174th Annual Meeting
September 18st and 19th, 2013
First SessionWednesday, September 18th, 2013 – 7:00 PM
Grace Union Baptist Church
1. The meeting of 174th Annual Meeting of the Liberty Association of Baptist was called to order by the Moderator, Bro. Barry Harlow. He thanked Grace Union for hosting the meeting.
2. Bro. Stoney McKinney, Pastor of Grace Union, welcomed everyone and read John 3:16. He also led in prayer.
3. Moderator Harlow asked everyone to turn their cell phones off and asked all participants to please stay on schedule.
4. Wanda Kinslow, Associational Clerk, called the Roll of Churches with thirty-one (31) of the thirty-five (35) churches responding. The Clerk moved that the messengers be seated. The motion was seconded by Omar Barbour and unanimously carried.
5. Clerk, Wanda Kinslow, moved that the printed program with any changes deemed necessary by the Moderator be approved. Motion was seconded by Bro. Randy Scott and unanimously carried. (Moderator Harlow noted one change in the program – the Credentials Report is moved to “after” the Associational Challenge sermon.)
6. David Smith led the congregation in singing “Come and Dine” and “Beautiful Star of Bethlehem”. Special music was presented by the Grace Union Kids Choir.
7. Bro. Wayne Wilson, Pastor of Shady Grove Baptist Church, delivered the Associational Challenge Sermon. He read from Philippians3:13 and took his text from 1 Samuel 3.
8. Bro. Tony Wright, Chairman Credentials Committee, reported there were 132 messengers and 40 visitors present which represented 31 churches.
9. Bro. Wright, Credentials Committee, presented the following report.
On behalf of the Credentials Committee, after having met with representatives of the church, we recommend that El Faro Church be allowed membership into the Liberty Association.

A motion was made by Jesse R. Brown and seconded by Bro. Randy Scott to accept El Faro Church into the Liberty Association of Baptist. Motion unanimously carried. Moderator Harlow welcomed El Faro Church into the Association.
10. Bro. Randy Scott, Chairman of Nominating Committee presented Nominating Committee Report.(See Pages 16 and 17 of Book of Reports)
Bro. Scott moved that the report be adopted and the persons elected. Motion carried.

11. Jesse R. Brown, Treasurer, presented the Proposed Budget for 2013-2014. He noted the proposed budget is $2,500.00 lower than the previous year. (See Page 9 of Book of Reports)
Mr. Brown, on behalf of the Budget Committee, moved to adopt the Proposed 2013-2014 Budget as presented. Motion carried.
12. Treasurer Brown presented the Treasurer’s Report for the year ending August, 2013. A motion was made by Jesse R. Brown and seconded by Walter W. Davis for the adoption of the Annual Treasurer’s Report and the material to be distributed at the second session of the annual meeting. Motion carried.
13. Bro. Brandon Porter, Chairman Administrative Team Committee, presented the teams report.(See Page 37 of Book of Reports)
Bro. Porter urged the churches in the Association to increase their giving to the Association. He led the group in prayer.
14. Miscellaneous Business – the Administrative Team presented the Proposed Change to Article VII of the Constitution. The proposed change is as follows:
Proposed Change to Article VII
The Administrative Teams proposes that the sentence, “The Executive Board shall hold at least four meetings during the year between Annual Meetings”, in Article VII of the Constitution of the Liberty Baptist Association be amended to read “The Executive Board shall hold at least three meetings during the year between Annual Meetings.”
(Note: the scheduled quarterly meeting on October 15, 2013 has been changed to October 29, 2013.)
15. Bro. Bobby Wood, Task Force Chairman, presented his report:
USE OF PARSONAGE FUNDS “TOWN HALL” MEETINGS
The Parsonage Funds Task Force would like to invite all Liberty Association members, including Executive Board members, Pastors and Staff, and regular church me3mbers, to the
upcoming “Town Hall” meetings concerning the usage of the funds available to LB as a result of the selling of the former LAB parsonage.
The Task Force will present their recommendations for discussion. Following the input from these town hall meetings, the Task Force will finalize their recommendations and submit them to the LAB Executive Board for final approval.

16. A motion was made by Jesse R. Brown and seconded by Bro. Brandon Porter to officially request from the Kentucky Baptist Convention funds in the amount of $666.66 to support our Director of Missions. Motion carried.
17. Bro. Barry Harlow, Moderator, presented the Moderators Appointment for Nominating Committee 2013 – 2014. (See Page 18 of Book of Reports)
Robert Morgan moved to accept this report. Motion seconded by Bro. Tim Garrett and unanimously carried.
18. Bro. Kevin Denton introduced Heriberto Torres who presented the Southern Kentucky Hispanic Ministry Report. (See Pages 22 and 23 of Book of Reports)
19. Bro. Robbie Perkins, member of the Church Strengthening Team, presented the Team’s report.(See Page 10 of Book of Reports)
20. Bro. Robby Ward, Team Leader, Leadership Development Team, presented their report:(See Pages 13, 14, and 15 of Book of Reports)
21. Bro. Ray Woodie, Chairman of the Missions/Evangelism Team presented the Team’s Report.

22. The second and third sessions of the 174th Annual Meeting will be held at the Hiseville Baptist Church on Thursday, September 19th, 2013 at 4:30 PM and 7:10 PM.
Moderator Harlow thanked Grace Union for hosting the first session of the Annual Meeting.
23. Bro. David Purichia prayed the benediction.
24. There being no further business to come before this session, the meeting was adjourned at 8:57 PM.
Second Session
Thursday afternoon, September 19, 2013 – 4:30 PM
Hiseville Baptist Church
25. Moderator Harlow called the meeting to order at 4:30 PM and welcomed everyone in attendance.
26. Bro. Greg Nichols, Pastor Hiseville Baptist Church welcomed everyone. He read 1 Timothy 1: 1-17 and led in prayer.
27. Moderator Harlow asked everyone to please turn off their cell phones.
28. Tom Black led the congregation in singing “Leaning on the Everlasting Arms” and “Worthy of Worship”.
29. Bro. Jordan Woodie, Director of Missions, introduced the following:
a) Rob Allen, KBC Director of Guest Relations for Crossings Ministries;
b) Tracy Shaw, Administrator of Glasgow Christian Academy;
c) Stan Tillman, Director of Camp Joy; and
d) James Wright, Pastor of Antioch – Crossroad Life Center Ministry.
30. Rob Allen, KBC Director of Guest Relations for Crossings Ministries told of the work of the Ministry. He told of the number of attendees at their camps this year (11,225), that 794 had surrendered their lives to Christ, 754 had answered the call to a full time ministry; and the children at the camps gave $164,494.00 to missions. He continued to tell about the Camps, Retreats and Missions of this ministry.
31. Credentials Committee reported 62 messengers and 9 visitors were in attendance at this session. This number represents 19 churches.
32. Tracy Shaw, Administrator of Glasgow Christian Academy presented her report. (See Page 25 of Book of Reports)
33. Stan Tillman, Camp Joy Director, presented his report. (See Page 27 of Book of Reports)

34. James Wright, Jr., Pastor of Antioch Baptist Church presented the report for Crossroads Life Center. (See Page 20 of Book of Reports)
35. Moderator Harlow called for any Miscellaneous Business. There was none at this time.
36. Tom Black led the congregation in singing “He Keeps Me Singing” and “When the Roll is Called up Yonder”.
37. Director of Missions, Jordan Woodie, presented his reports.

Following his reports, Bro. Woodie read Romans 1:16 and Romans 3:1-22 and prayed.
Bro. Woodie stated several Disaster Relief Training Sessions will be held in 2014. Anyone needing certification should attend these trainings.
He encouraged WMU leaders to consider the Kentucky Bucket Project for their groups if they do not have a current project.
Bro. Woodie challenged the churches to give sacrificially to the Lottie Moon Christmas offering.
Bro. Jordan introduced Bro. Brad Asbury as the new pastor of Cave City Baptist Church. Bro. Asbury is also the Staff Chaplin at T. J. Samson Community Hospital.
Bro. Tim McClellan is now the new pastor at Zion Baptist Church in Hart County.
Bro. Jordan asked for prayer for the Todd and Troy Stephens Families in the loss of their mother.
Bro. Jordan prayed the benediction and asked the blessing for the food being served following the meeting.
Bro. Greg Nichols, Pastor Hiseville Church, gave directions for dinner.

Third SessionThursday Evening, September 19, 2013 – 7:10 PM

38. Moderator Harlow called the meeting to order at 7:00 PM and welcomed the congregation. Bro. Harlow thanked the ladies of the church for the delicious meal.

40. Bro. Jordan Woodie, DOM, introduced the following:

d) Bro. Erdie Carter, Glasgow Baptist Church
41. Bro. Eric Duke, Moderator of Liberty District Association, thanked the Liberty Association of Baptist for inviting the Liberty Choir to sing at their Annual Meeting.
42. The Liberty District Choir presented a message in songs.
43. Curtis Wood Associate Executive Director of KBC spoke to the Association encouraged the churches to ban together, believe in a true God and that we should keep their weapons down range toward evil.
44. Moderator Harlow recognized the youngest person in attendance at the meeting, the new daughter of Jordan and Larissa Woodie.
45. A motion was made by Bro. Randy Scott and seconded by Bro. Brandon Porter to adopt the “Book of Reports” in its entirety. Motion unanimously carried.
46. Moderator Harlow stated the Credentials Committee reported 106 messengers and 70 visitors in attendance tonight. This represents 27 churches of the association.
47. Moderator Harlow asked for any Miscellaneous Business. There was none.
48. Jeff Crabtree, KBC South Central Regional Consultant, addressed the congregation and stated that 70% of Kentucky churches have plateaued or they are declining. He discussed “Why do good churches die”. He listed four (4) reasons: a) unlived truth; b) unholy unions; c) unscriptural methods; and d) unconcerned members – no good members, no good pastors, and no good deacons. He described the “no good” members as them having unbent knees, unattended services, unopened bottles, having unshared testimonies, unpaid tithes, unconfessed sins, and having an unconcern about life.

49. The Liberty Choir then provided worship in song.
50. Bro. Erdie Carter, Jr, Pastor Glasgow Baptist Church, delivered the Evangelism Sermon. He read Acts 19:21 – 34 and asked the question “Will you share the gospel?” Bro. Carter challenged everyone to share Jesus.
51. The Liberty Choir then sang a song.
52. Bro. Jason Patterson, Chairman of the Resolutions Committee presented a Resolution.

53. Moderator Harlow asked that everyone pray for the officers and team leaders of the Liberty Association of Baptist along with Bro. Jordan Woodie, DOM.
He thanked the Liberty Choir for their message in song and thanked the messengers for their participation.
54. Bro. Sellars Johnson prayed the closing prayer.
55. There being no further business to come before this meeting, the meeting adjourned at 8:30 PM.
