ExecutiveSummaryThe Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023 has been drafted based on field research, analysis of the reports addressing community welfare and their inclusion in the Municipality of Prizren as well as contribution of members of the Municipal Action Committee discussed during the workshops organized for the purpose of drafting this plan and regular communication developed during the process of drafting this plan. The Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities 2019-2023 in the Municipality of Prizren is in line with the objectives of the Strategy for Inclusion of Roma and Ashkali Communities in the Kosovo Society 2017-2021. The Working Group for drafting the Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023 decided to include in this plan the following five areas:
● Education ● Employment and social welfare ● Health ● Housing ● Culture, Media and Information
In the first part, the Working Group defined the vision, mission, values and principles upon which this action plan is built. For all the areas included in this action plan, the situation was analyzed and key challenges were identified, strategic objectives were defined, expected outcomes are determined, and activities have been set and described, the implementation of which will improve the general situation of these communities in the Municipality of Prizren. In addition, indicators for each objective have been determined as well as the assumptions and risks that affect the implementation of this action plan have been identified and described. At the end, the budget for this action plan was forecasted according to which a total budget of EUR 1,276,750 will be allocated for the five-year implementation period, out of which EUR 995,005 is forecasted to be covered by the municipal budget, and EUR 281,745 is forecasted to be covered by different donors and/or central institutions of Kosovo.

1.IntroductionPrizren lies in the south-western part of Kosovo and is the second biggest city in Kosovo, including its population, after Prishtina. The municipality of Prizren has an area of 627 km² (5.94% of the territory of Kosovo), located in the southwest of Kosovo, with 76 dwellings and 177,781 inhabitants, with an urban population of 94,517 inhabitants and a rural population of 83,264 inhabitants.1 It borders with the municipalities of Gjakova, Rahovec, Suhareka, Shtërpca and Dragash, as well as Albania and Macedonia. As for the organizational aspect, the Municipality of Prizren comprises of 13 municipal directorates: Directorate of Education and Science, Directorate of Administration, Directorate of Inspectorates, Directorate of Health, Directorate of Economy and Finance, Department of Urbanism and Spatial Planning, Directorate of Public Services, Directorate Tourism and Economic Development, Directorate of Cadastre and Geodesy, Directorate of Culture, Youth and Sports, Directorate of Emergency and Security, Directorate of Agriculture and Rural Development, Directorate of Labor and Social Welfare.2 According to the last census in Kosovo, in 2011, there are a total of 4,417 members of the Roma, Ashkali and Egyptian communities in the Municipality of Prizren, out of which 2,899 are Roma, 1,350 Ashkali and 168 Egyptians. Most of the Roma, Ashkali and Egyptian communities in the Municipality of Prizren live in the urban part of the city of Prizren. Based on this, the Municipality of Prizren was selected by the Kosovo Education and Employment Network (KEEN) project to support drafting of the Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-20233. To implement this local action plan, the Municipality of Prizren and the KEEN Project have signed a Memorandum of Cooperation in which the parties agreed on their duties and responsibilities during the process of drafting this plan.

2.MethodologyThe process of drafting the Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023 has been a very long and inclusive process. The Local Action Plan for the Municipality of Prizren was drafted applying a combined methodology of access to work in order to draft this plan credibly in terms of content, setting objectives which are compliant with the situation of communities in this Municipality and which are clearly and measurably defined to ensure the inclusion of communities in the Municipality of Prizren. The drafting of the Local Action Plan for Communities in the Municipality of Prizren has been developed in several phases including: Phase 1: Preparatory phase During this phase, representatives of the KEEN Project have established contacts with the Municipality of Prizren and have signed a Memorandum of Cooperation with the Mayor; the Municipality of Prizren has appointed the Working Group for drafting the action plan; The KEEN project has identified and engaged the consultant to facilitate this process and draft the action plan; coordination meetings between the members of the Working Group and the consultant for planning the dates of the workshops were held. Phase 2: Organizing and conducting workshops A one-day workshop led by the consultant and where members of the Working Group participated was organized in Prizren with the purpose of collecting data for the analysis of the areas included in the action plan. This workshop was held on 13 December 2017, and through SWOT analysis and based on participants' knowledge, successes, weaknesses, opportunities and risks for each of the areas included in this local action plan were identified. In addition, during this phase, official data and statistics provided by municipal officials of the Municipality of Prizren for all areas included in this action plan were collected. For planning purposes, on 12 and 13 September 2018 a two-day workshop was held in Prizren, under the consultant’s guidance and in which members of the Working Group participated. During this workshop, for each area included in this action plan, key challenges have been identified, strategic objectives have been set, expected outcomes have been defined, and the foreseen activities have been set and described. Also, during this workshop the indicators for each objective have been set, and the assumptions and risks affecting the implementation of this action plan have been identified and described. Dated 12 October 2018, a one-day workshop was held in Prizren for the purpose of budgeting and planning for implementation of this local action plan. In this workshop, under the consultant’s guidance and with the participation of the members of the Working Group, the budget for all activities foreseen for the five year period was defined, divided into categories depending on the source of funding, and the implementation of the local action plan for the five-year period was detailed, operationalizing the foreseen activities and defining the institutions responsible for their implementation. The Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023, after being reviewed by the Working Group, took the form of a final draft.

3.SituationAnalysisThe Municipality of Prizren has an area of 627 km2 (5.94% of the territory of Kosovo), located in the southwest of Kosovo, with 76 dwellings and 177,781 inhabitants, with an urban population of 94,517 inhabitants and a rural population of 83,264 inhabitants.4 According to the last census conducted in 2011, out of the total number of Prizreni inhabitants, 4417 inhabitants were registered as members of Roma, Ashkali, Egyptian communities, namely 2899 Roma, 1350 Ashkali and 168 Egyptians, while from the data of MOCR Prizren around 0.5% are of Roma, Ashkali and Egyptian communities that are not registered in the civil registry. The majority, about 80% of Roma, Ashkali and Egyptian communities, live in the urban part of the city, most of whom are declared as Roma. Roma, Ashkali and Egyptian communities in the city of Prizren live in five neighborhoods, as a group of communities, while in seven other neighborhoods they are mixed with Albanian, Turkish and Bosnian communities. Roma, Ashkali and Egyptian communities are also distributed across 12 villages of the Municipality of Prizren, out of which about 10% are declared as Ashkali and about 10% as Egyptians.5 Roma, as a majority, in reference to Ashkali and Egyptian communities, is represented by PREBK political party, which operates at the central level and its headquarters is in the Municipality of Prizren. Ashkali community is represented by PDAK, while Egyptians are represented by IRDK.6 3.1.EducationIn the education system of the Municipality of Prizren, the number of children/students of Roma, Ashkali and Egyptian communities attending elementary schools is satisfactory; the total number of students of grades I-IX is 950 and approximately 50% of them are female. However, pre-school attendance remains a concern. According to the data from the Municipal Office for Communities and Returns (MOCR), the total number is approximately 65 children attending pre-school education and this number is very low in relation to the number of children of this age. Learning Centers (LC) have helped a lot in involving children from Roma, Ashkali and Egyptian communities in the education system through provision of support in different fields. In the Municipality of Prizren, 11 Learning Centers are attended by Roma, Ashkali and Egyptian communities in catch-up classes, with a total of 247 children/students. According to MOCR data, the number of children who do not attend school is about 90 children, mostly female (70%). In secondary schools, 280 children attending classes were identified, out of which 50% are female. However, 150 children were identified to not attend secondary education, out of which, according to MOCR data, 80% are female. Non-attendance of education, from the primary education to the secondary one, is concerning for Roma, Ashkali and Egyptian communities. In addition, their success is also concerning. According to the Working Group, Roma, Ashkali and Egyptian students have a lower average of success compared to the general average among the majority

community; however there is no accurate data from the schools and neither from MED Prizren. According to MOCR data, there are around 100 students from Roma, Ashkali and Egyptian communities attending studies at the University of Prizren and some private universities, excluding students enrolled in faculties outside of Prizren. From this number, 10 students receive scholarships provided by Roma Education Found (REF). According to MOCR data in Prizren, there are over 40 persons from Roma, Ashkali and Egyptian communities who have completed university education.

3.2.EmploymentandWelfare
In the Municipality of Prizren, 4,417 inhabitants are members of the Roma, Ashkali and Egyptian communities, out of the total population of 177,781,000. This number indicates that Roma, Ashkali and Egyptian communities represent a solid percentage of the population of the Municipality of Prizren who in this context should enjoy equal socio-economic rights guaranteed by the effective legislation of the Republic of Kosovo. Access to employment, social schemes and services, registration in the office for employment, having a legal employment agreement, and registration of the employed persons in the Tax Administration of Kosovo as regular taxpayers, remain some of the main challenges with which Roma, Ashkali and Egyptian communities face in the field of employment. Undoubtedly, efforts to fulfill these disadvantages contributes to improved quality of life and increased economic and social welfare of Roma, Ashkali and Egyptian communities, thus ensuring a safer and more dignified life for them. The Strategy of the Government of Kosovo for the Inclusion of Roma and AshkaliCommunitiesinKosovoSociety(2017‐2021) well addressed the issue of employment of Roma, Ashkali and Egyptian communities, elaborating their employment opportunities and difficulties, thus stating that the participation in the labor market and the creation of new opportunities for professional development and non-dependence on social schemes remain the main objective towards improving the economic and social welfare of Roma, Ashkali and Egyptian communities. According to the MOCR data, a total of 115 people from Roma, Ashkali and Egyptian communities are employed. In the public sector there are 56 persons, in the central public sector there are 26 persons, in non-governmental organizations there are 17 persons and 16 persons are self-employed; however according to MOCR data none is employed in the private sector. At the municipal level, vocational trainings have been organized aimed at increasing skills for the labor market, however, a large number of Roma, Ashkali and Egyptian communities are not part of these trainings. By now 37 people from Roma, Ashkali and Egyptian communities have completed such trainings, all of them as repatriated persons.7 Lack of sufficient involvement of Roma, Ashkali and Egyptian communities in vocational education and trainings leads to their disengagement from the labor market trends8 Access to social protection schemes is limited, because the system’s targeting is poor, i.e. non-poor families also benefit from these schemes. The criteria for entitlement to benefit from social assistance, lack of civil registration by these communities and other issues have led to possible misuse of social schemes.9 However, according to MOCR data, there are a total of 227 families from Roma, Ashkali and Egyptian communities, or 517 members, receive assistance from the Social Assistance Scheme.

3.3.HealthIn the Municipality of Prizren the coverage of health services is well regulated. According to the Working Group of this Plan, the extension of family medical centers is not a problem for Roma, Ashkali and Egyptian communities; the accessibility is easy and without infrastructure or distance problems. Only by June 2018 many systematic visits to different neighborhoods of Prizren were carried out, while Roma, Ashkali and Egyptian communities were also beneficiaries of this activity. Systematic visits were also carried out in all public and private schools of the Municipality of Prizren, with a total of 6907 students visited. Children from Roma, Ashkali and Egyptian communities also benefited from this activity.10 Also, FMC, in cooperation with NGO "Nevo Koncepti", carried out a five day awareness campaign with the motto "A vaccine, a healthy life" and "Vaccinateyourchild,savesomelivesofchildren" with the target Roma, Ashkali and Egyptian communities.11. However, the low awareness of the importance of health, prevention of diseases as a concept, but also the development of a culture of regular health care, especially for pregnant women and the elderly, remain concerning. Another issue identified is the lack of information on the services provided by FMCs.

3.4.HousingAs in any other municipality, housing is an issue for Roma, Ashkali and Egyptian communities. In Prizren, although most of these communities live in urban areas, housing conditions are considered not good. According to MOCR data in the Municipality of Prizren, around 40 families are without shelter, who rent facilities, live in relatives’ houses or containers provided by various donors. One of the other problems is the legalization of properties. In the Municipality of Prizren many Roma, Ashkali and Egyptian community members are owners of properties/houses/dwellings, but in many neighborhoods the final legalization has never been done, therefore those families do not officially have possession letter for their properties. In recent years, two new neighborhoods inhabited by Roma, Ashkali and Egyptian communities have been created and now they are facing with the issue of sewage, which as a consequence is endangering their health. The Municipality, in cooperation with NGO "VORAE", from 2016 and 2017, has released subsidies in the field of construction and renovation for a total of 31 families from Roma, Ashkali and Egyptian communities. Also, the Municipality of Prizren regularly provides housing for social cases, therefore the increase of the number of beneficiaries of housing from Roma, Ashkali, Egyptian community members was deemed necessary. 3.5.Culture,MediaandInformationIn the Municipality of Prizren several media houses deal with informing the members of the Roma, Ashkali and Egyptian communities about new social trends. First to be mentioned here is Radio "Romano Avazo", which is the first radio of this kind in the entire Balkans and as such covers not only Prizren municipality but also the entire Dukagjini region. In addition, the local newspaper "Yekhipe", in Romani language, is published. As for the cultural promotion of Roma, Ashkali and Egyptian communities, there is a lack of activities for the promotion of their cultural heritage. In many cases, cultural organizations are self-funded or minimal support from local donors. In some cases, the Municipal Assembly of Prizren financed the celebration of the International Roma Day, during which various theatrical and musical activities were organized to mark this day. It was emphasized that it is necessary that representatives of cultural organizations of Roma, Ashkali and Egyptian communities cooperate with municipal officials in the process of municipal budgeting in order to identify program priorities in the field of culture and media promotion.12

4.Vision,Mission,ValuesandPrinciples
The Municipality of Prizren, following the governmental policy in line with the improved position of minority ethnicities, has expressed its commitment also through the statement of vision: Prizren, a municipality of all citizens, respectful of diversity, integrated in the European pathway, with equal opportunities for personal development of all individuals from Roma, Ashkali and Egyptian communities who contribute to sustainable economic and social development. MissionThe Municipality of Prizren, committed to increasing the level of employment and social welfare of Roma, Ashkali and Egyptian communities, providing quality health services, mitigating the issue of housing and sustainable habitat, providing conditions for quality education for children and students and preserving and promoting the identity and cultural values of Roma, Ashkali and Egyptian communities.

5.StrategicObjectivesThe analysis of the situation of Roma, Ashkali and Egyptian communities in the Municipality of Prizren is based on the needs of Roma, Ashkali and Egyptian communities and in accordance with the Strategy for the Inclusion of Roma, Ashkali and Egyptian communities in Kosovo society 2017-2021. Therefore, the Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023 includes five strategic areas. In all thematic areas, strategic objectives have been set, which have been solved into expected outcomes and specific activities for each outcome. 5.1 EducationEducation is one of the most important areas of a country's development, therefore this area represents the main priority of the Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023, on the basis that with a better and higher quality education, many community problems can be solved and easily overcome. In this thematic area activities that lead to overall improvement of the quality, level of inclusion, awareness and success of Roma, Ashkali and Egyptian students at all levels of pre-university education in the Municipality of Prizren are presented. Main challenges in the field of education are:
● Insufficient inclusion of Roma, Ashkali and Egyptian community students in pre-university education in the Municipality of Prizren, especially in pre-school and upper secondary education.
● Making Roma, Ashkali and Egyptian communities aware of the importance of education.
● School non-attendance by Roma, Ashkali and Egyptian students in upper secondary education.
● Poor success of Roma, Ashkali and Egyptian community students in pre-university education.
Strategic objectives: Objective 1a: Increase inclusion, raise awareness and provide support to ensure quality education and conditions for members of Roma, Ashkali and Egyptian communities. Objective 1b: Create favorable conditions and support for education returnees and repatriates.

Activity1.1.1Organizeawarenesscampaignsforstudentsandteachersonfightingdiscriminationatschoolandinsociety
MED, in cooperation with the Human Rights Unit, the Community Counseling Group (CCG), schools and parents, organize awareness and information campaigns against school discrimination of Roma, Ashkali and Egyptian children. Campaigns are made in forms of discussion, community meetings, leaflets, posters.
Activity1.1.2Organizeawarenesscampaignsonenrollmentinkindergartens,preschoolsandfirstgrade
MED, MOCR, schools and CSOs organize awareness campaigns, for families of Roma, Ashkali and Egyptian communities before and during the enrollment periods of children and students at all levels of pre-university educational institutions, so that no one remains without being enrolled due to the lack of information. These also emphasize the importance of attending school uninterruptedly. Campaigns are conducted in the form of community meetings, leaflets, posters.
Activity1.1.3Provideintensivelearningprogrammes(Catch‐upprogramme)
MED, with the support of CSO organizations, managed to get a significant number of children back to school benches through intensive learning called "Catch-Up Classes". Such a project has been supported by MOCR and MED for several years, and CSOs have supported Roma, Ashkali and Egyptian communities with technical assistance, aiming at having at least 150 students attending this programme annually.
Activity1.1.4Organizecatch‐upClassesinschoollearningcenters
MED, in cooperation with MEST, employs 8 teachers who will teach Catch-up classes in learning centers where students of Roma, Ashkali and Egyptian communities attend classes. Teachers of different subjects are required to provide additional (out of regular classes) classes for these community students who have poor success, so that they are supported to have the best learning content required by school and relevant subjects, especially in the subject of math, where Roma, Ashkali and Egyptian students do not perform good in the Municipality of Prizren.
Activity1.1.5MED, parents, in cooperation with donors and CSOs support Roma, Ashkali, Egyptian students with school uniforms or clothes, so that these students are not marginalized due to their financial conditions.

The MOCR, in cooperation with MED, provide school material packages for students with poor social conditions and who are on the list of social case families. The department of CSW helps in identifying these cases and delivers the list to MED and MOCR

According to the MEST Administrative Instruction on Establishment and the Functioning of Learning Centers, the engagement of 8 full time assistants is required to assist the educational process in schools where Roma, Ashkali and Egyptian communities live.
Activity1.1.8ProvidespaceforlearningcentersinschoolsattendedbyRoma,AshkaliandEgyptiancommunitystudents
MED and schools will provide space (classrooms) for the establishment of learning centers in at least four (4) schools attended by Roma, Ashkali and Egyptian students. The situation so far shows that some schools lack the willingness to provide space for learning centers and this is an obstacle for the establishment and operation of learning centers.

With the request of MED to MEST a teacher for facultative teaching will be employed. Optional subjects has been offered for several years, however now there is a need for a teacher.

Activity1.2.1OrganizeawarenesscampaignsontheimportanceofeducationforRoma,AshkaliandEgyptiancommunities
MOCR and MED, in cooperation with schools, and with the support of various CSOs and donors, organize awareness campaigns for Roma, Ashkali and Egyptian communities. The campaigns can be conducted in the form of various media campaigns, formal and informal meetings, round tables, etc. In addition to information campaigns, students from Roma, Ashkali and Egyptian communities can also be involved or successful personalities who would share their stories of success through visits to families or through the organization of different informative sessions.

5.2 EmploymentandSocialWelfareUnemployment is a very significant issue for Roma, Ashkali and Egyptian communities throughout Kosovo. This issue is also apparent in Municipality of Prizren, which is the main cause of socio-economic problems of Roma, Ashkali and Egyptian communities. According to the data of the Municipality of Prizren, out of a total of 4,417 members of registered Roma, Ashkali and Egyptian communities, only 115 persons are employed in the public sector and in non-governmental organizations.13 In addition, members of Roma, Ashkali and Egyptian communities are the largest beneficiaries of the social scheme compared to other communities, therefore the second field covered by this Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023 is employment and social welfare. All the activities foreseen in this objective have resulted from the need of communities to improve their status of employment and social welfare. The main challenges foreseen to achieve this objective and these activities are:
● High level of unemployment ● The Employment Office does not have the mandate for employment and therefore
may not have it as a priority ● Limited budget for social services due to multiple requests.

These campaigns will contribute to creating a more accurate picture of the number of jobseekers from the communities and also enable better cooperation between the MOCR and the Employment Office in providing more quality services.

5.3 HealthHealth is a very important aspect of human life. According to the definition of the World Health Organization, health is "the state of complete physical, mental and social well-being". 14 In improving the health status of Roma, Ashkali and Egyptian communities, the LocalAction Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in theMunicipalityofPrizren2019‐2023 includes concrete activities. The main challenges foreseen for the realization of this plan and these activities are:
● Lack of information about health services; ● Lack of interest from communities regarding organized controls; ● Failure of FMCs to carry out systematic field visits.

MFMC, with the support of the MOCR, organizes systematic visits to Roma, Ashkali and Egyptian community families. The purpose of the visits will be to provide health services to all in need.

MOCR, in cooperation with DCAM, identifies all unvaccinated children. After their identification, through family visits, or even through the organization of collective visits to certain locations, they get vaccinated. The so far mammography visits to Roma, Ashkali and Egyptian communities have shown good results, where a part of the community families have been made aware of mammography checkup, therefore the MFMC in cooperation with MOCR and local NGOs organize systematic visits with mobile mammography equipment that is managed by MH in neighborhoods inhabited by Roma, Ashkali and Egyptian communities.

The experiences of local NGOs working in the field of health show that a considerable number of pregnant women from Roma, Ashkali and Egyptian communities hesitate to do regular gynecological visits, including regular visits after giving birth. Therefore, MFMC, in cooperation with local NGOs, will organize regular nursing visits in order to identify eventual health problems.

It is known that solving the issue of housing would facilitate each individual’s lifestyle. Several regions in the Municipality of Prizren can be considered as informal, where ethnically there is a greater representation of members of Roma, Ashkali and Egyptian communities. Living in these areas is often hampered by poor conditions that endanger health of their inhabitants. TheLocalActionPlanfortheInclusionofRoma,AshkaliandEgyptian Communities in the Municipality of Prizren 2019‐2023 aims to provide sustainable accommodation and housing conditions. This goal has been based on some concrete activities. The main challenges foreseen in realization of this plan and these activities are:

Supporting cultural initiatives of Roma, Ashkali and Egyptian communities is necessary, therefore the municipality, with an affirmative decision, will continue to allocate a special budget to support cultural initiatives that come in the form of proposals from Roma, Ashkali and Egyptian communities.

The Composition Festival of Roma, Ashkali and Egyptian communities has now become a traditional festival and is a significant place; therefore in order to continue this tradition, the municipality will support this festival, by allocating funds, on its longevity and better organization so to bring values.

Media has a great importance in presentation of culture as well as other issues of particular importance for Roma, Ashkali and Egyptian communities, therefore supporting municipal officials of the MOCR office, namely civil society and especially students, on developing programmes and organizing joint debates is for the overall benefit of Roma, Ashkali and Egyptian communities.

Supporting the only media in the Romani language is important for the multi-cultural spirit of Prizren, therefore the Municipality supports the activity that this medium covers.
Activity5.4.3PublicannouncementsonmunicipalservicesbroadcastedontheonlyradioinRomanilanguage
In order to respect diversity, the Municipality will start announcing the announcements in the Romani language too. Public announcements of interest to the Roma community will be broadcasted on the Roma radio. Such an action will contribute to better and accurate information for the communities.
AssumptionsandrisksThe main assumptions to ensure the achievement of Objective 5 foreseen in this plan are:
● The Municipality of Prizren allocates sufficient resources to implement cultural activities;
● Local NGOs from the communities are willing to quality organization of activities; ● Donors continue to assist (with instruments, costumes, stage construction, etc.).
While, the factors that could jeopardize the achievement of Objective 4 foreseen in this plan are:

● Failure of the Municipality to allocate budget; ● Lack of interest from the communities to get engaged in cultural activities.

BudgetThe Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Prizren 2019-2023 foresees a total budget of € 1,276,750.00 for the five year implementation period, out of which € 995,005.00 are foreseen to be covered by the municipal budget of the Municipality and € 281,745.00 to be covered by various donors.
