GENERAL INFORMATIONBefore completing this form, please read the relevant sections in the Lifelong Learning Programme Guide for Applicants and the 2008 Call for Proposals published by the European Commission and by your National Agency, which contain additional information on closing dates, National Agency addresses to which the application must be sent, and specific priorities for that year. Links to these documents and further information such as Frequently Asked Questions can be found on the Lifelong Learning Programme website:

This form should be completed by the coordinator of the proposed Partnership, in cooperation with the partners, giving full details of the Partnership including the details of all partners and all planned mobility and grant requests for every partner. The coordinator must send a copy of the completed form to each partner. The coordinator and the partners complete and sign the declaration (in section 4) and fill the information in part 1.2 on the cover page of their individual copies and submit the form to their National Agencies by 15 February 2008 (date as postmark). The partners must not change any of the information contained in the form completed by the coordinator; all copies must be identical except for the Declaration and the fields under 1.2 which should be filled separately by all applicant institutions on their copies of the form. Please note that the form should be completed well in advance before the dead-line so that each participating institution is able to post its copy of the application on time.

Please note that each National Agency may request applicants to submit additional information in support of a Partnership application. Each applicant should check on the website of its National Agency before submitting the form.

The “IENE- Intercultural education of nurses and medical staff in Europe” projectaims to create the approaches, methods and tools for the intercultural education of nurses and other medical staff participating in European mobility or working with patients with different cultures and languages in order to facilitate their participation in the European labor market and their integration in different cultural backgrounds.

The proposed outputs of the partnership are: 1. A multilingual website, informative guide , learning platform with learning materials

and tools for the intercultural education of nurses;2. A report on the research on the needs of intercultural education and training of the

nurses;3. An online informative guide containing information, documents and links related to

the European common tools, national level tools in the field of IVET and CVET of the nurses;

4. A web based learning guide and materials on intercultural topics for self-learning and training activities of nurses;

5. A multilingual multimedia glossary necessary in the nurses’ work in multicultural contexts;

6. A model of training activities and materials for nurses being in European mobility (Leonardo mobility pilot projects) and in placements companies or working in the intercultural context;

Nowadays, the labour market is extremely competitive and mobile due to open borders and closer cooperation between the old and new EU member countries. One of the professions that are especially subject to these trends is nursing. The European cooperation puts internationalization pressure on the training institutions in the health sector to increase the quality, mobility and involvement of European vocational training. This makes necessary a better linguistic and intercultural preparation.

Through the fruitful cooperation of the institutions involved in this project, we will develop a European intercultural educational model which may be applied everywhere. The project will facilitate the exchange of good practice in the field of intercultural preparation between institutions with complementary expertise and experience. Therefore, the project will lead to the increase of the European dimension of reciprocal learning and, at the same time, it will lay the basis of an ulterior cooperation.

General context of each institutionEDUNET is an educational organisation without a patrimonial purpose, which aims to

offer a platform of services and resources for the promotion of lifelong education, for supporting the professional education, the education for active citizenship and for lasting development.According to this aim, the “EDUNET” organisation develops some offers of non-formal and informal learninng and activities of supporting the adults for achieving the abilities and competences necessary to personal development and for professional integration and active citizenship. One of the main objective is to develop solutions of learning foreign languages and and developing the digital competentes. EDUNET is envolved in Grundtvig multilateral Project E-AIDS (www.e-aids.ro) and in other Leonardo mobility projects.

The mission of Romanian Ecological Action Foundation is to contribute to the civic-ecological education fundamentally necessary to the environmental protection, ecological reconstruction and sustainable development. To fulfill its honorable mission, during the 16 years of activity the foundation have developed and diversified its activities in 10 large programs of ecological action. The Vocational School “Sfantul Stefan” is one of the departments of the Romanian Ecological Action Foundation. The Ecological Vocational School from Craiova, Romania is one of the largest in the county of Dolj, reaching 707 registered students. It is authorized by the Ministry of Education and Research to function with the following specializations: Nursing, Pharmacy Assistants and Custom’s Agents. The Ecological Vocational School was established by the Romanian Ecological Action Foundation, the first and the most active environmental organization in Dolj County, established sinceDecember 27th 1989.

Middlesex University is a large UK University with teaching and research programmes, extensive overseas experience including ERASMUS, TEMPUS, LEONARDO and many other projects. We have approx 22000 students in London and another 10000 studying MU programmes overseas. We have Schools covering most of the Academic disciplines, with the notable exception of Medicine, Chemistry and Physics. Based in North London, we work in one of the most culturally diverse urban centres in the world and this is reflected in our experience, our curriculum and our research interests. We work regularly with migrants, asylum seekers, excluded social groups, refugees and other groups on the margins of society, both in training programmes and in developing educational opportunity. We have a special interest in transcultural nursing, have had European funding for Programmes in this area and a research centre headed by Prof Papadopoulos

Centre (Bildungszentrum Preetz) of the welfare organisation Arbeiterwohlfahrt Schleswig-Holstein gGmbH (AWO) is one of three vocational training centres of the AWO in Schleswig-Holstein. It is a State recognized School for Elderly Care Nursing and State recognized School for Further Training. 7 teachers, 3 project coordinator, 2 administrative and more than 50 freelance lecturer work at the AWO-Educational Centre. We offer trainings for Elderly care nurse and Elderly care nurse assistant. Furthermore different further trainings for care belong to the services of the organisation. The AWO-Educational Centre has been involved into different European projects since 2002: the EQUAL project „Sectoral Development partnership in care“(2002-2005, www.ndz-pflege.de ), the EQUAL project „Social Services for tourism, care and gastronomy“ (2005-2007) and a lot of Leonardo Mobility projects for care worker, manager and students in care. The AWO Educational Centre Preetz coordinated the Leonardo Pilot project “Core skills in the care sector” (2005-2007, www.leonardo-cics.de), a comparison of the training programmes for care of the 7 European partner countries and development of learning material for different core skills. Since 2007 is the coordinator of the Leonardo Mobility project “Mobility Office for Students in Care”, which offers European placements in care for 130 students.

“EUROCENTER TRAINING AND PARTNERSHIP 21 CENTURY” Ltd. is a private company that works in the field of formal and informal adult education. Within this company is established a nationally recognized Center for Vocational Training of Adults that provides professional training for 20 different professions in the following areas: social care, tourism, hotel management, foodstuff, building and business management. It organizes different computer and language courses for different adults groups, arranges special programs for unemployed persons. It also provides consultancies in different fields – social care, professional motivation and orientation, psychological consultancy for children, adults and family. Personnel - 2 full-time; 14 part-time. Eurocenter "Training & Partnership 21 century" Ltd. collaborates with Labour office, Regional Social Care services, Regional educational authorities, local parliament, many enterprises, NGO’s, local community groups, etc. EUROCENTER TRAINING AND PARTNERSHIP 21 CENTURY is a member of CITY LEARNING NET - an

informal network of institutions from 16 European countries working in the field of adult education.

Razlog is the centre of a fast developing tourist area with long winters, spas and golf resorts attracting many foreign tourists. Professional profiles of many professions include linguistic and intercultural competencies. As an organization working in the field of Vocational Training of Adults the project work and results will be very useful for development of high quality linguistic and intercultural training program for all kind of medical staff.

KATHO/HIVB department organizes education for Professional Bachelor degree in Health Care and Biotechnology. Some 800 students are enrolled from which about 280 for the Health Care studies. Several specialisations are possible: general hospital nursing, paediatric nursing, geriatric nursing, psychiatric nursing. KATHO/HIVB is one of the 7 departments of KATHO with a total of 6.500 students.KATHO/HIVB is involved in several European exchange programs and has a longstanding tradition for offering training possibilities for its students in third world countries.KATHO/HIVB also has organized UNC (United Colors of Nursing) a training program for immigrating people with a degree in Health Care which is not recognized in Belgium.KATHO/HIVB is situated in South West Flanders, a dynamic economical region attracting a lot of skilled labourers from Eastern European countries. There is a big need to convert their qualifications to local standards. As the region is neighbour to Northern France, a lot of French people use the health care services of our region. Among these patients, there are a lot of people with a North African and Arabian background.

Why do the participating institutions want to take part in European cooperation activities?

The initial institutions in VET in the field of health do not always have the cultural training included in the training curriculum for a better development of the competences of the nurses and they have to organize specific activities of cultural training, especially in projects of mobility or as part of the lifelong learning (in-service training). The linguistic preparation is limited to 1-2 languages of European circulation, especially English. The partnership gives the possibility to exchange and transfer experience and good practice in training approaches, methods and content in order to develop their range of cultural training activities for nurses according to European documents of reference.

The lifelong learning institutions and CVET will find needs of training of the nurses inserted in other cultural background or working in a multicultural context and try to achieve them by means of their own training activities and asking help to institutions who offer lifelong forming in the health and linguistic fields. will help them to develop a new methodological approach to intercultural education as a part of a CVET according to the European document of reference and to plan and organize the cultural training activities for nurses being in European mobility and in placements in company or working in the intercultural context.

The institutions which offer linguistic and cultural preparation and the institutions which create educational resources need to adapt their offer to the specific target group: nurses and medical staff. Through the collaboration with institutions of training such us VET and CVET, but also with institutions from the labour market, these institutions have the opportunity to acknowledge even better the needs of linguistic and cultural formation of nurses being in European mobility and in placements companies and working in the intercultural context and to plan and create together contents and tools to support the increase of the efficiency of the linguistic and intercultural component of the training and education of nurses.

All the partners need to know the use of common tools as described in the Helsinki Communiqué, such as transparency, EQF, ECVET, quality assurance, excellence of skills, competences for health field. Working together with the training institutions and with the institutions from the labour market, these partners can involve even more in the enlargement of the cooperation between the VET institutions and the economic field in the European mobility considering the facilitation of the professional integration of nurses in various cultural backgrounds and their participation in the European mobility of the laborers.

5.3 OBJECTIVES OF THE PARTNERSHIP- What are the concrete objectives of the partnership?- Explain what subjects or problems you intend to address. - What approach will you take to achieve your objectives?

“IENE- Intercultural education of nurses and medical staff in Europe” project aims to create the approaches, methods and tools for intercultural education of nurses and other medical staff participating in European mobility or working with patients with different cultures and languages in order to facilitate their involvement in the European labourmarket and their integration in different cultural backgrounds.

The objectives of the project are:

1. To identify the training needs of nurses from different European countries in order set up an active cooperation between teachers and trainers from partner institutions todevelop new methodological approaches of intercultural education as part of VET and CVET, according to the European policies and documents of key frame reference (Lisbon Key competences, Copenhagen objectives, Europass documents, European Chart of Mobility). This learning approach focuses on developing the intercultural competences of nurses and other medical staff required to increase workers’ mobility in Europe.

2. To set up and develop an online platform with information and training which supports the use of learning and training materials and facilitates sharing of models of experience and practices in organizing training activities for nurses on intercultural issues.

3. To create a learning platform, which contains a learning guide and other materials and tools for intercultural education, which will be used to increase the quality of linguistic and cultural competences of nurses.

4. To promote the exchange of experience and good practice between partners in creating and implementing a European model for intercultural training, adapted to their needs,in order to facilitate their participation on the European labour market and their professional insertion in different cultural backgrounds.

5. To develop training materials and a guide useful for trainers which are involved in the intercultural education and training of nurses.

6. To improve the link between work and education, by promoting new relationships at transnational levels among VET schools, CVET training centres, universities, work enterprises, social partners or decision makers in the field.

7. To allow further cooperation between partners in the European mobility and generate new projects with extended objectives on quality assurance of VET or improving skills of teachers and trainers from the health sector.

The IENE- Intercultural education of nurses and medical staff in Europe project responds to the needs of nurses in participating in the European labour market and contributes to the strengthening of the European dimension of VET, one of the objectives set up in the Copenhagen process and the Helsinki declaration. The project subjects are in keeping participating in the European labour market, which are in competition due tothe open borders and closer cooperation between the old and new EU member with the European year of Intercultural Education objectives.

The project is addressed to the following target groups and their needs: 1. Nurses in IVET, focusing on nurses being in European mobility or in traineeship

placement in companies, for which the linguistic and cultural preparation is required to pursue their professional education abroad or to their integration in different linguistic and cultural backgrounds.

2. Nurses involved in the European labour market , working in different countries. The increase of their linguistic and intercultural skills is needed to increase their employability and their participation in the European workforce mobility.

3. Nurses and other medical workers, which are often in contact with patients with different cultures and language. They need an intercultural understanding and continuous training to increase their competences in dealing with the intercultural issues.

The project will achieve the objectives through the following approach:

The starting point of the project will be the research on the training needs of nurses. Each partner will identify the target groups and will conduct a common survey in their countries. The results of this research will be then used in developing the contents and the methods used in the intercultural educational activities. The partners will develop together and implement in their activities the content and tools for the linguistic and cultural training of nurses and other medical staff. The project’s products will be translated into each country’s language and will be flexible enough to address country-specific needs related to relevant target groups in each country. The learning approaches will involve both web based self learning, work based learning (e.g. in the hospital) or home/classroom teaching.

Moreover, the methodology uses the self-study approach and also covers important practical issues connected with the nursing environment in the particular countries. The multimedia input material facilitates the learning process at lower levels since it immediately introduces the context and does not require a tutor role and also builds direct associations between the job-related activities and structures taught. The self-study approach makes it possible for learners to take advantage of the learning materials whenever and from wherever they wish to study.Furthermore, the information from the web site and the content of the learning materials will help the nurses to adapt to the new working environment and serves as a source of urgent information whenever work-related problems arise. Taking into account all the qualities of the above mentioned approaches, we believe that the project can make an original contribution to the vocational training offer for this particular professional group all over Europe.In addition, through a network of VET and CVET providers and social and governmental healthcare organizations, the project will identify, discuss and disseminate information on partner countries’ training needs, practices and competences, in order to facilitate the integration of nurses and other medical workers of all ages and backgrounds. During this project, the partners will cooperate with other Mobility projects. Also, they will initiate new projects and partnerships.

5.4 PARTNERSHIP AND DISTRIBUTION OF TASKSPlease explain the distribution of tasks between participating institutions/organisations and the competences required from each of them. Also explain how you will ensure the active involvement of all partners in common partnership activities.

The IENE Project consortium draws its partners from Eastern and Western Europe, bothestablished EU members and new Accessed States. By bringing together countries with a wide experience in immigration and the management of intercultural workplaces, and others for whom the intercultural workplace is a relatively new phenomenon, the partnership aims to foster a cooperative exchange of information and insights into these issues across EU member states.

The partners will participate together at the following activities:

- research in the field of IVET and CVET of nurses; - collecting the documents and links related to training programmes and materials in

the field of language and cultural training at the European and national level according to the nurses’ professional standards and competences;

- conducting a survey and making a report of this research on the needs of intercultural

education and training focused on the nurses being in placements in companies, newly inserted in other cultural backgrounds or working in multicultural contexts;

- creating learning materials and tools for intercultural education of nurses;- designing and organizing cultural activities for nurses being in European mobility

and company placements or working in intercultural contexts;- evaluating the learning and educational materials through activities conducted in

each country;- creating and developing the multilingual website and posting on it information,

documents, learning materials and tools for the intercultural education of nurses;- translating the materials and the dictionary posted on the web site in all countries’

languages;- collecting materials for the best practice manual and publishing it in all partner

countries;

The partnership consists of 5 partners from 4 countries, which have experience in IVET, CVET or in other aspects of the subject. The partners’ experience completes each other.

The initial VET institutions - which have competences and experience in linguistic and cultural preparation as a part of the forming curriculum for developing the competences of the nurses according to the European documents of reference. They will have a contribution in the partnership through their expertise:- creating the learning materials and tools for the intercultural education of nurses;- designing and organizing cultural training activities for nurses;- evaluating the education and training materials by conducting activities;

The CVET and Lifelong Learning Institutions will bring in the partnership the experience of work and training of the nurses being in placements in companies, newly inserted in other cultural background or working in a multicultural context. Cooperating with educational institutions, health institutions will contribute regarding:

- the development of methodological approaches of the intercultural education which focus on the development of the competences of the nurses according to the training needs noticed in practice.

- designing and organizing the cultural training activities for nurses involved in European mobility and in placements in companies or working in an intercultural context

The institutions which offer linguistic and cultural preparation and the institutions which create educational resources for VET will have the responsibility in the project to create together contents and instruments to support the increasing of the efficiency of the linguistic and intercultural component of the process of training and forming the nurses. They will have a special contribution in creating the web based learning materials

and dictionary as tools for the intercultural education of nurses.

The associated partners in the project activities from the health field get involved in the dissemination and fructifying the results of the project at a local, regional or national level. They can facilitate the professional integration of the nurses in various cultural backgrounds and their involvement in the European mobility of workers.

The Strategy for Working Effectively in the Partnership will be set up during the first meeting. The main activities will be structured in work packages with time planning: tasks, schedules and outcomes. The coordination of different aspects of the project work is shared according to the expertise and interests of the project partners.

The coordination of the activities will be ensured as follows:- EDUNET organization will have the particular role to be in charge of the technical

work, of creating and maintaining the web platform and the web based learning materials and glossary. Technical work on creating and developing the multilingual website and dictionary, posting information, documents, learning materials and tools for the intercultural education on the website. The costs regarding the creation and the maintenance of the web platform, as well as the technical work of making the materials and the multilingual online dictionary will be shared between all the partners.

- EDUNET will also collect and select the materials for the best practice manual and prepare it for publishing

- P1 institution will conduct researches in the field of language and cultural training of the nurses at national and European level. It will collect the selected documents and links related to training programs and materials sent by the partners and put them on the web site.

- P2 institution will coordinate the work on the content of the educational learning materials. Each partner will develop and evaluate the content for the agreed topic list. Then all the content will be translated in all partners’ languages and put on the website.

- P3 institution will coordinate the survey on the needs of the intercultural education and training. The survey will be spread in each country involved in the project. The institution will write the final report which will be based on the national reports.

- P4 institution will coordinate the work on the content of the dictionary. Each partner will develop a part of the agreed list of words and expressions. Then, all the content will be translated in all partners’ languages.

- P5 will coordinate the evaluation work.

The institutions will put together their expertise and experience to achieve the aims of the project.

Each country is represented by institutions as full member partners of associated partners. Each partner will also involve in the project activities the decision-makers, stakeholders and professionals in the field from its area.

The partnership is comprised of institutions from the sender countries (Romania, Bulgaria), which will focus their activity on preparing the nurses in the IVET, and the receiver countries (UK, Germany), which will focus on the integration of the nurses in different cultural backgrounds.

The partners from these different groups will collaborate on the horizontal line as well as on the vertical one. The organization and the coordination of the activities will be accomplished both at a national level and at a European level.

At the national level, the partners will have frequent meetings in order to organize and develop common activities (making materials, translating, organizing the activities of evaluation and testing of the materials).

At the trans-national level, each institution will cooperate in its activity on a horizontal line on problems specific to the area of interests and competences with institutions of the same type as the ones from the other partner countries.

At the European level, there will be cooperation with institutions of different types on problems specific to the projects of European mobility or to establishing future actions and partnerships.

The activities from each country will alternate with the activities during the meetings of the project. There will be 6 meetings of the partners in which the planning of the ulterioractivities, the strategy of evaluation and dissemination of the products will be developed.

The European project team consists of active representatives of each partner country. The objectives of each meeting will vary according to their place in the cycle of the project. The meetings of the project will be a good opportunity to use and evaluate the learning platform. At the same time, the transnational meetings are a good chance for the team members to learn by putting in practice the theories; the EDUNET organization will make training sessions with the participants of the project in order to teach them how to use the web site and the online dictionary.

Work cooperation

During the project’s implementation, the work in the European meetings will alternate with the individual work of each partner.

There will be 5 meetings: PM1- Oct. 2008, PM2 – Feb. 2009, PM3-May 2009, PM4- Oct. 2009, PM5- Feb. 2010 and PM6- June 2010. Each meeting has a leader and after each meeting a report will be written and published on the web site.

Project planning

At the beginning of the project, in the first Partners Meeting (PM1), the partners will agree on the work plan, tasks and deadlines, on the evaluation strategy and on the dissemination plan. In the next meeting, the partners will agree upon their role in the project at each stage and will decide who is responsible for monitoring the system in order to minimise the risk factors and to ensure the accomplishment of the workpackages. During each meeting, the partners will evaluate the work already done and will plan new tasks to be carried out at home.

Working together The partners will design the products that will be realized in the future and the procedures of cooperation for their accomplishment. They will design together the informative and guidance tools (PM2), the learning platform (PM3), the training materials (PM4). In PM4 and PM5 the partners will plan the follow-up strategy and the evaluation and implementation of the outputs, and they will design the methodology of the training activities.During the meetings, short sessions of training regarding the use of the mentoring platform will be organised and the multilingual web site will be checked. During the last meeting in June 2010, the partners will evaluate together the methodology of training and the training course materials. Then, it will also be established the strategy of exploitingthe products after having finished the project.

Monitoring During the meetings, the monitoring of the activity developed in each stage of the project according to the work plan will be accomplished and the activities for the following stage will be planned. 2 Monitoring stages (MS1-Jun 2009, MS2- Sept. 2010) will be established for reporting activities and preparing the intermediary and final reports.

Quality assuranceThe partners will evaluate together the products created by each partner, and will appreciate their quality according to the proposed aims and to the quality indicators. According to the Quality Management plan established and the best practice in each area, issues are tracked and then resolved. Internal verification will be formally recognized by all partners at each meeting as well as through e-mail, web site and other platforms. The project plan will be reviewed at each meeting.

Effective CommunicationEnglish will be the main working language. All products will be in English. Some of the products will be translated in all partners’ languages.

A clear, open and accessible communication between partners based on mutual respect, understanding, and information sharing was established from the very beginning by involving the community in the initial planning phase of the partnership program. Some principles have been negotiated before the partnership was established.

The development of awareness. Each partner must be aware of their own and each other’s cultural viewpoints and take into account the possibility of diversity in values, beliefs, practices, lifestyles, and problem-solving strategies. A well-developed understanding of the relevance and importance of cultural competency in effective partnership building will be shared by the partners.

The resources and knowledge-base will be shared. The result will be a mutually trusting relationship. The results are effective and meaningful interactions and powerful partnerships between individuals, institutions, and communities.

The development and utilization of communication skills and tools. The relevant awareness and knowledge that each partner will be developed is integrated into a plan of action. Each partner will use their competence in facilitation and cross-cultural communication skills to contribute to resolving any cross-cultural conflicts that may arise within the partnership program.

The communication procedures and tools are vital to the building of an effective partnership. The clear communication and reporting procedures will be established. It will be used the e mail, online group discussions, the web site platform and the partners’ meetings with formal and informal aspects.

The coordinator, together with the technical support of EDUNET organization will set up a management section on the web site. The project’s needs – workflow and communication are united.

Managing critical phasesThe principle of the cooperation will be established at the beginning of the project. There will be established the regular information system and the procedure of monitoring. The contractual agreement will be made in relation to the shared costs for the web platform. The partners will agree on how to handle the conflict situation.

5.6 EUROPEAN ADDED VALUEWhat impact and benefits of European cooperation do you expect Partnership activities to have on persons (trainees and staff) and on the participating institutions?

The project answers to needs at a European level. The project focuses on the European dimension as a key issue of the Copenhagen process. The European dimension is inherent in this Leonardo project due to its topic and objectives.

The emphasis on the significance of linguistic and cultural learning in VET should be increased because it reinforces the European feeling and togetherness. This project also offers a good starting point for European citizenship education of the target group and makes possible the nurses’ integration not only in the participation to the European work market, but also in the social life in different countries in Europe.

The work force from the health sector, especially in the new European countries, needs more international skills and knowledge in order to be adequate to the mobility in Europe or dealing with the multicultural issues in each country. The projects will meet these challenges at a European level offering innovative solutions.

This partnership encourages the students and working nurses to direct their studies on

languages and intercultural issues so that they can work in any European country. It develops a new approach to forming the intercultural competences as part of the professional education and training of nurses and as a condition to increase their opportunities of being integrated on the European labour market. By means of the solutions and models offered, this project will ensure opportunities of learning and access to information for the target groups al a European level.

There is a strong European added value in the partners’ cooperation. By means of cooperation, it will collectively be created: new educational approaches and methods, teaching and learning materials and evaluating tools for the intercultural education of nurses which will be possible to be used all over Europe. Furthermore, the national activities will be developed and enriched with the help of this cooperation. The common work in the project adds value to the individual activity of each partner institution and gives possibility to improve the efficiency of the work through international cooperation by means of the complementary expertise of the other partner institutions. Through their participation in the project, the partner institutions’ own education and activities will be improved with the help of European models and contents. Their problem which needs solutions is a European problem. The partners will solve together this common problem much better that it would have happened if tried alone, locally. The tools developed in the Copenhagen process under the transparency priority, such as European language passport or Europass is used in recognising the competences that have been acquired outside educational establishments and. The involvement in the cooperation of the labour market institutions from different countries assures that the learning development in the project is according to the requirements of the European working life.

The project’s outputs have a major impact on the target groups, especially at the European level. The expected impact of carrying out the work at European level would be greater than the sum of the impacts of national projects.

The project supports individuals to get cultural competences and linguistic skills and to gain confidence in surviving to a foreign culture. It offers the nurses and medical workers the learning approaches for their self-study or training activities in order to increase their knowledge and skills of various languages and the cross-cultural competences. This provides them with a European perspective and makes them able to carry out working or learning in another European country and capable to develop intercultural relations.

The project aims at contributing to strengthening the European dimension of VET and at increasing the quality in VET and CVET. The improvement of the linguistic and intercultural competences of nurses and other medical staff enables them to integrate more easily into the healthcare systems of other member states. Eventually, the healthcare of European patients will be improved and the mobility and effectiveness of medical workers throughout Europe.

Also, the staff of the institutions participating in the project has the possibility to cooperate and develop shared European education (contents, methods) by using the special experience of different countries and developing those which are new to all activities. By means of the international cooperation, the staff of the participating institutions will increase their own communication skills, languages skills and cultural competence. The teachers and educators, by means of getting familiar with the practices of intercultural education in different countries and comparing their own practices with the corresponding European standards, have the possibility to develop their practices together with their partners.

Through this international project, the more teachers, employers and decision makersbecome aware of the intercultural education as a part of vocational education in Europe,the more are they able to, for their part, further the development process.

The products will be used not only on a local or national level, but also at the European level. The platform developed is meant to be used by all the European countries. At the European level, the projects offers a model of education and formation regarding the intercultural aspect as well as a set of tools of formation and informing which are available online and which can be used not only by partners, but also by other VET and CVET institutions from all over Europe, as well as by other types of institutions and individuals.

The project focuses on the cultural and linguistic aspects and contributes to the promotion of education for European citizenship, to understanding the European values and the cultural values of each country involved in the project.

The fact that the web site and the learning materials will be translated in five languages and available online ensures their use in different cultural contexts and facilitates the communication between cultures. Moreover, they can be adapted to other fields of activity because the intercultural education is a part of preparing the work force regarding the integration in the European market or coping with activities on an intercultural level.

The organizations involved in the project and which are working in the field of vocational education and training ("VET"), will work together on a theme of mutual interest. The project focuses on the cooperation between teachers, trainers or VET-professionals from VET schools or institutions, enterprises, social partners and other VET stakeholders whowill cooperate during the project activity at local, regional or national level, but also at the European level within intercultural education in VET system or in the health economic sector. To this cooperation will also be added the active participation of trainees concentrated on testing the products. The Partnership Project will work in direct link with the existing or new Leonardo da Vinci mobility projects in the testing phase. One of the main objectives of the project is to set up new projects and develop cooperation between VET mobility activities of the participative institutions and the other institution from all over Europe.

The Partnerships could also continue to cooperate on the results achieved in the projecttowards mobility or the transfer of innovative projects. At the end of this project through another transfer of innovation Leonardo projects, cooperation will be set up at the largescale.

Partnerships offer effective ways of enabling intercultural learning activities with the use of developed models in excellence of nurses skills and competences for participating at the European labour market.

Cooperation between VET institutions, enterprises and/or social partners on issues of common interest linked to VET;

A second particularity of this LdV partnership will be the strive towards opening stakeholders other than VET schools, such as enterprises, social partners, regional, local or even national decision makers who are interested in leading nurses and other medical staff VET to flexible pathways and creating them better conditions for integration in the working life and European mobility.

During the development of this project, a true and active cooperation will take place between the partners on the subject covered by the partnership in order to produce the outcomes and results which allow later dissemination and further use of the results of the cooperation.

The partnership is made for the VET and CVET institution and but also for training organizations, enterprises, social partners, decision makers, stakeholders, associations and economic sector representatives. The institutions involved will put together their expertise and experience to achieve the goals of the project. Each will be represented by institutions as full member partners or associated partners. Each partner will involve in the project activities, the decision-makers, stakeholders and professionals in the field from its area. The result of this cooperation will be the exchange of experience and good practice in training methods and contents, common development of teaching methods, European dimension, integration of theory and practice.

The cooperation will be established on specific subjects of intercultural education of nurses and other medical staff. The partners will involve the last users and potential beneficiaries of the project outcomes in different phases of the project:

- in the examination of the learning materials posted on the web site used in the self preparation and during the training activities;

- in the examination of the training materials used during the training activities;- in the examination of the intercultural training model during the pilot training

activities organized in each partner country;

Organizing cultural activities for nurses will be also involve trainers and staff ofother institutions than the partner institutions, such as: staff from associated partners, staff of hospitals, trainers from institutions involved in language and intercultural courses and activities, people involved in the Leonardo mobility projects: promoters, teaching staff , mentors, tutors.

The project has a dissemination strategy which addresses to other stakeholders than VET schools, such as enterprises, social partners, regional, local or even national decision makers who are interested in using the results of the project.

Evaluating the objectives

The objectives and the expected results of the project plan will be specified in terms of indicators. The changes that are expected with regard to the changed status training needs will be clearly seen in these indicators and can be monitored during the project.

From the very beginning of the project, a survey will be conducted in order to discover the needs of training which will be a point of reference for the ulterior evaluations. During the development of the project and the training courses developed by the partners, the evolution of these needs will be monitored.

There will be used quantitative and qualitative indicators and also indicators of the impact on the target group. Qualitative indicators will show more about the wider impacts of the project operations on people and on their behaviour.

Indicators adapted to each type of product will be used.

Moreover, indicators relative to the cooperation methodology applied and the responsibilities between partners will be followed.

The evaluation of the products will be a distinct part of the activities developed in the project. Specific tools to each product that has to be evaluated will be created. During the activities of training organised by each partner, the impact on the target groups will be attentively examined and measured.

The evaluation of the online platform will be made by each partner institution and during the partners’ meetings, in PM2, PM3 and PM4. The special tools will be created and posted on the web site in order to collect feedback from the various users.

The informative and learning materials will be evaluated for the fist time in the national meetings and afterwards in the European meetings, in PM3 and PM4. Then they will be evaluated during the pilot activities set up in each partners’ countries.

During the testing phases, the partners will evaluate the intercultural training model, collect the proposals of changes. Eventually, the reports will be discussed by the partners in PM6.

An explicit procedures and tools for the impact assessment on the target groups will be established to verify the difference between the specific needs at the beginning of the project and the ongoing and final self-assessment tests results. The feedback collected from the users will be analyzed at national level, but also at European level during the partners’ meetings and via online communication between partners, in order to improve quality of the project activities and products.

During the meetings the partners will evaluate together the activity and the products already achieved according to the plan of activities and with the assignments of each partner.

All partners will agree on the content of the products, the relevance of the information from the partnership’s viewpoint, the process of dissemination and the use of the assessment results. To ensure the aimed outcomes, the community members are invited to conduct the assessment. After finishing the assessment, each partner will report to the other partners their results through national or European partnership meeting.

5.10 ACTIVE INVOLVEMENTIf your partnership focuses mainly on trainee involvement, please explain to what extent they will be involved in the planning, implementation and evaluation of project activities.And/orIf your partnership consists in cooperation on a specific subject (for example training or education content) or cooperates within a specific VET field or economic sector, please explain how all relevant staff will be actively involved in the planning, implementation, development and evaluation of the activities.

The learners will be involved from the very beginning in the planning of the project products and activities.

In the conducted survey on the needs of the intercultural education and training, 10-20 nurses from each partner country will be involved.

Each partner will identify its target group and establish the number of the participants to the survey, nurses and other medical workers being in company placements in companies, just inserted in other cultural background or working in a multicultural context. Each partner will make a detailed analysis of the answers of the nurses and medical staff. This analysis will be used in establishing the training needs, then, in planning the activities and in designing the learning and training materials.

The partners will involve the final users and the potential beneficiaries of the project outcomes in different phases of the project:

- in the examination of the learning materials posted on the web site used in the self preparation and during the training activities;

- in the examination of the training materials used during the training activities;- in the examination of the intercultural training model during the pilot training

activities organized in each partner country;

In each country, intercultural training activities will be organized for nurses being inEuropean mobility and in placements in companies or nurses and other medical staff working in an intercultural context.

Participants to these activities will be: - nursing students being in traineeship mobility (associated Leonardo mobility pilot

projects)- nurses who come from another country or who wish to work in a foreign country- nurses and other medical workers who work in intercultural context

The learning and training materials will be evaluated through training activities. During these activities the learners have the possibility to use the learning materials created and the dictionary.

The special tools for evaluation of the impact of the learning approaches and products will be created and the learners will be involved in the evaluation of the learning and training approaches created in the partnership. The information collected will be analyzed in the partners meetings and used to improve quality of the project product in order to adapt them to the target group needs.

All the partners will do the dissemination activity among the potential users and beneficiaries. The web site platform will be the best way of disseminating the information and through it every user has access to all products of the project.

The staff of partner institution will be involved in:- researches in the field of IVET and CVET of the nurses - creating the learning materials and tools for the intercultural education of nurses- designing and organizing cultural activities for nurses - evaluating the learning and educational materials through activities conducted - translating the materials and dictionary posted on web site- communication with the staff of the partner institutions

The trainers from the partners institution or associated institutions in the project will be involved in the evaluation of the learning and educational materials.

In organizing cultural activities for nurses, there will be involved also the trainers and the staff from other institutions such as :

During the development of the project, the methodology of the training will be used by the partner institutions in organizing and developing the activities of training in which nurses will be involved.

The activities of cultural training which will be organized as part of the project will be included in the training program of the IVET and CVET institutions. The project will create a model which can be included within the curriculum of these institutions. The methodology of training, the materials of information and training created during the project will be used for conceiving, organizing and developing the activities of cultural preparation of the mobility projects.

The projects will work in strong relation to the European mobility projects. One of the aims of this project is to initiate mobility projects in which partner institutions to be involved, but also other VET institutions from the labour market from the health field.

During this project, there will be planned and organized activities and training courses for nurses who are in other linguistic and cultural background or want to participate in the European labour market, as well as for nurses who work with patients from different cultural backgrounds.

At this activities, besides the institutions included in the project, other institutions can participate, too, such us:

- the associated partners- the hospitals - the institutions involved in language and intercultural training courses and

activities - the institutions and the staff and persons involved in Leonardo mobility projects:

promoters, teaching staff , mentors, tutors

The project creates materials of training which can be used by the staff of the partner institutions in:

- The learning platform, containing learning materials and tools for the intercultural education of nurses and the dictionary will be used in the self learning of nurses and other medical staff

- The Web based learning materials on intercultural topics will be used both in self-learning but also in work based (e.g. in the hospital) or home/classroom training activities of nurses as additional materials of the teaching materials.

- The web site will be the source of information for trainers and the staff concerning the information, documents and links related to the European common tools, national level tools (national frame of qualifications, professional standards, training programs) in the field of IVET and CVET of the nurses. The report this research done by the partnership give possibility to know the needs of the intercultural education and training of the nurses being in placements in companies, just inserted in the other cultural background or working in the multicultural context and adapt their activity to these needs.

- The good practice manual which will be used as guide for the trainers and other staff of partner institution in each country:

o in the designing of the cultural training activity plan for nurseso in organizing intercultural training activities of nurses being in

European mobility and company placementso in evaluating linguistic and intercultural competences of nurses in the

frame of the work placement

As these products are available online on the multilingual website, including the multilingual and multimedia dictionary containing medical terms and expressions necessary to working in multicultural contexts, the results of the project will be integrated not only into the ongoing activities of the participating organisations, but also in the activities of the other institutions during the development of the project and in the end of the project.

The project will contribute to increasing the European dimension of the partner institutions’ activity. One of the objectives of the project is to develope new collaborations between partners, new projects of cooperation within a specific VET field of economic sector.

The activity developed as part of the partnership will lay the basis of a new project of cooperation on a larger scale, in which other institutions will be involved.

5.12 DISSEMINATION AND USE OF RESULTSHow will you disseminate and use the results, experiences and, where applicable, products of the Partnership?- in the participating organisations?- in the local communities?- in the wider lifelong learning community?

The dissemination of the information about the project, its activities and products will be a continuous project to which all partners will participate. From the very beginning of the project, during the first meeting the strategy and plan of dissemination will be established.

In the participating organizationsThe results, the experiences and the products of the partnership will be disseminated by the participating organisations using adequate means.

An efficient means of dissemination will be the involvement of the staff and the course participants in the activities of the project as well as the integration of the activities of the project into the activities of each institution. The activities of research on the trainingneeds, of organizing training and learning activities and of testing the products of the project will be in the same time efficient means of dissemination among course participants, nurses, and the staff of the partner institutions as well as among the members of other institutions which will participate to these activities. They will be accompanied by actions of informing and promoting the products resulted from the project. There will be used specific means such as: posting information on the project’s web site and giving the information to the mass-media, to the networks of information which the partners have access to, participation to seminars of dissemination and organizing individual activities of dissemination, creating advertising materials (leaflets, brochures, posters , informative materials, newsletters etc) and distributing this materials to their networks, to other VET institutions and peer organization with the ones involved in the project, publishing articles and papers in newspapers etc. The Web site of this project will be advertised on different groups and web sites of institutions from the medical field.

The board of each institution will be informed and stimulated to participate to the activity of the project and development of new collaborations and projects.

In their local communities, all partners will take part actively in the dissemination of the experiences and results from the project. Each partner will establish links with the most representative decision-makers, stakeholders and professionals in the field from its area. The importance of this project will be highlighted by:

- Creating and expanding opportunities for individuals and organizations to collaborate and exchange resources and information relevant to the local community

- Promoting awareness about the benefits of community.- Advocating for policies needed in the public and private sectors that facilitate and

support community- Promoting in service training and learning as a core component of health

professions education

The information will be given to local and national press and mass media, education providers, care enterprises as well as national authorities through: - Activities such as participation to conferences, articles published in newspapers and

other publications. Other informative materials and leaflets will be sent to the labour market partners in the area, hospitals and healthcare for elderly.

- Seminaries and workshops will be organised by trade unions and employers organisations to reach employers and other interested institutions or individuals.

The partner institutions will bring information about the project in the wider lifelong learning community – from the very beginning to the end – so that all organisations, at local, national and international level be prepared to use the results, education modules and instruments for validation in flexible learning.

Target parties interested in the project will be: At local level: Employment offices, education providers, local authorities, employers, trade unions, work-places.At national level: secondary schools of nursing and other providers of education, employment offices and the labour market board (equivalent), national board of health and welfare, employers associations’ for municipalities and country councils.At the partnership level, a long term strategy and model of dissemination will be designed at the very beginning of the project:1. All materials will be available via Internet, all in English and some of them translated

in the partner countries’ languages. Everyone in the network can easily find the website.

2. A manual and many guides which will be disseminated in all partners’ countries so that school employers and education providers can use the new material to prepare the flexible learning.

3. Reports of the activities developed in the project will be shared continually via Internet, during the project time.

The dissemination will use the potential and expertise of the partners.

EDUNET is involved in many Leonardo mobility projects or other kind of the European project and offers them the dissemination platform. The Centre for Research in Transcultural Nursing offers extensive dissemination opportunities through conferences, seminars and publications, engaged intensively with healthcare providers in the region and nationally. Our links with Lifelong Learning Networks will also offer dissemination opportunities.The AWO Educational Centre Preetz disseminates the project results horizontal by the

established dissemination tools like folder, newsletter, workshops, conferences, presentations, articles in the specialised press, presentation on their own website and by web links. Here for we plan to use networks and workgroups we participate in, e.g. in Schleswig-Holstein the network of all vocational schools in care in Schleswig-Holstein (27) and the workgroup of care manager. On national level we plan to inform the Working Committee for vocational schools in care regularly about the project and its results. In cooperation with the AWO-national association we plan to contact all AWO vocational schools in Germany (70).The results, experiences and products of the Partnership will be disseminate by the Bulgarian partner via City Learning Net - an informal network of institutions from 16 European countries working in the field of adult education.

Dissemination of the products will also be done after the end of the project.

After this project ends, the organisations involved in the project are expected to incorporate the project’s outcomes in their vocational education and training activity. A special analysis will be done during the last meeting of the project regarding the possibilities of disseminating of the information and raising the awareness of the decision makers and stakeholders, especially training organisations to use the results of the project as learning support for nurses’ intercultural education. The products will be available on the web site. The documents can be downloaded, printed or studied online.

The platform will be available in 4 European languages. EDUNET organisation will be in charge of ensuring that the web platform will be available long time after the end of the project. As the platform uses a content management system, it may easily be updated and developed. New information, learning or training materials will able to be posted on it and the interface may be adapted for other languages. New words will be able to be added to the glossary.

The results, experiences and products of the partnership will be use in designing, development and implementation of a new web based linguistic and intercultural training program for all kind of medical staff. This program could be an example for development of linguistic and intercultural educational program for people with different professions working in intercultural workplaces / for example tourist industry/.The linguistic and intercultural training program will be offer to medical staff in different medical institutions- hospitals, centres for urgent help, union of private medical practices, etc.The intercultural learning and training model may be transferred to other field, integrated in other training scheme or adapted to other target groups.

The work made in this project will be continued through another Leonardo Multilateral Project which will be set up during this project and which will focus on the developing of the training models, on the enlargement of the area of the partnership, extending it to
