Velasquez, 18, Santa Rosa, on four different charges as a result of a fatal accident south of Carrizozo on Oct. 7, 1989. The May 24 amended indictment charges Velas- quez with one count of hom i- cide by vehicle (r<:>ckless) a third degTce felony; counl two of defective equipment, a misdemeanor; count thrpe reckless driving, special pen- alty, and count four of gTeat bodily injury by vehicle, a third eJpgree felony. All charges stem from the acci- dent on Ilighway 51 when Velasquez's vehicle ran into the rear of the vehicle e!r'iven by Cyn th ia Morales of Carrizozo. The impact caused the Morales vehicle to leave the roadway and overturn two and a halftimes, ejecting her and her infant Naomi. Cynthia was severely injured and the infant later died of her injuries at Lincoln Coun- ty Medical Center in Ruidoso. The grand jury indicted Morales on a count of failure to comply to safety belt use as required. Originally, the indictment from the district attorney's' office included a child abuse charge for not having the infant properly restrained in an infant seat. That charge was thrown out when testimony determined the infant was restrained. Count one on Velasquez stated he allegedly did kill Naomi Morales, two months old, in unlawful operation of a motor vehicle: count two stated he allegedly did drive year. The tally for the Dpmo- cratic g<;lV(Tnol"s race went similar to the statewide vot- es, with the slot going to BI'uce King. lie won 53.6 per- cpnt of the Democratic votes cast in Lincoln County. Carrizozo revenues decline but town faces higher costs Revenues are down and expenditures are up in the town of Carrizozo. Carrizozo Town Trustees put their stamp of approval on the tentative budget for 1990-91 and sent it to Santa . Fe for Department of Finance and Administration approval. Major street improve- ment projects helped put the budgeted expenditure col- umn above the estimated revenues column, although some funds, such as airport and juvenile recreation, will draw from the beginning cash balances to remain in the black.
