1 BACKGROUND INFORMATION AND RATIONALE

1 GENERAL CONTEXT AND JUSTIFICATION

1.1 The APUA is in a dynamic of change and excellence

The APUA was formally established on 4th of December, 2012 at the Extraordinary General Meeting held in Algiers by African electricity company’s member of the UPDEA Pan-African organization established in 1970 with its headquarters in Abidjan, Ivory Coast. The APUA aims to: « Promote the development and integration of the African electricity sector through interconnection of electric power networks, the exchange of experience and know-how as well as joint exploitation of energy resources based on a win-win approach for all the members» Since 2002, the UPDEA has adopted a new vision under which «the APUA must now be the main vector of the achievement of the access to electricity for all the peoples of Africa"».

At the Extraordinary General Assembly of Algiers, The APUA has a mission which is to« to bring together the African Electricity companies and stakeholders in order to make the electricity power accessible, affordable, and reliable for African populations», as well as the fundamental values: «Integrity; transparency; Responsibility; excellence; Trust ».

The APUA operates as a development institute working in close collaboration with the African Union and other African Specialized Institutions as regards the electrical projects of the continent. In order to improve the performance of African societies of electricity via the development of the skills of their staff and the mutualization of training tools for member companies to the regional scale and Continental, The APUA lunched a project of the African Network of Centers of Excellence in Electricity which the coordination team and the management systems have been putting in place.

The implementation of the ANCEE receives parallel financing of the African Development Bank (AfDB) and the French Development Agency (AFD) in the form of grants allocated to the APUA and financial contribution of Electricity companies. In addition, the allocation of training awards for the officers of companies operating in the country in a situation of fragility is laid down in the framework of the project.

1.2 The ANCEE, project of a shared development of excellence in the strengthening of the capacity within the APUA 

The ANCEE is one of the recent initiatives for Change- Innovation launched by the APUA. From an organizational perspective, the Network comprises of four (4) Centers of Excellence (CSTE/Morocco, EAL/South Africa, IFEG/Algeria and KGRTC/Zambia) who will cooperate in the training of personnel of the member companies of APUA.

The ANCEE is animated by an autonomous Coordination Unit, but acting under the responsibility of the General Secretary of the APUA. The ACU is composed of a Coordinator, a Business Development & Marketing Officer, as Assistant in charge of procurements. Furthermore, the ACU uses the services of the Chief Accountant and the

Administrative & Financial Director of the General Secretary and, may use the services of Training Engineering experts which shall be possibly decided by partners of the APUA.

The structure of the network is as follows:

1.3 Justification of the mission

The ANCEE is built around four (4) training centers specifically selected for becoming the Icons of the Seal «excellence». The label is the pledge of training consistent with the high standards of educational and professional quality retained by the APUA. The main objective of the ANCEE is to encourage the networking of Centers of Excellence.

This networking will enable: encouraging the exchange of experience among trainers; encourage training to strengthen their linguistics proficiencies; promote the training in-situ; exploit the multiplier effect produced by ICTE (Information and communications technology for education); assess new needs and in the short term, fit and create new training modules.

The four (4) identified Centers of Excellence distinguish themselves by their expertise, cultures, languages and their level of sub-regional integration.

It is in this dynamic, that the Coordination Unit in collaboration with the African Development Bank and the development agency organizes the capacity-building for trainers of the Centers of Excellence. The training should contribute to the approximation of the trainers of the Centers of Excellence, the harmonization of practices, to develop the concept of a network for the exchange of experiences and expertise. These trainings must be short and have an impact on the trainees of the different training centers.
