1 Introduction
OLTOffshoreLNGToscanaS.p.A.(“OLT”)isthecompanythatownsandoperatesFSRU
ToscanaTerminal.OLTwassetupfromtheassociationofsomeofthemajorindustrial
companiesinthenationalandinternationalenergysector.Theshareholdersare:E.ON
(48,24%),IRENGROUP(49,07%)andGOLARLNG(2.69%).

TheOLTteamprovidesmanagementoversightaswellas
commercialmanagement.
OLTpersonnelonshorecontrolsandmanagestheO&M
and the Support Vessel contracts and liaises with the
localAuthorities,theUsersandSnamReteGasItaliafor
commercialoperations.
OLT O&M team (Manager, Technical and Marine
Superintendent) and HSEQ Manager obtained a Ship
SuperintendentCertificate,releasedbyGLAcademyafter
passing an in-housededicated trainingcourse. Moreover,
OLT team members receive dedicated trainings for each
position,inaccordancetopersonalbackgroundandduties(e.g.
useof software training,e.g.Optimoor,MARIN training forMarine
superintendents,BOSIET/OPITOcertificates...).
OLTisbasedinLivornoandoperatesincompliancewiththefollowingcertifications:

OLT is associated with SIGTTO, OCIMF, Assocostieri (the Italian Oil&Gas Storage
CompaniesAssociations)andGIE.
ConsideringthatmostoftheinternationalplayersintheLNGfield,beforeenteringin
anybusinesswith theTerminal,willask foraTerminalVetting,OLTsignedacontract
withanacknowledgedthirdpartytoprepareitselfanditsoperatorsECOSandNERIto
performanindependentTerminalAssessment.

Thescopeofwork isan independentvetting typeassessment (reviewofdocuments,
procedures,interviewofthemanagementandoperators),whichissupplementedbya
SIREtypevettingonboardtheFSRUduringcommercialoperations.
The internal preparatory works were based on the OCIMF 2004 Marine Terminal
BaselineCriteriaandwereupdatedinordertobeincompliancewithMarineTerminal
ManagementSelfAssessment(MTMSA)BaselineCriteria.
WithreferencetotheTerminalVetting,beinganoffshoreFSRU,butatthesametime
likeanEUonshoreTerminal,OLTsystemisbasedonthefollowingaspects:

TheHullno.1444LNGCarrier(former“GolarFrost”,builton2004byHyundaiHeavy
Industries and acquired from Golar LNG Corporation on July 2nd 2008 by OLT), was
convertedintothefloatingLNGreceivingterminalofFSRUtypenamed“FSRU Toscana”
(IMO 9253284 – LI10153 – CALL SIGN IBAH).
1.2 FSRU TOScaNa
TheTerminalispermanentlymoored–Latitude43°38’40“N,Longitude09°59’20“E
(singlepointmooring)offshoreLivorno(Italy),approximately12nmilesfromthecoast
inawaterdepthofabout120metresanditisconnectedtoshorethroughagasexport
pipeline.
TheProjectwasbuiltbySaipemS.p.A.(“Saipem”)underalump-sumturn-keydesign,
engineering,procurement,construction, installation,andcommissioningcontract (the
“EPCICContract”),including2yearswarrantyperiod,andconsistedoftheconversion
ofanexistingLNGvesselintoafloatingstorageandregasificationunit(“FSRU”).
TheconversionencompassedtheareafromtheoutboardflangeoftheLNGloadingarms
tothesub-seaexpansionspoolconnectingtheSSIV,includingtheFSRU,allrisersand
umbilicalsandallmooringsuptothesealinemanifold.

The regasified LNG is transported onshore by a 32-inch diameter, 29 km offshore
pipeline,anda7.2kmonshorepipelineconstructedbySnamReteGasS.p.A.(“SRG”),
Italiangridownerandoperator,underthetermsofaseparateconstructionagreement
andconnectedtothenationalgastransportationnetworkonthemain-landworkingat
pressurebetween50barto85bar.
The Terminal is equipped to receive unloading LNG Carriers on a side-by-side
configuration. At present the Terminal is authorized to receive LNG Carrier with a
capacityrangingfrom65,000bcmto155,000bcm.
TheauthorizationprocesstoreceiveLNGCarriersupto“NewPanamax”classisongoing.
TheTerminalhasamaximumloadingrateof12,000bcmperhour;thisallowsanLNG
Carriertocompletethedischargeoperationinarangeof12to14hours.
The Terminal has completed the commissioning activities carrying out 4 ship to ship
operations.

The Terminal was designed to allow the reception of a wide range of LNG, coming

Thehighflexibility in receivingdifferentLNGquality isallowedthankstotheprocess
module“WobbeIndexCorrector”installedatthesternoftheTerminalwhichiscapable
ofproducingupto10,400Sm3/hofnitrogen.Thenitrogen,mixedwiththenaturalgas
generated through the regasification process, is able to correct the Wobbe Index of
gas bringing it within the specifications required by Snam Rete Gas, the Italian Grid
Operator.
“WobbeIndexCorrector”moduleallowsthereceptionofawiderangeofqualityLNG
(see picture below) with a Wobbe Index between 47.31 MJ/Sm3 and 53.00 MJ/Sm3
guaranteeingmaximumdailysend-outof15MSm3/day.

oftenyearsofLNGcarrieroperations.Contractorisresponsibleforensuringthatthe
TerminalisverifiedandcertifiedbytheItalianFlagAdministrationoritstechnicaladvisor

TheSupportVesselcontractcovers,amongtheothers,thefollowingservices:
• theprovisionofescort, towor tugboatservicestoacallingvessel fromthePilotBoardingStation,or anyotherarea in theOperatingAreaasmay reasonablyberequiredbytheCallingVesselOwner,totheTerminal
• theprovisionofallnecessaryassistanceforthearrival,berthingandunberthingofanyCallingVesselatandfromtheTerminalincludingallrequiredcarriageandtransferofpersonnel (including,butwithoutany limitationwhatsoever, thepilot,berthinggang, mooring master and surveyors) and equipment (including, but without anylimitation whatsoever, the ship-to-ship transfer equipment) either between anyCallingVesselandtheTerminaloranyCallingVesselandanyothervessels
• theprovisionofallrequiredstandingbyserviceswhilstaCallingVesselisalongsidetheTerminal
• theprovisionofescort,towortugboatservicestoaCallingVesselfromtheTerminalto the Pilot Boarding Station, or any other area in the Operating Area as mayreasonablyberequiredbytheCallingVesselOwner,PilotBoardingStationtotheTerminal

operatinginthemaritimesectorsince1905.

The Support Vessel Contract is aimed to provide the Terminal with all the maritimerelatedservicesinaccordancewiththehighlevelstandardsrequired.
