Linton Panel MeetingTuesday 17th September 2013

1. IntroductionThe aim of the neighbourhood profile update is to inform quarterly consultation meetings between police and public to identify and prioritise issues of concern to local communities. The profile document includes police crime and incident information to help identify ongoing and emerging crime and anti-social behaviour issues, along with feedback provided by individuals and groups within each area gathered by a variety of means by the local policing team.

Based on the data within this document and contributions at the meeting, the chair will identify a number of priorities for the local policing team to progress and report back on.

2. Previous Priorities

ObjectiveDealing with Anti Social Behaviour on Green Spaces Across the neighbourhood

Action Taken

At the previous panel meeting Fire safety officer Jim Meikle spoke about evidence of fires being set on the nature reserve at Fulbourn, and a local resident from Bird Farm Road, reported 2 noisy motorcycles/mopeds that regularly ride around the area. There had been recent damage to the Sports Pavilion in Fen Ditton and there were also reports of youths hanging around under the bridge over the A14 possibly smoking cannabis.

It was agreed at the meeting that with the summer months and school holidays approaching we would monitor these and any further reports of ASB and provide high visibility patrols in the relevant areas.

We continued to liaise with Jim Meikle and also with the caretaker at the reserve in an effort to try and identify who was responsible for the fire damage. Fortunately there were no further incidents reported involving fire and Jim arranged for notices to be put up advising of the dangers of lighting fires and of possible cameras in the area. There was a call at the end of August about damage to a tree in the nature reserve. PCSO Hajredini has followed this up on her return from leave and has discovered that some year 8 boys from Bottisham Village College may be responsible. She does not have the names at present but will be following this up further.

Unfortunately we have not been able to identify the annoying motorcyclists as yet but there have been regular patrols of the recreation

ground and surrounding area.

In relation to the sports pavilion in Fen Ditton our crime prevention officer attended and did a full crime survey following the damage just prior to the previous panel meeting. There was a further report of damage in August but this now appears to have been accidental damage caused when the grass was being cut. On the 28 th of June there was a report of youths throwing things on to the A14 at Fen Ditton. PCSO Coppard and 2 officers from the City located 3 youths matching the descriptions given who stated they were signalling to lorry drivers to sound their horns and not throwing things onto the carriageway. There was no complaint of damage so their details were taken and letters sent to their home address advising their parents of their actions bringing them to police attention.

In the Linton area there have been regular patrols of the recreation ground areas of Linton and Balsham. A local resident from Linton reported issues with youths in Meadow Lane in a vehicle making a noise In the early hours of the morning at the beginning of July. The same resident phoned in again at the end of the month to say they were back but not causing any problems. PCSO Pulley went out to check for them as soon as he was made aware of the incident but they had left. We have patrolled the area on a regular basis since and there have been no further reports from this resident. We did however receive reports of youths gathering in the cemetery on Back Road, smoking cannabis. 3 youths were located there on evening in late August and 1 is due to receive a caution for possession of cannabis.

As well as patrolling ASB areas we have been managing a number of ASB incident files where situations have got to a point where the victims need support and on occasions assistance from other agencies apart from the police. A couple of these have involved young people as offenders, 1 in Linton and 1 in Borley Way, Teversham. Fortunately or perhaps unfortunately since we became involved there have been no further issues for us to follow up in these 2 cases, but we have given security advice and asked the individuals affected to contact us in the future should the problems resume.

Current Situation

We can expect a reduction in incidents on green spaces as the weather cools.

Objective To address issues affecting road safety in Linton and Fulbourn area

Action Taken

At the previous panel meeting representatives mentioned concern about speeding in Teversham Road, Fulbourn, in Clayhithe Road, Horningsea and possibly in London Road, Six Mile Bottom where there had been 2 road traffic collisions in recent weeks. We have looked at all 3 areas with the following results:Teversham Road: 1 speed check in June where 43 vehicles were checked and 7 drivers issued with fixed penalty notices and 2 given a verbal warning. 1 speed check in August where 36 vehicles were checked and 3 drivers were issued with a fixed penalty notice.Clayhithe Road: 1 check in August where 36 vehicles were checked and 1 driver was issued with a fixed penalty notice.London Road: 1 check in June where 53 vehicles were checked and no offences were noted1 check in August where 80 vehicles were checked and 1 driver was sent a letter advising them they had exceeded the speed limit.

We have also carried out speed checks in the following roads:Balsham Road, Fulbourn where a total of 181 vehicles were assessed and 20 registered keepers were sent a letter advising their car was recorded at above the speed limit speeds.Stow Road, Stow cum Quy where of 80 vehicles 2 were recorded at speeds above the limit and letters were sent.Horningsea Road, Fen Ditton where 31 vehicles were checked and 2 drivers issued with a fixed penalty notice for speeding and 1 given words of advice.There have been a total of 3 checks in High Street, Horningsea where a total of 151 vehicles were checked resulting in 1 fixed penalty notice and 23 letters being sent.In Teversham 1 check was carried out in Cherry Hinton Road where a total of 19 vehicles were checked and 1 was speeding and the registered keeper was sent a letter.1 check was carried out in the High Street where 63 vehicles were checked and this resulted in 5 letters being sent out.In Linton there were 3 checks in Hadstock Road where a total of 71 vehicles were checked and 7 fixed penalty notices issued with 3 people receiving a verbal warning and 1 driver being sent a letter.There was also a check in Balsham Road where out of 38 vehicles checked 7 drivers were issued with a fixed penalty notice for speeding. This check was carried out between 7:20am and 8:45am.2 checks were carried out in High Street, Balsham, 1 in the morning and one in the early evening, but of the 105 vehicles checked none were found to be speeding.

In total 19 checks have been carried out across the panel area with 27 fixed penalty notices issued, 6 drivers receiving words of advice and 53 letters being sent out.

Arrangements have been made to train up volunteers for a new speedwatch scheme in Horningsea and the speedwatch in Fulbourn is looking to train up new members so they are able to be active again.

In relation to parking offences we were asked at the last meeting to continue to monitor any parking issues outside primary schools and we made every effort to do this in the last few weeks before the schools broke up. PCSO Hajredini even patrolled with the Head on one occasion outside Fulbourn school and met with her on another occasion to discuss the school travel plan. Patrols outside Fen Ditton School led to one driver being issued a fixed penalty notice for unnecessary obstruction and then being reported for a number of other road traffic offences having left the scene and failed to stop for officers. PCSOs Coppard and Hajredini were advised of a parking issue in Stansbury Close, Fen Ditton where vehicles were regularly parking on the pavement obstructing pedestrians. They visited the area to assess the problem and then hand delivered notices to all residents advising them of possible police action if their vehicle was found to be obstructing the highway.

PCSOs Fisher and Pulley have continued to regularly patrol the High Street, Linton giving words of advice on several occasions where appropriate to drivers parked on the double yellow lines and moving them on.

PCs Smith and Perry have issued 20 fixed penalty notices for mobile phone offences and 15 to drivers not wearing their seatbelts. These offences were found during checks in Horningsea Road, Fen Ditton and on the 1307 at Linton.

Balsham Villages (Balsham, Carlton, Castle Camps, Horseheath, Shudy Camps, West Wickham, Weston Colville, West Wrattling)

Crime:The number of crimes reported this period, 30, sees an increase from the previous 3 months when there were only 15 but is similar to the same period last year when there were 25. 7 of the 9 burglaries other were shed burglaries, a problem that is reflected across South Cambridgeshire at present. There has been no discernible pattern regarding villages targeted or which night the offences occurred. The main similarity is the items stolen are mostly garden equipment, including lawnmowers.

The 2 dwelling burglaries occurred in August, one at the beginning of the month in West Wratting, the second at the end of the month in West Wratting Road, Balsham. The occupant for the first premises was away so there is a 3 day timescale for this offence. The occupant of the other address may well have disturbed the offender as the items selected were left behind. Unfortunately no one was seen and there have been no other lines of enquiry to identify an offender for either offence.

ASB:There are 5 ASB incidents, though one has been entered incorrectly and actually relates to an incident in Cambridge City. Of the 4 remaining 1 relates to a driving incident where there was a confrontation between an driver and cyclists in Cambridge Road, Balsham. A police officer has spoken to both parties but there was no criminal offence. 2 other calls relate to issues with cold callers over the phone and the other is about an apparently abandoned vehicle at Worsted Lodge.

Fulbourn (Fulbourn)

Crime:There were 57 crimes recorded over this 3 month period compared to 43 the previous 3 months and 71 the same period last year. One of the 4 dwelling burglaries was detected through enquiries and forensic checks on a till receipt found left at the premises. A male has been charged with this offence and is due to appear in court in the near future.

The non dwelling burglary premises were all businesses, with one business being targeted twice. In 3 out of the 4 crimes the offenders were looking for garden equipment. There was CCTV available at one of the premises but although it showed the vehicle used was a silver Ford Mondeo, despite attempts to enhance the footage it was not possible to see the registration number.

Of the 13 violence offences 8 occurred at Fulbourn Hospital and involved an assault by a patient on a member of staff. These have all been investigated by the specialist unit that deal with vulnerable adults. 2 of the offences were domestic related and the alleged offender has been arrested and interviewed. 2 were connected to shoplifting offences and have been filed as no further action due to the circumstances involved. A final offence was a threat to kill but the victim declined to provide any evidence for an investigation, and this seems to have been a dispute between former friends.

ASB:There were 34 incidents recorded as ASB for Fulbourn over the last 3 months, compared to 31 the previous 3 months and 44 the same period last year. 8 of the incidents relate to neighbour disputes that the local PCSOs have been working with other agencies to try and resolve, 3 are repeat calls. 7 of the calls relate to problems at Fulbourn Tescos in the car park area and 4 relate to problems at Fulbourn hospital.2 calls relate to youth problems in the village. 1 is a call about teenagers knocking on a door and running away, the other is about a group of younger children building a den in the nature reserve and possibly damaging a tree. Both of these are being followed up as the local PCSO was off on leave when they came in.

Linton (Bartlow, Hildersham, Linton)

Crime: There were 24 crimes recorded for Linton over the last 3 months compared to 32 the previous 3 months and 37 the same period last year. There were 3 dwelling burglaries, all occurred in June. The same suspect was interviewed about 2 of these offences because of a DNA link but unfortunately CPS decided there was insufficient evidence to charge with either offence.

The 5 burglary other offences include 3 linked offences, 2 at the Coop and 1 at North’s Bakery. Although no one has been arrested in connection with these offences as yet, we have an ongoing enquiry into these and other linked offences involving the theft of large amounts of cigarettes from business’ premises.

Although there have been 5 thefts from motor vehicles there has been no discernible pattern in these offences which have occurred across the 3 month period and at different times of day and night. One of the offences was the theft of number plates used on the Subaru used in all 3 burglary other offences mentioned above.

ASB:There were 24 incidents recorded as ASB for Linton over the last 3 months, similar to the number recorded the previous 3 months, 20 and those recorded the same time last year when there were 22. There were a few calls in July about noisy parties but all were one off incidents. There have been a couple of calls in July and August about youths gathering in Meadow Lane and Parsonage Way causing a noise problem. We have been patrolling these areas since the calls and this seems to have resolved the problem. One youth is to receive a caution for cannabis possession following a search during one of these patrols.

Teversham (Teversham)

Crime:There were 25 crimes recorded for Teversham over the last 3 months. The previous 3 months was a particularly low period for crime in the village and there were only 7 recorded but the same period last year there were 28 crimes which is comparable to this year.

The 2 burglary other offences were shed burglaries where cycles were stolen. 2 youths were arrested in Cambridge City with one of the cycles and are currently on bail pending further enquiries.

The 7 violent crime offences include 3 which are connected where a man with mental health issues has assaulted several neighbours. He has now been charged with these offences. 1 of the other offences was an assault by 2 boys on another boy. This has been dealt with by way of restorative justice and the boys concerned have had to write a letter of apology to the victim. The other offences are domestic related.

ASB: There were 10 incidents recorded as ASB over the past 3 months, a reduction on the 16 the previous 3 months and the 23 recorded the same period last year. 5 out of the 10 relate to situations the local team have been dealing with as ongoing ASB cases and working with other agencies to resolve.

The Wilbrahams (Fen Ditton, Great Wilbraham, Little Wilbraham, Horningsea, Stow Cum Quy)

Crime:There were 34 crimes recorded for the villages that come in this area over the last 3 months, similar to the same period last year when there were 34 and slightly less than the previous 3 months when there were 42. 8 of the crimes were for dwelling burglaries and 1 address was targeted 3 times. Unfortunately no one has been identified as responsible for these offences but 2 of the other 5 burglaries have been detected with different suspects charged for each. In both cases there was another offence on the same day which may have been committed by the same persons but unfortunately there was insufficient evidence to charge with the other offence. In both cases eye witnesses from the villages concerned have been instrumental in identifying the offenders.

12 of the 17 offences under the category “other crime” were for possession of a controlled substance following proactive stop checks by officers.

2 of the 3 damage offences were at the Sports Pavilion in Fen Ditton. Following the first offence in June a crime survey was carried out at the location to try and prevent further offences. There was a second offence reported in August but it is now believed that this may have been accidental damage. ASB: There were 19 incidents recorded as ASB for this area over the last 3 months. This is a noticeable increase on the previous 3 months when there were 9 and the same period last year when there were 6. There is a mixture of issues covered by these incidents. 3 are personal situations to do with e-mails or telephone calls, and one is a harassment case which led to the arrest of the individual. 5 relate to complaints about a neighbour, but none of these are ongoing situations. 2 relate to stones being thrown across the river from the Fen Road Traveller site. 3 relate to abandoned vehicles or parking issues.

4. Community consultation and feedback

Rather than send a survey out via E-Cops this time to find out what the main concerns of the local residents are, we tried to use the village magazines to try and reach a wider audience. Unfortunately that has backfired and so far no replies have come in. Below are responses from individuals phoned at random by our Corporate Performance Team and asked about their main issues, particularly in relation to anti social behaviour. It is interesting that still the main issue of concern is parking and speeding.

CASTLE CAMPS/WE DON'T HAVE ANY ISSUES HERE/WE DON'T GET A LOT OF CRIME IN THE AREA//

BALSHAM/WE HAVE ISSUES WITH THE SPEEDING IN THE MAIN STREET/WE HAVE TRAFFIC COMING FROM WEST RETTING THAT ARE DRIVING AROUND LIKE THEY ARE ON THE MOTORWAY//

BALSHAM/WELL THINGS ARE VERY QUIET HERE BUT WE DO HAVE PROBLEMS WITH THE TRAFFIC HERE/ESPECIALLY BY THE SCHOOL/THE PARKING CAN BECOME VERY PROBLEMATIC AND DANGEROUS/IT'S ALSO A PROBLEM BECAUSE OF COURSE YOU HAVE THE CHILDREN AROUND/WE WOULD APPRECIATE SOME SORT OF POLICING AROUND THERE AT DROP OFF AND PICK UP TIMES/WE ALSO HAVE A LOT OF SPEEDING ON THE MAIN STREET/IT CAN GET A BIT DANGEROUS SOMETIMES//

GREAT WILBRAHAM/ IT'S TROUBLE FREE HERE/ IF I HAD TO CHOOSE SOMETHING I WOULD SAY PARKING ON THE PAVEMENTS IN THE VILLAGE AND FULBORN/ I TEACH SPECIAL NEEDS CHILDREN AND IF I HAVE TO TAKE THEM OUT IT IS OFTEN DIFFICULT TO GET THE WHEEL CHAIR PAST ON PAVEMENTS AND I END UP IN THE ROAD, WHICH IS OBVIOUSLY DANGEROUS/ I DO SEE THE LOCAL LADY PCSO ABOUT A LOT AND SHE COMES INTO FULBOURN SCHOOL, SO ITS REASSURING TO KNOW THAT SHE'S ABOUT//
