scale centralisedgeneration and local mini grid and off-grid distributed generation according tothe fast majority of survey participants(83%).

This is supported by that seventyper cent of the survey respondentsbelieve there is a medium to high prob-ability that advances and cost reduc-tions in green renewable off-grid tech-nology will deliver an exponentialincrease in rural electrification levels by2025.

And there is consensus that powercompanies will need to change their

business models to respond to energytransformation. Eighty eight per centexpect that future power utility businessmodels will be transformed by 2030with a quarter of them saying they willbe unrecognisable from those operat-ing today.

Overall, activity in the oil & gasindustry across the African con-tinent has slowed in the wake of

the declining oil price in late 2014.‘While the oil price has caused activityto drop, it has also served as a wake-up call to many African governments,which are working hard to passfavourable oil & gas legislation in orderto attract investment into the sector,’says Chris Bredenhann, PwC Africa Oil& Gas Advisory Leader. Countries suchas Kenya, South Africa and Tanzaniahave been taking a serious look at leg-islation currently in place with a view tomaking it more investor-friendly.

PwC’s ‘Africa oil & gas review,2015’ analyses what has happened inthe last 12 months in the oil & gasindustry within the major and emergingAfrican markets. As oil prices declinedin 2014, the industry response hasbeen far-reaching with significantreduction in headcount and other costcutting measures. Capital budgetshave also been cut, and frontier explo-ration activity has decreased. ‘Whileresponse to such a drastic decline isnecessary, we have seen the most suc-cessful organisations are taking time tore-set, re-strategize and plan for theupturn in prices, which will inevitablycome. Africa should be no exception asmany of the frontier exploration playslie on the continent,’ adds Chris Bre-denhann.

As at the end of 2014, Africa hasproven natural gas reserves of justunder 500 trillion cubic feet (Tcf) with90% of the continent’s annual naturalgas production still coming from Nige-ria, Libya, Algeria and Egypt.

GROWTH AND DEVELOPMENTThe main challenges identified byorganisations in the oil & gas industryhave remained largely unchanged withthe top three issues of uncertain regu-latory framework, corruption and poorphysical infrastructure also identified asthe biggest challenges in 2014. Uncer-tain regulatory frameworks remain aconcern across the industry, with over80% of Tanzanian respondents regard-ing regulatory uncertainty as the topchallenge facing the business. Othercountries where respondents cited con-cern about regulatory uncertaintyinclude Nigeria, Kenya and Angola.

The inadequacy of basic infrastruc-ture ranked much higher in the currentreview than in 2013. Areas in whichinfrastructure remains limited are likelyto see the development of existing dis-coveries stalled unless there is adomestic need for the resource.

Organisations identified the price ofoil and natural gas as the most signifi-cant factor that would affect their com-panies’ businesses over the next threeyears. ‘This is not surprising given thecurrent uncertainty around the market,’

says Chris Brendenhann. He adds:‘Fortunately industry players are look-ing beyond current prices when plan-ning for the longer term.’ The results ofthe report show that a high 90% ofrespondents expect the oil price toincrease gradually over the next threeyears.

People skills and skills retention israted the second most likely factor toimpact business over the next threeyears. Community/social activism,instability and unstoppable politicalevents, ranked fourth, are a noteworthyconcern in the oil & gas industry.Organisations from South Africa,Mozambique, Nigeria and Kenya, inparticular, expected community/socialactivism/instability and unstoppablepolitical events to have a significantimpact on their business.

Asset management and optimisa-tion also remains a top strategic focusarea for oil & gas companies over thenext three years.

FINANCING AND INVESTINGAfter a rush of bidding rounds in 2014,2015 and 2016 appear to be compara-tively quiet with only a handful of bid-ding rounds expected. This is partlydue to the flurry of bidding rounds in theprevious couple of years and a consol-idation of these agreements togetherwith the lower oil price and lower inter-est to invest.

While it seems that the temporarymeltdown is receding, African govern-ments have shifted into gear to promul-gate and ratify oil & gas regulations thatare intended to encourage the moneti-sation of assets, while doing away withpolicy uncertainties.

Although merger and acquisition(M&A) activity was low in 2014/15,around one-fifth of respondents havebeen targeted, and a third of respon-dents has targeted or intends targetingcompanies for acquisition. This sug-gests that an increase in M&A activitycan be expected in the near future.

Forty-one percent of E&P compa-nies said that they would be investingin the development of drilling or explo-ration programmes, which is signifi-cantly lower than in 2014 when 70%reported this as a key strategic focus.

COMBATTING FRAUD ANDCORRUPTIONOver 98% of organisations indicatedthat they have an anti-fraud and anti-corruption programme in place – ofthese, more than 60% believe that theprogramme is very effective at prevent-ing and/or detecting fraud. Only 8% ofrespondents indicated that they did nothave a compliance programme.

Over 43% of respondents indicatedthat fraud and corruption would have asevere effect on their businesses. Gov-ernment officials continue to be impli-cated in a number of fraudulent activi-ties across the continent. Recentresearch conducted by PwC showsthat bribery and procurement fraudremain some of the top types of eco-nomic crimes in the broader energy,mining and utilities sectors. Despitepervasive fraud, some governmentsaround the continent have made signif-icant efforts to increase transparency inthe industry.

SUSTAINABILITYUnder the current economic climate, oil& gas companies are looking toincreasing production potential throughimproving efficiencies and operationalexcellence. In addition, they are alsolooking towards exploration and findingnew resources as an alternative forsustainability. A vast majority of respon-dents (71%) reported that they will belooking at formal cost reduction meas-ures in the next three years. In as muchas businesses are considering othermeasures to ensure their sustainabilityover and above monetising naturalresources, they are also expecting the

commodity price to increase in thefuture. And despite development inrenewable and alternative sources ofenergy across Africa, respondents donot expect demand for these to have asignificant impact on oil & gas busi-nesses over the next three years.

REGULATORY FRAMEWORKThe presence of an uncertain regulato-ry framework is one of the biggestissues in developing the oil & gas busi-ness in Africa. South Africa’s uncertainregulatory framework for the oil & gasindustry is mainly due to unclear andoverlapping mandates between theGovernment and state-owned compa-nies. Furthermore, the enforcement ofthe Minerals and Petroleum ResourcesDevelopment Act (MPRDA) has raiseda number of compliance challenges inthe industry, primarily resulting fromnew requirements directly introducedby the Act.

FIT FOR $50Organisations expect the Brent crudeprice spread to shift up over the three-year period, although, if it remains with-in a US$30 band, it will be reasonablyconsistent. A high 93% of respondentsexpect a price range of US$50 – 80 in2015; 90% of the respondents expect aprice range of US$60 – 90 in 2016; and87% of the respondents expect a pricerange of US$60 – 90 in 2017.

The volatility and, in particular, lowoil price have been highlighted as themost important factors affecting theindustry, with more than 50% of E&Pand non E&P companies expectingprice fluctuations to have a high or verysevere impact on their businesses.

Respondents are also uncertainabout what to expect withacreage/licence acquisition costs. Justover a third (36%) believes acreagecosts will increase, especially in Kenyaand Mozambique. Respondents indeveloped markets such as Nigeriaand Angola expect acreage costs todecrease as potential reserves valua-tions are affected by the oil price. Fur-thermore, the results of the surveyshow that there is an expectation thatthe competitive landscape is likely toundergo change, with more than 50%of respondents sharing this view.

‘The oil price decline, skills short-ages and uncertain regulatory frame-works have put the oil & gas industryon the African continent in dire straits.The combined effect of these chal-lenges places an increased burden on

exploration activity and economiesheavily reliant on oil & gas revenue,which may have far-reaching socio-economic impacts as a result.’

‘With activity reduced, this is anideal time for companies to address thechallenges related to doing business inAfrica. Strategic planning is required forcontinued, profitable presence on thecontinent. The players that emergewhen the oil price rebounds are goingto be agile engines that are ready totake on the market,’ concludes ChrisBredenhann.

ecosur afrique, the leading carbonfinance group in Africa, Investisseurs &Partenaires (I&P), an impact invest-ment fund dedicated to small and medi-um size enterprises in Sub-SaharanAfrica and Volta cars Rental Services(VRS), a car leasing company operat-ing in West Africa, announced in mid -June the first ever carbon credits trans-action involving a Seller and a Buyerfrom West Africa.

The transaction, which has beenstructured by ecosur afrique, allowsVRS customers to offset the CO2 emis-sions of vehicles leased in Ghana, Côted’Ivoire and Senegal. Thomas Crand,the co-founder of VRS, states: ‘Wedevelop a strong environmental strate-gy; CO2 emissions are at the heart ofour concerns and we are pleased tooffer our customers the option to offsettheir carbon footprint. Today’s transac-tion is pioneering and a unique choice,which distinguishes us on the WestAfrican market. We hope it will becomestandard in our sector. ‘VRS will aggre-gate the offset demand of customerstaking part in the ‘carbon neutral’ pro-gram each quarter and for the wholefleet concerned. The carbon credit pur-chases will be made with same perio-dicity.

The carbon credits, or emissionreductions, which are at base of the off-set transaction, are generated from thedissemination of energy efficient cookstoves in Côte d’Ivoire. The cookstoves are distributed as part of the‘Soutra Fourneau’ programme financedand operated by ecosur afrique. Theyallow us to reduce charcoal consump-tion of small entrepreneurial users suchas restaurants or canteens. The use ofcharcoal and firewood for cooking pur-

poses remains a major source of CO2

emissions and deforestation in WestAfrica. Beyond the environmentalaspect, the benefits are numerous:redistribution of purchasing power toconsumers, decrease of noxiousfumes, and reduction of meal prepara-tion time by half.

Fabrice Le Sache, CEO of ecosurafrique explains the background of thispioneering transaction: ‘The exchangeof carbon credits involves traditionallytheir transfer from developing countriesto industrialized countries. We are con-vinced that the future of the market liesin part in the development of the South/ South transactions, particularly withinAfrica. We have been working for sev-eral years on our carbon credit offer in

order to create sufficient liquidity allow-ing the emergence of such a market.With over 40 projects in 17 countries,we now have the largest portfolio ofAfrican carbon credits in terms of vol-ume and diversity. We must nowincrease and expand the demand; Sim-ilar CO2 offset transactions are undernegotiation with African hotel chains,carriers and agribusinesses.’

The Eranove Group, a major pan-African player in the electricityand water sectors, signed a 30-

year concession agreement in Junewith the government of the Republic ofMali through its subsidiary KeniéEnergie Renouvelable. Under theagreement, which is effective from thedate of signing, the Group will finance,develop, build and operate the Keniéhydro-electric dam located in Baguiné-da on the Niger River, 35 km east ofBamako. The signing ceremony tookplace in the presence of the Minister ofEconomy and Finance, Mamadou Diar-ra, the Minister of Energy and Water,Mamadou Frankaly Keïta, and the Min-ister of Investment Promotion and Pri-vate Sector, Mamadou Gaoussou Diar-ra.

This agreement represents animportant step forward for the EranoveGroup. The Group’s managing duo ofVincent Le Guennou, Co-CEO ofEmerging Capital Partners (ECP) andChairman of the Board of Directors ofthe Eranove Group, and Marc Albérola,CEO of the Eranove Group, made thetrip to Bamako in Mali, specifically toget the project up and running.

The signing of the concessionagreement is likewise an importantmove for the Republic of Mali. Accord-ing to World Bank estimates, the coun-try’s current installed power capacity ofapproximately 414 MW (1) covers onlyhalf of potential demand. The Keniéhydro-electric facility, with its installedcapacity of 42 MW, will help Malirespond to this energy challenge. Initialsimulations suggest that the Kenié damcould produce around 175 GWh, whichis equivalent to the average annualconsumption of 175 000 households(2). What is more, the structure willenable Mali to make better use of itshydro-electric potential and thus

reduce its dependence on importedhydrocarbons.

With an estimated potential of400,000 MW (3), ‘hydro-electric poweris one renewable energy source that isin abundant supply in Africa. As part ofthe regional integration of power trans-mission networks, hydro-electricity canplay a key role in increasing powergeneration capacity. And we mustn’tforget micro and pico hydro-electricityeither. These small hydro-electric facili-ties can supply power to villages orgroups of villages in remote areas faraway from interconnected transmissionsystems. Hydro-electricity is a renew-able and competitive source of powerin terms of production costs, and couldeven play a role in the financial balanc-ing of power sectors and in meetingdemand. This would prove hugely ben-

eficial both for local populations and forregional industrial development,’assesses Marc Albérola, CEO of theEranove Group.

The signing of the concessionagreement comes after several yearsof cooperation between the Republic ofMali’s Ministry of Energy and Waterand IFC InfraVentures. IFC is a mem-ber of the World Bank Group and is thelargest global development institutionfocused exclusively on the private sec-tor in developing countries. Workingtogether, these institutions conductedpreliminary feasibility studies followedby an international call for tenders,which resulted in the selection of theEranove Group as a strategic partner.The agreement of 18 June 2015 is asignificant milestone in the implemen-tation of the project, as the financing of

the project – estimated at EUR 110 mil-lion – can now get under way. Accord-ing to the current project schedule, con-struction is due to begin in 2016 andthe dam would be put into operation in2020. The dam will then be operatedunder a concession agreement byKenié Energie Renouvelable, a newsubsidiary of the Eranove Group,whose shareholders will also includeIFC InfraVentures.

Supported by Emerging CapitalPartners (ECP), a pan-African leader inprivate equity investment that hasraised over USD 2.5 billion in assets forthe continent, the Eranove Group isembarking on a new stage in its pan-African development.

In addition to its operations in Mali,the Eranove Group already has a his-toric presence in Senegal, throughwater distribution company SDE, and inCôte d’Ivoire, via electricity companiesCIE and CIPREL, water distributioncompany SODECI and AWALE.

Operating over 1 100 MW of powergeneration facilities in Côte d’Ivoire, theEranove Group currently accounts fornearly 70% of the country’s installedcapacity and invests in a number ofprojects. CIE mainly operates sixhydro-electric dams generating 604MW of power with high availabilityrates.

The Eranove Group has frontedand coordinated one of the biggestinfrastructure investments in Côted’Ivoire in recent years, in the form ofthe CIPREL power plant (EUR 343 mil-lion). After an initial phase, whichbegan in January 2014 (a 110 MW gasturbine), the second phase (a 110 MWsteam turbine) will be completed in late2015, creating a combined-cycle plant.

contract for a feasibility study

for the extension of the gas

pipeline network in West Africa

The Economic Community of West African States (ECOWAS) and interna-tional energy services company Penspen announced the completion ofcontract signing in February 2015 to enable a formal start to the Feasibili-

ty Study examining the current West African Gas Pipeline (WAGP) system per-formance and its possible future network extension to other ECOWAS states.

The work will look at how WAGP has performed since its completion in 2010and what measures need to be taken to optimise its operation. The work includesa technical and economic analysis of the extension of the pipeline conditions;market assessments will be made of possible ECOWAS countries to considerwhere network extension can be substantiated and estimates of the requiredinvestments will be made to quantify costs and benefits.

The study is planned to take 18 monthsand will include a number of validationworkshops to review progress and studyresults involving Experts from ECOWASmember states and sub-regional institu-tions.

The kick-off meeting was held in Abujawith experts from Penspen and a team ofECOWAS headed by Mr BayaornibeDabire, Director of Energy, ECOWASCommission who quoted in his openingremarks the importance of WAGP and theneed for its extension as an opportunity tomeet energy demand in the region.

Peter O’Sullivan, CEO of Penspensaid: ‘The signing of the contract for thissignificant study marks yet another occa-sion where the critical early phase abilitiesand experience of Penspen has beenrecognised by multi-nation clients. Thisstudy builds on our established work andreputation gained for other feasibility study work on major projects such as Kam-pala-Kigali, AGRI, TAPI and Trans Sahara’.

ECOWAS includes 15 member states covering an area of over five millionone hundred (5,1) square kilometers with an estimated population of about 300million inhabitants. WAGP at present runs from Nigeria to Benin, Togo andGhana a total distance of 678 km with 569km offshore.

An historic agreement to Build-Own-and Operate West Africa’sfirst utility-scale solar power

plant was signed on 10 July by Norwe-gian company Scatec Solar and itspartners, the Malian Ministry of Energyand Water and Electricité du Mali(EDM), the electricity utility of Mali. Tobe located near the ancient city ofSegou in South-East Mali, 240 kmsfrom Bamako, the 33 MW solar projectis being developed in partnership withIFC InfraVentures and the local devel-oper Africa Power 1.

Speaking on the occasion, theMalian Minister of Energy and Water,Mr. Mamadou Frankaly Keita said ‘Thislandmark agreement signals the Gov-ernment’s commitment to meet thenation’s growing energy demand and toprovide clean, renewable and afford-able energy to our people’.

The agreements include a PowerPurchase Agreement (PPA) betweenEDM and Segou Solaire SA, the localproject company controlled by ScatecSolar, for the delivery of solar powerover the next 25 years. The PPA withthe utility is complemented by a Con-cession Contract with the Governmentof Mali, granting license to SegouSolaire to operate.

With this PPA, Scatec strengthensits position as the leading, integratedsolar IPP (Independent Power Produc-er) in Africa. The Oslo-headquarteredcompany’s CEO Raymond Carlsensays ‘This project is another great mile-stone for Scatec Solar. After severalyears of development efforts in theregion, we can now move forward withthe first utility-scale solar plant in WestAfrica. The Malian Authorities havedemonstrated decisive will to tackle thenagging issue of power supply.’

Scatec Solar (‘SSO) will own 50percent of the power plant and WorldBank’s project development fund, IFCInfraVentures will hold 32.5 percent,while the local project developmentcompany, Africa Power 1, headed by DrIbrahim Togola, will hold 17.5 percent.Scatec Solar will construct the plant,and in addition provide operation andmaintenance services after the plant isconnected to the grid.

clean and affordable energy to a coun-try in dire need for more power genera-tion capacity to support further eco-nomic growth. The power generatedfrom the plant represents five percentof Mali’s total electricity consumption,equal to the electricity consumption of60,000 households.

During the construction phase, theproject will provide 200 local jobs. Aspart of Scatec’s corporate philosophy,special emphasis will be put on trans-ferring technical expertise to the localcommunity.

In an era of climate change con-cerns, the 33 MW Segou power plant isan important initiative to reduce carbonemissions by about 46 000 tons oncecompleted. Scatec Solar and EDM willjointly register the project with the Unit-ed Nations CDM (Clean DevelopmentMechanism) under Scatec Solar’s pro-gram for solar projects in Africa.

The project with a total cost of Euro52 million is to be financed through45% senior project finance debt. IFCInfraVentures will arrange the Debt fora total amount of Euro 23 million. Fur-ther, the project has already beengranted a concessional loan that willcover 30% of the Capex from ClimateInvestment Fund through the program‘Scaling Up Renewable energy in LowIncome Countries Program’ (SREP).The remaining 25% is provided asequity by the project partners. Financialclose is expected before the end of thisyear.

Addis Ababa for World

Assembly

At the World Energy Council Executive Assembly in Addis Ababa on26-29 October, discussions will focus on how Africa can grow andcreate development opportunities whilst also considering evolving

climate policies and new resilience challenges. Already more than 20 min-isters from Africa and beyond have confirmed their attendance, togetherwith some of the most influential business and policy figures in the globalenergy sector.

Discussions at the Assembly will include the challenge of how to getinvestors and politicians to work together to find ways of overcoming theobstacles that are preventing a flow of capital to Africa, and develop itsvast resources in areas such as hydropower, solar, oil and natural gas.

Christoph Frei, Secretary General World Energy Council, said: ‘With aresilient energy infrastructure, cross border co-operation and investmentthere are energy resources which could be exploited to the benefit ofAfrican prosperity. Critical success factors are the development of techni-cal and financial skills, the enabling of entrepreneurship and the commit-ment to robust and balanced policies and, in the World Energy Council’s‘Year of Africa’, we are calling for innovative approaches to deliverprogress.’

Hydropower offers real opportunities for providing electricity in Africawhere there is significant undeveloped potential with only an estimated9% of reported hydropower resources developed to date according to thelatest World Energy Council Hydropower Report. Africa is expected to bea major market for future hydropower activity – it offers the chance to bringmuch needed electricity supplies to regions where energy resources arescarce.

In particular, the markets of Ethiopia, Democratic Republic of Congo,Angola and Cameroon have significant undeveloped resources. RegionalAfrican co-operation bodies, including the Eastern Africa Power Pool, theWestern Africa Power Pool and the Southern Africa Power Pool have thepotential to drive further development of hydropower where domesticresources could be developed for export to neighbouring countries withstrong demand. However, cross-border issues have affected the progressof hydropower projects such as the 6000 MW hydroelectric project whichit was hoped would bring energy self-sufficiency to Ethiopia.

Christoph Frei said: ‘There are enormous energy resources in sub-Saharan Africa – 30% of the world’s energy commodities can be foundhere. But regional integration, market creation and development of longvalue chains will be essential to maximise their potential for the regionwhere regional co-operation is a key factor.

‘Despite good growth signals from a number of countries in the regionthere is still a lack of investment. In our World Energy Council ScenariosReport, we estimate that an investment of between $1.2 trillion and $1.4trillion is needed to meet the energy demands of the region by 2050.’

Dr Amos Madhlopa, Energy Research Centre, attended the Sustainable Ener-gy & Environmental Protection (SEEP) international conference, which tookplace on 11-14 August 2015 at University of the West Scotland in Scotland.

The conference attracted researchers and practitioners from different parts of theworld who presented papers on recent developments in this space.

Some highlights of the forum are as follows:

1. Energy planning• At present, there is more focus on supply of/demand for electricity than heat.• Use of electricity (high grade of energy) to provide low grade heat (such as hot

water for domestic applications) was criticized as a waste of exergy.• In many cases, efforts are made to determine the demand for electricity. How-

ever, there is limited information on the demand for heat.• Uptake of renewable energy should be investigated with a broader view, taking

into consideration the demand for both electricity and heat. • It is necessary to plan the energy mix holistically, taking into account the demand

for heat. This can assist in proper matching of energy supply and demand, andrealizing an effective national energy plan.

2. Combined heat and power (CHP) generation• Production of combined heat and electricity is cost effective. • There is limited installed capacity of CHP plants.• Significant attention has been given to waste-to-energy potential with limited

emphasis on waste energy-to-useful energy (e.g. what potential of waste heatexists?)

• Capturing waste heat from thermal power plants is a good strategy to promotesustainability.

3. Energy storage• Storage of heat is cheaper than that of electricity.• Cost of electricity storage (e.g. through batteries) may become competitive, with

increase in learning rate.

selection in the Cape Floral Regionthroughout time. I am investigatingthe economics of fuel selection inhunter-gatherer societies, and con-necting this with archaeologicalcharcoal records from sites in theCape Floral Region to better under-stand environmental change andimpact over time.

I am looking for fuel properties ofthe woody fynbos species in order tobuild my model of fuel selection.Specifically, I am in interested incaloric, ash, density, and moisturecontents, and time/temperaturecombustion profiles. OVERVIEW

With new discoveries of oil andgas in many parts of Africa,the continent has become

attractive to investors from all over theworld looking to partake in the opportu-nities of oil and gas on the continent -In 2013 alone, six of the top ten globaldiscoveries by size were made inAfrica, from proven oil reserve totalling130 billion barrels, Africa producednearly nine million barrels of crude oilper day (bbl/d) in 2013. Nearly 84% ofthis oil production came from Nigeria,Libya, Algeria, Egypt and Angola. Africahas proven natural gas reserves of 502trillion cubic feet (Tcf) with 90% of thecontinent’s annual natural gas produc-tion of 6.5Tcf coming from Nigeria,Libya, Algeria and Egypt. Africa as acontinent has nearly 70 years of naturalgas production available given currentproduction rates.

The challenges facing oil and gasoperations in Africa continue to bediverse and numerous issues, e. g.fraud, corruption, theft, limited infra-structure, protectionist governmentsand lack of skilled resources amongothers. Regulatory uncertainty anddelays in passing laws are severelyinhibiting sector development in manycountries around the continent. Somekey players have delayed or cancelledprojects until further clarity can beobtained in their respective territoriesas they simply cannot move forwardwith doubts given the long-term natureof the needed investments. Due to thenumber of challenges in the market,meticulous planning is vital to successon the continent.

Truly, for the oil and gas industry tomake headway in Africa, the industryneeds women skills to drive theprocesses that are challenging theindustry which should be used as abackbone for the industry. The goodnews is that some key players in the

industry have already begun leveragingthe benefits of women skills and localcontents in the industry.

This exciting and challenging two-day event took place at the Amabhube-si Training Centre, Ferndale, Rand-burg, Johannesburg, for women (andsupporting men) and was intended tobe a forum of discussions and a net-working place for professionals, admin-istrators, bankers, policy makers andothers.

The North West University(NWU), Potchefstroom campusboasts a campus grid-tied PV

solar installation system which com-prises a 5 x 3kW solar PV systemthat feeds directly into the engineer-ing faculty’s grid. In addition, a 1 x3kW island system is installed closeto the main entrance of the facultywith the main purpose of chargingthree electric scooters and an electricbicycle used as transport on the cam-pus.

SUNCybernetics presents theIntroduction to Solar PV trainingcourse using a generic training mod-ule and the NWU’s PV installation asthe practical example to showcasethe preparation, planning, projectexecution, installation techniquesand commissioning of PV-plantinstallations on different roof areas.

The PV training course covers thepossibilities of PV technology andusing solar radiation as an energysource whilst addressing the varioustechnical considerations like fusechoices, overvoltage and EMF-pro-tection, monitoring, metering, theelectrical circuits as well as trou-bleshooting PV-plants. In addition anunderstanding of the basic function-ality of PV systems and the differenttypes of applications and their poten-tial is discussed.

Green public relations is on the rise to address increased government inter-vention, public scrutiny and media attention regarding environmental con-cerns. On a global scale, industry is adopting “green” business practices, not

only to reduce costs, but also in support of reputation management and brand build-ing. A sub-field of public relations, Green PR communicates an organisation’s cor-porate social responsibility or environmentally friendly practices to the public. Thegoal is to produce increased brand awareness and improve the organisation’s rep-utation.

Green PR is also about environmental sustainability. It focuses on consumertrends towards sustainable products and services, and social responsibility. It isused to differentiate an organisation from the rest of the green market.

The term Green PR is derived from the “green movement”, an ideology whichseeks to minimise the effect of human activity on the environment.

Today’s energy and environmental concerns are creating unlimited opportunitiesto solve the greatest challenge of our lifetime: preventing the effects of climatechange. Many business start-ups are focused on developing clean energy tech-nologies that help reduce the use of fossil fuels and carbon emissions and increaseenergy supplies and independence.

Companies around the world are embracing environmental responsibility as acore business strategy and undertaking sustainability initiatives that encouragegreater stewardship of the planet.

According to Suza Adam, managing member of Johannesburg-based green PRpublic relations agency, Spindle Communications, “Green PR is vital to the successof any business to capitalize on current marketing trends. The Journal of Energy in Southern Africa (JESA) has been running for 22 years, and has proved to beof a consistently high standard and to have a widening subscription base. The key receivers of thisquarterly journal are researchers, consulting engineers, energy producers, energy consumers and

decision makers.

The publication is balanced, representative, up to date and authorative. It is becoming increasinglyknown in other countries especially in Africa.

The JESA is a successful vehicle for the dissemination of information on the latest results and activitiesin the Southern African energy field, publicising results achieved and stimulating future activities. Thepotential impact in terms of distribution is the whole of sub-Saharan Africa. It covers matters of local

and regional interest as opposed to the internationally high technology content of other journals servingenergy interests.
