DEFINITIONS NOTE: The definitions used in this plan are sourced from The State Emergency & Rescue

Management Act, 1989 (as amended), other New South Wales legislation, and The Macquarie Dictionary (Second Edition, 1991). Where possible, the reference source is identified as part of the definition (eg. the State Emergency and Rescue Management Act, 1989 (as amended), is identified as SERM Act).

Agency

means a government agency or a non-government agency. (Source: SERM Act). Agency Controller

in this plan means the operational head of the agency, identified in this plan as the combat agency, who has command of the resources of the particular agency.

Casual Volunteer

means a person who:

(a) assists an accredited rescue unit in carrying out a rescue operation with the consent of the person in charge of the rescue operation; or

(b) assists, on his or her own initiative, in a rescue operation or otherwise in response to

an emergency in circumstances in which the assistance was reasonably given. (Source: SERM Act).

Civil Defence

means the performance of some or all of the 15 humanitarian tasks intended to protect the civilian population against the dangers and to help it recover from the immediate effects of hostilities, and also to provide the necessary conditions for its survival. (Source: Contained in Article 61 of Protocol 1 (1977) additional to the 1949 Geneva Convention).

Combat Agency

means the agency identified in Displan as the agency primarily responsible for controlling the response to a particular emergency. (Source: SERM Act).

Command

in this plan means the direction of members and resources of an agency / organisation in the performance of the agency / organisation's roles and tasks. Authority to command is established by legislation or by agreement with the agency / organisation. Command relates to agencies / organisations only, and operates vertically within the agency / organisation.

Community Relations Crisis incidents or emergencies affecting community relations as determined by the Chairperson of the Community Relations Commission in consultation with Community Leaders and Chief Executive Officers of the Community Relations Crisis Management Standing Committee, or as directed by the Premier.

Concept of Operations

in this plan refers to the Controller's general idea or notion, given the anticipated problems of the effects of the event, of how the emergency response and recovery operation is to be conducted. It is a statement of the Controller's operational intentions, and may be expressed in terms of stages / phases of the emergency operation

Control means the overall direction of the activities, agencies or individuals concerned. (Source: SERM Act). Control operates horizontally across all agencies / organisations, functions and individuals. Situations are controlled.

Coordination

means the bringing together of agencies and individuals to ensure effective emergency or rescue management, but does not include the control of agencies and individuals by direction. (Source: SERMAct)

Disaster means an occurrence, whether or not due to natural causes, that causes loss of life, injury, distress or danger to persons, or loss of, or damage to, property. (Source: Community Welfare Act, 1987).

Displan

means the New South Wales State Disaster Plan. The object of Displan is to ensure the coordinated response to emergencies by all agencies having responsibilities and functions in emergencies. (Source: SERM Act).

District

the State is divided into such districts as the Minister may determine by order published in the Gazette. Any such order may describe the boundaries of a district by reference to local government areas, maps or otherwise. (Source: SERM Act).

District Emergency Management Committee

means the committee constituted under the State Emergency and Rescue Management Act, 1989 (as amended), which at District level is responsible for preparing plans in relation to the prevention of, preparation for, response to and recovery from emergencies in the District (District Displan) for which it is constituted. In the exercise of its functions, any such Committee is responsible to the State Emergency Management Committee. (Source: SERM Act).

District Emergency Operations Controller

means the Region Commander of Police appointed by the Commissioner of Police, as the District Emergency Operations Controller for the Emergency Management District.

Emergency

means an emergency due to an actual or imminent occurrence (such as fire, flood, storm, earthquake, explosion, terrorist act, accident, epidemic or warlike action) which: a endangers, or threatens to endanger, the safety or health of persons or animals in

the State; or b destroys or damages, or threatens to destroy or damage, any property in the State,

being an emergency which requires a significant and co-ordinated response.

For the purposes of the definition of emergency, property in the State includes any part of the environment of the State. Accordingly, a reference in the Act to: a threats or danger to property includes a reference to threats or danger to the

environment, and b the protection of property includes a reference to the protection of the

environment.(Source: SERM Act). Emergency Officer means the Director General of SES or a person appointed as an Emergency Officer

under Section 15 of the State Emergency Service Act. A person may be appointed as an Emergency Officer even if not a member of the State Emergency Service. (Source: SES Act).

Emergency Operations Centre

means a centre established at State, District or Local level as a centre of communication and as a centre for the coordination of operations and support during an emergency. (Source: SERM Act).

Emergency Risk Management in this plan means the process approved by the State Emergency Management committee and published in the NSW Implementation Guide for Emergency Management Committees.

Emergency Services Officer means a Police Officer, an officer of the NSW Fire Brigades of or above the position of

station commander, an officer of the State Emergency Service of or above the position of unit controller, or a divisional executive officer or the Director, Operations of that Service, a member of the Rural Fire Service of or above the position of deputy captain, or a District Emergency Management Officer. (Source: SERM Act).

Emergency Services Organisation

means the NSW Police, NSW Fire Brigades, Rural Fire Service, Ambulance Service, State Emergency Service, Volunteer Rescue Association or any other agency which manages or controls an accredited rescue unit (Source: SERM Act).

Essential services for the purposes of the Essential Services Act, 1988, a service is an essential service if it

consists of any of the following: a the production, supply or distribution of any form of energy, power or fuel or of

energy, power or fuel resources; b the public transportation of persons or freight: c the provision of fire-fighting services; d the provision of public health services (including hospital or medical services); e the provision of ambulance services; f the production, supply or distribution of pharmaceutical products; g the provision of garbage, sanitary cleaning or sewerage services; h the supply or distribution of water; i the conduct of a welfare institution; j the conduct of a prison; k a service declared to be an essential service under subsection (2); l a service comprising the supply of goods or services necessary for providing

any service referred to in paragraphs (a) - (k). Functional Area

means a category of services involved in the preparations for an emergency, including the following: a Agriculture and Animal Services; b Communication Services; c Energy and Utility Services; d Engineering Services; e Environmental Services; f Health Services; g Public Information Services; h Transport Services; and i Welfare Services.

Functional Area Coordinator

in this plan means the nominated coordinator of a Functional Area, tasked to coordinate the provision of Functional Area support and resources for emergency response and recovery operations, who, by agreement of Participating and Supporting Organisations within the Functional Area, has the authority to commit the resources of those organisations.

Government Agency means: a a government department or administrative office as defined in the Public Sector

Management Act 1988; b a public authority, being a body (whether incorporated or not) established by or

under an Act for a public purpose, other than: (i) the Legislative Council or Legislative Assembly or a committee of either or

both of those bodies; or (ii) a court or other judicial tribunal;

c the NSW Police; d a local government council or other local authority; or

e a member or officer of an agency referred to in paragraphs (a) – (d) or any other person in the service of the Crown who has statutory functions, other than: (i) the Governor, the Lieutenant-Governor or the Administrator of the State; (ii) a Minister of the Crown; (iii)a Member of the Legislative Council or Legislative Assembly or an officer of

that Council or Assembly; or (iv) a judicial officer. (Source: SERM Act).

Hazard

in this plan means a potential or existing condition that may cause harm to people or damage to property or the environment.

Hazardous Material

means anything that, when produced, stored, moved, used or otherwise dealt with without adequate safeguards to prevent it from escaping, may cause injury or death or damage to property. [Source: Fire Brigades Act, 1989 (as amended)].

Hazardous Material Incident means an actual or impending land-based spillage or other escape of hazardous material

that causes or threatens to cause injury or death or damage to property. [Source: Fire Brigades Act, 1989 (as amended)].

Incident

in this plan means a localised event, either accidental or deliberate, which may result in death or injury, or damage to property, which requires a normal response from an agency, or agencies.

Incident Control System ( ICS)

means an operations management system using common language and procedures that allows agencies to retain their own command structure. The key principles are management by objectives and span of control using key functions of Control, Operations, Planning and Logistics.

Liaison Officer (LO)

in this plan means a person, nominated or appointed by an organisation or functional area, to represent that organisation or functional area at a control centre, emergency operations centre, coordination centre or site control point, a liaison officer maintains communications with and conveys directions/requests to their organisation or functional area, and provides advice on the status, capabilities, actions and requirements of their organisation or functional area.

Local Emergency Management Committee

means the committee constituted under the State Emergency and Rescue Management Act, 1989 (as amended), for each local government area, and is responsible for the preparation of plans in relation to the prevention of, preparation for, response to and recovery from emergencies in the local government area (Local DISPLAN) for which it is constituted. In the exercise of its functions, any such Committee is responsible to the relevant District Emergency Management Committee. (Source: SERM Act).

Local Emergency Operations Controller

means a Police Officer appointed by the District Emergency Operations Controller as the Local Emergency Operations Controller for the Local Government Area.

Local Government Area

means an area within the meaning of the Local Government Act 1993 and includes a combined local government area as referred to in section 27 of the State Emergency and Rescue Management Act, 1989 (as amended).

Logistics

in this plan means the range of operational activities concerned with supply, handling, transportation, and distribution of materials. Also applicable to the transportation of people.

Minister

means the Minister for Emergency Services.

Mitigation means measures taken in advance of, or after, a disaster aimed at decreasing or eliminating its impact on society and environment. (Source: COAG Review into Natural Disasters in Australia, August 2002).

Natural Disaster

a natural disaster is a serious disruption to a community or region caused by the impact of a naturally occurring rapid onset event that threatens or causes death, injury or damage to property or the environment and which requires significant and coordinated multi-agency and community response. Such serious disruption can be caused by any one, or a combination, of the following natural hazards: bushfire; earthquake; flood; storm; cyclone; storm surge; landslide; tsunami; meteorite strike; or tornado. (Source: COAG Review into Natural Disasters in Australia, August 2002).

Non Government Agency

means a voluntary organisation or any other private individual or body, other than a government agency. (Source: SERM Act).

Participating Organisation

in this plan means the Government Departments, statutory authorities, volunteer organisations and other agencies who have either given formal notice to Agency Controllers or Functional Area Coordinators, or have acknowledged to the State Emergency Management Committee, that they are willing to participate in emergency management response and recovery operations under the direction of the Controller of a combat agency, or Coordinator of a Functional Area, with the levels of resources or support as appropriate to the emergency operation.

Plan

in this plan means a step by step sequence for the conduct of a single or series of connected emergency operations to be carried out simultaneously or in succession. It is usually based upon stated assumptions, and is a promulgated record of a previously agreed set of roles, responsibilities, functions, actions and management arrangements. The designation 'plan' is usually used in preparing for emergency operations well in advance. A plan may be put into effect at a prescribed time, or on signal, and then becomes the basis of the emergency operation order for that emergency operation.

Preparation

in relation to an emergency includes arrangements or plans to deal with an emergency or the effects of an emergency. (Source: SERM Act).

Prevention

in relation to an emergency includes the identification of hazards, the assessment of threats to life and property and the taking of measures to reduce potential loss to life or property. (Source: SERM Act).

Public Awareness

The process of informing the community as to the nature of the hazard and actions needed to save lives and property prior to and in the event of disaster. . (Source: COAG Review into Natural Disasters in Australia, August 2002).

Recovery

in relation to an emergency includes the process of returning an affected community to its proper level of functioning after an emergency. (Source: SERM Act).

Relief

the provision of immediate shelter, life support and human needs of persons affected by, or responding to, an emergency. It includes the establishment, management and provision of services to emergency relief or recovery centres. (Source: COAG Review into Natural Disasters in Australia, August 2002).

Rescue

means the safe removal of persons or domestic animals from actual or threatened danger of physical harm. (Source: SERM Act).

Rescue Unit

means a unit (comprising a group of persons) which carries out rescue operations for the protection of the public or a section of the public. (Source: SERM Act).

Response

in relation to an emergency includes the process of combating an emergency and of providing immediate relief for persons affected by an emergency. (Source: SERM Act).

Risk

a concept used to describe the likelihood of harmful consequences arising from the interaction of hazards, communities and the environment. . (Source: COAG Review into Natural Disasters in Australia, August 2002).

Risk Assessment

the process used to determine risk management priorities by evaluating and comparing the level of risk against predetermined standards, target risk levels or other criteria. . (Source: COAG Review into Natural Disasters in Australia, August 2002).

Risk Management

the systematic application of management policies, procedures and practices to the tasks of identifying, analysing, evaluating, treating and monitoring risk. (Source: COAG Review into Natural Disaster in Australia, August 2002).

Roads Authority

means officers of the Roads and Traffic Authority and Council authorised under the Roads Act 1993.

Site Control

the location from which the Site Controller, agency commanders and functional areas coordinate the emergency. It usually includes the relevant Emergency Service Commanders and Functional Area Coordinators and other advisers as required.

Site Controller

a police officer appointed by and subject to the direction of an emergency operations controller to be responsible for determining the site, establishing site control and controlling on the ground response to an emergency. Until the Emergency Operations Controller appoints a Site Controller, the Senior Police Officer will assume control

State Disasters Council

means the council established by the State Emergency and Rescue Management Act, 1989 (as amended), to advise the Minister on all matters relating to the prevention of, preparation for, response to and recovery from emergencies (including the coordination of the activities of government and non-government agencies in connection with those matters).

State Emergency Management Committee

means the committee constituted under the State Emergency and Rescue Management Act, 1989 (as amended), as the principal committee established under this Act for the purposes of emergency management throughout the State, and, in particular, is responsible for emergency planning at State level.

State Emergency Management Structure

In this plan the emergency management structure of New South Wales consists of the State, District and Local Emergency Management Committees, and established emergency operations centres at State, District and Local levels, which provides for the control and coordination of emergency response and recovery operations by all agencies having responsibilities and functions in emergencies.

State Emergency Operations Controller

means the person appointed by the Governor, on the recommendation of the Minister, responsible, in the event of an emergency which affects more than one District, for controlling the allocation of resources in response to the emergency. The State Emergency Operations Controller is to establish and control a State Emergency Operations Centre. (Source: SERM Act).

State of Emergency

means a state of emergency declared by the Premier under Section 33(1) of the State Emergency & Rescue Management Act, 1989 (as amended).

NOTE: Other New South Wales legislation also provides for a declaration of an emergency which has different meanings and different authorities within that specific legislation - that is: Essential Services Act, 1988; Dam Safety Act, 1978; and Rural Fires Act, 1997 (as amended)

State Waters

means: a the territorial sea adjacent to the State; b the sea on the landward side of the territorial sea adjacent to the State that is not

within the limits of the State; c other waters within the limits of the State prescribed by the regulations for the

purposes of this definition: The Act provides that State waters consist of the territorial sea from the low water mark seaward for 3 nautical miles as well as those waters prescribed by the Marine Pollution Regulation. The Regulation prescribes the following ports as being State waters (north to south): • Yamba • Newcastle • Sydney • Botany Bay • Port Kembla • Eden

Sub Plan

in this plan means an action plan required for a specific hazard, critical task or special event. It is prepared when the management arrangements necessary to deal with the effects of the hazard, or the critical task or special event differ from the general coordination arrangements set out in the main or supporting plans for the area.

Supporting Organisation

in this plan means the Government Departments, statutory authorities, volunteer organisations and other specialist agencies who have indicated a willingness to participate and provide specialist support resources to a combat agency Controller or Functional Area Coordinator during emergency operations.

Supporting Plan

in this plan means a plan prepared by an agency / organisation or functional area, which describes the support which is to be provided to the controlling or coordinating authority during emergency operations. It is an action plan which describes how the agency / organisation or functional area is to be coordinated in order to fulfil the roles and responsibilities allocated.

Terrorist Act

is an act or threat, intended to advance a political, ideological or religious cause by coercing or intimidating an Australian or foreign government or the public, by causing serious harm to people or property, creating a serious risk of health and safety to the public, disrupting trade, critical infrastructure or electronic systems. (Source: Criminal Code Act 1995 [Commonwealth]).

Victim

means a sufferer from any destructive, injurious, or adverse action or agency. [Macquarie Dictionary - Second Edition]. In this plan it means a person adversely affected by an emergency.

Vulnerability the degree of susceptibility and resilience of the community and environment to hazards. (Source: COAG Review into Natural Disasters in Australia, August 2002).

Welfare Services means the services provided to assist in the relief of personal hardship and distress to individuals, families and communities who are the victims of an emergency. (Source: Community Welfare Act 1987).

PART 1 INTRODUCTION 1.1 PURPOSE a This plan details arrangements that prevent or mitigate, prepare for, respond to and recover from

emergencies within the Nambucca Local Government Area. It covers arrangements where:

i a combat agency is in control; ii a combat agency is in control and support is coordinated by the Local Emergency Operations

Controller; iii emergency operations for which there is no combat agency; iv operations where a combat agency has passed control to the Local Emergency Operations

Controller; v operations at District or State level where the Local Emergency Operations Controller

continues to co-ordinate local level operations. b The arrangements detailed in this plan apply to emergency operations conducted by the local

emergency operations controller or the relevant combat agency.

1.2 OBJECTIVES The objectives of the Nambucca Local Disaster Plan are to:

a Detail responsibilities for prevention and mitigation strategies;

b Detail roles and responsibilities in preparation for, response to and recovery from emergencies;

c Set out the control, coordination and liaison arrangements at Local level;

i Detail activation and alerting arrangements; ii Detail arrangements for the acquisition and coordination of resources; iii Detail public warning systems and responsibility for implementation; iv Detail public information arrangements and public education responsibilities v Detail arrangements for the review, testing, evaluation and maintenance of this plan; and vi Detail reporting and information flow arrangements

1.3 SCOPE a The plan describes the arrangements at local level to prevent, prepare for, respond to and recover

from emergencies and also provides policy direction for the preparation of Sub-plans and Supporting Plans.

b Arrangements detailed in this plan are based on the assumption that the resources upon which the plan relies are available when required.

c The effectiveness of arrangements detailed in this plan are dependent upon all involved agencies preparing, testing and maintaining appropriate internal instructions and/or standing operating procedures.

1.4 PLANNING PRINCIPLES The following principles are applied in this plan: a Responsibility for preparedness, response and recovery rests initially at Local level. If Local

agencies and available resources cannot cope they are augmented by those at District level. Finally, resources and support, coordinated from the State, and possibly resources provided from the Commonwealth and other States and Territories, are used.

b Control / Coordination of emergency response and recovery operations is conducted at the lowest effective level.

c Designated combat agencies may deploy additional resources from their own service from outside the affected Local Area or District if they are needed to conduct single service operations.

d During an operation which is the legal responsibility of a designated combat agency, the Emergency Operations Controller is responsible, when so requested by that combat agency, to coordinate the provision of support resources through the Emergency Operations Centre. The Emergency Operations Controller is responsive to the requirements of the Controller of the Combat Agency. Emergency Operations Controllers would not normally assume control of an operation from a designated combat agency unless the situation can no longer be contained and a change of control is likely to improve matters. In any case a change of control at any level can only occur after consultation between SEOCON and the State Controller of the combat agency, and agreement from the latter, or at the direction of the Minister.

e Combat Agency Controllers at all levels are required to keep Emergency Operations Controllers advised of the situation during emergency operations which are their responsibility.

f In the event that an Emergency Operations Controller has assumed control of an operation which would normally be the responsibility of a combat agency, control should be passed to the combat agency as soon as the situation is stabilised and when the change of control will not adversely affect operations.

g Emergency Operations following a terrorist attack will be controlled by SEOCON.

h Emergency preparedness, response and recovery operations should be conducted with all agencies carrying out their normal functions wherever possible.

i Prevention measures remain the responsibility of authorities / agencies charged by statute with the responsibility.

1.5 AREA COVERED BY THIS PLAN The area covered by this plan includes the whole of the Nambucca Shire which has an area of 1443 square kilometres and has a population of approximately 18 220, a large influx of people occur during the peak tourist times. Situated within the plan area are the townships of Macksville, Nambucca Heads and Bowraville containing about 60% of the population. The villages of Scotts Head, Valla Beach, Hyland Park, Taylors Arm, Eungai and Eungai Rail also provide concentrations of population. The Pacific Highway traverses the area on a North/South axis and carries a vast amount of Local and Interstate traffic. Heavy transport and large passenger vehicles regularly travel this highway giving rise to concern. The Nambucca River also passes through the Shire. This river system is expanding in recreational usage hence the potential for accidents and as for any coastal river there is the flooding threat. The main North Coast Railway Line passes through the area and the Sydney-Brisbane air corridor passes over the rugged interior of the Shire. BUSH FIRE Under the provisions of The Rural Fires Act, 1997, a "bush fire emergency" may be declared and a person appointed to take charge of fire fighting operations and fire prevention measures by the Commissioner, under the provisions of Section 44 of the Act, as the "Commissioners delegate". The Local Emergency Operations Controller is then to be prepared to coordinate support resources if requested by the “Commissioners delegate”. FLOOD AND STORM Subject to the requirements and provisions of the State Emergency and Rescue Management Act, 1989 (as amended), and under the provisions of the State Emergency Service Act, 1989 (as amended), for the emergencies of flood and damage control for storms, including the coordination of evacuation and welfare of affected communities, the overall control of operations in response to these emergencies is vested in the Director General of the State Emergency Service. The Local Emergency Operations Controller is then to be prepared to coordinate support resources if requested by the appointed Local / Region State Emergency Service Controller. 1.7 VULNERABLE COMMUNITIES Various facilities and areas within the community have been identified as possibly requiring special consideration during a hazard impact by virtue of either the location, the number of people in the facility, their age, mobility, or state of health. Examples of vulnerable facilities and areas include but are not limited to hospitals, isolated areas, nursing homes, schools and shopping centre. Details of these facilities are at Annexure E.

2.2 AGENCY ROLES 2.2.1 LOCAL EMERGENCY OPERATIONS CONTROLLER (LEOCON) a Monitor operations controlled by combat agencies.

b Maintain liaison with combat agency and support organisations.

c Coordinate support and control the allocation of resources to combat agency-controlled operations when required by the combat agency.

d Control operations when there is no designated combat agency.

e If the situation can no longer be contained, as directed by the SEOCON or the Minister assume control of the combat agency operation until the situation becomes stabilised to a point that it can be handed back to the combat agency.

f Advise and activate appropriate emergency service organisations and Functional Areas.

g Activate and staff the Local Emergency Operations Centre in accordance with LEOC Standing Operating procedures.

h Ensure the District Emergency Operations Controller is kept appraised of the situation.

i Ensure recovery operations are initiated during the earlier stages of response operation and that where required the Local Recovery Coordinating Committee for Nambucca is established to manage long term recovery issues.

j As necessary, request “out of area assistance” (OOAA) resources through the District Emergency Operations Controller.

k Ensure that another Police Officer in the local area is delegated responsibility for and authority to act as “deputy” or “back-up” to the appointed LEOCON in his/her absence and that the DEOCON and/or DEMO are advised of absence or intended absence of LEOCON

l Conduct exercises to test all or part of this DISPLAN.

2.2.2 SITE CONTROLLERS a Establish a Site Control Point, notify all relevant agencies of its location and requests Liaison

2.2.3 LIAISON OFFICERS a It is preferable that any Liaison Officer have the authority or capacity to commit the resources of the

agency or functional area they represent / coordinate.

b Maintain communication links with their own control / coordination centres and / or their counterparts at any other involved local ‘Emergency Operations Centre(s).

c Provide accurate and timely advice to the LEOCON and other LEOC staff, on the situation, capabilities, status, actions of their agency or functional area, and any forecast requirements.

d Keep the LEOCON and the LEOC staff informed of the actions taken, and the requirements of their organisation or functional area.

e Convey the LEOCON’s directions, instructions or requests to their agency or functional area, as soon as possible.

2.2.4 LOCAL EMERGENCY MANAGEMENT OFFICER (LEMO) a Provide executive support to the LEMC.

b Act as Executive Officer to the LEOCON.

c Assist the LEOCON to establish and maintain the LEOC.

d Act as liaison officer of the Council.

e Maintain a directory of contacts for the Local Government Area.

f Coordinate emergency management public education programs, which are not the responsibility of a combat agency.

g Collate a comprehensive resource register and media directory (Councils, Emergency Service and Functional Areas).

h provide executive support at the LEOC when activated.

i Co-ordinate arrangements for a central debrief following operations and prepare a consolidated report on the operation, in consultation with the Local Emergency Operations Controller.

j Ensure that adequate “back-up” arrangements are made to cover any period of absence and that the LEOCON is advised of the absence or intended absence of the LEMO.

c Provide coordinated communications for all health systems involved in emergency responses.

d Provide, when called for, an Ambulance Liaison Officer with communications to the Local Emergency Operations Centre.

e Provide, when necessary an Ambulance Liaison Officer to the Police Site Controller.

2.2.7 NSW FIRE BRIGADE a In relation to Fire Districts, prescribed in the New South Wales Fire Brigades Act, 1989 (as

amended), is the designated Combat Agency for taking all practicable measures for preventing and extinguishing fires and protecting and saving life and property in case of fire in any fire district.

b Is the designated Combat Agency for land based hazardous materials incidents and emergencies within New South Wales, specifically for taking all practicable measures:

i for protecting and saving life and property endangered by hazardous material incidents; and ii for confining or ending such an incident; and iii for rendering the site of such an incident safe. iv Provide fire control services by: v dealing with outbreaks of fire and the rescue of persons in fire endangered areas; vi taking such measures as may be practicable to prevent the outbreak of fires; and vii on land, dealing with the escape of hazardous materials or a situation which involves the

imminent danger of such an escape. c As determined by the State Rescue Board, provide secondary accredited "rescue units" for the

Nambucca Local Government area.

d Assist in any other response or initial recovery operations for which the Fire Brigades' training and equipment is suitable, for example, the provision of emergency water supplies and pumping equipment.

e Provide a liaison officer to the Local Emergency Operations Centre or Combat Agency Operations Centre as appropriate

f Provide, when necessary a Liaison Officer to the Police Site Controller.

g Inform the LEOCON of the existence of serious incidents.

2.2.8 NSW POLICE a Is the designated Combat Agency for law enforcement.

b Is the designated Combat Agency for search and rescue.

c As necessary, control and coordinate the evacuation of victims from the area affected by the emergency.

d Maintain law and order, protect life and property, and provide assistance and support to a Combat Agency, Functional Areas, and other Organisations as required. This may include:

i reconnaissance of the area affected by the emergency; ii traffic control, and crowd control; iii access and egress route security and control; iv identifying the dead and injured, and notifying next of kin; v establishing temporary mortuaries; vi maintaining the security of property and evacuated areas; vii statutory investigative requirements; and viii operation of a public enquiry centre capable of providing general information on incidents and

2.2.9 STATE EMERGENCY SERVICE a Is the designated Combat Agency for dealing with floods, and to coordinate the rescue, evacuation

and welfare of affected communities.

b Is the designated Combat Agency for damage control for storms and tempests (including coastal erosion from storm activity and tsunamis), and to coordinate the evacuation and welfare of affected communities.

c Assist, at their request, the Police, Fire Brigades, Bush Fire Brigades and Ambulance Service in dealing with incidents or emergencies.

d Assist in any other emergency management prevention, preparedness, response or recovery operations where their training and equipment is suitable.

e Provide a liaison officer to the Local Emergency Operations Centre or Combat Agency Operations Centre as appropriate.

f Provide, when necessary a Liaison Officer to the Police Site Controller.

2.2.10 RURAL FIRE SERVICE a In relation to the Nambucca Shire Rural Fire District, (as defined in the Rural Fires Act 1997), or in

accordance with Mutual Aid Agreements, is the designated combat agency for fire incidents and emergencies and for taking all practical measures for preventing and extinguishing fires and for protecting and saving life and property.

b Dealing with outbreaks of fire and the rescue of persons in fire-endangered areas.

c Takes such measures as may be practicable to prevent the outbreak of bush fires.

2.2.11 VOLUNTEER RESCUE ASSOCIATION (Nambucca District Rescue Squad – VRA) a As determined by the State Rescue Board, provide primary accredited Land Rescue Units in the

Nambucca Shire areas.

b Under the control of the relevant combat agency or Local Emergency Operations Controller, assist in any other response or recovery operations for which the Associations' training and equipment is suitable.

c Provide a liaison officer to the Local Emergency Operations Centre when requested by the Local Emergency Operations Controller.

d Provide, when necessary a Liaison Officer to the Police Site Controller.

e Act as the accredited Land Rescue Unit for the area, as defined by the State Rescue Board.

2.2.12 VOLUNTEER RESCUE ASSOCIATION (Nambucca River Marine Rescue - NRMR) a As determined by the State Rescue Board, provide primary accredited River and Sea Rescue Units in

the Nambucca Shire areas.

b Under the control of the relevant combat agency or Local Emergency Operations Controller, assist in any other response or recovery operations for which the Associations' training and equipment is suitable.

c Provide a liaison officer to the Local Emergency Operations Centre when requested by the Local Emergency Operations Controller.

d Provide, when necessary a Liaison Officer to the Police Site Controller.

e Act as the accredited Marine Rescue Unit for the area, as defined by the State Rescue Board.

2.2.13 RESCUE a This section refers to ‘General Land Rescue’ as defined in the ‘State Rescue Policy and generally

includes road, rail, industrial, domestic, agricultural, animal and aircraft rescues.

b NSW Police will co-ordinate rescue activities in the Nambucca local area in accordance with the State Rescue Policy through the senior Police Officer at the scene, with the exception of rescue from fire, fire endangered areas or hazardous materials, which is co-ordinated by the NSW Fire Brigade, or from floods, which is co-ordinated by the NSW State Emergency Service.

c In addition to the various accredited rescue units, the NSW State Emergency Service and the NSW Fire Brigades can provide a general emergency rescue capability.

d Rescue standard operating procedures for the Mid North Coast District are annexed to the Mid North Coast District DISPLAN. These SOPS apply to the Nambucca Shire Local Government area..

e NSW Police is the authority responsible for the overall control of marine search and rescue operations in NSW. The NSW Police Marine Area Command will normally coordinate marine search and rescue operations.

2.3 FUNCTIONAL AREAS Support provided by functional areas, and other agencies included in the following section, is co-ordinated by the appropriate District Functional Area Coordinator. 2.3.1. AGRICULTURE AND ANIMAL SERVICES Coordinator: Department of Primary Industries (Coordinated at District Level with representation at local level). a Is the designated Combat Agency for exotic animal diseases operations and other animal health

emergencies. This includes implementing procedures in conjunction with State and National authorities for the eradication or control of exotic animal diseases, including:

i detection, diagnosis, risk assessment and surveillance of the disease; ii destruction and disposal of infected animals, plants and products as required; iii disinfection of contaminated areas, buildings and vehicles; iv programs for vector control, for example, insect and feral animal control; v quarantine controls for the movement of persons, animals and plants; and vi provision of adequate trained staff to ensure quarantine requirements are observed.

b Provide immediate animal care services and continuing rehabilitation assistance to primary producers, including:

i assessment of injured stock and disposal of carcasses; ii assessment of rural property losses and damage to buildings, fences, crops, equipment and

fodder; iii coordination of the supply and distribution of emergency fodder supplies and other materials; iv administration of financial assistance to victims; v assistance to primary producers suffering emergency induced traumas, in conjunction with the

Department of Community Services; and vi with support of Participating and Supporting Organisations, manage the care of companion

pets. c With support of Participating and Supporting Organisations, provide animal care services for

wildlife, domestic animals and for companion pets of victims evacuated from an area affected by an emergency.

d Planning for response and initial recovery operations for agricultural emergencies, and advising on animal care, veterinary public health, and plant disease control measures.

e Provide a Liaison Officer to the District or Local Emergency Operations Centre as requested by the Emergency Operations Controller.

operations, including clearance and re-establishment of roads and bridges, demolition and shoring up of buildings, removal of debris, and establishment of electrical power, water, sewerage, and gas services, either temporarily or permanently as required, construction of levees to control flooding, maintenance of essential services and other related matters.

b Provide Engineering Services support to a Combat Agency, and other Functional Areas or Organisations involved in the emergency.

c Coordinate resources required for hazardous materials clean up operations.

d Provide a liaison officer to the Local Emergency Operations Centre or Combat Agency Operations Centre as appropriate.

e Liaise with the District Engineering Services Functional Area Coordinator (Department of Commerce)

2.3.3 ENVIRONMENTAL SERVICES Coordinator: Department of Environment and Climate Change (Coordinated at District Level).

Represented at local level by the Nambucca Shire Council, Director of Environment and Community Planning.

a Once the material has been rendered safe, direct and co-ordinate clean up of hazardous materials

which pose a threat to the environment.

b Protect the environment during emergency response and recovery operations.

c Co-ordinate scientific support for the on site controller during operations to combat the pollution of the sea and inland waters within NSW.

d Advise and co-ordinate scientific support to the NSW Fire Brigades during land base hazardous materials incidents and emergency response operations.

e Advise other combat agencies on environmentally sound and legal practices for the disposal of wastes or contaminated materials resulting from an emergency.

f Conduct post response operations investigations following incidents or emergencies involving hazardous materials.

2.3.4 HEALTH SERVICES Coordinator: NSW Department of Health. North Coast Area Health Services Coordinated at

District Level a Coordinate and control the mobilisation of all medical/hospital responses to emergencies when this

plan is activated. This includes medical, nursing, first aid, mental health services and public health matters and involves:

i hospital and medical services for the management of large numbers of casualties resulting from an emergency;

ii provision of field hospital medical teams to manage casualties in the field. This may be prior to, or as an alternative to later transport to hospital; and

iii medical and mental health services to welfare centres; b Provide a liaison officer to the Local Emergency Operations Centre or Combat Agency Operations

Centre as appropriate.

c Coordinate and control the mobilisation of public health responses to emergencies including:

i public health units and scientific specialists; and ii control of sanitation and communicable diseases.

2.3.5 TRANSPORT SERVICES Coordinator: Department of Transport. Coordinated at District Level. a Coordinate the provision of transport support as required by other Agencies and Functional Areas,

whilst maintaining as far as practicable, the normal operations and activities of public and commercial transport services. Tasks for providing transport other Services or areas might include:

i Movement of emergency equipment and personnel ii Movement of emergency supplies and goods including water, fuel and food; iii Evacuation of people; and iv Assistance for medical transport at the request of the Ambulance Service.

b Maintain and operate a road condition/closure advisory service to Agencies, other Functional Areas and members of the public.

c Provide a liaison officer to the LEOC if requested by DEOCON.

2.3.6 WELFARE SERVICES Coordinator: Department of Community Services, Local Disaster Welfare Manager a During response and or recovery operations, provide relief services to victims of incidents and

emergencies. This may require:

b establishing Welfare Centres through which the provision of emergency accommodation, essential material needs, and the delivery of personal services to victims of emergencies can be made;

c providing information and advisory services to victims of emergencies;

d providing personal support, counselling and referral services, including financial aid and Child Care services;

e establishing a support unit to co-ordinate offers of donated relief aid; and

f providing mobile welfare teams to operate within the area affected by the emergency.

g Mobilise and co-ordinate catering facilities and services to provide:

i feeding of victims of emergencies, including evacuees in transit or in Welfare Centres, and displaced or homeless people in emergency accommodation centres; and

ii meals for Combat Agency or other Functional Area personnel engaged in response and/or recovery operations, by arrangement between the Combat Agencies or Functional Area and the responsible Welfare Services Catering Co-ordinator.

h Provide short-term emergency accommodation for homeless victims of emergencies.

i Arrange for the acquisition, reception, storage, issue and disposal of material needs including clothing, bedding and personal requisites.

j Provide emergency financial assistance to victims of emergencies.

k Provide a liaison officer to the Local Emergency Operations Centre or Combat Agency Operations Centre as appropriate.

l Ensuring in conjunction with Agriculture and Animal Services, the provision of companion animal care.

m Ensuring, in conjunction with Health Services, the provision of medical and mental health (counselling) services.

2.3.7 TELSTRA a Advise on the establishment and maintenance of reliable telephone / internet communications for the

control and co-ordination of emergency response and recovery operations.

b Arrange for alternate telephone / internet communications links in the event of overloading or need for greater capacity.

c Arrange for alternate means of telephone / internet communication in the event of failure.

d Within the scope of its business operations, provide communications support to the LEOCON, Combat Agencies, Council and Functional Areas. In particular when normal systems require enhancement or fail.

PART 4 PREPARATION 4.1 PLANNING 4.1.1 EMERGENCY RISK MANAGEMENT PROCESS The Local Emergency Management Committee is to conduct Emergency Risk Management studies and reviews within the NSW Context and that identify, analyse, evaluate and treat community risks. The outputs and outcomes of this process is to form the basis for all emergency management plans developed, reviewed and updated by the Local Emergency Management Committee. 4.1.2 RISK IDENTIFICATION, ANALYSIS, EVALUATION AND TREATMENT Only those risks that may require a significant and coordinated multi agency response are processed by the LEMC. The risks satisfying these criteria are detailed at ANNEX D. This is currently being reviewed. 4.1.3 COMMUNITY VULNERABILITY Vulnerable groups requiring special attention including Nursing Homes, Hospitals, Retired Persons Accommodation, Schools and Pre schools, Special Schools and Sheltered Workshop. Details of those elements and/or parts of the community that are at risk are also shown at ANNEX E. 4.1.4 SUB PLANS Local Sub-plans for specific hazards and Local Supporting Plans for functional areas that have been produced as separate documents to this plan are listed below:

4.1.6 ORGANISATIONAL PLANS and PROCEDURES a These plans and procedures are the responsibility of the relevant schools, industry, commercial

organisations and institutions to update. The Local Emergency Management Committee will not normally review these documents.

4.1.7 REVIEWING, TESTING, EVALUATING AND MAINTAINING THE LOCAL

DISPLAN a The LEOCON is to ensure that this DISPLAN is reviewed, tested and evaluated.

b This DISPLAN is to be reviewed by the Local Emergency Management Committee:

i After each local operation ii After each exercise to test the DISPLAN (or part thereof) iii If deficiencies are identified iv At least once every five (5) years and v As roles and responsibilities of agencies change due to legislative changes

c The LEOCON is to ensure that this DISPLAN is tested through the conduct of an exercise every two (2) years to:

d The Nambucca Shire Local Emergency Management Officer maintains this DISPLAN and issues amendments.

4.2 MAP STANDARDS To ensure uniformity and alleviate problems during response operations, the District Emergency Management Committee recommends:

a 1:25000, 1:100000 or 1:250000 scale topographic maps or digital mapping systems, which utilise

Australian Map Grid (AMG) co-ordinates, be used by agencies when necessary for operational purposes: and

b UBD Street Directories is used by agencies when necessary for operational purposes.

c SIMMS software from Department of Lands will be utilised for mapping if electronic systems are operating. Planned emergency exercises will also involve the use of this software where possible.

4.3 RESOURCE AND CONTACT DIRECTORIES Each Emergency Service Controller, Functional Area Co-ordinator and other Agency participating in DISPLAN arrangements is to develop and maintain up to date resource and contact directories, relevant to their operational requirements. The LEMO will maintain the DISPLAN LEMC contact directory. 4.4 LOCAL EMERGENCY OPERATIONS CENTRE (LEOC) MANAGEMENT a The LEOCON is responsible for controlling the LEOC and preparing and maintaining Standing

Operating Procedures for the LEOC.

b The Local Area Commander based in Port Macquarie is the appointed Local Emergency Operations Controller (LEOCON) for the Nambucca Local Area. An alternate LEOCON for the Local Government Area is the Duty Officer based in Macksville.

c The LEOCON is responsible to the District Emergency Operations Controller (DEOCON) for the overall direction, control and co-ordination of emergency response and recovery measures for the local area.

d The Local Council has accepted responsibility for:-

i Establishing and maintaining a Local Emergency Operations Centre for its local community. ii Ensuring that sufficient adequately trained Council personnel are available to staff the LEOC

when required. iii Maintaining a contact directory of LEOC staff. iv Providing appropriate training for LEOC staff. v Liaison Officers and their Assistants, required at the LEOC, are to be drawn from relevant

participating and supporting agencies.

4.5 PUBLIC EDUCATION a Responsibilities for the conduct and co-ordination of public education relating to the local

Environmental The Department of Environment and Climate Change conducts general public education programs on environmental matters and addresses various groups/organisations on request.

Hazardous Materials The Chemical Industry Council undertakes public education and awareness through the Responsible Care Program. Workcover issue information in relation to handling and safety.

Fire Safety NSW Fire Brigade in the defined urban areas. Rural Fire Services in the rural areas and designated villages.

Marine Safety Marine Rescue. b Develop community education programs that will provide an awareness of:

Combat Agency controls operation and may request other agencies or Emergency Operations Controller to coordinate support. Supporting agencies command their own elements and carry out support tasks as directed by the Combat Agency, other agency or Emergency Operations Controller

Support tasks, which can be foreseen, are agreed to and reflected in Combat Agency Plans, Displans, Sub Plans or Supporting Plans where applicable. The Emergency Operations Controller can coordinate unforeseen support, or the Combat Agency can deal direct with the supporting agencies. In the latter case the Emergency Operations Controller must be kept informed.

The Combat Agency is responsible to ensure that the Emergency Operations Controller, supporting emergency service organisation and functional area coordinators are kept informed of the situation. Emergency Operations Controllers and supporting agencies, under the control of the Combat Agency, provide resources to the Combat Agency Control Centre as required. Supporting agencies carrying out tasks under the coordination of an Emergency Operations Controller provide liaison to the Emergency Operations Centre as required.

TYPE OF OPERATION: Operations Controlled By Emergency Operations Controllers: This applies when:- Emergency Operations Controllers are designated in plans as Controllers. There is no designated Combat Agency.

Emergency Operations Controllers are requested by the Combat Agency to assume control, with the approval of the Combat Agency head.

CONTROL PLANNING INFORMATION \ LIAISON

Emergency Operations Controller controls operations and coordinates resources. Individual agencies command their own resources and carry out tasks as directed.

DISPLAN arrangements The Emergency Operations Controller is responsible to ensure that the emergency service organisations and functional area coordinators are kept informed of the situation. Agencies provide liaison to Emergency Operations Centre as required.

5.2 COMBAT AGENCY OPERATIONS 5.2.1 STORM, TEMPEST AND FLOOD OPERATIONS Overall control and the coordination of support resources for flood, storm and tempest operations and rescue is the responsibility of Nambucca Shire SES. 5.2.2 BUSH FIRE OPERATIONS Overall control and the coordination of support resources for bush fire operations is the responsibility of an Incident Controller selected, or appointed by the Commissioner of the Rural Fire Service, from the RFS, DEC, State Forests or NSW Fire Brigade. During a section 44 bush fire emergency, a LEOCON may be requested to coordinate non-fire fighting support to an Incident controller or conduct community evacuations. 5.2.3 HAZMAT AND URBAN FIRE OPERATIONS Control of “Fire Ground” operations and coordination of fire fighting and/or HAZMAT support resources is the responsibility of a NSW Fire Brigade Incident Controller. Usually Police would be requested by the Incident Controller to control and coordinate all other non fire fighting and/or HAZMAT support resources and activities (eg Evacuation, perimeter control, road closures). 5.3 FUNCTIONAL AREA SUPPORT Support provided by the Agricultural/Animal Services, Communications Services, Environmental Services, Engineering Services, Public Information Services, North Coast Area Health Services, Transport Services and is co-ordinated by the appropriate District Functional Area Co-ordinator. 5.4 LIAISON a Liaison Officers representing Combat Agency Controllers or Functional Area Co-ordinators at the

LEOC must be capable of providing immediate advice to the LEOCON, and other combat agencies, on the capabilities and current resource status of their agency and must have the authority to commit their agencies resources.

b During prolonged operations the LEOCON, or the Combat Agency Controller is to conduct regular progress report/briefing/planning meetings in the Nambucca Emergency Operations Centre Training Rooms, to be attended by all combat agency controllers and functional area co-ordinators. The minimum requirement is for a daily meeting, at a mutually convenient time, to plan for the next 24-hour period.

c Liaison Officers are to be appointed by each involved Emergency Service and Functional Area.

d For operations controlled by the LEOCON, Emergency Services Liaison Officers are to deploy to the LEOC, as requested by the LEOCON. Functional Area Liaison Officers are to be available but will not attend the LEOC unless requested by the LEOCON.

e Liaison officers maintain communications with and convey directions/requests to their organisation or functional area and provide advice on the status, capabilities, actions and requirements of their organisation or functional area. A liaison Officer must have the authority to commit the resources of their organisation or functional area.

f Liaison Officers must be able and prepared to provide communications to their own organisations.

g The LEMO will always deploy to the Local Emergency Operations Centre when activated.

5.5 COMMUNICATIONS a The primary means of communication between the LEOCON and agencies is to be telephone and

facsimile.

b The secondary method of communication will be the cellular telephone network.

c Backup radio communications is to be co-ordinated by the LEOCON and LEMO.

5.6 INFORMATION MANAGEMENT AND INTELLIGENCE a During bushfires the District Fire Committee Executive Officer is responsible for the passage of

operational information between agencies. This officer is also responsible to ensure the Council Public Information Centre (if established) is kept fully informed.

b During floods and storm/tempest damage control operations the SES Local Controller is responsible for the passage of operational information between agencies. This officer is also responsible to ensure the Council Public Information Centre (if established) is kept fully informed.

c During other Combat Agency managed operations, the Combat Agency Controller is responsible for the passage of operational information and intelligence to the LEOCON.

d The Combat Agency Controller is also responsible for:-

i the passage of operational information and intelligence to and from all involved agencies, using the combat agency control centre as the collection and distribution point.

ii the passage of public information to the community. iii the release of regular media releases. iv ensuring the LEOCON is kept informed of developments and forecast support needs.

e During Combat Agency managed operations the relevant Combat Agency Controller may request the LEOCON to assume responsibility for the passage of all or certain classes of operational information and intelligence between LEOCONs and/or involved agencies.

f During operations controlled by the LEOCON, the LEOCON is responsible for the passage of operational information and intelligence to the DEOCON and adjoining LEOCONS. The LEOCON is also responsible for:-

i the passage of operational information and intelligence to and from all involved agencies, using the LEOC as the collection and distribution point.

ii the passage of public information to the community. iii the release of regular media releases. iv ensuring the DEOCON is kept informed of developments and forecast support needs.

5.7 RESCUE ARRANGEMENTS a Rescue arrangements detailed in this Plan are subject to the provisions of the State Rescue Policy

and the command structure of the NSW Police Service, except when an Emergency Operations Controller controls an operation.

b Initial response to rescue operations is coordinated by Police Operations Staff at VKG3 Newcastle (Police Communications). Coordination of a rescue operation passes to the senior officer on the first Police vehicle to arrive at the scene.

c Rescue arrangements are managed by the relevant Police Local Area Commander (or delegate), assisted by the Local Rescue Committee. The Local Rescue Committee is responsible to the Mid North Coast District Rescue Committee that in turn is responsible to the State Rescue Board for the implementation of State Rescue Policy.

d Marine rescue management arrangements are developed and coordinated by the relevant Police Commanders assisted by Coffs Harbour Water Police and the Mid North Coast District Marine Rescue Advisory Sub Committee.

e Rescue related matters, involving local rescue resources, that are raised at the Local Emergency Management Committees are to be referred, as soon as practical, to the relevant Police Local Area Commander and Local Rescue Committee.

PART 6 RESPONSE ARRANGEMENTS 6.1 ACTIVATION OF PLAN a This plan is activated by the LEOCON, but does not need activating for combat agencies to respond

to incidents.

b Whenever a combat agency responds to a major incident, or receives warning that it may need to do so, the controller is to advise the LEOCON in accordance with local arrangements. The LEOCON is to then maintain contact with that combat agency and monitor the incident.

c The LEOCON will implement the arrangements in this plan when:

i The lead combat agency controller indicates assistance may be needed; or ii The Incident Controller appointed under the provisions of Section 44 of the Rural Fires Act, to

take charge of fire fighting operations; iii The SES Local Controller is conducting:-

o Storm/Tempest damage control incidents and emergencies; or o Flood incident and emergency operations in accordance with the Nambucca Shire Local

Flood Plan. iv The LEOCON has received confirmed reports that an emergency has or may occur. v The LEOCON has been notified that an emergency in an adjoining area is likely to impact on

this area; vi The LEOCON has received advice from a Combat Agency that a situation agency incident is

likely to develop into a multi-agency response. vii Directed by the DEOCON

h Public warnings will be communicated, by the responsible agency, to the community by whatever media is considered appropriate at the time.

i In some circumstances, particularly if there is a need for urgent evacuations or other actions, media warnings may be reinforced by the following methods:

i Use of public address systems fitted to emergency services vehicles. ii Evacuation teams, made up of personnel from either Police, Rural fire Service, Fire Brigade

and/or State Emergency Service, VRA and others if necessary, to carry out doorknocks within the danger area.

6.6 STANDARD EMERGENCY WARNING SIGNAL (SEWS) a The broadcast of safety information to the public in an emergency will enable the community to take

appropriate actions to protect life and property. The Standard Emergency Warning Signal (SEWS) will alert the public to messages about things they can do to reduce potential loss of life or damage to property.

b SEWS is only to be used to warn the public when they need to take some urgent and immediate action in order to reduce the potential for loss of life or property from emergency events such as:

i Severe thunderstorms ii Gale force winds iii Severe floods iv Cyclones v Hazardous material emergencies vi Biological hazards vii Earthquake aftershocks viii Tsunamis ix Dam failure x Bushfires xi Terrorist Act

c The purpose of SEWS is to:

i Alert listeners / viewers of radio / television that an official emergency announcement, concerning an actual or potential emergency, is about to be made.

ii Alert the community at large, via a public address system, to an important official emergency announcement.

AUTHORITY TO USE SEWS a Combat Agency Commanders / Controllers and Emergency Operations Controllers at Local, District

and State Levels are authorised to use SEWS for the above purposes.

b All instructions for the use of the SEWS are included in the Standard Operating Procedures for the Local Emergency Operations Centre.

UPON RECEIPT OF A SEWS FAX: If in doubt, confirm the message is not a hoax by calling the number given. Begin the broadcast by playing the Standard Emergency Warning Signal for 15 seconds.

Broadcast the Emergency Announcement verbatim. Repeat the broadcast of the SEWS, followed by the Emergency Announcement, twice at five minute intervals, unless requested otherwise by the Authorising Officer.

Cancellation of the Request is to be confirmed by Fax by the Issuing Authority. 6.7 AREA CONTROL The Police are to control access to and egress from any disaster area designed by the LEOCON or Combat Agency Controller. The Council is to assist by supplying road barriers and personnel to staff them as required. 6.8 ROAD CLOSURES a When major road transport routes are closed by an authorised agency or individual or found to be

closed as a result of the hazard impact, the advice is to be passed by that agency or individual to the LEOCON.

b When an authorised person closes a road or regulates traffic flow, the following organisations are to be notified:

i Police ii Nambucca Shire Council iii Fire Brigade Control iv Ambulance Control v Bus Companies (if bus route) vi RTA if State Roads are affected vii State Emergency Service viii Rural Fire Service ix VRA

c The Organisations notified as per paragraph ‘b’ are also to be notified when the road is reopened or

when traffic flow regulation has ceased.

6.9 EVACUATION ARRANGEMENTS Evacuation of persons or animals from an area of danger or potential danger is a possible strategy in combating any particular hazard impact. 6.9.1 DECISION a The decision to evacuate persons or animals is not one, which should be taken lightly. During

evacuations there are many tasks, which need to be carried out by a number of different organisations. This necessitates a coordinated approach to ensure that all the evacuee's needs are met. In some circumstances, it may be more appropriate for people to remain in their homes and take other measures to ensure their safety.

b The requirement to evacuate or stay put will ideally be identified during the planning process and be included in organisation's sub plans or standing operating procedures as necessary. However on occasions immediate evacuation may become necessary.

c The organisation with the authority to order an evacuation is to ensure that the affected community is informed, through a public information program, of the proposed evacuation strategies. Information leaflets should also be provided, if appropriate.

d The controller of the major incident/emergency (Combat Agency Controller, Section 44 (RFS) Appointee/Incident Controller, LEOCON or DEOCON) will determine the need for evacuation. Early identification of evacuation as a possible strategy during a response operation may allow time for the controller to brief the LEOCON/Local Emergency Management Committee allowing for more specific preparedness measures to be taken. At the first available opportunity the LEOCON will also advise the DEOCON in order that District Functional Areas may be alerted.

e If evacuation is the preferred option, the Controller is to consult with:

a The Welfare Services Functional Area Coordinator to identify a safe and suitable Evacuation Assembly Area or Welfare Centre.

b Consult with the Transport Services Functional Area Co-ordinator to arrange

suitable transport from and return to the affected area.

c Consult with the Agricultural and Animal Services Functional Area Coordinator to arrange safe and suitable animal evacuation areas / centres.

6.9.2 AUTHORITY The Authority to order an evacuation must also be clear. The following Table indicates which individuals and organisations have authority to order an evacuation of persons or animals and under which circumstances.

Ambulance Service The Ambulance Service may be directed by the Police Service to

assist in the conduct of evacuations, or, during a declared State of Emergency, by any authorised officer as determined under Section 37 of the State Emergency and Rescue Management Act 1989 (as amended). Evacuation of medical facilities such as hospitals or nursing homes will be at the direction of the Medical Controller.

Local Government Authorities In connection with fire safety related to buildings, the issue of orders to cease the use of premises, evacuate premises, to leave premises, or not to enter premises. (S 124 to S 152 - Local Government Act)

6.9.3 WARNING a Evacuation warnings to the public, or advice not to evacuate, are to be authorised and released by the

person or agency nominated in Part 4 of this plan in accordance with the agency's normal operating procedures.

b The normal means of disseminating warnings and advice to the public is via the electronic media. In some circumstances, particularly if there is a need for urgent evacuations or other actions, evacuation warnings will be reinforced by :

i Use of public address systems fitted to emergency services vehicles. ii Evacuation teams, made up of emergency services personnel and others as necessary, to carry

out door knocks of the affected area. c Warnings to evacuate, whether disseminated via the media or by door knocks, should contain:

i Instruction to evacuate; ii Location of assembly areas for transport to evacuation centres; iii Location of evacuation centres, for those using private transport; iv Authorised route(s) to evacuation centres; v Arrangements for children in schools and pre-schools; vi Arrangements for elderly or infirm residents unable to self evacuate; and vii Likely duration of the evacuation.

d A Media Contact Directory is to be maintained at the Combat Agency Operations Centres and the Local Emergency Operations Centre (LEOC) for warnings to the public.

6.9.4 WITHDRAWAL a The Combat Agency may initiate and conduct evacuations if it is within its capability but must liaise

with Police to ensure security of the evacuated area. Consultation must also occur with the necessary supporting services, eg. Welfare Service Coordinator and the Transport Services Coordinator.

b Police, if requested by the Combat Agency Controller, Section 44 (Rural Fires Act) Incident Controller, LEOCON or DEOCON, will conduct the evacuations of persons to the selected Evacuation Centre, secure the affected area and coordinate Disaster Victim Registration. Police are to advise the Welfare Functional Area Coordinator of the activation of the selected Evacuation Centres.

c Transport requirements are to be organised by the Transport Services Functional Area Coordinator.

d Buildings, which have been evacuated, are identified as directed (eg with a towel, similar item or emergency service barrier tape securely tied to the front door handle or nearby fixture) so as to be visible from the street. This obviates the need to revisit individual premises to ensure they have been evacuated.

e The Combat Agency Controller, Incident Controller or LEOCON is to arrange for a check of the area to ensure the evacuation has been effective.

f Response to some hazard impacts may require the partial or complete evacuation of some smaller town and village areas to larger centres in adjoining local areas and/or districts. Evacuation strategies to deal with such situations are detailed in Local DISPLANs and shown at ANNEX G of this plan. If evacuation to an adjoining local area or district is necessary, operations may be controlled at District Level.

g If evacuation is necessary to an adjoining Local Government Area, arrangements are to be co-ordinated at the District Level.

6.9.5 SHELTER a Assembly areas and Evacuation Centres that may be used in an emergency are detailed in the Local

DISPLAN and Local Disaster Welfare Plans. The Local DISPLAN and Local Disaster Welfare Supporting Plan are to detail the same evacuation centre information.

b Police and the Local Disaster Welfare Coordinator are to maintain up to date details of Key Holders of evacuation centres.

c The District Disaster Welfare Service Coordinator is to ensure that nominated evacuation centres are assessed, on a regular basis, as to their suitability for use.

d The District Welfare Services Functional Area Coordinator is to:

i Arrange for staffing of the identified Evacuation Centre(s) in time to receive evacuees; ii Provide welfare support services to evacuees in accordance with the Welfare Services

Supporting Plan; and iii Address longer-term accommodation arrangements.

6.9.6 RETURN a The Agency/Authority who initiated the evacuation determines, in consultation with the Combat

Agency, Recovery Coordinating Committee (if established), and the Coordinators of the Engineering Services, Health Services and Welfare Services Functional Areas, when it is safe for evacuees to return to their homes, and arranges for the evacuees to be advised accordingly.

b Transport is to be arranged by the Transport Services Functional Area Coordinator.

6.10 OUT OF AREA ASSISTANCE a Combat agencies may obtain additional resources from outside the local area or deploy their own

resources outside the local area. The LEOCON is to be advised in either event.

b All other requests for out of area resources are to be passed by the LEOCON to the Mid North Coast District Emergency Operations Controller.

6.11 RESOURCE ASSEMBLY AREAS This information is restricted and will now appear at Annexure F and only be released to Emergency Management Agencies. 6.12 LOGISTIC SUPPORT a Whenever possible, normal procurement procedures are to be used for the acquisition of goods and

services;

b Council resources will be co-ordinated by the LEMO or council Liaison Officer;

c Each responding agency is responsible to relieve and re-supply its own personnel.

d If required by the LEOCON the Local Disaster Welfare Manager is to provide meals for disaster workers and volunteers assisting them.

e At the request of the relevant agency, disaster workers brought in from outside the Council area are to be accommodated and fed under Local Disaster Welfare Plan arrangements.

f Each Emergency Service and Functional Area will maintain a Local Resource Register appropriate to their area of responsibility.

6.13 EMERGENCY FUNDING a Combat Agencies, Emergency Services and Functional Areas should have their own systems for

emergency funding.

b For Participating and Supporting Organisations, which are Government Departments or Authorities, the cost of providing resources, including Liaison Officers, during emergency response or recovery operations is to be met by the providers from their normal operating budgets.

c For private sector organisations or personnel, the cost of providing resources during emergency response or recovery operations is to be met by the requesting agency, which would usually be the agency/organisation responsible for meeting the cost during normal circumstances.

d Details of financial services available to of disaster affected persons may be found in the ‘Emergency Finance Functional Area Supporting Plan to the State Disaster Plan’.

6.14 COMMONWEALTH AND DEFENCE ASSISTANCE a Access to Commonwealth support: is arranged by the Local Emergency Operations Controller,

with the concurrence of the District Emergency Operations Controller and the State Emergency Operations Controller through Emergency Management Australia (EMA).

b Defence Assistance to the Civil Community (DACC): During major emergencies when the State has officially requested Commonwealth assistance the Australian Defence Force may provide specialist personnel, equipment, facilities or capabilities which are either not available to, or have been exhausted from, State resources.

c There are three categories of emergency DACC:

i DACC Category 1: is support to a local emergency with immediate threat to life and/or property. A local Defence commander, utilising local resources, may approve this type of support.

ii DACC Category 2: is support to a general emergency with direct threat to life and/or property. ADF Headquarters (ADFHQ) approves this category of support after State Authorities approach EMA. Defence resources for DACC Cat Two tasks are deployed on the Authority of Headquarters Australian Theatre (HQAST) and would generally lead to the deployment of an ADF Liaison Officer at the Local, District and State Emergency Operation Centre.

iii DACC Category 3: is support provided to an ongoing emergency with no direct threat to life and/or property. Bids for DACC Cat Three are usually submitted as an extension of Cat Two arrangements enabling a quick and efficient resolution to the initial response. This category is approved by ADFHQ after State Authorities approach EMA. Defence resources for DACC Cat Three tasks are deployed on the authority of Headquarters Australian Theatre (HQAST) and would generally lead to the deployment of an ADF Liaison Officer at the Local, District and State Emergency Operation Centre.

PART 7 EMERGENCY RECOVERY ARRANGEMENTS 7.1 GENERAL a When an emergency has been contained, the emergency management structure continues to conduct

recovery operations to satisfy personal and community needs, and to restore services to the level where the continuing process can be managed by local government and the normal responsible agencies. While local government authorities have significant responsibility for the well-being of local communities, and play a major role in recovery operations, they may require significant resource support, particularly with respect to the overall coordination of recovery operations.

b It is essential that the requirements of recovery operations are assessed and planned during the earliest

stages of an emergency operation. Although an overlap will occur between the commencement of the recovery and the completion of the response, the handover of responsibilities between the response organisations and the recovery organisations needs to be considered carefully. EOCON’s are responsible to ensure recovery planning occurs.

c Those involved in contributing to recovery operations should keep in mind that the whole purpose of

such operations is to assist the affected community to manage its own recovery, while recognising that there will invariably be a requirement for external technical, physical and financial assistance.

7.2 PRINCIPLES a Disaster recovery is most effective when the following nationally recognised principles are

applied:

i management arrangements recognise that disaster recovery is a complex, dynamic and protracted process;

ii agreed plans and management arrangements are well understood by the community and disaster management agencies;

iii recovery agencies are properly integrated into disaster management arrangements; iv community service and reconstruction agencies have input into key decision-making; v recovery services are conducted with the active participation of the affected community; vi recovery managers are involved from the initial briefing on the operation; vii recovery services are provided in a timely, fair, equitable and flexible manner; and viii recovery personnel are supported by training programs and exercises. ix (Source: National Standing Committee of Community Services and Income Security

Administrators).

b The recovery process will commence as soon as possible during and following the impact and every effort will be made to ensure that individuals from the affected communities are actively involved in their own recovery.

c Management of recovery services should, whenever possible, occur at local level, although District and,

on occasions, State support will be required. Combat agencies are to advise the appropriate Emergency Operations Controller (EOCON) if specific recovery coordination will be required.

d Recovery services are most effective when managed by an identified recovery coordinator.

e There are a number of coordination options available, these include:

i LEOCON appointment – Disaster Recovery Coordinator - LEOCON established Committee. ii DEOCON appointment – Disaster Recovery Coordinator - DEOCON established Committee. iii Welfare Services Functional Area Coordinator – Welfare Services Committee and key

representatives advise. iv Engineering Services Functional Area Coordinator – Engineering Functional Area committee and

key representatives advise. v SEOCON appointments – Welfare Services Coordinator - SEOCON established Committee. vi Minister appointments – Welfare Services Coordinator - Appointee established committee or task

force. 7.3 PLANNING FOR RECOVERY OPERATIONS a As early as possible during an emergency, the LEOCON is to call together the Nambucca Shire Local

Recovery Co-ordinating Committee which comprises of

i Members of the Local Emergency Management Committee (LEMC) ii Mayor, Nambucca Shire Council, Chairperson iii General Manager, Nambucca Shire Council iv Director, Engineering Services, Nambucca Shire Council v Director, Corporate Services, Nambucca Shire Council vi Director, Environment and Planning, Nambucca Shire Council vii Combat Agency (to provide an overview of the situation) viii Disaster Welfare Coordinator ix Other representatives as required by the Committee (eg Chamber of Commerce)

b The Committee conducts recovery operations to assist victims and restore local community services. Whilst Local Government Authorities expect to retain significant responsibility for the well-being of local communities, and take a major role in recovery operations, they may require significant support, particularly with respect to the overall co-ordination of operations.

c The committee may invite members of the community to help it define the community’s recovery needs.

d The committee is to be briefed on the emergency by the LEOCON and then meet daily (except during protracted operations when it may meet less frequently), monitor response operations, define the recovery problem and prepare a recovery plan.

e At the time the LEOCON issues the stand down signifying the end of response operations the LEOCON is to provide a final brief to the hand control of operations to the Mayor.

f It is essential that the need for recovery operations is assessed and planned during the earliest stages of an emergency response operation. The Local Emergency Operations Controller is responsible to ensure that this occurs.

7.4 RECOVERY OPERATIONS a If recovery operations are necessary, the Local Emergency Operations Controller is responsible for the

formation of a Recovery Co-ordinating committee comprising all appropriate combat agencies, functional areas and other agencies (including commonwealth Departments).

b Combat Agency Controllers and Functional Area Co-ordinators are to determine the requirements for recovery operations by their agency or functional area, assist the Local Emergency Operations Controller in determining overall service or area requirements, and be prepared to take a lead role in operations when circumstances and expertise indicate this to be appropriate.

c The recovery coordinating committee is to act as the sole source of requests for assistance to the Mid North Coast District Recovery Co-ordinating Committee or any Special Recovery Co-ordinator appointed by the State Government.

d The Committee may appoint one of its members or request the Nambucca Shire Council General Manager to act as a special recovery co-ordinator if this is appropriate.

e At the conclusion of the recovery period the Mayor in conjunction with the LEOCON, is to recommend to the Mid North Coast District Recovery Co-ordinating Committee (or the Special Recovery Co-ordinator if one is appointed by the State Government) the type of longer-term reconstruction operations, which may be required. This includes a statement of outstanding relief measures (including continuing welfare matters) that need to continue or be implemented by Government Departments or statutory authorities.

f The Chairman of the Local Emergency Management Committee should become the Chair of the Recovery Co-ordinating committee.

g The Recovery Co-ordinating committee is to establish:

i The scope for recovery measures including the requirement for Government funding; ii The need for a ‘State of Emergency” to be declared, continues or extended; iii Arrangements for establishment of public appeal funds; iv Methods to obtain additional information; and v The potential capability of the community to implement recovery measures themselves, and the need

for subsequent support to and co-ordination of these measures h Based on this information, the Recovery Co-ordinating Committee is to prepare a plan for recovery

operations which is to include:

i Tasks and responsibilities of participating organisations; ii Co-ordination and control arrangements; iii Procedures and responsibilities for informing the Government, media and public; iv An assessment of the resources required including Government funding and external assistance; v Emergency relief funding measures; and vi Any special requirements, for example, large scale emergency accommodation.

i This plan is to be implemented at the direction of the chairman of the Recovery Co-ordinating Committee.

j Subsequent meetings of the Recovery Co-ordinating Committee held during the recovery period are to monitor the adequacy of the plan and recommend changes if necessary.

k When the Chair of the Recovery Co-ordinating Committee is satisfied that recovery from the emergency has been substantially affected, he is to liaise with the LEOCON who is to:

i Inform the DEOCON requesting that he recommend to the SEOCON the cancellation of the “State of Emergency” if one is in force. If the recommendation is approved then the time of cancellation is to be advised to all appropriate organisations;

ii Direct appropriate controllers and co-ordinators to cease recovery operations and activities; iii Arrange for the media and public to be informed; and iv Advise the procedures for a debrief to occur.

l At the conclusion of the recovery period, the Chair of the Recovery Co-ordinating Committee (with the assistance of the Local Emergency Operations Controller) is to prepare for the chairman of the District Emergency Management Committee (or the District Recovery Co-ordinating Committee if established), a recommendation on the need for longer term reconstruction operations, if necessary. 7.5 REGISTRATION The Police are to ensure that all disaster victims (including evacuees) are registered and details forwarded to the Local Emergency Operations Centre in accordance with Police Services instructions. 7.6 DISASTER RELIEF FUNDING ARRANGEMENTS a Emergency financial assistance to victims of the emergency is co-ordinated by the Dept of Community
