Islamic militants Saturday threatened to attack foreigners whoattend a United Nations conference on population that opens hereSept. 5, raising fears that Egypt may be in for a new round of extrem-ist violence following several months of relative calm.

The warning comes just a day after gunmen opened fire on a tourbus in southern Egypt, killing a 14-year-old Spanish boy in the firstlethal attack on tourists since March. Two police officers also died inseparate clashes with militants Friday and Saturday. Saturday's state-ment was the first explicit threat of violence against foreigners plan-ning to attend the conference, which has been widely criticized byIslamic organizations as a plot by the West to impose its ideas ofbirth control and morality on the socially conservative Islamic world.Islamic militants have waged a two-year campaign against the gov-ernment of President Hosni Mubarak that has claimed more than 400lives, most of them police and militants killed in clashes in severalprovinces of southern Egypt. The militants also have killed severalforeigners in a successful effort to damage the tourist industry that isone of Egypt's economic mainstays.

The latest warning came in the form of a statement faxed to West-ern news agencies by the Islamic Group, the main Islamic organiza-tion fighting the Egyptian government.

"The group, as it starts a new round of operations, urges all for-eigners not to come to Egypt during the coming period for the sake oftheir lives," the Reuter news service quoted the statement as saying.

"The group advises all foreigners taking part in the licentiousnessconference known as the population conference that E they areputting themselves in harm's way," the statement said.

Cuba and the United Statesagreed Saturday to hold talks onboat people and other migrationissues this week, State Departmentofficials said, a pledge Washingtonhopes will lead to the end the Cubanrefugee crisis.

U.S. officials insisted that thetopics in talks will be limited tomigration and the level of represen-tation normal for this kind of meet-ing, a deputy assistant secretary ofState. President Clinton has rejectedcalls by Cuba's Fidel Castro fortalks on ending the U.S. tradeembargo with his country, a longtime goal of the aging Communistleader.

In Havana, Foreign Ministryspokesman Miguel Alfonso calledthe talks a "point of coincidence" inU.S. and Cuban foreign policies butsaid relations were otherwise "par-ticularly tense," Reuter reported.Alfonso criticized the new punitiveU.S. measures against Cuba thattook effect Friday.

Alfonso said that althoughHavana does not believe that talkson migration issues alone will solvethe overall problem, it does notobject to discussions on this point,Reuter reported.

The migration talks will be heldin New York, a State Departmentofficial said, but the date awaits aCuban decision on travel arrange-ments. A tentative Wednesday datewas scuttled after members of Clin-ton's vacation entourage at Martha'sVineyard, Mass., leaked the talks tothe media, angering Cuban officials.

Castro recently ended police vig-ilance along Cuba's north coast andstimulated a surge of Cubans takingto boats and rafts to head for Flori-da. He said that lenient U.S. rulesfor granting political asylum toCubans encouraged Cubans to flee.Many also sought to escape an eco-nomic depression deepened by theU.S. trade ban. Even before therecent there had been a steady flowof Cuban raft people.

The surge of raft people hadraised fears that refugees wouldoverwhelm facilities in Florida. inresponse Clinton canceled rules thatmade it easy for Cubans who suc-cessfully fled the island to gainpolitical asylum. The numbers of refugees pickedup at sea diminished substantially inrecent days, mainly, officialsbelieve, because of squalls in theFlorida Straits. About 112 werepicked up at sea Saturday, the CoastGuard said. Many refugees whotook to sea before the storms mayhave drowned, U.S. officials andHavana-based diplomats said.

Bosnian Serbs began voting Saturday in a weekend referendumdesigned to reinforce their rejection of foreign terms for endingBosnia's war.

Serb leaders predicted more than 90 percent backing from900,000 eligible voters in the two-day referendum, the second suchvote held here in 16 months.

Hamas, a militant Islamic organization opposed to the Israeli-Palestinian peace process, claimed responsibility Saturday for thestabbing deaths of two Israeli construction workers and vowed tocommit two more killings before the end of the year.

The attacks are likely to further exacerbate tensions between thegovernment of Prime Minister Yitzhak Rabin and Palestine Libera-tion Organization Chairman Yasser Arafat's fledgling PalestinianAuthority, which is still trying to organize its bureaucracy in the GazaStrip and the West Bank town of Jericho.

Rabin is due to go before his Cabinet Sunday with an Israeli-PLOagreement - initialed last week in Cairo - that would extend thePLO's authority in areas throughout the Israeli-occupied West Bank.Cabinet members are likely to pressure Rabin to slow down the nego-tiating process with the PLO unless it agrees to crack down onHamas.

The Palestinian Authority met in Gaza on Saturday and endorsedthe Cairo agreement, according to Palestinian negotiator NabilShaath. He told reporters that he and Danny Rothschild, Israel's chiefnegotiator, will sign the agreement Monday at the Erez checkpointthat separates pre-1967 Israel from the Gaza Strip.

But the double slayings in Ramle may once again put Arafat andthe Palestinian police force on the spot. Police sources said theybelieve the attack was carried out by Palestinian workers from Gaza.The site where the killings took place was known to employ Pales-tinians from Gaza who did not have valid work permits, Police ChiefAssaf Hefetz told Israel Television.

The bodies of Gil Rezach, 22, and Shlomo Kapach, 24, were dis-covered Friday afternoon at a construction site in Ramle, a suburb ofTel Aviv. If Hamas did carry out the attack, it would be the first timePalestinian extremists have killed Israelis inside the country's pre-1967 borders since the Gaza Strip and Jericho came under Palestiniancontrol in mid-May.

When Clinton severed the linkage between China's rightsprogress and its trading privileges three months ago, he said he wasconvinced the Chinese would act to improve human rights if the issuewere separated from the threat of trade sanctions.

However, human rights activists have said that since then, Beijinghas ceased all progress on human rights issues, including the releaseof political prisoners, an accounting of political prisoners, the treat-ment of prisoners and the opening of prisons to inspections by theInternational Committee of the Red Cross.

The activists point in particular to the closed trial in Beijing ofmore than a dozen people who were active in the 1989 democracymovement and the continued detention of Wei Jinsheng, a leadingdissident who was arrested on the eve of a visit to China by Secretaryof State Warren Christopher last March. More than a dozen other dis-sidents were also detained by authorities before and during Christo-pher's visit.

Yet the same picture was banned fromappearing on the Freshman Picture Book byMIT President Charles M. Vest because the"symbolism of a monkey-type creature hastraditionally been used in a racist manner."

Yes, there is a possibility that some indi-vidual could misinterpret this picture as beingracist. Surely, if such an individual exists atMIT, the administration should be trying toeducate him about the nature of true racism

Sunday is usually associated with peaceand quiet. But not this Sunday. We're (ormore appropriately, you're) in the high pointof rush - bids start going out this morning at8 a.m. Then, beginning tomorrow morning atthe same time, you can start accepting bidsand showing off that pledge pin.

But then again, this time of the week ispotentially one of the most stressful ones thatpeople have to face - before the academicyear begins, nonetheless. I'm sure that manyof you are really intent on getting into a par-ticular fraternity. My advice to you? Try notto stress about it.

This may be easier said than done, howev-er. But during those early Sunday-morninghours, when you hear loud bursts of applauseand cheering, wondering, "What's going onout there?" and start anticipating some guyspulling you out of bed before your wake-upcall to give you the same hearty morning"here's your bid" greeting, try to keep somethings in mind:

If you are not given a bid, it's not the endof the world. If the guys tell you that it isn'tthe best for all parties involved, then you real-ly should believe them. Think about it. If itwasn't meant to be, then why force it? Don'ttake it as a personal affront, just go on.There's no point in getting hung up anddepressed about it.

On the other hand, if you're one of thosesuave, studly, All-American types receivingbids left and right from the cool, "first-world,"

and the dangers of crying wolf, not catering totheir misguided perceptions.

I would prefer that President Vest allocateMIT resources to fostering debate aboutracism and to providing a diverse multicultur-al environment at MIT, not to running off newcovers of a Freshman Picture Book whichmay potentially have offended one in tenthousand members of the MIT community.

By recalling the book, President Vest lendscredence to a witch-hunt culture of blame andfalse accusation. When Khomeini bannedSalman Rushdie's Satanic Verses because itwas genuinely offensive to millions of people,it was transformed from an unheard-of bookto a notorious novel atop the best seller list.

This picture and the monkey business sur-rounding it, is likely to travel a similar road,as evidenced by The Tech article ["PictureBook Called Offensive, Will Be Replaced"],

What To Do?"we're top house" fraternities, and can't quitefigure out which way to go, then follow thelead of your favorite baseball piayer and go onstrike. Demand more. Expect the best. Justpush it as far as you possibly can.

Need more help? Probably not, but I needmore space-filling material, so here are somelines you can try to pull so as to maximizeyour Residence and Orientation Week bene-fits:

bathroom."Well, there you have it - a fairly compre-

hensive list of ways to stack the benefits of afraternity life in your favor. Heck, if you're in

this letter, and its likely appearance on theRush Limbaugh show in the near future.

President Vest has lost sight of his role aspresident of this university. He should beensuring freedom of the press and of expres-sion and providing an atmosphere conduciveto an excellent education. Instead, he hascaved in to a specious perceived threat froman apparently nonexistent person and begunirrational banning of innocuous pictures.

Students cannot be educated about racismby removing even the slightest possibility ofconflict from their lives. If President Vest, oranyone else, disagrees with or takes offense a-this letter, I hope that the response will not beto label it racist and ban it. Rather, I look for-ward to being entertained by some of thescholarly debate that belongs at an institutionof higher learning.

dramatic foundations of the songand not injecting too much self-importance in the process.

Elsewhere, the band was lesscomfortable and could not balancethe emotions of the performance inthe context of the original song. OnPinik Floy1d's "C vVlilrblt y ltlumUI,

the band veered closer to the pitfallof indulgence. The original song, aspart of Roger Waters' original con-cept for The Wall, served as somekind of emotional catharsis; by con-trast, the cover version, with itsstrangely incongruent backingvocals and overly-agressive guitarsolos, seemed ill-suited to the song.Pearl Jam's "Black," was an oppo-site case, in which the band's effortto approximate Eddie Vedder'semotional presence in the songfailed to give the vocalist a chanceto break out of the mold.

The real crowd pleasers of theevening, Led Zeppelin's "Fool inthe Rain," and a more guitar-charged version of Van Morrison's"Brown-Eyed Girl," got most of thecrowd jumping and even singingalong (especially to "Brown-EyedGirl"). The Red Hot Chili Peppers'"Give it Away" and the AllmanBrothers' "Melissa" were stylistical-ly diverse enough for the band topush the envelope of today's mod-em rock that models itself after, say,the Gin Blossoms. The band had asense of humor too. Their commenton "Melissa" being the most"unplugged" that the concert wouldget was an apt sentiment, and whensome lawn sprinklers switched onoutside of Kresge Auditorium, thelead vocalist remarked, "Theyscrewed you once, they'll screw youagain. Get used to it."

Overall, the performance was agood one, and it helped some fresh-men look forward to rush, as -well astemporarily forget the diagnosticexams they would have to take thenext day. Nine-Headed CactusDemon can still lay claim to beMIT's best on-campus cover band,and their general enthusiasm madeup for a lack of originality in thesongs. Despite a tendency to lockinto imitative excesses, their collec-tive personality usually revealedgenuine emotion throughout theconcert.

Nine-Headed Cactus Demon isscheduled to perform on Sept. 21 atthle Paradise Theater with other areabands.

This year's Student Center Com-mittee concert, "MIT Unplugged,"provided a welcome relief for bothfreshmen and upperclassmen look-ing for a place to relax and meetsome new people. The Thursday

Headed Cactus Demon, as well aslead-in music from WMBR, MIT'son-campus radio station. The orga-nizers of the event also providedrefreshments, lending a circus-likeair so that the concert felt like aminiature prelude to rush.

The concert was officially slatedfor a 9:30 p.m. start, and theWMBR disc jockeys kicked thingsoff with a series of dance tracks run-ning the spectrum from rap to reg-gae. Two things were certain, how-ever: most of the records sharedheavy bass and the usual excessivedrum mixes that proved danceableto some people but kind of annoyingto others. The live band was the realattraction of the evening, as every-one eagerly anticipated the arrivalof the headlining act.

In fact, the members of Nine-Headed Cactus Demon wererehearsing shortly after 8 p.m. onthe steps of the Student Center.Confidently brash and sufficientlyloud, they blazed through theirrehearsed cover of Jimi Hendrix's"Fire," which they would performlater in the evening. Although theband would play some originalsongs during its set, they remainbetter-known for their cover ver-,.sions of a standard program of clas-sic rock songs.

They began the concert aboutl0:!15 p.m_ with the Doors' "LoveMe Two Times," an average songfrom an overrated band of the clas-sic rock era. Their performance of"Fire," was a definite highlight,although the song was carried alongby the power of its bass lines ratherthan the frenetic drive of the drum-ming (which could not compare toJimi Hendrix's original drummer,Mitch Mitchell). With Pearl Jam's"Alive," the band seemed most atease, seeming to get in tune with the
