to serve.

This is the beauty o the Church as God intends itpeople

Administer Justice


Searching forJusticeCatching the 4:40 pm train rom Wheaton to Chicago became

a routine part o my lie when I started attending law school

at Chicago-Kent in 1999. I was one o the older students in the

evening program and had become det at juggling law-schooldemands with the responsibilities o owning and operating a

manuacturing business in Warrenville with my two partners.

I managed to graduate in the top 10 percent o my class,

which was gratiying or an old man o ty-our who was

competing with much younger students. I couldnt really do

much with my degree until the business was sold. But ater

that nally happened, our daughter, Sandra, needed help in

Pennsylvania throughout two dicult pregnancies. She lost

a son, Jacob, in 2004 and a son, Luke, in 2005two emotional

body blows that triggered a rough spiritual journey or me.

With those thoughts, Mark Turek began a recent article or the Kane

County Bar Briefs magazinean article that introduced the bar associa-

tions 1000-plus members to his personal experience with Administer

Justice, a ree law clinic that serves low-income individuals and amilies.

Now years have slipped by since law school, he continues, creating even more

barriers and sel-doubt about starting a practice. Although Mark had handled

some minor casework over those years, he quickly realized that to practice

law, even on a part-time basis, required a rather signicant amount o overhead,

including malpractice insurance, oce rent, phones, ax, copier, and more.

In addition to the rea l-world nancial concerns o starting a practice, he

writes, there was the apprehension o going solo without any prior practical legal

experience. I interviewed with a number o law rms in an eort to acquire some

experience, but understandably there wasnt much interest in hiring a rst-year

associate who was already in his late ties.

Which brings up the question o why this successul businessman, with a degree

in electrical engineering and an MBA in nance, decided to attend law school

in the rst place.

Frankly, Mark says, I was a little bit bored. Id always been interested in the

law. I mean, the business was doing great. We had hired a general manager, and

I had trained him on the operational aspects o the business, which was the part

o it I was responsible or. So I could leave and do stu. I worked rom eight in

the morning until our oclock or so. I caught a 4:20 train out o Wheaton to go

to law school most evenings or several years. But I never got out and practiced.

The article continues, A urther deterrent to starting a practice was that I was

enjoying retirement and the reedom to be able to do what you want when youwant to do it. I no longer had to worry about employee issues and increasing

competition in the marketplace. It was that reedom that had allowed me the

fexibility to spend precious time with my daughter and son-in-law during her

pregnancies. Did I really want to lose this reedom and put my nest egg at risk

by starting a practice?

It was about that time that Mark rst heard about Administer Justice, which

was about to launch a DuPage branch at Wheaton Bible Church. One Saturday

a month, the Elgin-based ministry would be holding a ree legal clinic at the

church. Christine Field, a ormer prosecutor and a member o WBC, was

looking or attorneys willing to volunteer their time and expertise.

I decided to step out o my comort zone, Mark said,

and take a risk.

At a three-hour introductory training session, Mark

was impressed by Administer Justice Executive Director

Bruce Strom. Bruce, Mark says, is a ellow who really

walks with the Lord. Administer Justice, he learned,

was born out o a deep commitment to Jesus Christ and

the teachings o the Bibleincluding the organizations

ounding verses, Zechariah 7:9 10.The vision or the organization was to make a di erence

or people who were searching or justice but lacked the

unds to hire an attorney in order to have their voices

heard and their rights protected.

Mark credits Administer Justice with providing a setting

where he could apply his law degree and gain legal experi-

ence, along with a real-lie opportunity to extend help to

those who needed it.

At our rst low-income legal clinic I came ace-to-ace

with people who needed real help but lacked the resources

to hire an attorney, he said. On the personal level, once

I became involved with it and started meeting with clients,

I was struck by the incredible need. I met with people whowere literally at the end o their rope.

Marks very rst client at the WBC legal clinica case in

which he eventually led a successul petition in the US

tax courtwas a young ather who speaks English as a

second language. He had received a nal warning letter

rom the IRS saying that unless he came in within 90 days,

his wages would be garnished and liens would be placed

against his property.

Felipe (not his real name), who had dutiully paid his taxes,

was having his reund withheld because o unreported

income rom a company he never worked or. Someone

was using his identication number, and those earnings

were being reported to the IRS as having been earned by

Felipe. From the perspective o the IRS, he had ailed to

report income, and thereore, owed more in taxes.

An appeals ocer in the case eventually accepted Marks

arguments that this Chicago-area landscape worker could

not have simultaneously earned incomes rom two dierent

landscape companiesthere werent enough hours in the

day. His $5,000 tax obligation was wiped cleanand or this

laborer with a wie and our children, that was an enormous

burden lited.

Mark describes other kinds o cases people bring to

Administer Justice, including child custody, immigration-

related problems, housing issues, abuse situations, and more.

Looking out in our atrium here on the Saturday mornings

when Administer Justice is in session, youd never guess

all the kinds o problems that people are presented with,

he said. Some o them are o their own making, just as all

o us have problems o our own making rom time to time.

And some o themthey have done nothing wrong at all.

All o them are people who live among us here in Kane and

DuPage Counties.

As important as the legal victories is the way Administer

Justice also meets needs on a more basic levelincluding

the way each appointment is handled.

With the clients permission, Mark begins the v isit in prayer.

(Bruce Strom says that only once in ten years has a client

declined. In act, the most common positive eedback

received is that the attorney prayed with me.)

in Administer Justice is outside their comort zone. They

typically have l ittle background in amily law, which is one

o the most common types o cases that come in. Mark, who

concentrated in tort law and trial advocacy in law school,

has now developed a growing ocus on ederal tax law, an

area o specialization that has expanded his involvement

in Administer Justice to include weekly appointments at

the organizations main oce in Elgina place where hes

known as a volunteer who writes a lot o ollow-up letters.

Mark explains, A lot o the time I have to go home and

read up on things. But ater I do some reading and research,

I can put together a letter that provides urther guidance

to the client.

Theres no question that most o us are outside our comort

zones on a lot o these subjects, he adds, and thats a scary

thing or lawyers. But that personal stretch, he says, is a

small price to pay or the opportunity to serve as a witness

o Christs love to people in deep need.

I think that all ollowers o Jesus, i they have their eyesopen and their ears tuned, could nd opportunities to serve

and to help other people, Mark said. There may be things

you know how to do that you take or granted, but other

people dont. And you can be an unbelievable help to them,

and it can be an unbelievable witness to them.

In the case o Administer Justice, he adds, These olks have

to be asking themselves, Why would this attorney pray

with me? Why would he or she provide all this legal service

and not ask for a dime? I think theres an incredible ability

to mirror Christs love in the world in interacting with other

people on His behal because o what Hes done or us.n

On Sunday mornings our English- and Spanish-speaking

congregations park next to one another, walk into the

building together, and even share the same spaces. But

sometimes we eel a bit like neighbors who havent yet met,

or like cousins who havent seen each other in yearsthese

The truth is that Wheaton Bible Church and Iglesia del

Pueblo, our Spanish-speaking congregation, together make

up our church amilya relationship that has existed or

more than 20 years. In this two-par t interview with IglesiasSenior Pastor, Al Guerra, we try to take the relationship

to another level by sharing matters of the heart. In the

last issue we learned that the key to understanding our

Spanish-speaking church amily is to examine experiences

and orces that have shaped their hearts. In this issue
