Division or merging- Division ormerging of existing LGUs shall comply with thesame requirements for their creation. Suchdivision or merger shall not reduce the income,population, or land area of the original LGU orLGUs to less than the prescribed minimumrequirements and that their income classificationshall not fall below their current incomeclassification prior to the division or merger.

Abolition - An LGU may be abolished whenits income, population, land area has beenirreversibly reduced during the immediatelypreceding three (3) consecutive years to less thanthe requirements for its creation, as certified byDOF in the case of I ncome; NSO in the case of Population and Land Management Bureau (LMB)in the case of land area.
