1. Project:Ogden City is requesting RAMP funding of $500,000, yearly, for the next six years to construct theOgden FieldHouse. This Legacy project will provide a multi-use recreation complex for the WeberCounty. This center will be approximately 172,000 square feet. The Ogden FieldHouse will include sixchampionship indoor tennis courts and a regional archery center to support worid-class archery trainingand competition. In the center of the Olympic and world-class cycling velodrome track there will be aplaying field to support soccer, lacrosse, football and sports courts for basketball and volleyball. TheOgden FieldHouse will have; mezzanine seating for over 3,000 spectators with a walking track forseniors to stay active, a Boys & Girls club for the kids, concessions, public restrooms and a completelocker room for men and women, and a Pro Shop for clothing and equipment needs.
VelodromeOgden FieldHouse will be one of only 25 velodromes in the country and 1 of 3 Indoor facilities, apremier inter-mountain west cycling facility at elevation. Autoliv Cycling Club (Ogden), BonnevilleTouring (BBTC), Cache Valley Veloists, Logan Race Club, and Simply Mac Racing (Ogden) are justthe few of the cycling groups named who are excited about this indoor training facility. Simply MacRacing alone has over 70 local riders in its group to participate locally. Northern Utah's Olympic historywith Snowbasin and the Weber County Ice Sheet have been a draw for many Olympic and professionalathletes. Track cycling is one of the few Olympic sports that have been a part of every Olympic Gamesin modern history. The Ogden FieldHouse will serve as a connecting point for local, regional, national,and international cycling events, bringing important economic benefits to the community. USA Cyclingwill use the cycling velodrome as the "Official Track Training Center" and will bid to host NationalChampionship events and other activities such as in-line skating and community and professional rollerderby leagues. The Ogden FieldHouse will be within thirty minutes of our intemational airport,allowing easy access for national and international competitions.

The Regional Archery Center will support all types of archery training and competition including:Olympic, indoor, field, 3-D course, youth shooting, including the Boy Scouts of America merit baJgeand bow hunting practice areas. Office space wili also be provided for educational and trainingopportunities for the Easton Sports Development Foundation (ESDF). ESDF will provide emfloyees tooperate and manage the regional archery development training programs. The primary pr.pot. oitheESDF is to develop a competitive Olympic archery program that helps young archers impiove theirskills as they progress through middle school, high school, college aichlry piog.u-r, arrd on to NationalOlympic team training. The youth programs in Ogden will paralLl efforts in ottrer cities to strengthenthe U.S. Olympic archery team. Easton has partnered with Ogden City to host the Youth Archerf WorldChampionships this summer which is a six-day event that determines which athletes advance to iheinaugural Youth Olympic Games in Singapore in 20 I 0. Then, from 201 0 to 2012, Ogden will be a stopon archery's World Cup circuit.
Outdoor Archery Range In addition to the worldclass indoor archery facility, the FieldHouse alsooffers two outdoor shooting ranges. These ranges willprovide needed practice for archers as they hone theiroutdoor skills to account for wind, lighting and otheroutdoor distractions.

The Field Floor will consist of a much needed full size indoor soccer field that will also be utilized forsoccer, lacrosse, football, volleyball, basketball, and ultimate frisbee. As Ogden continues to develop,there is a tremendous need for more indoor gym space for after school programs, tournaments andrecreational activities. Many organizations will benefit from this gym space such as: Weber StateUniversity, Junior Jazz, AYSO, Ogden Outlaws, the Intermountain Volleyball Association IVA, lacrosseteams, adult leagues for volleyball and basketball, etc. One of the greatest benefits of this venue is theincredible amount of seating, over 3000 seats that will benefit the recreational spectators as they supporttheir friends, families, local athletes to the professionals.
Outdoor Playing Fields The FieldHouse also posses two lull size soccer playirrg fields to support themany local soccer enthusiasts here in Ogden ie; Mexico-Utah Soccer League. AYSO, t.igas Unidas,Ogden Outlaws, Utah Youth Soccer Association UYSA the High School Teams and their statetoumaments. These soccer fields will be a welcomed playing location also fbr the thriving AYSOenthusiasts.

The Tennis Center will have six indoor championship tennis courts l be the home of WeberState University Men's and Women's Tennis Teams. Weber State University will bid to host the UnitedState Tennis Association Championships for all levels of play, play all home matches at the TennisCenter, and submit a bid to host the Big Sky and NCAA Regional Championships. The Ogden AthleticClub is the only facility in Weber County that has four indoor teruris courts available for year round playfor their club members. The Tennis Center will be managed by a private tennis facility managementcompany who will hire teaching professionals who will encourage players of all skill levels to learn andimprove their tennis skills. The Tennis Center will offer tennis leagues, group clinics, tennis lessons, andJunior Tennis camps. The community will be able to leam, play and improve their tennis skills through avariety of adult and junior tennis programs, The Tennis Center amenities will include:

. Tennis programs for every age, ability and interest.o A full service pro shop featuring clothing, shoes, and racquets.. Private tennis lessons, mixed double and cardio tennis workouts
Whether someone is an avid tennis player looking for leagues, or a novice tennis fan wanting anintroductory lessons, this opportunity will all be available at the Tennis Center.
Mezzanine Fitness Track
MezzanineThe indoor mezzatine will boast an elevated track which will provide senior citizens a safe environmentfor walking or jogging. Weber County seniors will benefit from cardio exercise year round as theyenjoy socializing and viewing the many sports and events such as: cycling, tennis, soccer, volleyball,basketball and indoor football below. The 300 meter track will make calculating distance easy as fivetimes around will equal a mile. The mezzanine track will be fully encompassed by bleachers which willprovide seating for over 3,000 spectators during sporting events plus allow seating for seniors duringtheir workouts. Other than the local malls, a facility for seniors to walk year round does not exist in thisarea. The mezzanine track will accommodate seniors of Weber County and surrounding areas a facilitydesigned for walking. This indoor mezzanine track will fulfill multiple purposes as it provides seniorcitizens an enjoyable facility for exercise and indoor seating for sporting events year round.

3. Community Impact:The Ogden FieldHouse will offer communities within Weber County the opportunity to becomeinvolved in many special, unique sporting activities and events: soccer, cycling, lacrosse, football, tabletennis, tkre mezzanine walking track, basketball, roller derby, archery, speed skating, frisbee and tennis.Community members of all ages from beginner to the potential Olympic athletes will have a facility tolearn and or hone their skills in each sport from certified coaches and mentors. The Ogden FieldHousewill serve as a recreational point for local residents, regional, national, and international events insoccer, cycling, archery, football, basketball, volleyball and tennis, bringing important economicbenefits to the community. The Boys & Girls Club will obtain an exciting place to meet thusencouraging an active lifestyle.
Local residents will have an indoor facility to gain their training edge year around. USA Cycling willuse the cycling velodrome as the "Official Track Training Center" and will bid to host NationalChampionship events and provide an opportunity for cycling athletes to train while providing time forcommunity members to also cycle and enjoy other activities such as in-line skating and community andprofessional roller derby leagues. In addition the many local cycling clubs that will utilize this facility
The Ogden City and Easton Sports Development Foundation hosted the Youth Archery WorldChampionships in 2009. The six-day event determined the athletes who advanced to the inaugural YouthOlympic Games in Singapore for 2010. Then, from 2010 to2012, Ogden will be a welcomed setting onarchery's World Cup circuit. The Archery Center staff and use of the Ogden FieldHouse for use of theArchery Center will be an important part of the World Cup Championships. The Boy Scouts willbenefit from having a centralized archery facility to obtain training for their Archery Merit Badge.Hunter Safety courses will be held in the training rooms for those who wish to pursue hunting.
The Tennis Center will offer tennis leagues, group clinics, tennis lessons, and junior tennis camps. The
community will learn to play and improve their tennis skills through a variety of adult and junior tennisprograms. Weber State University will bid to host: the United State Tennis Association Championshipsfor all levels of play, play all home matches at the Tennis Center, and submit a bid to host the Big Skyand NCAA Regional Championships.

Measurable Outcomes:The popularity of the Ogden FieldHouse will grow with the completion of the proposed project.Measurable outcomes will include tracking the number of people using the cycling track, archery, sportscoufts, soccer and tennis centers along with the number of local, regional, national and intemationalsporting events held each year, as well as other special events.
Measurable outcomes achieved this year with RAMP funding include:1. The overall number of events held at the FieldHouse at the local, regional, national, and
international levels for the USA Cycling Association, the Archery Center, and the TennisCenter.
2. The local leagues which will benefit from the three playing fields for soccer, lacrosse andfootball. (Pee-Wee's through the active adult)
3. The number of community members who participate in the Cycling Association events,trainings and classes.
4. The number of community members who participate in the Tennis Center for tennis leagues,group clinics, tennis lessons, and Junior Tennis camps.
5. The number of community members who participate in the Archery Center for archery trainingand competition including Olympic, indoor, field, 3-D course, youth shooting and a bowhunting practice.
6. The number of recreational/educational opportunities for youth and adults in the community toparticipate in cycling, archery, soccer, lacrosse, football, senior walkers, table tennis, ultimatefrisbee and tennis at the Ogden FieldHouse.
7. All the youth groups and organizations, such as the Boys & Girls Club, who will benefit fromthe FieldHouse amenities and recreational opportunities.
5. Sustainability:The long-term strategies to sustain the Ogden FieldHouse is to develop a long term lease agreementwith the Easton Sports Development Foundation (ESDF), USA Cycling Association and Weber State
University, along with a private tennis facility management company to reinvest the revenues earned topay for staffing, utilities, maintenance of rental equipment, internal repairs and maintenance. The City'sgoal is to maintain the extemal structure of the building, the roof, and maintain the landscape which willbe done annually by Ogden City Public Ways and Parks.

Thisproject has the potential for having a significant impact on the recreational landscape for Ogden,Weber County, and Northem Utah. I believe the field house project can enhance the burgeoningrecreation reputation of our region.
L-r addition to the velodrome and bike racing surface, we believe that the mr-rlti-functional aspectsof the facility will serve the community well. As you know, WSU has lacked a facility where ourathletics teams (e.g. soccer, football, and tennis) can practice in inclement weather. Weappreciate being approached about the potential of sharing in the use of this facility to addressthis need in a way that leverages resources for both the city and the university.
Weber State University will assist the city to approach targeted private, philanthropic sources tohelp raise money forihe project. We are hopeful that they willbe receptive of this proposal.Thor"rgh the exact arrangements for how we might participate using the facility will be workedout a later time, we appreciate the value of this suggested parlnership.

It has been brought to my attention that Ogden City is entertaining the idea of a central, outdoor andindoor, sports field house within the city limits. I just wanted to take the time to send you a letteroffering my support for the idea. The board of directors for AYSO R351 supports this proposal LOO% as
well. We face issues every year with availability of fields and enough fields in general. A field housewith outdoor and indoor soccer fields would allow the Cities youth to participate in the sport yearround. This field house would solve some of these issues and would strengthen the youth athleticprograms of Ogden City in general.
I feel Ogden City officials have gone to great efforts to improve the city on so many levels. This isanother feather in the cap that will benefit residence of this unique city. These types of sports facilitiesare vital to the infrastructure and success of major cities. Ogden is without question the major city inNorthern Utah and needs to lead the way. I also believe this is a first step toward Ogden City having a
profitable city ran soccer league. Ogden soccer would provide the opportunity for more than double theamount of kids to play then we can provide.
We would love to see the field house come to fruition. lf there is anything we can do to help thismaterialize please don't hesitate to ask.
