During that time, fed- eral employees must decide what companies, if any, they want pro- viding their medical, dental and vision insurance. Open season is the time when employees can change their plans, options or types of enrollment; if they don’t want to change anything, no ac- tion is needed. “It’s very important that fami- lies also realize that for the first time, dependents between the ages of 22 and 26 can be added to the plan,” said Human Re- sources Specialist Loretta Mitch- ell, who is helping organize the event. “In the past, dependents had to be dropped when they turned 22. Families need to make sure they know about the chang- es that have taken effect under President Obama’s Affordable Care Act.” The first health fair will be at NBVC Point Mugu on Wednes- day, Nov. 3, from 9 a.m. to 2 p.m. in Building 200. Question: Bicycles were banned at the PointMugu Surf Contest. What’s up with that?I’m participating in the “Leap Into Fall” De-

partment of Defense Fitness Challenge and was solooking forward to pedaling from Port Hueneme toPoint Mugu to enjoy the Surf Contest. Must we reallybe married to automobiles on weekends?Will bicycles be allowed at future weekend

events?

Answer: A ban on bicycles at major base events,such as the Naval Base Ventura County Air Show atPoint Mugu, which drew 100,000 people over threedays, is a safety issue, not a security issue. Hav-ing that many cars driving through base along withbicycle traffic is asking for trouble.The 2010 NBVC Surf Contest Presented by Quik-

silver brought in 9,000 people over two days. Whilethese numbers pose less of a traffic hazard, it couldstill have been a dangerous situation for bicyclists.Bicyclists are welcome at most of the smaller

events, such as the Sept. 18 Wounded Warrior HalfMarathon.As commanding officer, I encourage everyone to

think about the environment as well as one’s ownhealth and safety and look for healthy, energy-sav-ing alternatives to our everyday routines. Riding abicycle instead of driving a car is one of those alter-natives, and the base will facilitate that wheneverpossible.Lastly, congratulations on taking the “Leap Into

Fall” Fitness Challenge, and I wish you the best inyour efforts to stay strong and fit as we move into thewinter months.

More than 300 Sailors, Aviators andother military personnel wished the Navya happy 235th birthday on Oct. 16 duringthe annualNavy Ball at the Ventura BeachMarriott in Ventura.Special tribute was made to those who

couldn’t attend: the 46,000 Sailors cur-rently deployed around the world andthose who have been declared missing inaction or prisoners of war.

“Keep them in mind tonight as we en-joy the evening,” said Capt. JimMcHugh,commanding officer, Naval Base VenturaCounty.An MIA Table replete with symbolism

— a slice of lemon representing a bitterfate and a dash of salt representing afamily’s tears — remained in a spotlightthroughout the ceremonies. The evening’smaster of ceremonies, Senior Chief Build-er Michelle Bernales, explained the sym-bolism to the rapt audience.McHugh introduced the night’s guest

speaker, former Master Chief Petty Of-ficer of the Navy (MCPON) Joe R. Cam-pa Jr.Campa, the 11thMCPON and the first

Hispanic to become the top enlisted Sail-or in theNavy, talked of a chancemeetingat an airport that brought him fresh in-sight into “the unique culture that makesus United States Sailors.”Campa was at Ronald Reagan Wash-

ington National Airport when he saw acheering crowd part and an elderly manemerge — then another, and another. Itturned out to be a group of 80WorldWarII veterans who had been flown in to at-tend a ceremony at theWorldWar IIMe-morial in Washington, D.C.“Seeing 80WorldWar II vets anywhere

is a rare sight,” Campa said. Combinedwith the cheers and the claps from thecrowd and the dignity each man carried,the moment was “eye-watering.”“I was mesmerized,” Campa said.One of the gentlemen noticed Campa’s

Navy uniform, and the two began a discus-sion. Campa listened intently as the man

told of being on the USS Nevada whenPearl Harbor was attacked and of watch-ing the first flag-raising on Iwo Jima’sMount Suribachi.As the discussion closed, the gentleman

called it a privilege to have met theMCPON.“I don’t think I’ve ever felt less deserv-

ing,” Campa said.

Do you have a tiger in your basement?Some of us live with issues impacting

our lives, our marriages and our familiesthat we all know are there but seem toodifficult or fearful to address. It’s the tigerin the basement. Everyone knows the tigeris down there, but we keep the door closed.Everyone hears the tiger’s roar, but we actas if we hear nothing. Often we resort tothrowing the tiger food in hopes to keep itunder control.Tigers residing in the basement can be

demanding and deceitful. We sometimesbelieve we have learned how to keep themplacated only to have them roar or breakfree of the basement at the most inoppor-tune time.As long as these tigers live in the base-

ment no one is secure. Perhaps the worstthing about tigers residing in the basementis the fear that we are the only one with anunwanted inhabitant in our our lives.What do these tigers look like? Re-entry

issues may be the tiger in your basement— the real challenges of reconnecting as acouple, a family. Post-traumatic stress dis-order is a very real tiger lurking in manybasements. Perhaps your tiger is financial

pressures. Or could your tiger be one ofthe more difficult tigers to discuss, such asspouse abuse, infidelity or addiction topornography?Some topics are so difficult, so painful,

even embarrassing, to discuss. But everyrecovering alcoholic will tell you the firststep to recovery is acknowledging the prob-lem. It is the same with tigers. You mayhave acknowledged fully the tiger in yourbasement but do not know where to gofrom this point. I hope over the next fewweeks you will discover at least three im-portant facts: You are not alone, there areresources and support and there is hope!

Over the next fewmonths I am going todedicate a few columns to bringing thesetigers out of the basement to face themhead on. I wish I could say there is a five-step, easy fix. If that existed we wouldn’thave these issues in our lives. But we willface these issues and identify resources andsupport available to us.In the next edition, we will tackle the

topic of re-entry after deployment.Duringmy first deployment I attended a luncheonwhere a well-meaning spouse of a retiredveteran spoke about return and reunion.She said, “Each homecoming was like a‘second honeymoon.’” I was starry-eyeddreaming of that reunion on the pier andthe anticipated bliss to follow.We had ourfirst disagreementwithin three hours of hisreturn. I was stunned. The weeks — OK,months — that followed were not exactlya honeymoon. I was blind-sided by thechallenges we faced. Reconnectingwas notthe walk in the park I expected.

That week of school in the fall whenchildren get out of school early due toparent-teacher conferences is fast ap-proaching.Parents, it may not be easy to get re-

leased from work to attend, but it is im-portant that youmake every effort. Pleaseremember schools do not succeed in abubble. Parent-teacher conferences are oneway for parents to be involved in theirstudent’s education.Before your conference with your child’s

teacher, there are a few things to consid-er:• If a parent is deployed but wants to

be involved, please ask the teacher if theconference can be done via e-mail, ask ifthe conference can be videotaped or au-diotaped, or maybe held via phone if thedeployed parent is able.• If you have more than one child in the

school, please ask teachers to work to-gether to schedule appointments one afterthe other. For child care and work leavepurposes, this is ideal.

• Find child care for your student duringthe conference. This allows the teacher tobe honest with you about his/her assess-ments of your child.It is also important to remember that

the conference is an opportunity for bothparent and teacher to discuss the student’sprogress and concerns. This mean thatparents should arrive at the conferenceprepared for the discussion.Here are somehelpful hints to prepare parents for theconference:

• Be prepared to ask questions. Writedown any concerns youmay have prior tothe conference so you don’t forget whatyou want to discuss. Ask specific ques-tions, such as: Is your child participatingin class? What subjects does he or she en-joy most? What subjects seem more dif-ficult for him or her?• Talk with your child before the confer-

ence. Find out if there are problems atschool or if he or she has any concerns tobe addressed.• Be positive during the conference. Re-

member you are both there to help yourchild succeed. Don’t react defensively ifyour child’s teacher brings up a problem.You are there to work together to solveany problems.• Work together to create a plan of ac-

tion. Creating a specific plan will allowboth you and the teacher tomonitor prog-ress throughout the school year.• Discuss the social aspect of school as

well as academic. Does your child getalong with other students?

•Keep the conference positive.Althoughyou need to know any problems your childmay be having, you don’t want the confer-ence to become more about problems. Itshould be about solutions.• Set up a way to continue communica-

tion. It could be via weekly phone calls orby e-mail. Continued contact will helpkeep you apprised of any potential prob-lems and will allow you to let the teacherknow if there are any problems at home.When the conference is over, parent and

teacher should feel comfortable with oneanother to work together to help the childsucceed. As parents, ensure that any plansdiscussed in the conference are followedup on at home. Children’s success dependson parents and school working together.

Carrying around a ball and chain doesn’t have todrag you down.In fact, in Romeo’s case, it lifted him above the

pack, helping the convict-costumed bulldog win firstprize in the Navy Exchange’s Howl-o-ween pet cos-tume contest on Oct. 16.Thirteen dogs competed in the event that not only

provided some fun for canine lovers but also pro-moted the newly enlarged pet department at the Na-val Base Ventura County, Port Hueneme, NEX.Romeo, only a year and a half old, was a good

sport about it all.“It’s not like last year when we dressed him up as

a pirate,” said his owner, LizWallace, who came withher husband, Aviation Support Equipment Techni-cian 2nd Class Rik Wallace of the Fleet ReadinessCenter. “He wasn’t feeling that.”Department Supervisor Eloise Cervantes said she

was pleased with the turnout at the event, which fea-tured giveaways and raffles.“We figured it was a good way to get the word out

about the expansion,” she said.The department doubled in size, allowing theNEX

to carry a larger supply of treats, premium foods,stain and odor products, and flea and tick medi-cine.

A 5K run to promote the need for en-ergy efficiency was heldOct. 14, beginningand ending at the Bee-Hive Gym, NavalBase Ventura County, Port Hueneme.Nearly 40 runners turned out to race in

the third NBVC 5K in three weeks. Theearlier two were held in conjunction withthe Combined Federal Campaign kick-

off.“Given that, it’s actually a better turn-

out that I had anticipated,” said PointMugu Fitness Manager AmandaHaskell.Most of the lunchtime 5K runs attract

50 or more participants.The run was held in partnership with

Naval Facilities Engineering Command,which provided information on how tosave energy and gave out pens made ofrecycled materials.This was the last Morale, Welfare and

Recreation- sponsored lunchtime run un-til February, when the annual Sweetheart5K will take place.

Has yourmarriage changed since thoseromantic courtship days? Do you findyourself arguing and fighting with yourspousemore andmore?Well, you are notalone.Many relationships experience diffi-

culty, and the Fleet and Family SupportCenter has some great tools to help youstay “inside the box,” working togetherand problem-solving as a team, versusslipping “outside the box,”moving fromproblem-solving to abusive behaviors.The first line you cross when youmove

“outside the box” is the “I don’t carewhat I say” line. Crossing this line leadsto verbal abuse.The second line you cross on the way

to physical abuse is the “I don’t care whatI do” line.Dr. William Adams in his “Choices”

program defines the “box” as an areawhere couples are working together,problem-solving in a respectful way.As a way of illustrating, let’s say things

are going along well in the relationshipand then a problem comes up. As a resultof this problem, you feel tension. Thiscould look like an increased heart rate,feeling flushed, a tight stomach, clenchedfists, yelling or thinking bad thoughtsabout the other. From this point, it isreally easy to slip into an argument andfighting. Then it is an easy jump “outsidethe box” and past those lines of not car-ing what you say or do and into verbaland/or physical abuse.“So what can I do?” you ask?There are actually lots of skills you can

use.A really important skill to use when

things are starting to spin out of controlis a time out. Time outs must be usedcorrectly or they only make mattersworse. Rules for time outs are:• They must be negotiated ahead of

time with your spouse so you both un-derstand that there will be situationswhere one of you needs to call a time outon yourself. There’s no calling them forthe other person.• You are accountable for your time.

Let your spouse knowwhere you are go-ing and when you will be back and stickto it.• Spend the time out alone, not trash-

ing your partner with your best friend oryour mother.• Think about your role in the conflict

and take responsibility for it.• Use the time to calm down and think

things through.Once you have calmed down and are

ready to discuss the problem, then usethe problem-solving steps. They aresimple and very effective.• Identify the problem.• Come upwith possible solutions. This

is not the time to pass judgments; all so-lutions are viable at this point.• Select the best solution.• Try it out.• Evaluate it, and if it’s not working,

try another possible solution.Remember: It’s important that you and

your spouse are attacking the problemand not each other. Staying “inside thebox”requires this; otherwise the situationdegrades into verbal and/or physicalabuse, which is “outside the box.”In summary, problems come up, and

you feel tension rising behaviorally, phys-ically or emotionally. If you feel you aremoving “outside the box,” then take atime out. If you feel you can get controlof yourself before the argument turnsnasty or into a fight, move into problem-solving. The problem is solved and youare acting like the couple you dreamedabout before you took that big step ofmarriage.Think you might need help with this?

Here are some simple tips to make surethat everyone at Naval Base VenturaCounty not only has a frightful good timeon Halloween night, but that we remainsafe as well:• Clear your front porch of unnecessary

clutter. That garden hose, albeit a greatsnake, could cause a fall and best belongsin the back yard. Bicycles and scooters, aswell, are best kept in the garage.• Check and replace any exterior light

bulbs that need replacing. Sweep steps andsidewalks to make sure they are free ofdebris.• Do you have overly anxious pets that

are ready to protect you from all thewitchesand other night creatures this Hal-loween?While that is an exceptional qual-ity in a guard dog, it would be best if youranimal were restrained this night to pre-vent jumps, scares, scratches and bites.• If a trick-or-treater is under the age

of 12, determine which adult or olderyouth will be accompanying the child onthe candy jaunt.• Plan a route. Prior to the night of trick-

or-treating, go over it. Look for houses toveer away from and pot holes or brokencurbs to be cautious around. Remind ev-

eryone that there is no veering away fromthe route unless you are aware of thechange. Remind children that candy is notto be eaten until all children are home andthat no one will enter a stranger’s houseat all for any reason.Make sure each childhas a light stick, and the adult or the su-

pervising youth has a working flashlight,with fresh batteries. Carry a cell phone;make sure it is charged.• If your child will be wearing a mask,

• Drivers: Be on the lookout for childrendarting out from between parked cars. Seeone, wait, because chances are there isanother one right behind. Look carefullyfor children walking in the streets. Backout carefully, honking for warning.

FALLON, Nev. — Workups for theWorld Famous Black Eagles of VAW-113continued as they completed airwing ex-ercises last month at Naval Air StationFallon, Nev.The design and intent of Airwing Fallon

is to provide the training and skills neces-sary for Carrier Air Wing-14 (CVW-14)squadrons to move from unit level to the-ater level operations.CVW-14 squadrons took the lessons

learned on their recent at-sea RIMPACexercise to the high Nevada desert andexceeded the performance of previousairwings as well as expectations of NavalStrike and AirWarfare Center (NSAWC)staff.Themonthlong airwing exercise uses the

“crawl, walk, run” model in their three-phase training syllabus.The first,MissionLevel Training (MLT),

is designed to bridge the gap betweenUnitLevel Training and integrated CVW train-ing.With no geopolitical scenario drivingthe actions of the airwing, it allowed the

squadrons to focus on the individual skillsets required to effectively and proficient-ly complete common airwing missions,including strike, command and control,personnel recovery and close air sup-port.The proficiency achieved during the

MLT phase would go on to pay dividendsin the more advanced phases of the exer-cise. The Black Eagles perfected tacticsand techniques for effective air-intercept-control, airborne command and control,and indications and warning integra-tion.The second phase of Airwing Fallon

was the Intermediate Training Phase(ITP), which was organized into threemini-campaigns. Each mission flown byCVW-14 assets was planned and executedby the airwing personnel with no outsideassistance. New challenges to CVW-14units included inorganic asset integration,dynamic targeting and advanced versionsof the personnel recovery mission.VAW-113 aircrew once again distin-

guished themselves as professionals in theair through leadership, tactical proficien-

cy and above-average control. Missiondebriefs often included the singing ofpraise to the Black Eagles for their assis-tance to strike assets by providing situa-tional awareness and targeting recommen-dations.The culmination of Airwing Fallon was

the Advanced Training Phase (ATP), de-signed to prepare CVW-14 for theaterlevel operations. This phase forcedmissionplanners and aircrew to work with agen-cies outside the airwing by coordinatingwithwarfare commanders, the strike groupcommander and the theater commander.Each of these missions was directed byCombinedAirOperationsCenter (CAOC)and executed by CVW.ATP was the Black Eagles’ finest hour,

proving vital in all areas of the continuous72-hour simulated war.VAW-113 aircrews streamlined the in-

formation flow from airwing assets totheater level decision makers and backagain in order to prosecute the targetsdirected by the CAOC. The Black Eaglespaved the way for dual E-2 operations us-ing airborne assets in conjunction with

the Enhanced Deployable ReadinessTrainer (EDRT) to achieve a 100 percentmission completion rate. Often having twoE-2CHawkeyes airborne, the Black Eagleaircrews supplied vital information to air-wing assets by identifying and locatingboth surface and air threats while provid-ing tactical direction as to the most effi-cient way to defend against and eliminatethe threat.The success of VAW-113 atAirwing Fal-

lon is truly a testament to the hard workand dedication of the Black Eagle main-tenance team. During the exercise, theMaintenance Department worked morethan 3,000man hours in order to keep thesquadron’s four E-2C Hawkeyes in flyingcondition, all the while doingmajormain-tenance actions and preparing for an an-nual maintenance inspection. Their hardwork allowed for 69 sorties to be flown atan exceptional 95 percent sortie comple-tion rate.As the upcoming deployment approach-

es, the Black Eagles of VAW-113 continueto excel in every step of the workup cy-cle.

Naval Base Ventura County HumanResources employee Toksun Simpson re-cently received an award for her effortscoordinating the highly successful Pre-engineering Program at Naval SurfaceWarfare Center (NSWC) Port Hueneme.The awardwas presented byTimTroske,

NSWC Port Hueneme technical director,on Sept. 3.Simpson has beenmanaging the various

aspects of the Pre-engineering Programsince 2005 and described this award as“very meaningful.”“As an immigrant who came to the

United States in 1976, I am grateful forthe opportunities that this country hasprovided for me and my family,” saidSimpson. “The young people are an ever-lasting joy, and it is my passion to care forand invest in their future. Working for theDepartment of the Navy in support ofthe Pre-engineering Program has givenmethe opportunity to give back a fraction ofwhat I have received from this great coun-try.”The Pre-engineering Program was cre-

ated in 1998 as a result of a partnershipbetween NSWC Port Hueneme and theOxnard Union High School District. Thepartnership was expanded to include El

Camino High School and Foothill Tech-nology High School from the VenturaUnified School District in 2006. Approx-imately 700 students have completed the

program over the years.The program is one of NSWC Port

Hueneme’s most successful and toutedoutreach programs in the command’s his-tory. The bi-annual program is designedto expose local area high school studentswho are interested in studying engineeringto practical applications of math and sci-ence at NSWC Port Hueneme. Throughinstruction on various engineering disci-plines, students learn how engineeringprinciples are applied in the real world.The program prepares them for engineer-ing courses to be taken after graduation.Candidates for the competitive programare selected through their respectiveschools.Students participate in the program ev-

ery Monday for 12 weeks of instruction,following their regular school day. Par-ticipation usually numbers around 40students with a balanced ratio of male tofemale.The program culminates in a graduation

ceremony where students are presentedwith Certificates of Achievement and Let-ters of Recommendation (for college ap-plications) signed by the NSWC PortHueneme commander.
