THYSSENKRUPP DELIVERS ITS LARGEST-EVER SWEDEN
CONTRACT
Thyssenkrupp delivered its largest-ever con-tract in Sweden ... 53 elevators, 27 escala-tors and 15 platform lifts to the new, mixed-use Urban Escape in Stockholm. Urban Es-cape consists of five buildings, four streets and two squares, with tenants that include Microsoft, Spotify and shared office space concept WeWork.
Thyssenkrupp began the first phase in 2015, installing 28 elevators, six escalators and six platform lifts by 2017. The second phase in-volved an additional 25 elevators, nine plat-form lifts and 21 escalators. The project was completed in January 2019. Much of the equipment will be maintained by Thyssenkrupp.
ELEVATOR SAFETY ACT GET-TING ANOTHER LOOK
A recent incident in which a young girl in Uti-ca, New York, suffered serious injuries in an elevator-shaft fall (ELENET 774), has sparked renewed interest in the proposed Elevator Safety Act, which would require those work-ing in the industry in New York to undergo comprehensive training, WKTV Channel 2 News reports.
An investigation revealed the elevator was serviced the same day the incident occurred, but the source noted that "it could have been anybody" (a labouror-assistant as opposed to a lift technician) doing the work, since New York is one of a few states that does not re-quire a minimum level of training for elevator mechanics and constructors.
The bill has backers in both the House and Senate. A local spokesperson for the Interna-tional Union of Elevator Constructors said the union is …

What does it mean if the SANAS assessors recommend an on-site
clearance of findings?
The purpose of an on-site clearance of findings (COF) is to verify implementation and effective-ness of corrective actions taken by an AIA after undergoing a SANAS assessment. The on-site clearance of findings should be conducted within 3 months of the assessment at which the COF visit was recommended, except in the case of initial assessments and re-assessments. All evidence and supporting documentation must first be sub-mitted to SANAS for perusal and acceptance prior to the on-site COF visit.
A COF visit will be at the cost of the AIA.
The assessment team shall only clear the non-conformance(s) if the evidence supports that : a) proper root cause analysis was undertaken, b) the corrective action had been effectively implemented and c) the necessary preventative actions have been put into place.
Should the assessor/assessment team come across any additional observations that are not related to the original non-conformances, and that will impact negatively on the accreditation status of the facility, the assessor shall record the issues on the back of the Recommendation Report under the Additional Comments / Notes section. This will serve to inform the SANAS Accreditation Manager of the situation for a decision on the way forward. The Accreditation Manager, in consultation with the Executive where required, will decide if the observations will affect the recommendation re-sulting from the outcome of the COF nonconform-ances.
The Team Leader shall complete a Recommenda-tion Report after a Clearance of Findings (COF) and state one of the following, depending on the outcome of the visit :
a) If all corrective actions are effective and have been satisfactorily implemented, the statement shall indicate that :
“All corrective actions have been implemented”.
b) If any or all the corrective actions have not been cleared, the statement shall indicate
that : “Corrective actions have not all been
implemented / effectively implemented”.
In either case, the team shall provide enough evi-dence to support the statement.
The COF assessment pack, together with the orig-inal assessment pack will be submitted to the SANAS Approval Committee (AC) and the normal procedure will be followed to process the assess-ment documentation.
AIA’s must please pay special attention to the fol-lowing when preparing corrective actions …
a) proper root cause analysis shall be under-taken,
b) corrective actions shall be effectively imple-mented and
c) the necessary preventative actions shall be put into place,
These steps are very important to ensure that suit-able corrective actions are sent to SANAS. In the case of COF visits, it is even more important as the non-clearance of findings may potentially lead to suspension of accreditation, a situation that we want to avoid at all costs.

VERNAL EQUINOX
The equinox has just passed on March 21st, the date that
night and day is equal in time as the sun is now directly over
the equator. The nights are getting cooler, with temperatures
beginning to drop. Assisted by the recent cyclone Idai over
the Mozambique channel, the weather has brought welcome
additional unseasonal rains over South Africa.
Even the Kalahari, as high as neighbouring Etosha Game
Reserve have had the bonus of additional rains to fill the lo-
cal streams and pans. The veld and game are in ecstasy!

IEES Announces Dates for
Second-Annual Symposium
Call for papers, exhibitors and attendee registra-
tion is now open. March 4, 2019 (Mobile, AL) - A
call for papers, and registration for attendees and
exhibitors is now open for the second-annual In-
ternational Elevator and Escalator Symposium
(IEES), to be held at the Bally’s Casino and Hotel
in Las Vegas, NV, U.S.… December 3-4, 2019.
IEES is a technical and educational symposium for
the global vertical-transportation industry, orga-
nized by Liftinstituut Solutions, Europe’s leading
consulting agency for owners, building managers,
architects, construction companies concerning ver-
tical transportation, and Elevator World, Inc., the

Engineer Surveyors as part of their role undertake examinations of Cranes, Lifts, Boilers and associ-ated plant: Many of these examinations involve working at height and confined space entries.
There are statutory instruments to protect workers namely, the … “Working at Height” Regulations and “The Confined Space” Regulations.
In both sets of regulations, duties are imposed on both the Employer and the Employee to ensure that the employee is trained, fit and suitable for the extra stresses involved in these working environ-ments: Also, the requirements for safe rescue should anything go wrong whilst in these environ-ments based on a risk assessment.
From the HSE’s statistics, it transposes that great-er than 50% of employees whose deaths are con-tributed to “Working at Height” are … over 50 years old.
Recent experience caused me to re-evaluate the implied risk to myself and thereby my employer ...

WOMAN TRAPPED for 3 DAYS IN
ELEVATOR
A woman has been rescued after spending
an entire weekend trapped in her billion-
aire employer's lift, authorities said …
The woman, reported to be 53-year-old
Marites Fortaliza, entered the elevator at the
Manhattan townhouse owned by investment
banker Warren Stephens on Friday evening.
Firefighters responded to an emergency call
at 10:00 local time (15:00 GMT) on Monday
and forced the lift open.
The property owner was issued three viola-
tions: failure to properly maintain; damaged
hoistway door and defective hoist motor; and
communications device inoperative, machine
brake maintenance tag missing, and other de-
fects.

UK HEALTH & SAFETY EXECUTIVE
The UK HSE has launched its Annual Science
Review focusing on the work scientists and engi-neers do to support HSE’s regulatory activities. The HSE has over 850 science and engineering ex-perts who use applied science, engineering and analysis to make a difference to the world of work.
This year’s Science Review also shows the technical and forensic support HSE provides to the investiga-tion of workplace fatalities and other serious acci-dents. It’s packed with case studies including how our work informs the safe use of major hazard in-stallations and supporting the development of the Space Industry Act.
The review uses the (for example) of mental ill health
to illustrate how HSE’s science and evidence strategy works. This is an area of concern since one in four people in the UK will have a mental health
problem at some point or other. The HSE’s statis-tics suggest that 15.4 million working days were lost in Great Britain due to work-related stress, de-pression or anxiety in 2017/18.
Chief scientific adviser and director of research, Professor Andrew Curran, said :
“I’m delighted to launch our latest Science Review showcasing how we provide evi-dence to support how we regulate and how we work with other organisations in the UK and overseas”.
The UK HSE (RSA’s DoL counterpart) has a very long and proud history of using science to sup-port its work, going right back to the way the first Factory and Machinery Inspectors gathered data back in 1833, and the development of a research capability by Winston Churchill in 1911.

LIFT & ESALATOR MODIFICATION
“MIX and MATCH by INDEPENDENTS”
Although this subject of ‘mix-and-match’ comes up
consistently in discussions, it is very seldomly record-
ed in ‘word’. The industry is aware that old or obsolete
lifts and escalators are partially or completely stripped
within modification projects. Often of late, they are
completely removed and sold as scrap so as to be
replaced by brand new latest state-of-the-art equip-
ment.
Two to three decades ago this was a gift to the indus-
try as these aged Otis, Schindler, Express-Fiam, Sabi-
em and even Mitsubishi equipment was bought up by
the independent lift service providers for spares, which
at that stage was almost non-existent for the local in-
dependents. Slowly this system became abused and
the original objective defeated by unscrupulous inde-
pendents selling and re-installing this equipment as
‘good-used’ equipment. Here started the rot …
OBSOLETE ESCALATORS
Escalators due for replacement, which had for exam-
ple reached their use-by-date after 20 to 25 years,
were sold as valuable scrap for especially their steps
and allied component parts. The owners then replaced
these installations with modern new escalators, gener-
ally concomitant with an upgrade of their particular
commercial retail building. Then came the crunch …
Local independent service providers seeing a
chance for a quick buck, bought these units as
scrap … deep-cleaned and super-serviced
them ... then resold them to be installed in similar
existing retail and commercial buildings. Owners
not knowing better, were happy to make use of
these low-cost wind-falls that fell into their laps.
They did not realise that the transport, installation
and commissioning costs were as for new installa-
tions. Likewise the Annex ‘A’ commissioning and
Annex ‘B’ comprehensive inspection costs.
Then reality steps into the equation when expen-
sive capital cost step-chains and hand-rails have
to be replaced within a scant few years. The disil-
lusioned owners then call in recognised accredited
lift consultant engineers for an unbiased profes-
sional opinion. Needless to say, these opinions
mostly result in expensive litigation against the
independent service provider and their RLI. As far
as we are aware recently, most of these grey in-
stallations had to be replaced with new imports at
the owners’ expense … hence the litigation!.
OBSOLETE LIFT INSTALLATIONS
Somewhat similar to the escalators, lifts differ in that
their basic mechanical components of steelwork,
guides, Car and Cwt slings, pit equipment and landing
entrances can last for up to a century, as we regularly
see on very old quality installations. It’s the drives and
electrical controls that have a pre-determined life-
span, probably more through technological develop-
ment than use and age. Generally these latter two
components are earmarked for modification, resulting
in the removed obsolete equipment subsequently
sold to local independents as ‘scrap’.
The originally (circa 1975) national handful of lift ser-
vice provider independents very quickly grew to sever-
al hundred before the millennium, to the point where
they established their own independent lift associa-
tion ...
… ILSPSA
Regrettably however, many independents still function
on their own today, without any guiding codes of con-
duct and practice. Whereas DoL saw fit to enforce
SANAS accreditation on practicing RLI’s with the Sep-
tember 2010 OHSAct amendments, they regrettably
omitted to include this same SANAS accreditation on
both the multi-national and local independent lift ser-
vice providers.
The apparent lack of acceptable governance by DoL
over these independent service providers, has lately
led to mix-and-match modifications that are not only
non-standard, but serve to downgrade the quality and
safety of such installations. AIA’s are quite regularly
confronted with two, three and even four differing
equipment component spares on the same supposedly
compliant installation. Worse still, these installations
are issued with zero-defect Annex ‘B’ comprehensive
reports to legalise these installations.
Considering our SANAS review this month where we
were met with two handfuls of non-conformances,
these requirements are accepted unconditionally with-
in our striving for zero-defect inspection service ren-
dering. What is so soul destroying is the fact that we
are sure that similar SANAS reviews on the local inde-
pendent lift service providers would probably close
75% of them down … to the safety and quality bene-
fit of the lift industry!
We can only question as to when DoL will
make these SANAS accreditations a require-
ment of for these independents?
