Licensing Sub-Committee – Thursday 16 March 2017 10.00am Hipchips, 49 Old Compton Street, W1D (West End Ward / West End Cumulative Impact Area) –
The Sub-Committee had before it an application for a new premises licence in respect of a premises proposing to operate as a specialist in
potato crisps and dips. The applicant was proposing to sell alcohol for consumption on and off the premises between 12:00 to 21:00 Monday to
Saturday and 12:00 to 20:00 on Sundays. The sale of alcohol on the premises would be ancillary to food. The Sub-Committee recognised that
the concept was unique and was of the opinion that its offer would complement Westminster’s night time economy. It was also noted that the
applicants were very experienced in operating premises in a professional manner. It was therefore decided to grant the application subject to
limiting the sale of alcohol to 20:00 and additional conditions including ensuring all drinks were served in polycarbonate drinking vessels. The
Sub-Committee was of the opinion that these restrictions would ensure the premises promoted the licensing objectives and would not add to
the cumulative impact in the area. The applicant was also requested to use its best endeavours to ensure any takeaway deliveries were
undertaken by environmentally friendly transport methods.
Basement and Ground Floor, 26 Wellington Street, WC2E (St James’s Ward / West End Cumulative Impact Area) –
The Sub-Committee had before it an application for a new premises licence in respect of a premises which would be operating as a
café/restaurant providing the sale of alcohol and late night refreshment within core hours; with an additional half hour for the opening times. The
Sub-Committee recognised a main area of concern related to the use of outside tables and chairs, however this did not form part of the
application before the Sub-Committee as the applicants had submitted a tables and chairs proposal to the Council separately. The Sub-
Committee carefully considered the application and was of the opinion that the nature of the application, the limited capacity and the
acceptance by the applicant to reduce the terminal hour until 23:00 hours would ensure there was no increase in public nuisance within the
area. Further conditions were also added to the licence to limit any impact on local residents including ensuring all waste collections and
deliveries were undertaken between 08:00 and 20:00 hours.
