Partecipating in projects monitoring visits

The Italian LIFE NCP takes part in the projects’

monitoring visits carried out by NEEMO EEIG -

Timesis, in order:

to know the projects’ actions and the results

achieved;

to promote the dissemination of projects’

results through the Ministry’s website (“Project of

the month”) and social networks such as Twitter

and Instagram.

The Italian LIFE NCP: our activities

Communication and dissemination activities

A significant part of the Italian LIFE NCP’s activities is

dedicated to the beneficiaries, in order to communicate the

objectives and the actions of their projects and to reinforce

the dissemination of the technical information about these

projects (including the results).

These communication and dissemination initiatives are also

aimed at facilitating the exchange of best practices

developed by LIFE projects among the various Italian

beneficiaries and between these beneficiaries and the

stakeholders.

The website

The website of the Ministry is the

main tool for communication and

dissemination activities.

Since 2007 the Italian LIFE NCP

earmarked a wider space within the

web portal of the Ministry in order to

promote both the LIFE programme

and the Italian LIFE projects.

“Project of the month”

Every month in the website section “Project of the month”

we propose the deepening of a different project.

This section - enhanced by photos, figures and hyperlinks to

documents or other outputs - offers the opportunity to

present the environmental or climate problem which

represents the starting point of the project, the project’s

features and actions, the context in which the activities are

carried out, the environmental or climate solution found.

The goal of this communication initiative is to promote the

dissemination of best practices, technologies and

methodologies developed by the projects and to encourage

their replication.

The contents of this section are set on the basis of the

contributions we receive by beneficiaries whose projects

have been subjected to a monitoring visit.

the convergence objective” (2014).

The Italian LIFE NCP: our activities

Activities for the complementarity

The Italian LIFE NCP – operating in the context of the Office (of the Ministry of the

Environment, Land and Sea) in charge of “Cohesion Policy and Community financial

instruments” – carried out and still carries out, during the 2014-2020 programming

period, some important activities aimed at ensuring the complementarity between

the LIFE programme on one hand, and the European Structural and Investment

Funds (ESI Funds) and other EU financial instruments linked to environmental and

climate objectives on the other hand.

The Italian LIFE NCP: our activities

Activities for the complementarity

Complementarity with the European Regional Development

Fund (ERFD):

The Italian LIFE NCP has contributed to implement actions

aimed at supporting two Southern Regions of Italy (Calabria and

Sicilia) in accessing innovative environmental and climate-

related “solutions” developed through the following high-quality

LIFE projects: ARUPA, GESTIRE, TRUST, AQUOR, WARBO.

Initiatives/interventions inspired by best practices developed

by these LIFE projects will be realized through the use of the

ERDF Regional Operational Programmes (ROPs) 2014-2020

financial resources and with the support of other European

funds, in order to overcome environmental problems thus far

unresolved.

The Italian LIFE NCP: our activities

Activities for the complementarity

Complementarity with the European Regional Development

Fund (ERFD) and the European Regional Development Fund

(ERFD):

Following the same approach, the Italian LIFE NCP is going to

continue to transfer to (all) the Italian Regions the best practices

developed by LIFE projects in the context of the National

Operational Programme on “Governance and Institutional

Capacity” (a Programme co-funded both through the ERDF and

the ESF).

The Italian LIFE NCP: our activities

Activities for the complementarity

Complementarity with the the European Agricultural Fund for

Rural Development ( EAFRD)

The Ministry of Environment, Land and Sea is a partner of

several projects implemented through the Rural National

Network Programme 2014-2020 (co-funded through EAFRD),

including the one focused on “Complementarity between the

LIFE Programme and rural development policies”, which

envisages the direct involvement of the Italian LIFE NCP (a

publication is being prepared).

Furthermore, representatives of the Italian LIFE NCP Office

participate in the Monitoring Committees of several regional

Rural Development Programmes (RDPs) for the programming

period 2014-2020.

Activities for the complementarity

The role of the “The Knowledge Platform”:

“The Knowledge Platform - Best practices for the Environment and Climate

Action”, designed by the Italian LIFE NCP, is the main tool to implement the

foreseen activities for the complementarity (not just regarding to LIFE programme).

The “Knowledge Platform”

The idea originated from a need

The EU has funded or co-funded in Italy many significant projects through a range of

programmes or initiatives, including LIFE, and these have demonstrated a wide variety of models and innovative environmental and climate-related techniques, methods,

approaches. The projects have moreover contributed to the knowledge base for

implementing EU legislation as well as informing policy-making.

The Italian Ministry of Environment, Land and Sea therefore decided to produce a

“Knowledge Platform” which serves as a valuable and innovative tool for collecting and

sharing best practices for environmental protection and climate action implemented in Italy

with the support of EU funds.

The Knowledge Platform

What is it?

The “Knowledge Platform is a online resource

(“dynamic website”) – connected to the web-portal

of the Italian Ministry of Environment, Land and Sea

– collecting best practices developed within the

framework of projects funded or co-funded in Italy,

(during the programming periods 2007-2013 and

2014-2020) under EU programmes and initiatives

such as LIFE, CIP Eco Innovation, CIP IEE, FP7, Horizon

2020, Interreg Alpine Space.

The website

The “Knowledge Platform”

What is the purpose?

The main purpose of the Knowledge Platform is to

facilitate the replication and/or transfer of best practices for Environment and Climate

promoting proven solutions that can be

Action,

easily

implemented by public authorities or the productive

systems (particularly by SMEs) in order to improve the

effectiveness of public funding.

The Platform aims to ensure that investments have

the maximum environmental or climate impact and

that initiatives are well coordinated.

The Platform also aims to encourage private-public

partnerships and raise awareness of key issues across

all sections of society (it will allow visitors to stay

informed about the latest environmental and climate-

related technologies and methodologies in key areas).

The “Knowledge Platform”

Who are the intended users?

The Platform was set up to provide opportunities for those who have developed best practices,

and thus added to this knowledge base, to network with potential “replicators”.

The Platform is aimed at all public and private entities that plan to invest in the environment or in

the climate action, using replicable methods, techniques, models and approaches that have already

been successfully tested in Italy at the national, regional or local level.

The “Knowledge Platform”

What does it contain?

The Platform currently includes 88 projects, grouped

into 8 thematic areas: Nature and Biodiversity (19),

Water (12), Urban environment (5), Energy (5), Soil (5),

Resources efficiency (17), Waste (12) and Climate (13).

For each project a “project sheet” describes the results

achieved and the main outputs and deliverables

produced (guidelines, handbooks, software, etc.). The

“project sheets” are useful working tools for

stakeholders interested in replicating the best practices

collected in the Platform.

Furthermore, the website features sections on: national

and EU environmental and climate legislation; EU

funding programmes and initiatives that provide grants

for environmental and climate-related actions; LIFE and

H2020 financial instruments.
