ADMINISTRATIVE ROLES AND RESPONSIBILITY
Leadership and Administrative Responsibility
Old Dominion University (ODU) is a public state-designated national research university and was
the Norfolk campus of William Mary College at its establishment in 1939. ODU is a Higher
Research Activity University classified by the Carnegie Foundation.
As the Chair of the Department of Information Technology and Decision Sciences (including
Business Analytics, Maritime and Supply Chain Management disciplines), I supervise 27 full-time
and 20 part-time / adjunct faculty members; additionally, one administrative assistant reports to
me. I oversee three baccalaureate degrees, two master’s degrees, a PhD degree, and three graduate
certificate programs. In addition, our department offers tracks in university-wide interdisciplinary
big data degree program and cyber-security program. We also offer joint programs in partnership
with the College of Health Science, Computer Science, and Modeling and Simulation. The
department has an annual budget of over $4 million and obtains research grants from the National
Science Foundation, the Department of Transportation, and the local organizations.

Leadership Accomplishments
Strategic Planning
• Led the development of departmental strategic vision and plan in conjunction with the
College of Business strategic planning process. Our department continues to lead the
implementation of the plan on a rolling basis covering 2015-2020.
• Led the development and implementation of the rolling, measurable five-year strategic plan
for the Maritime and Supply Chain Management discipline which has been identified as
the pillar program of our college.
Academic Programs and Curriculum Development
• Participated and oversaw the development of new academic programs including BSBA in
Cyber-security, BSBA in Maritime and Supply Chain Management, MS program in
Maritime Trade and Supply Chain Management, and a PhD track in IT/Supply Chain
Management.
• Led the College’s Graduate Curriculum Committee to design and develop the online MBA
curriculum. This program aims at enhancing international education commitment and
recruiting graduate students from all over the world.
• Involved in the creation of university-wide Interdisciplinary Master Program of Big Data
and Analytics. • Played an important role in developing a new international Port and Logistics Certificate
Program in 2007. This graduate certificate program was specifically created to support
ODU’s mission to focus on global business. • Spearheaded ODU’s online Port and Logistics Certificate Program in 2012, and offered the
first online international shipping course to support ODU’s initiative in online graduate
course offering. • As the first area coordinator of Maritime and Supply Chain Management discipline, I
worked diligently with our faculty to develop this new program, which is an important
component of ODU’s academic goals.
• Involved in the creation of university-wide Cyber-security Program and cluster hiring.
• Led implementation of college plan on graduate program creation, updating, and
maintenance.
Recruiting, Educational Outreach, and International Collaboration
• Developed university-level collaboration with a couple of universities in China, which
resulted in international recruiting of undergraduate students and transfer students.
• Developed academic collaborations with universities in Germany and Russia.
• Outreached to the local industry and secured funding for Maritime and Supply Chain
Management student scholarship.
• Led development of online courses and program to meet the needs of students outside
Virginia and the Country.
• Collaborated with the military and offered courses to soldiers who serve overseas.
Accreditation
• Participated in a university-wide process for reaccreditation by the Southern Association

of Colleges and Schools, Commission on Colleges (SACSCOC).
• Actively involved in AACSB reaccreditation, maintenance; involved in creating
assessment guidelines and measures, oversaw assessment programs and faculty ratio;
allocated resources for faculty development to meet the accreditation requirements.
Research and External Research Funding
• Led the departmental effort to obtain prestigious research grants from the National Science
Foundation (NSF) and the Department of Transportation (DOT); currently our department
has two NSF grants and two DOT grants in progress.
• Encouraged faculty to actively disseminate research results and publish in high quality
journals.
Student Engagement
• Improved undergraduate student recruitment, retention, degree completion, and graduation
rates of both new freshmen and transfer students. This is an ongoing process that continues
to require strong collaborative efforts in academic and student affairs.
• Facilitated development of innovative technology-enhanced learning program on campus
as a result of listening to and working with faculty members and students interested in
student learning and teaching with technology in a flexible learning environment.
• Facilitated industry field trips, so that students are able to get the first-hand experience of
work place.
Budget and Revenue Management
• Oversaw and managed budgets in collaboration with the college leadership team.
• Participated in community development activities in the areas surrounding the campus
and worked with alumni.
• Allocated online course technology revenue for faculty development and research
projects.
• Shared indirect cost from research grants to promote faculty development.
Fund Raising
• Secured a gift from the port of Virginia to support the program of digitization of port
operations to train student the advanced technology in shipping and supply chain for global
trade.
• Engaged with local professional organizations to raise fund to support scholarship
programs; obtained Scholarship Award from Intermodal Association of North America
(IANA).
• Realized scholarship gifts from faculty estate plan to fund doctoral student research.
• Worked with alumni to obtain resource to fund study abroad program.
Academic Policies and Procedures
• Established departmental research evaluation guideline.
• Established a 2-year course offering rolling master plan to ensure that undergraduate
students are able to graduate in four years.

Diversity and Inclusive Initiatives
• Served on the ODU’s president task force of diversity to promote cultural competency,
global awareness, international education, technology in teaching, new partnerships, and
interdisciplinary academic program development.
• Conducted faculty development programs in conjunction with Woman’s Caucus and Asian
Caucus for new faculty orientation, adjunct faculty orientation, and promotion and tenure
seminar.
