   LinDA  Project  

The  LinDA  project  addresses  one  of  the   most   significant   challenges   of  the  usage  and  publication  of  Linked  Data,  the  renovation  and  conversion  of   existing   data   formats   into  structures   that   support   the  semantic   enrichment   and  interlinking  of  data.  The  set  of  tools  provided   by   LinDA   will   assist  enterprises,   especially   SMEs   which  often   cannot   afford   the  development   and   maintenance   of  dedicated   information   analysis   and  management   departments,   in  efficiently   developing   novel   data  analytical  services  that  are  linked  to  the   available   public   data   therefore  contributing   to   improve   their   competitiveness   and   stimulating   the   emergence   of   innovative   business  models.    

Project  Objectives  Specifically,  the  LinDA  objectives  are:  

• To  enhance  the  ability  of  data  providers  to  provide  re-­‐usable,  machine-­‐processable  linked  data.  • To  provide  out-­‐of-­‐the-­‐box  software  components  and  analytic  tools  for  SMEs  for  combining  and  

linking  public  sector  information  with  privately-­‐owned  data  • To  develop  an  ecosystem  of  Linked  Data  Publication  and  Consumption  Apps  • To  demonstrate  the  feasibility  and  impact  of  the  LinDA  approach  in  the  EU  SMEs  Sector  through  

the  LinDA  pilots  • To  achieve  international  recognition  and  spread  excellence,  diffuse  and  communicate  results  

and  contribute  to  standardisation  and  education.

The  LinDA  Tools  LinDA   outcomes   will   include   a   set   of   tools   for   Open   Data   Renovation   and   Open   Data   Consumption,  providing  SMEs   interfaces   intended   to  hide   the  underlying   complexity  of   linked  data   and  designed   to  allow  re-­‐using  of  their  existing  software  apps  and  database  management  systems.  

Open  Data  Renovation  Tools  • A  Transformation  Engine  for  renovating  and  converting  a  wide  range  of  supported  data  

containers,  structures  and  formats  into  arbitrary  RDF  graphs  • A  Repository  for  accessing  and  sharing  Linked-­‐Data  vocabularies  and  metadata  

Open  Data  Consumption  Tools  • A  Linked  Data  API  to  provide  access  in  other  widely  established  formats,  based  on  the  internal  

RDF  data  (RDF2Any)  • A  library  of  Visualization  Tools  for  different  data  modalities  that  can  consume  output  from  the  

Linked  Data  API  and  generic  web  APIs.  • A  library  of  End-­‐user  Analytics  and  Data  Mining  Apps  extended  to  use  RDF  as  source  format.    • An  ecosystem  of  Linked  Data  Publication  and  Consumption  Apps  

 

Validation  and  Results  Assessment  LinDA  in  Business  Intelligence  The  pilot   intends   to  demonstrate   the  effectiveness  of   the  LinDA   tools   in   the  provision  of   intelligence-­‐based   consulting   services.   Through   the   LinDA   Transformation   engine,   both   public   sector   data   and  private   data   silos   relevant   to   the   consulting   assignment   (information   about   the   industry,   market,  political  conditions,   legal   frameworks  and  financial  data)  will  be  renovated   into   linked  data   format  by  utilizing  LinDA  Vocabularies   and  Metadata   standards   repository   for   the  mapping  process.  Thereafter,  novel  analysis  methods  of   the  available  data  will  be  applied  to  provide  real-­‐time,  dynamic  output  and  embrace   the   linked  data  paradigm  (pattern  and   link  analysis,  business   intelligence   information  mash-­‐ups)  through  the  LinDA  Analytics  /  Data  Mining  applications  suite  that  will  lead  to  the  final  consulting  report  to  the  customer.    

LinDA  in  the  Environmental  Sector  This   pilot   aims   at   exploiting   the   LinDA   tools   for   the   efficient  management   and   analysis   of   the   Italian  Regions  Environmental  data.  Data  available  in  the  existing  data  gov  initiatives  and  repositories  will  be  transformed  in  the  Linked  Data  format,  not  only  at  their  discovery  metadata  layer  (e.g.  CKAN  metadata  fields)   but   more   importantly   in   the   domain-­‐specific   layer.   The   LinDA   Vocabulary   and   Metadata  repository   will   be   enriched  with   the   relevant   vocabularies   (e.g.   GEMET,   UMTHES,   EARTh,   EUNIS)   to  allow  a  meaningful  interlinking  and  analysis  of  datasets  by  citizens  and  enterprises  through  the  LinDA  Publication  and  Consumption  ecosystem.    

LinDA  in  the  Media  Industry  The   objective   of   this   pilot   is   to   demonstrate   the   potential   of   the   LinDA   renovation   and   consumption  tools   in   the   Media   industry,   as   well   as   setup   an   initial   library   of   visualization   and   exploration  applications   for   this  domain   to  be   shared   through   the  LinDA  ecosystem.  Governmental  Data   (finance,  budget,  public  services  data)  and  data  from  national  statistical  offices  and  banks  will  be  renovated  into  the   linked   RDF   and   interlinked   along   with   journal   articles,   news   feeds   and   content.   The   LinDA

ecosystem  will   allow   the   dynamic   enrichment   of   the   visualizations   and   exploration   apps   shared   by   a  network  of  other  SMEs  in  this  domain,  leading  to  unexpected  scoops,  swiftly  finding  key  data  for  data-­‐driven  journalism  and  cross-­‐checking  and  verifying  the  sources  of  news  feeds.    

 Expected  Impact  The  adoption  of  LinDA  conversion  tools  will  allow  both  public  bodies  and  data  providers  to  address  the  significant   barrier   of   transforming   current   data   structures   (unstructured,   proprietary   file   formats   or  vendor-­‐lock-­‐in   databases)   into   unified   and   reusable   RDF   formats,   reducing   the   risk   of   proliferating  metadata  specifications  that  are  being  used  by  a  limited  number  of  entities.  This  result  will  eventually  lead  to  a  multiplication  of  valuable  applications  that  are  able  to  integrate  available  public  data  (such  as   location  of  public  services  or  geographical  data)  and  private  data  such  as  the  employees’/  vehicles’  current  location  offered  by  the  GPS  of  a  mobile  device.  

The  LinDA  publication  and  consumption  ecosystem   is   targeted   to   software  developers  with  a  view   to  minimizing  the  cost  and  effort  for  projects  implied  in  the  design  and  development  of  data  warehousing  and  data  analytics  solutions.  It  is  expected  therefore  a  wide  adoption  by  SMEs  of  the  LinDA  tools  by  software  developers,  since  they  will  be  able  to  work  with  the  same  procedures  and  technologies,  while  at  the  same  time  being  empowered  with  a  vast  amount  of  linked  information.  The  LinDA  ecosystem  of  publication  and  consumption  Apps  will  significantly  motivate  SMEs  Public  Data  providers  to  follow  the  Linked  Data  paradigm  for   the  publication  of  open  data   therefore  realizing   the   full  potential  of   linking,  analysing  and  mashing-­‐up  data  as  well  as  stimulating  new,  innovative  business  models.    

Hundreds  of  applications,  reusing  billions  of  open  data  records,  used  by  million  end  users  is  the  vision   to   become   reality   through   the   use   of   LinDA   tools,  where   SMEs  will   benefit   from   the   improved  competitiveness  generated  by  the  cost  efficiency  increase  and  time-­‐to-­‐market  reduction.
