1. INTRODUCTION
McGinley & Associates (MGA) conducted a Limited Phase II Environmental Site Assessment(ESA) at the subject property located on Main Street in Silver Peak, NV. These assessmentactivities were conducted on behalf of Nye County and the Rural Desert SouthwestBrownfields Coalition (RDSBC) for the Nevada Division of Environmental Protection (NDEP)utilizing funding provided by the State of Nevada Brownfields Program (NBP), ContractDEP14-008, Task Number M20-17. MGA conducted this investigation for the purpose ofinvestigating previously identified recognized environmental conditions (RECs) on the subjectproperty. The site location is indicated in Figure 1.
2. BACKGROUND
A Phase I ESA of the Subject Property was conducted by BEC Environmental, Inc. for NDEPon behalf of Nye County and the RDSBC and dated December 22, 2016. The Phase I ESAreport concluded that the assessment revealed no evidence of recognized environmentalconditions (REC) or conditional recognized environmental conditions (CREC) in connectionwith the property except for the following:
1. Based on the historic and current mining activity in the vicinity of Silver Peak and thepresence of a mine access in the cellar of the Dew Drop Inn, the potential exists for vaporintrusion from the subsurface into the building.
2. Based on the presence of one closed, buried 55-gallon drum and one open 55-gallon drumwith an access to a larger space below ground surface, the potential exists for unidentifiedhazardous chemicals stored on site.
3. A possible vent-pipe was observed on the northwest exterior of the Dew Drop Inn building,potentially indicative of an underground storage tank (UST) on the subject site.
4. A tar-like, highly viscous substance was observed seeping from beneath a wooden palleton the subject site, indicative of the potential release of petroleum hydrocarbons on thesubject site.
5. Based on the age of the buildings, the potential exists for asbestos-containing materials inthe Dew Drop Inn, the Shifting Sands Bar, and in two piles of drywall and shingles on theexterior portion of the subject site.
3. OBJECTIVES
The objectives of the ESA activities were to address the RECs identified during in the previousPhase I ESA (Section 2) and to assess for the presence of regulated, hazardous, or potentiallyhazardous chemical constituents in the soils located on the subject property. As required by theState of Nevada Administrative Code (NAC) 459, all MGA services were supervised andreviewed by a Nevada Certified Environmental Manager (CEM).

4. SCOPE OF SERVICES
The field activities performed by MGA for the limited Phase II ESA were conducted in accordance with EPA and MGA Standard Operating Procedures (SOP) and the site-specific Health and Safety Plan (HASP). On site activities consisted of the following:
• Trenching in two areas onsite (near two abandoned 55-gallon drums and next to an open metal pipe end extruding from the ground);
• Collecting one soil sample and one liquid sample;
• Conducting an air survey in the basement of the Dew Drop Inn using a photoionizing detector (PID)
• Analytical testing of the soil and liquid sample; and
• Preparing a technical report complete with findings and recommendations.
5. ENVIRONMENTAL INVESTIGATION
Limited Phase II ESA field activities were performed by MGA on June 20, 2017. At the time of the assessment, the wood pallet with a tar-like substance, as characterized as a REC in the Phase I ESA, appeared to be de minimis in nature. Therefore, this REC was not investigated as part of this assessment.
5.1 Trenching In order to assess two of the RECs identified in Section 2, trenches were excavated with a backhoe in the vicinity of the two 55-gallon drums and proximal to a four-inch steel pipe extruding from the ground.
5.1.1 55-Gallon Drum Area Upon examination of the semi-buried 55-gallon drums (REC #2), it was determined that the pit below the drum openings (as seen through the top of the drums) appeared to be consistent with a former grease trap or otherwise analogous waste liquid storage vessel. Due to overhead wires, a tree growing in the vicinity, the building close by, and an effort to limit damage to, or potential leakage of, the underground storage vessel, the excavator dug one trench (T-1) to the west of the 55-gallon barrels and just north of the former Shifting Sands Bar to characterize the soil adjacent to the drums. Due to the existing site conditions, approximately two, one-foot wide bucket loads were removed from this area and one representative soil sample was collected. This soil sample was collected directly from the trench and subsequently placed into laboratory provided glass jars. Additionally, a liquid sample was collected from the water-sludge mixture contained within the pit below one of the drum openings. The purpose of collecting the liquid sample for analysis was to provide a contaminant profile for future removal and disposal. The sample locations are shown on Figure 2.
5.1.2 Extruding Pipe Area The “vent pipe” described in the Phase I ESA as a vent for a possible underground storage tank (REC #3) was observed to be constructed of plastic and appeared to be associated with a freezer room located within the former Shifting Sands Bar. Based on these observations, it was determined that this pipe did not appear to be a vent pipe associated with an UST. However, a separate four-inch steel vent pipe located on the northwest side of the Dew Drop Inn building

was discovered. Due to the pipe being constructed of steel and open to the air above the roof-line of the building, a possibility existed that the pipe was associated with an UST or a tunnel. Therefore, a trench (T-2) was excavated in this location between the former Dew Drop Inn and Shifting Sands Bar buildings and proximal to the pipe. The trench uncovered an underground tunnel trending north-south and it appeared that the tunnel was constructed as if it was an underground mine shaft. The purpose of the tunnel is unknown. Based on these findings, it appeared that the four-inch steel pipe was possibly an air pipe for the tunnel. No soil samples were collected for environmental analysis.
5.2 Air Survey A photoionization detector (PID) was used to determine if the “mine access tunnel” in the cellar of the Dew Drop Inn was a potential source of volatile organic compounds (VOCs). Upon inspection of the cellar and based on an interview with the property owner, it was determined that the “mine access tunnel” is an 80-foot deep hand-dug well that is no longer in use. Although it did not appear that a mine tunnel existed within the cellar, the PID was used for several minutes and there was no indication of the presence of VOCs in the cellar.
5.3 Analytical Testing The soil sample was delivered under chain-of-custody protocol to Asset Laboratories located in Las Vegas, Nevada. The soil sample was analyzed for volatile organic compounds (VOC) by EPA Method 8260, polycyclic aromatic hydrocarbons (PAH) via EPA Method 8270CSIM, total petroleum hydrocarbons (TPH) in the diesel range (DRO), oil range (ORO), and gasoline range (GRO) by EPA Method 8015B, and total metals including lead, cadmium, and chromium by EPA Method 6010B. The liquid sample (“Sludge”) was a characterization sample to determine hazardous/non-hazardous status and was analyzed for pH by EPA Method 9040B, ignitability by EPA Method 1020A, VOCs by EPA Method 8260B, GRO by EPA Method 8015B, and RCRA 8 Metals by EPA 6010B for arsenic, barium, cadmium, chromium, lead, selenium, and silver, and EPA Method 7470A for total mercury by cold vapor technique. A copy of the chain-of-custody records for the soil and liquid samples are provided in Appendix A.
5.4 Analytical results The analytical results for the soil sample are presented in Table 1A and summarized below: • No detectable concentrations of TPH in the gasoline range (GRO), VOCs, or total cadmium
were reported above laboratory reporting limits; • The concentration of TPH in the diesel range (DRO) was reported to be 12 mg/kg; • The concentration of TPH in the oil range (ORO) was reported to be 29 mg/kg; • The chrysene concentration was reported to be 7.0 mg/kg; • The fluoranthene concentration was reported to be 6.5 mg/kg; • The pyrene concentration was reported to be 6.5 mg/kg; • The chromium concentration was reported to be 14.0 mg/kg; and • The lead concentration was reported to be 110 mg/kg. The analytical results for the liquid sample is presented in Table 1B and summarized below: • The pH of the liquid was reported to be 8.4 • No detectable concentrations of TPH, VOCs, PAHs, or cadmium were reported for the

sample. • The ignitability of the sample was reported to be greater than 212 degrees Fahrenheit; • The arsenic concentration was reported to be 0.055 mg/L; • The barium concentration was reported to be 0.11 mg/L; • The chromium concentration was reported to be 0.0062 mg/L; and • The lead concentration was reported to be 0.0055 mg/L.
6. DATA QUALITY
6.1 Soil Sampling The soil sample was collected in accordance with EPA and MGA SOPs. Care was taken to minimize sample disturbance. Soil and liquid samples were preserved in a cooler and transported under proper chain-of-custody protocol until they were received by the laboratory (see chain-of-custody records provided in Appendix A).
6.2 Laboratory Analytical Data The laboratory analytical data for the soil sample was in compliance with the data quality objectives established in the laboratory’s SOP.
7. SUMMARY OF FIELD ACTIVITIES
• Two trenches were excavated by the property owner using a backhoe. One trench was located proximal to two uncovered 55-gallon drums and one trench was located proximal to a four-inch steel pipe extruding from the ground and extending above the roof-line of the Dew Drop Inn;
• One soil sample was collected at 1.0 feet bgs within the trench located proximal to the two 55-gallon drums;
• One liquid sample was collected from the pit located below one of the two 55-gallon drums. The purpose of the liquid sample was to characterize the liquid for future removal and disposal;
• An investigation of the possible underground storage tank (UST) near the former Shifting Sands Bar concluded that a potential vent pipe did not appear to be associated with a UST. The vent pipe was plastic and appeared to lead to a freezer room located within the Shifting Sands structure. Therefore, it was concluded that no environmental hazards appeared to exist and no soil samples were collected proximal to the plastic pipe extruding from the ground.
• An investigation into the steel four-inch pipe extruding from the ground proximal to the Dew Drop Inn structure was conducted by trenching adjacent to the pipe and towards the Shifting Sands structure. The trench discovered an underground tunnel running in a north-south direction and it was determined that the steel pipe appeared to be used for supplying air to the tunnel. Therefore, no soil samples were collected from this trench or the area proximal to the extruding steel pipe; and
• An air survey using a PID instrument was conducted within the cellar of the Dew Drop Inn proximal to a large opening that was determined to be an 80-foot deep hand-dug well.

8. FINDINGS AND CONCLUSIONS
McGinley & Associates (MGA) performed a Limited Phase II ESA of the former Dew Drop Inn property located on Main Street in Silver Peak, NV. These assessment activities were conducted on behalf of Nye County and the RDSBC for the Nevada Division of Environmental Protection (NDEP). MGA conducted this investigation for the purpose of investigating previously identified recognized environmental conditions (RECs) on the subject property. The following are findings from the assessment: • None of the constituents analyzed for in the soil sample were reported to have
concentrations greater than EPA Region 9 RSLs or State of Nevada Reportable Concentrations.
• No VOCs were discovered emanating from the 80-foot deep hand-dug well. • The liquid sample collected from the pit beneath one of the 55-gallon drums is non-
hazardous.
9. RECOMMENDATIONS
Based on the results of the assessment activities, the following recommendations are provided: • Based on the analytical laboratory data for the collected soil sample and the determination
that heating oil tanks are likely not present on the property, MGA is of the opinion that no further assessment for the Subject Property, with regards to potential surface soil contamination, is warranted at this time.
• Based on the results reported for the liquid sample collected from the pit located below one of the two 55-gallon drums, it appears that the liquid can be characterized as non-hazardous. The liquid should be disposed of as such in accordance with local, state, and federal regulations. It is recommended that this be conducted prior to removing the below ground appurtenances. Upon removal of the below ground appurtenances, it is recommended that additional assessment of the soil below the grease trap be assessed at that time.
10. LIMITATIONS
The conclusions presented herein are based on analytical data and observations. MGA makes no warranties or guarantees as to the accuracy or completeness of information provided or compiled by others. The results reported herein are applicable to the time the sampling occurred. Changes in site conditions may occur as a result of illegal dumping practices, prevailing winds, rainfall, or other factors. It should be recognized that definition and evaluation of environmental conditions is a difficult and inexact science. Judgments and opinions leading to conclusions and recommendations are generally made with an incomplete knowledge of the conditions present. More extensive studies, including additional environmental investigations, can tend to reduce the inherent uncertainties associated with such studies. Additional information not found or unavailable to MGA at the time of writing this report may result in a modification to the conclusions and recommendations contained herein. Matrix Spike (MS) and Matrix Spike Duplicate (MSD) are outside recovery criteria for Lead possibly due to matrix interference. The associated Laboratory Control Sample (LCS) recovery was acceptable.
Analytical Comments for EPA 8270C_SIM (Soil):
Some analytes were reported non-detect (ND) with dilution on sample N024683-001 due to associated internal standard not meeting method criteria possibly due to matrix interference. Sample was analyzed with dilution and internal standard met method criteria. Affected analyte for this failed internal standard was reported at dilution that meet internal standard recovery limit.
RPD for Matrix Spike (MS)/Matrix Spike Duplicate (MSD) is outside criteria for Benzo(k)fluoranthene; however, the analytical batch was validated by the Laboratory Control Sample (LCS).
