Innovative Customer Service
I'm responding to the needs of residents by making services more convenient and accessible toeveryone, especially students and seniors.
We've expanded our Local Office Visits program, bringing services to locations across Oakland County including community centers, schools, and senior centers. At our Local Office Visits you can obtain copies of birth, death and marriage certificates; marriage license applications; copies of deeds, mortgages, liens and other property documents; business registration or renewals; copies of Oakland County Circuit Court documents, including divorce records; voter registration and absentee voter applications; notary public applications; and Concealed Pistol License renewals.
Of course, we offer a full range of services at our main office in the Oakland County Service Center Complex, such as name change petitions, notary public services, Concealed Pistol License applications and much more. We also manage and create public records for all land situated inOakland County. This includes deeds, mortgages, foreclosure records and personal property filings.
Many services are available online at www.oakgov.com/clerkrod, including access to personalrecords, voter registration and absentee ballot forms, and legal and business records. Through our website, you can also perform a property document search, sign up for our Property Fraud AlertService to receive alerts of any recordings in our office related to your personal or business name, and use Court Explorer to search 6th Circuit Court records. We also provide an E-Services Center at our main office, with public computers for eFiling and Court Explorer searches.

Our Super Index and Property Records Notification (PRN) service continue to receive national recognition. Property fraud continues to occur so I encourage Oakland County homeowners to empower themselves by signing up for PRN. This free service sends an email to enrollees when something is recorded in the Oakland County Register of Deeds office affecting their property. Create your account by visiting www.ocmideeds.com.
Elections happen every year – be in the know so you can never miss a chance to exercise your right to vote! Visit our website at www.oakgov.com/clerk and click on the “Elections” menu to sign up for email alerts of upcoming elections.
In the continuing effort to provide more opportunities for the community to access our services, we have made many of our services available online at www.oakgov.com/clerkrod. At our main office, we provide an E-services Center with public computers for e-Filing and court record searches. We also provide public computers in the Register of Deeds Office to access recordings concerning property in Oakland County.

OAKLAND COUNTY GOVERNMENT
In August of 1974, Oakland County citizens voted to create the first optional unified formof county government in the history of Michigan. Less than 60 such governments exist across the nation.
The government is headed by an elected County Executive with responsibilities similar to those of a governor or the mayor of a large city. The County Executive administers the government on a day-to-day basis, proposes new programs, and revamps existing programs. The County Executive represents the interests of more than 1. million residents.
Under this structure the Board of Commissioners performs a role similar to a state legislature or city council. It acts on proposals submitted by the County Executive and makes proposalsof its own. It possesses the legislative and administrative powers granted by State Law. The County Executive may veto acts of the Board and the vetoes can be overridden by a two-thirds vote of the Board.
The executive form of government did not change the third branch of government, the judiciary. Similarly, the five other offices headed by officials elected countywide remainunchanged. These are the Prosecutor, the Sheriff, the Clerk/Register of Deeds, the Treasurer,and the Water Resources Commissioner.

OAKLAND COMMUNITY HEALTH NETWORK
Oakland Community Health Network’s (OCHN) mission is to inspire hope, empower people, and strengthen communities. It achieves these important objectives by identifying, influencing, and delivering comprehensive, public mental health services to Oakland County citizens.
OCHN provides services to more than 26,000 Oakland County residents who have an intellectual/developmental disability, mental health challenge, substance use disorder, as well as children with serious emotional disturbances and their families. Most of these individuals receive Medicaid, Healthy Michigan, or MiChild services.
A full array of mental health and community-based services are offered through OCHN’s contracted, service provider network, including evaluation and screening; hospital and residential treatment; respite care; clubhouse and day programs, supported employment; multilingual programs, correction services, and dual diagnosis for individuals with both a mental health and substance use disorder.
OCHN’s service provider network is comprised of highly well-respected community organizations. This includes: Common Ground, Community Housing Network, Community Living Services/Oak County, CNS Healthcare, Easterseals Michigan, MORC, Oakland Family Services, and Training and Treatment Innovations, Inc. A complete list of substance use prevention/treatment and autism service providers is available on OCHN’s website at www.oaklandchn.org. While each service provider specializes in a specific treatment area, they all work together to achieve the common goal of reaching out and getting appropriate help to people in need in order to improve their quality of life and strengthen Oakland County’s community as a whole.
OCHN manages a $300 million dollar budget and funding for more than 300 services sites. More than 90% of OCHN funding for mental health services is provided by two sources: Medicaid capitation payments and the State General Fund. An additional four percent of its funding is provided by Oakland County. Ninety-five percent of OCHN’s funding is designated for contracted supports and services for Oakland County residents, with approximately 4% used for administrative expenses.
OCHN is also fully certified by the State of Michigan Department of Health and Human Services (MDHHS) as required by the state Mental Health Code.

The Oakland County Parks and Recreation Commission is dedicated to providing quality recreation experiences. The parks system preserves native plant species, provides natural habitats for wildlife, provides innovative recreational facilities and offers unique programming. The Oakland County Parks and Recreation Commission was created by the Oakland County Board of Supervisors on Feb. 8, 1966 under the authority of Public Act 261 of 1965. The parks system was established on April 8, 1966 and in November of that same year, a .25 mill property tax was approved by voters. Throughout its history, Oakland County Parks and Recreation has played an important role in the lives of Oakland County residents. Many have cherished memories of taking annual family camping trips, attending scouting nature programs, enjoying golf outings with friends and visiting the waterparks in the summer. Fifty-three years ago, the parks system was established with 200 acres. Today it provides more than 70+ miles of trails, 13 parks, comprises 6,700 acres and hosts more than 2 million visitors annually. Recreation, leisure and learning opportunities are available at two nature centers, three dog parks, five golf courses, two waterparks, two campgrounds and the Oakland County Farmers Market, offering fresh produce year-round from local farmers. Residents have supported the maintenance and growth of the parks system by approving every millage vote since 1966. For a home valued at $200,000, the homeowner pays less than $25 per year to support the parks system. OCPR is constantly evolving. During the past year, significant projects and signature events included: • Building a 1.6-mile safety path along Sashabaw Road, connecting Independence Oaks main
park with Independence Oaks-North. Oakland County Parks and Recreation partnered with Independence Township on the 8-foot-wide asphalt path, which includes 870 linear feet of 10-foot-wide boardwalks through wetland areas as well as two resting stations featuring benches, bike racks and a bike-fixing station and air pump.
• Establishing a new native wildlife habitat at Addison Oaks County Park. A stretch of the
shoreline along Adams Lake was converted from a sandy beach area into a natural shoreline with native plants that will support bird, pollinator, turtle and fish populations. In addition to providing native wildlife habitat, the shoreline will prevent erosion and help ensure that stormwater is properly filtered. The effort is cost-effective, since mowing and maintenance time will be reduced. The parks system’s Natural Resources Management team estimates it may take two to three years for the plants to fully establish.
• Improvements to Red Oaks Waterpark, which included resurfacing the wave pool, repairing
and painting the triple waterslide, replacing the waterslide pump and rebuilding the sand filters for the River Ride and wave pool. The ticket booth was also upgraded with additional sales windows to reduce wait times.
• Construction of an archery range at Independence Oaks County Park. The project was
completed thanks to an mParks (Michigan Recreation & Park Association) grant that provided funding for archery equipment and staff training to operate the modular archery range and additional funding from the Clarkston Area Optimist Club for the purchase of equipment and site development. Plans for the range include introductory lessons and programming for Boy and Girl Scout badge programs. Supervised open range times are scheduled to begin in Spring 2019.
• OCPR was honored with the National Association of County Park and Recreation Officials’ (NACPRO) 2018 Park and Recreation Program Award for its Recreation Assistance Partnership Program (RAPP). Since its inception in 1982, RAPP has provided recreation yearly to more

than 1 million Oakland County residents who might not otherwise have had access to recreation. Through the program, grants are awarded in the form of OCPR mobile recreation program activities which include outreach programs, nature education and bus transportation to cities, villages and townships; community parks and recreation departments; schools; downtown development authorities; non-profit organizations; and underserved populations.
• Replacement of the dog dock on Lake Sixteen at Orion Oaks Dog Park. The original dock
was constructed in 2000. Due to its popularity, staff decided to enlarge the dock, reusing the recently replaced dog ramps. Officially opening in spring 2019, the new dock will decrease maintenance needs, increase safety and improve the site’s appearance.

Addison Oaks County Park:The 1,140-acre park offers boating, picnicking, fishing and special events. The park also features a 24-hole disc golf course, campground and extensive trail system. There are more than 15 miles of paved and unpaved trails for hiking, mountain biking, cross-country skiing, fat tire biking and equestrian use. The campground offers individuals and group sites, rental cabins and campground recreation activities. The park’s Buhl Estate is ideal for weddings, banquets, receptions, business meetings and more. Catalpa Oaks County Park:The park offers nearly 25 acres of open space with six soccer fields, a baseball diamond and softball field. Other features include a concession and restroom facility, picnic shelter/pavilion and two playgrounds. Glen Oaks Golf Course:The 18-hole course includes a 1920s English-style stone clubhouse with a grill room, banquet facilities and outdoor wedding garden. The course also offers a pro shop with club room. All five golf courses in the parks system are certified by the Michigan Turfgrass Environmental Stewardship Program, exceeding requirements of environmental laws, protecting water resources and enhancing the maintenance of turfgrass and open spaces. Groveland Oaks County Park:Campers have a choice of modern individual or group campsites, rental cabins and yurts. The 360-acre park and campground features a sandy beach with swimming, waterslide, fishing, boating and pedal boating, children’s playscape, court games, GaGa ball pit, 18-hole mini golf course, skate park and paved trail. Groveland Oaks is certified by the Michigan Turfgrass Environmental Stewardship Program for maintaining high environmental standards. Highland Oaks County Park:Located within the headwaters of the Shiawassee River, the 302-acre Highland Oaks preserves sensitive habitat while providing recreational experiences in a natural setting among rolling hills, wetlands and pastures. Its 2.5 miles of multi-purpose trails provide peaceful hiking, mountain biking, geocaching, equestrian and cross-country opportunities. Fishing is also permitted on the new accessible floating dock. Independence Oaks County Park:This 1,276-acre park features year-round recreation with more than 12 miles of trails for hiking, biking, in-line skating and cross-country skiing. The 68-acre Crooked Lake provides fishing and boating fun. Swimming is available at Hidden Beach. Patrons can also enjoy picnic areas and rental shelters, court games and playground equipment. The Wint Nature Center offers interpretative exhibits and year-round nature education and scouting programs. The nature center is also home to the Rubach Sensory Garden, a water garden and the Cohn Outdoor Amphitheater. Camp Wilderness offers camping experiences to youth groups with platform tents, shelter, fire circle, modern bathhouse and access to park amenities.
Independence Oaks-North is a destination for fishing, hiking, bird watching and boating. Anglers can launch canoes, kayaks or other non-motorized boats. Upper Bushman Lake is a catch-and-release-only lake, designated as such by the Michigan Department of Natural Resources. Lyon Oaks County Park and Golf Course:Lyon Oaks County Park preserves 800 acres of environmentally-sensitive wetlands within 1,041 acres. It features an Arthur Hills-designed 18-hole golf course, driving range, Bunkers Bar & Grill and banquet and meeting facilities. There are six miles of trails for biking, on-leash dog walking and cross-country skiing. The park also offers picnic shelters, playground equipment and recreation fields. Dogs can play off-leash at the popular 13-acre fenced dog park. Unique to Lyon Oaks is a pitch to play the sport of Cricket. Orion Oaks County Park:More than 916 acres of environmentally-sensitive green space is preserved within Orion Oaks County Park. The park offers boating and fishing on 90-acre Lake Sixteen and 10 miles of trails perfect for hiking, biking and cross-country skiing. A 24-acre dog park features picnic areas, trails, small and large dog areas and a swimming area for dogs only. An accessible fishing dock and 120-foot boardwalk links two trail systems. Red Oaks County Park:Red Oaks County Park features a dog park, golf course, nature center, waterpark and youth soccer complex. The dog park offers more than five acres with three fenced enclosures, small dog area and picnic shelter. Golfers can enjoy the 9-hole, Jerry Matthews-designed golf course which also offers the sport of FootGolf. The waterpark provides fun for all ages with a wave-action pool, giant triple waterslide, river ride and children’s water playgrounds. The soccer complex features soccer fields, concession building with restrooms and meeting space and a playground. The Red Oaks Nature Center hosts public interpretative, nature and scouting programs; field trips; interactive displays; live native animal exhibits; birthday parties; and family-oriented events. It also offers an auditorium/large classroom and meeting areas. Rose Oaks County Park:Approximately 640-acres are preserved in the park’s natural environment, featuring open meadows, wooded uplands and 200 acres of wetlands and frontage on several glacial lakes within the site. Visitors can enjoy fishing and 4.5 miles of natural trails for hiking, recreational biking and equestrian use in this natural park. Springfield Oaks County Park and Golf Course:The 332-acre park includes an 18-hole golf course which is open in the winter for cross-country skiing. Bunkers Bar & Grill offers food service to golfers. A multi-purpose activity center hosts banquets, receptions and 4-H events. The park also features the historic Ellis Barn, which is a popular site for charming, rustic weddings. Springfield Oaks County Park is home of the annual Oakland County Fair. Waterford Oaks County Park:The 185-acre park is home to the Oakland County Park and Recreation Commission’s administrative offices. It also features a bicycle motocross track; the universally-accessible Paradise Peninsula Playscape; a waterpark; platform tennis courts; and Oakland County Farmers Market. The waterpark boasts Michigan’s first wave-action pool and a children’s water playground. Winter recreation opportunities include a Family Sledding Hill, platform tennis courts and cross-country skiing. The activity center is available for wedding receptions, meetings and other events. Oakland County Farmers Market features grower-direct fresh produce year-round and flowers in season. It hosts more than 140 farmers and artisans, representing 17 Michigan counties. In addition, visitors can enjoy baked goods, artisan crafts and a hot lunch served by market vendors. The market also hosts special events and educational programs and can be rented by the public for other purposes. White Lake Oaks Golf Course: An 18-hole golf course includes 194-acres with a pro shop, Bunkers Bar & Grill, garden patio and banquet facilities.

SERVICE CENTER COMPLEX
The Oakland County Service Center Complex has been developed over the past century and functions as the hub of county government. The majority of the county’s departments and institutions are presently located on a 443 acre site in the City of Pontiac and Waterford Township. The County developed the Complex by systematically constructing facilities as needed and as funding permitted. It is laid out in a spacious, arboretum-style setting designed to be functional, efficient and aesthetically pleasing. The Service Center was designed with a “community” concept grouping similar or related functions together. It has a Central Heating Plant with high-pressure steam boilers that provide all heating, cooling, and hot water to 14 campus buildings, including the Courthouse and Law Enforcement Complex. It is also serviced by full fiber optic connectivity and a county-owned and operated private telephone business exchange to facilitate state-of-the-art communications between all government units and the public.
The Circuit, Family and Probate Courts, as well as the offices of the Clerk/Register of Deeds, Treasurer, Prosecutor, Law Library and Board of Commissioners reside in the 420,000 square foot Courthouse. Other major facilities located on campus are the Executive Office Building, Animal Shelter, Medical Examiner’s Office, North Oakland Health Center, Farmer’s Market, Water Resources Commissioner’s Office, Sheriff’s Headquarters, and Law Enforcement Complex. One of the largest operations on the Service Center is Children’s Village. Children’s Village is a centrally located campus providing medical, educational, treatment and food services to youth that fall under the authority of Oakland County Family Court or with the State of Michigan Department of Health and Human Services. Children’s Village is situated on 50 acres in Waterford Township.
Including the Service Center, the County operates 47 facilities with 1.9 million square feet of space & 600 acres of grounds, to support nearly a hundred departments, divisions, and units. This includes several satellite offices: the Oakland County International Airport (Waterford); South Oakland Health Center (Southfield); South Oakland Office Building (Troy); and the four 52nd District Courts (Rochester Hills, Independence Twp., Novi, and Troy). Parks & Recreation, the Sheriff’s Office, and the Water Resources Commissioner also have numerous satellite facilities.
In addition, the Oakland County Sheriff’s Office Headquarters and Correctional Facilities are both located on the Service Center Complex. The Correctional Facilities, on average, house over 1,500 inmates in custody every day. The Sheriff’s Office has Patrol Services; Traffic and Alcohol Enforcement Unit; Motorcycle Unit; K-9 Unit; Aviation Unit; Marine Unit; Emergency Operations Center; Court Security Services; DNA Lab; Forensic Science Lab; Fire Investigations; Narcotics Enforcement; Computer Crimes; Parks Unit; Fugitive Apprehension Team; Warrants; Friend of the Court Enforcement; Special Investigations Unit; Auto Theft Unit and Training Unit; and the Results Program which offers drug and alcohol testing. The Sheriff’s Office participates in regional task forces and also has numerous community service programs available.
The Oakland County Service Center is a model complex and is the core of county government. Oakland’s officials are proud of the complex and its related facilities. County citizens and visitors from other counties, states and nations have found, and will continue to find, themselves most welcome.
