Collection Development Policy
Mission Statement
Vision Statement
The Kearns High Media Center strives to be a welcoming hub of learning for the Kearns
High community helping to prepare students for success as lifelong learners in the 21st
century through the development of information literacy and research skills, access to
technology and research materials, and access to materials for and the encouragement
of reading for pleasure.
Mission Statement
The mission of the Kearns High School library media program is to be an integral part of
the instructional program and educational experience by:
Providing students with the skills and resources to become independent criticalreaders, thinkers, and information users
Collaborating with teachers to create authentic and engaging learningexperiences for students
Supporting students in developing an appreciation for literature and a life-longlove of reading
Creating an atmosphere where students feel welcomed and encouraged topursue their studies and learning for personal interests
Environment
The Kearns High School Media Center is 5,400 square feet. The area includes several
work rooms, storage rooms, and offices. It houses a student computer lab with 45
computers as well as several tables for students to use as well as a lounge area for
students. It currently houses over 3,000 fiction books and close to 7,000 non-fictiontitles as well as textbooks, other media, and equipment available for checkout to
teachers and students.

DemographicsKearns High School currently has an enrollment of around 1,525 students and 68
members of the faculty as well as other support staff. Currently, Kearns High serves
grades 10 through 12. However, 9th
grade will be added during the 2014-2015 school
year creating a projected enrollment of around 2,400 students and will increase thenumber of faculty 80.
The student population of Kearns High reflects a diverse community. 51% of the
students are Caucasian, 38% are Hispanic, 4.53% are Polynesian, 1.57% are Native
American, 1.57% are Asian, and 3% are African American. 65% of the student population
is identified as not proficient in English; however the majority of these non-proficient
students speak conversational English well. At least 21 languages, primarily English and
Spanish, are spoken by the students at Kearns High. Close to 49% of the students are on
either free or reduced lunch.
Selection Policy
Statement of Philosophy
Kearns High School follows Granite School District s collection development goal to
provide materials which will implement, enrich, and support the education program of
the school. The library media teacher should provide a wide range of material on all
levels of difficulty, with diversity of appeal, and the presentation of different points of
view Granite School District, 2008).
Objectives
Following Granite School District s selection policy (2008), Kearns High School seeks to
reaffirm the objectives of the Standards for School Media Programs prepared by the
American Association of School Librarians which assert that the responsibility of the
media center is:
1. To provide materials that will enrich and support the curriculum, taking intoconsideration the varied interests, abilities, and maturity levels of the pupils
served2. To provide materials that will stimulate growth in factual knowledge, literary
appreciation, aesthetic values, and ethical standards
3. To provide a background of information which will enable pupils to makeintellectual judgments in their daily lives
4. To provide materials on opposing sides of controversial issues so that youngcitizens may develop, under guidance, the practice of critical analysis of all media

5. To provide materials representative of the many religious, ethnic, and culturalgroups and their contributions to our American heritage.
6. To place principle above personal opinion and reason above prejudice in theselection of materials of the highest quality in order to assure a comprehensive
collection appropriate for the users of the library media center.
Responsibility for Selection
The responsibility for coordinating the selection of library materials rests with the library
media specialist who seeks faculty, student, and parent recommendations for the
purchase of library materials. Departmental recommendations are highly valued and
sought in regards to the selection of curriculum-related materials. While the media
center facilitates the management of textbooks, textbook selection is made at the
district level or at the school level by departments with the approval of school
administration.
Selection Criteria
Following Granite School District s Selection Policy 2008), the following criteria will be
used as they apply:
1. Needs of the school based on knowledge of the curriculum and of existingcollection
2. Overall purpose3. Timeliness or permanence4. Importance of subject matter5. Quality of the writing/production6. Readability and popular appeal7. Authoritativeness8. Reputation of the publisher/producer9. Procedures for Selection of Materials
A. To ensure that instructional needs of the school are being, teachers will beconsulted to assess the needs of their curriculum as well as their
recommendations for purchase.
B. In selecting resources, media center personnel will find and evaluate availableresources to meet curricular and personal reading needs. In doing so, the library
media specialist will consult various online and print resources for reviews of the
material under consideration. While several of the resources listed are vendors,
their websites provide reviews of the materials.

C. Materials will be selected based on the objectives and criteria of the school andmedia center as outline above.
Deselection
Materials that no longer meet the stated objectives of the library including items thatmay have become damaged or obsolete) will be weeded as is necessary and
appropriate. Weeding will occur on a regular and ongoing basis. Lost or weeded
materials will be replaced when said materials are still of educational value or replaced
with more current material on the same topic when appropriate to meet the needs of
the curriculum.
Criteria for Weeding:
Poor content including: outdated or obsolete information, trivial subject matter,inaccurate or false information, biased views, mediocre writing style, superseded
editions as new editions are added)
Poor appearance including: worn out items, dated cover art, books withyellowed or torn pages, etc.
Unused materials that have not circulated within the past 3-5 years and may notbe used for reference or research or duplicate copies that are no longer needed.

school library. Upon the school s receipt of a completed Request for Reconsideration,
members of the School Library Collection Evaluation Committee will review the
complaint and evaluate the material in question. The district media specialist should
also be informed of the challenge and receive a copy of the Request for
Reconsideration. As part of the review process, each committee member will complete
and Evaluation of Materials form, giving particular consideration to the concerns thatwere expressed by the patron. As soon as possible, the written decision of the School
Library Evaluation Committee should be given to the person s) submitting the request
for reconsideration. If the school committee s decision does not satisfy the person s)
requesting reconsideration of materials, the school principal should direct them to the
District Library Media Selection Committee who will then review the challenged
material and make a final decision. A written decision of this committee will be provided
to the patron and school principal so that appropriate action may be taken.

Outside Resources
The Kearns High Library strives to make as many resources as possible available to
students. With a shared online catalog, library staff are able to search other Granite
School District schools library collections for resources. If available, these resourcesmay be requested for interlibrary loan and available to the patron within two days.

Media Center Staff Job Descriptions
Job descriptions and responsibilities for Kearns High Media Center staff are specified by
Granite School District as follows
Library Media Educational Technology Specialist (LMETS)
Description
The position of Library Media Educational Technology Specialist LMETS) will oversee the
Media Center and provide training and support to assigned school s) in using technologyto enhance curriculum and instruction. This position will require spending 12 of the
specialist time providing technical support and media center supervision and the other
12 in instructional staff development.
Responsibilities of the LMETS Position
Instructional
Facilitate the integration of technology into the curriculum by modelingtechnology for teachers and students to enhance instruction and assessment to
meet real world technological use. Train staff members in current technology applications. Train teachers and students to use the Big 6 Research skills. Teach orientation classes to train students on Pioneer, library catalog, library
layout and evaluating Internet sites.
Collaborate with teachers to teach research strategies, citation methods andeffective use of instructional technologies.
Work in collaboration with teachers to increase academic achievement. Offer support in all areas of the curriculum. Communicate with teachers about new materials in the media center and online
resources.
Literacy Acquisition
Maintain knowledge of current young adult literature and include appropriatepopular titles in the school collection.
Promote school-wide literacy through book talks, displays, activities and otherpromotions.

Administrative
Maintain an attractive, welcoming learning environment. Make the library available to students and staff before school, during school
hours (including lunch) and after school.
Supervise media secretary, student aides and/or CyberCorps students. Collect and manage Acceptable Use Policy forms. Oversee book selection and develop a balanced collection with up to date books
corresponding to core content.
High School Media Secretary
Description
The High School Media Secretary assists the Library Media Educational Technology
Specialist in providing an efficient school library media center. Additional duties are
performed by the individual holding this position and additional duties may be assigned.
Essential Functions
Assists students, staff, and visitors in locating and using the school library mediacenter resources and facilities. Is visible, accessible, helpful, and courteous to
students, staff and visitors.
Monitors students in the library, including their computer and Internet usage. Processes and catalogs library books, textbooks, periodicals, equipment and
other materials.
Checks library materials in and out to patrons. Help maintain a clean, organized, and properly shelved media center. Assists scheduling library use with teachers. Sends notices of overdue items, fees and fines. Maintains lists of those with
overdue accounts.
Maintains continuity of media center operation when LMETS/librarian is absent. Assists with displays, promotion of literature, and reading advisory. Assists librarian in the supervision and training of student assistants and
volunteers.
Assigns work to student assistants. Gives students guidance in their research. Assists with library Book Fairs. Helps maintain a current library collection. Assists with a yearly inventory of
library collection.
Assist LMETS with equipment repairs and maintenance. Assists with other assignments as determined by Library Media Educational
Technology Specialist and school Principal.

Student Library Aides
Students may sign up to work in the library during one period of their schedule with the
permission of their school counselor and the librarian. Their responsibilities include:
Checking materials in and out Shelving returned library materials Organizing and dusting library shelves Cleaning library tables and computers Other tasks as directed by the librarian or library media secretary
Student Aides must fill out and return a Student Aide Confidentiality Agreement (found
in the Appendix) during their first week of service in the library and abide by that
agreement during their length of service.
Student Aides will be graded on a Pass/Fail basis as well as given a Citizenship grade on
their report cards. The grades given reflect the quality of work in the library, thebehavior of the student while working in the library, and their attendance and
punctuality.
Services Provided by Library
The library is open to students and faculty from 7:00 am to 3:30 pm every school day.
During this time, the library facility may be used by patrons for:
Browsing the collection and checking out books for personal or academic use Using computers and other library facilities for school-related work Meeting with other patrons for the purposes of collaboration or, when
appropriate, socializing.
The library is also available as a meeting place for large groups including faculty and
community meetings as long as the library is scheduled in advance.
All library staff are available to patrons to provide the following services:
Assist in finding and locating resources for personal or academic use Assist with computer-related questions or issues
The school librarian is available to provide the following instruction on the following
topics to individuals or classes upon request:

Cataloging and Processing Items
Library items should be catalogued in the Destiny Media Catalog and processed
according to the procedures and standards as outlined on the Granite School District
Media Website http://www.granitemedia.org/library-resources/cataloging-and-
processing). Non-fiction materials are classified according to the Dewey Decimal System.
All materials must be labeled with a unique barcode, a spine label with an appropriate
call number, a stamp or sticker on the inside of the cover indicating it is the property of
Kearns High School. Books must then be protected with an appropriate cover.
Circulation and Fine GuidelinesAll library materials must be checked out using the Destiny Media Catalog.
Student Circulation Guidelines
Standard student checkout periods:
Books: 14 days 10 school days eBooks: 14 days 10 school days Periodicals: Overnight Reference: Overnight or Non-circulating Textbooks: The length of the class (semester or year)
Student fines:
Grace period of 2 days before overdue fines are assessed. $0.25 a day for overdue books and periodicals Students will be charged the replacement cost for lost or damaged materials.
They also may be charged the overdue fine and/or a $1.00 processing fee.
Students with overdue materials or unpaid fines should not be allowed to checkout additional materials.
Overdue textbooks should be automatically marked Lost after 1 day overdue;overdue library materials should never be automatically marked Lost.
If a lost book is found in good condition during the same school year in which itwas lost, the student will be refunded the cost of the book. They still may be
assessed an overdue fine for the time the book was missing.
Overdue fines should not exceed $10.00.Staff Circulation Guidelines

Classroom textbook or novel sets: due at the end of the yearStaff fines:
Staff members are not charged late fines for overdue items. Staff members will be charged replacement costs for lost or damaged library
materials and equipment. This includes responsibility for materials such asnovel sets) that are in turn distributed to students. If the staff member does not
wish to take this responsibility, the materials should be checked out to individual
students through the media center. If checked out materials have been stolen
Granite Police should be notified for an investigation.
Fine Collection Guidelines
All library fines will be paid to the school financial secretary. Media center personnel
are not allowed to collect fine money. Library fine money will be deposited into an in-
school account specifically designated for book replacement costs, library supplies, and
literacy promotion. Textbook fine money goes into the replacement textbook budget.
Fines from other Schools
Library and textbook fines follow students when they transfer schools within the district.
These fines should be paid to the school that the student currently attends. If the fine
amount is $10.00 or more, the payment should be transferred to the school that
originally assessed the fine; if it is under $10.00, the student s current school can keep
the paid fine money for their own library or textbook budgets.
Weeding and Discard Disposal Procedures
Surplus Library Books Procedure
When a library book is no longer useful due to age, condition, or circulation the media
staff, with approval from the principal, may deem the books surplus and dispose of
them according the following procedure.
1. Media staff provides list of proposed surplus books from Destiny software to theprincipal for approval. This document should include the reason for the surplus
status and the principals signature of approval. This document is to be kept inthe library.
2. After approval, barcodes are to be crossed out and books are to be stampedDISCARD or SURPLUS.
3. Surplus the books through one of following methods. Staff should attempt themethods in the order given:

a. Offer the books to the staff to keep in their classrooms. These wouldremain property of the school, but could be disposed of through any of
the subsequent methods without additional approval.
b. School may offer the books for sale to students and parents. School mustadhere to all required Accounting policies and procedures for collection
of funds.c. If a book will not sell it may be given away to students or parents.d. Offer the book to any organization that will receive the donation or drop
at one of the book donation containers located throughout the valley.
4. Books that are damaged such that they contain no value should be recycled.Surplus Textbook Procedure
Granite School District has entered into a contract with Follett Educational Services (FES)
to exclusively handle the purchasing and disposal of surplus textbooks. The following are
the procedures outlined in the contract.
1. Schools will post the surplus books(s) on the FES Surplus Management System(SMS) forviewing by other schools and districts to review for the required 14 day
posting period.
2. If books are desired by another school within the district the principals willarrange for the transfer of books.
3. If the books are desired by another district the school shall contact the districtwarehouse manager to arrange for the sale of the books.
4. If no parties are interested in the book(s) a school can do any of the followingwith the books:
a. Donate them to any individual or group that may have use for them.b. Sell the books to FES through this contract. All profits should be placed in
the local school textbook account 9368.
c. Work with FES to recycle the textbook if no market demand exists for thetextbook.
Inventory ProcessA full inventory of the librarys collection should be completed once a year. This can be
done by setting up an Inventory in Destiny and using a Bluetooth scanner and laptop.
Before finalizing the inventory, library staff should make sure they have scanned allmaterials within the inventory range. Once the inventory has been finalized, library staff
will more thoroughly investigate and search for lost items or delete them from the

The American Library Association affirms that all libraries are forums for information and ideas,
and that the following basic policies should guide their services.
I. Books and other library resources should be provided for the interest, information, and
enlightenment of all people of the community the library serves. Materials should not be
excluded because of the origin, background, or views of those contributing to their creation.
II. Libraries should provide materials and information presenting all points of view on current
and historical issues. Materials should not be proscribed or removed because of partisan or
