Kuwait keen on enforcing world’shighest anti-corruption standards
‘Eradicating graft vital for state development plan success’
BAGHDAD, April 16, (KUNA): Kuwait is eager to enhancing anti-graft pol-icies through applying the world’s highest standards, chairman of the national anti-corruption authority has stated.
Kuwait is prioritizing all efforts to combat corruption and address its root causes, Chairman of the Kuwait Anti-Corruption Author-ity (Nazaha) Abdulrahman Al-Nemash said in his statement at the Sixth Ministerial Conference of the Arab Network for the Pro-motion of Integrity and Combat-ing Corruption which kicked off in Baghdad Sunday.
He clarified that Kuwait deeply believed that eradicating graft was the most important factor for the suc-cess of the state development plan of 2035.
He lauded the government’s un-limited support to the authority’s ef-forts to eliminate corruption.
This support had been crystalized in a series government decrees to streamline the authorities work, he suggested.
The Cabinet is preparing a new law to impose a merit-based system for the choice of leaders of the state institutions, he disclosed.
Al-Nemash noted that Kuwait had rushed to sign international and regional anti-corruption conventions such as the United Nations Conven-tion against Corruption; Arab Anti-Corruption Convention; the Arab Convention on Combating Money Laundering and Terrorist Financ-ing; The United Nations Conven-tion against Transnational Organized Crime (UNTOC); Arab Convention against Transnational Organized Crime; and the International Anticor-ruption Academy agreement.
The state had also established Nazaha to spearhead the efforts to promote transparency, integrity and anti-corruption and good governance policies in public and private sectors.
Al-Nemash pointed out that Ku-wait had also created proper legal framework for an effective fight against corruption in both sectors.
The national anti-corruption au-thority had helped formulate a new law on the prevention of the conflict of the interests which was recently
passed by the National Assembly, he said.
He added that the authority had also referred to the National Assem-bly a draft law on the right to the ac-cess of information as well as amend-ments to the penal code to penalize bribery in public and private sectors.
The anti-graft body was also planning to hold a forum to get ex-perts views on the amendment of the tenders law, he noted.
Nazaha had approved terms of
reference for setting a comprehen-sive national strategy for integrity, transparency, and anticorruption to guarantee Kuwait’s compliance with standards identified in the United Nations Convention against Corruption and to improve Ku-wait’s ranking on the global Cor-ruption Perceptions Index.
Officials and representatives from 18 Arab countries and 25 or-ganizations are partaking in the con-vention.

PART obtains approval to maintain crossroads
Kuwait is not immune to quakesKUWAIT CITY, April 16: Kuwaiti Earth-quake Expert Dr Firyal Bou Rabea affirmed that Kuwait is not immune to earthquakes, and that destructive earthquakes can happen any time in Kuwait, reports Al-Qabas daily.
In an interview, she indicated that no part of the world is safe from earthquakes, ruling out that science and technology has reached a lev-el of predicting earthquakes before they occur.
Dr Bou Rabea said, “Since the establish-ment of Kuwait Seismic Network, almost 930 earthquakes have been recorded including 39 with intensity ranging between 3 and 4.7 on the Richter scale while the rest are less than 3.”
She revealed that Kuwait University is in the process of establishing a new network for recording earthquakes to assist Kuwait Seis-mic Network in Kuwait Institute for Scientific Research (KISR).
Dr Bou Rabea said, “Even though there are risks of earthquakes in Kuwait, we can man-age,” affirming that all buildings in Kuwait conform to the specifications of seismic code.
She concluded the interview by calling for establishing risk monitoring and preparation

Public Authority for Roads & Transport (PART) has obtained the approval of Central Agency for Public Tenders (CAPT) to estab-lish and maintain the crossroads on the Sixth Ring Road leading to the new residential areas west of Jleeb Al-Shuyoukh (Sabah Al-Nasser Bridge). The project was suspended for years due to a dispute between the Ministry of Pub-lic Works and the relevant contractor, reports Al-Rai daily. The daily quoting a reliable source said PART and the relevant contrac-tor have reached an agreement according to which the contractor should finish the remain-ing activities of the project that started in 2011.
He added that PART is presently waiting for the approval of State Audit Bureau (SAB) to restart the project.
He added the agreement covers the with-drawal of lawsuits filed in this context and expected the approval of Audit Bureau in the coming month and accomplished within one year as per terms and conditions of the contract.
