BORONGAN CITY- Department of Pub-lic Works and High-ways Eastern Samar District Engineering Of-fice (DPWH ESDEO) completed 16 river land-ing projects in the up-stream barangays in Can-avid, Dolores, Oras, Eastern Samar.

These river landing structures are conver-gence projects of DPWH funded by the Depart-ment of Transportation (DOTr).

Mayor Lorenzo Revel-dez said that he was sur-prised on the allegation saying that the list has been drawn three years ago.

Coinciding with the event was the launching of the #iLabaYu advocacy campaign of Oxfam with celebrity influencer Camille Prats.

According to Oxfam, the campaign encourages men to share in household chores, particularly laun-dry and contribute to rais-ing a future generation of Filipinos that live out the true meaning of respect and equality beginning at home.

Prats was accompanied by Oxfam Country Director Rosario Felizco. The non-government organization partnered with the CCRO

for the free civil wedding program.

Philippine Statistics Authority Leyte Director Wilma Perante, City Social Welfare Officer Remedios Buna and CCR Officer Im-elda Roa also witnessed the Mass Wedding.

Before the event on Fri-day, the couples attended a pre-marriage orientation and counseling activity con-ducted by the City Popula-tion Office, in coordination with the CSWDO that had topics on “Marriage and Re-lationships”, “Responsible Parenthood,” “Child Rear-ing” and Family Planning.”

According to the CCRO, Pre-Marriage Orientation and Counseling is “pre-req-uisite” activity for would-be spouses to help ensure a strong and healthy married life.

DPWH finishes P40-M river landing in Eastern Samar

Samar namely Malogo, Ma-buhay, Camantang, Cagha-long, and Baruk; another six barangays in Dolores, Eastern Samar particularly in Sta. Cruz, San Pascual, Magsaysay, Denigpian, San Roque and Buenavista; and another five remote areas in Oras, Eastern Samar in Cagdine, Gamot, Batang, Alang-alang and Cadian.

According to District Engineers Manolo A. Ro-jas, river landing projects are small ports constructed along the shore of rivers at the upstream barangays.

DE Rojas also disclosed that the completion of the projects will provide

convenient and safe facili-ties to commuting public and easy transportation of goods and services to near-by mainland.

Meanwhile, the project manager of DOTr-Mari-time Sector Julius Carlos said in an interview that these projects were men-tioned by President Du-terte in his first state of the nation address (SONA) regarding the socio-eco-nomic development that promotes inter-island link-ages.

Sabelberino recalled that in the olden days, there were lesser babies who were affected by measles, six months after birth, because they were fed exclusively with their mother’s milk.

“In the recent days, however, babies as young as three months were already

reported to have been in-fected with the highly viral disease, some even died,” she lamented.

“It could be because many mothers today, ei-ther are not aware or re-fuse to believe that the human milk is filled with substances that are not present in animal’s milk nor in other commercial formula,” she pointed out.

“Breastfeeding should be a multi-sectoral con-cern, from correct infor-mation, advocacy cam-paign to behavior change and practices, because breastfeeding is more than just a nutrition,” Dr. Sabel-berino concluded.

TACLOBAN CITY-The first ever Human Milk Bank for Visayas was in-stalled on Thursday, Feb. 28, at the Eastern Visayas Regional Medical Center (EVRMC) in this city.

Costing an approximate P9 million, the equipment that preserve the human milk is a lone donation of the United Nations Chil-dren’s Fund (UNICEF) in its aim to help the people in the region promote ex-clusive breastfeeding and prevent disease and mor-tality among babies and infants.

As Chief of EVRMC, Dr. Salvador Evardone, expressed his overwhelm-ing joy during the inaugu-ration program, because according to him, this is another health program which the region’s medical center can give service to the people with excellence.

Mayor Christopher Sheen Gonzales, outgoing mayor of Guiuan town, said that he finds it unfortunate that the decision of the anti-graft court came at a time as the country is to hold elec-tions.

He said that the case against him was filed while he was seeking for a reelec-tion as mayor of Guiuan in March, 2016.

Gonzales, who is serv-ing his third and last term as mayor of Guiuan is seek-ing for a congressional seat for Eastern Samar lone con-gressional district in this year’s midterm elections.

“It’s purely harassment and politically motivated. This issue always come out every election. But it’s not true because the local gov-ernment of Guiuan has no disallowances from the Commission on Audit,” Gonzales said.

He also said that the complaint against him were fabricated and that he sub-mitted the lacking docu-ments before the anti-graft court when he was asked to answer it earlier.

“There was no find-ings by the Ombudsman that there were overpriced but just lack of documents which we already provided earlier,” Gonzales said.

He also said that he has yet to receive the copy of the Ombudsman ruling. But once he received it, he would immediately file his

Martires, on his February 12 order, preventively sus-pended Gonzales for six months without pay for grave misconduct and gross neglect of duty.

The case against Gonza-les stemmed from a com-plaint filed by Kiriath Jearn Andrie Tumanda and Ave-lino Balagbis, Jr., both resi-dents of the town, claim-ing for misuse of Recovery Assistance on Yolanda (RAY), a fund downloaded to towns and cities hit by Yolanda from the Depart-ment of Interior and Local Government (DILG).

The town received P43 million intended for the re-pair of its municipal build-ing and P13 million for its public market.

It also received P152.99 million to be used for the repair of about 89 barangay halls.

But the Ombudsman, however, said that its Field Investigation Bureau found no proof contractors, Pedro

S. Labasbas Construction and EDG Americas Inc., submitted documents stat-ing their technical, legal and financial competence to undertake the projects.

The Ombudsman said EDG Americas Inc., which bagged the contract for the works involving the repair of public market and the barangay facilities, also de-viated from the approved plans stated in the pro-gram of works, such as dis-crepancies in the construc-tion materials used and the number of floors built.

Also suspended by the Ombudsman were mu-nicipal accountant Adrian Bernardo; municipal treas-urer Felicisima Bernardo; bids and awards commit-tee members Arsenio Sa-lamida, Esperanza Cortin, Danilo Colandog, Gilberto Labicante, Ma. big hospitals in Eastern Visayas, Dr. Wigdan Ma-rani, UNICEF’s representa-tive and chief for health and nutrition said, that after super typhoon “Yolanda,” they saw how EVRMC re-sponded to the traumatized victims of the disaster, chil-dren in particular.

“We were witnesses of babies and infants in need of medical attention and nutritional intervention. We knew then they could not be fed properly of their mothers’ milk because of the trauma the parents themselves manifested from the enormous disaster,” Dr. Marani shared.

“In an area that is prone to disaster, there could be a high incidence of infant mortality, thus UNICEF pours medical and nutri-tional assistance for the people in Tacloban in par-ticular, being the most “Yolanda” devastated area,” Marani added.

She also appealed to lac-tating mothers to donate their milk to help save the lives of babies requiring the world’s best milk.

The Human Milk Bank is capable to store the hu-man milk in a week time, after it has undergone the process from expressing to pasteurizing to thawing etc.

It is made available to babies needing to be fed with the human milk as prescribed by a doctor.

“Breastfeeding mothers have only to include any soup of their taste in their diet to produce the milk, so there wouldn’t be any prob-lem in producing it, as other mothers assert they don’t have,” said Dr. Nelita Sali-nas, EVRMC’s chairman of Pediatrics Department, “and since the milk is do-nated, it shall be given free, except for the pasteurizing cost of P220 per 100ml,” Dr. Salinas further informed. Private group eyes infra projects in Eastern Samar

District Engineer Mano-lo A. Rojas of DPWH ES-DEO said that 107 project will be implemented in Eastern Samar this 2019.

“Our total appropria-tion for this year 2019 once approved is worth 1.6 bil-lion pesos, this includes improvement of shoulders and drainage system along landslide prone areas par-ticularly in Llorente and Giporlos, flood control pro-jects, roads leading to tour-ism destinations and other local infra projects,” added DE Rojas.

DE Rojas also disclosed that the Samar Island Natural Park-Protected Area Management Board (SINP-PAMB) EXECOM resolution was already ap-proved. The said resolution is endorsing the DPWH for prior clearance to continue the construction of Maydo-long-Basey Road.

“We still have four phases to fully complete the Maydolong-Basey road project amounting to P839.2 million, but for the

2019, our focus is to finish prior year contract since it was suspended last year,” said DE Rojas.

Maydolong-Basey road is one of the high impact projects of DPWH because once completed, it will be the shortest route from Bo-rongan to Tacloban and will save an hour travel from the usual four hours ride via Lawaan.

The district engineer mentioned also future net-work road development plans like the Can-avid-Do-lores-Maslog-Jipapad-Las Navas bypass road.

“Our plan is to link this road to San Jose de Buan which when realized will comprise the Samar Island Central Highway,” added DE Rojas.

Meanwhile Dr. Leo-vigildo Cardenas, a dean from the Eastern Samar State University and one of the members of ESDPMT, posted a thank you message in his Facebook account to DE Rojas for being accom-modating and supportive to the monitoring team.

The people who for years had seen the glaring effects of corruption in the supposed government services and economic develop-ments that showed so poorly in their place welcomed the decision, some claiming that such sentence should have been decided dec-ades ago if only evidences were not ironed out well, and if money was not at work up to high places. This goes to show, as observers have it, that said conviction is just the tip of corrup-

tion iceberg.While said decision can still be appealed,

at least taxpayers can somehow claim initial victory knowing that, luckily, justice still works in our courts. It’s a good lesson slapped on corruption’s face, and the people get to know who these corrupt figures are based on Sandiganbayan verdict. According to the lat-ter, they are perpetually barred from holding public office, a crucial information in today’s elections season.

May these people that were issued such verdict realize that public office demands public trust, that any form of anomaly will have dire consequences. And may all those who aspire for high positions learn from this development so that they will not end up copying fraudulent and corrupt operations that sadly drain government funds and de-prive the people of good governance.

Roads to wartries around the world (not just Russia and the US) are embracing one another in perfect harmony and un-derstanding. But, sad to say, it’s the opposite that is unfolding. Truth is, we are plagued with “wars and rumors of wars”. Over the last decades, nations of the world have been arming

themselves with weapons of mass destruction that, in previous eras, would have been unimaginable.

The Russians, for in-stance, continue to prepare for an armed conflict with the United States by build-ing sophisticated weapons systems. They just complet-ed tests on a breakthrough intercontinental nuclear torpedo called “the Posei-don”. Armed with a nuclear warhead, this 24-meter long UUV can navigate autono-mously, having maximum speed of 107 kt, and can detonate close to an enemy coastal city to generate dev-astating tsunamis.

“On its way to a target, ‘Poseidon’ will be able to avoid and overcome any anti-submarine barriers

and other enemy defence systems due to the fully au-tomated operating system. All together, the intellectu-al and performance char-acteristics of the vehicle will make it invulnerable and secure a guaranteed target destruction,” an un-named defence industry source told Russian state media.

Many countries now have the technology to “wipe ourselves” off the face of the earth, and we can only pray that cooler heads will prevail before it’s too late.

WE should never take the devil for granted. They are always around, ever scheming and plot-ting against us in many, many ways, and often in a manner that is so sub-tle that we may not even notice him. As St. Peter would put in his first letter: “Your adversary, the devil, prowls around like a roaring lion seek-ing someone to devour.” (5,8)

We should never consider the devil as a myth, or as some kind of literary device only to highlight a point in the drama of our life. He is as real as you and me. Our problem is that we think lightly or, worse, falsely of him. And so we become completely unprepared to deal with his antics.

But in spite of that unfortunate fact of life,

He is over 3 years now in office, and unbelievably he says drug users have increased in our land. He says that there are now from 7 million to 8 million drug users in the country.

4,000 as reported. There is no confirmation however if this large increase is true because no less than the PNP could not confim the number. Well they say that the President may have gathered this number prob-ably from other sources.

The devil and uswe should remember that the devil cannot do any-thing against us unless allowed by God. And if allowed, it is because God in his mysterious provi-dence can always draw a greater good from any evil the devil may cause in us.

This is verified in the story of the trials of Job and that gospel episode of the man possessed by a legion of devils. (cfr. Mk 6,53-56) The devils, being fallen creatures of God, cannot help but acknowl-edge the authority of God over them. So, we should not be too afraid of the devil.

We just have to learn how to cope with him. First we should realize that any evil that befalls us, especially if it is moral and not just physical or material evil, is always instigated by the devil.

Yes, we may have our own weaknesses and there also are many worldly tempt-ing allurements around, but these can hardly do us harm unless stirred by the devil.

Our problem is that we often attribute the cause of any moral evil we commit to our human limitations alone and to the natural temptations in the world. We hardly con-sider the role of the devil who, being spiritual and supernatural, are far more superior to us in terms of power. And so we fail to take the adequate means to avoid him and to rem-edy the damage caused by him.

Let’s remember that as St. Paul said, “Our strug-gle is not against flesh and blood, but against the rul-ers, against the authori-ties, against the powers of this dark world and against spiritual forces of evil in the heavenly realms.” (Eph 6,12)

We need to go to God to handle this life-long predicament of ours properly. Aside from the human means which, of course, we should never neglect, we have to avail of the spiritual and super-natural means. We have to pray, offer sacrifices, wage continuing ascetical struggle, have recourse to

I hope for this new law to succeed. We have long suffered a basic conflict of interest situation wherein doctors who own hospi-tals can potentially make more money by prolong-ing patient confinement, ordering expensive tests, and doing complicated

procedures without the benefit of second opin-ions. We shoudl look at how will the government can fund this very ambi-tious program.

According to Phil-health, they need some P22 Billion to implement the Universal Health Care law in its initial year. There will be mandatory payroll deductions from GSIS and SSS members. The new law is also look-ing at funds from PAG-COR and PCSO.

The positive devel-opment is that we have taken the first step to-wards universal health care. It will be difficult to implement with the huge money that will be used for funding.

Realizing this dream means no Filipino should suffer or die because he is too poor to pay for his medical expenses.

This law will cover the big gap in our health sys-tem – the larger portion of the population who cannot afford the cost of medical treatment.

We have to strengthen our faith in God and our complete trust in the sav-ing providence of God. We should not allow our-selves to be dominated by the devil for long. We would know when are being dominated by him when we let ourselves plunge into sadness, bit-terness and depression. God is always there for us. All we have to do is to go to him.

Of course, we have to understand that our sen-sitivity to the presence and the ways of the devil and our power to avoid him or to free ourselves from him once caught by him depends on our closeness to God. In other words, the closer we are to God, the better for us with respect to our power to cope with the devil.

On and on, the litany of conflicts between coun-tries extends. In the Middle East, there is that endless conflict between the Israe-lis and the Arabs. Another one between India and Pakistan. Between North and South Korea. Between China and Japan. And many, many more. And these are not just primi-tive armed forces that are at odds; they modern-day militaries armed with cut-ting edge weaponry, aided with missiles and nuclear warheads.

Again, we can only pray that weapons of mass de-struction will not annihi-late all of us off the face of this planet.

DENR Regional Execu-tive Director Crizaldy Bar-celo said that trees become susceptible to diseases and attacks of harmful insects when harmed by nailing and eventually may cause the tree’s death.

For almost two hours, the competing teams en-tertained the crowd, doing some antics to the delight of their audience.

Eventually, the team of Angara won the exhibition game,67-66.

Rey Evangelista, EVBL president and former PBA player, said they are happy that their first season was successful.

He said that from the original five competing teams, there are now eight of them playing for the EVBL.

Evangelista said that EVBL’s main goal is to be-come a venue for a good competitive game in the region, as well to contrib-ute to the tourism industry where the league is play-ing.

Sen. Angara said that as chairman of Samahang Basketball sa Pilipinas (SBP), he is glad of the cre-ation of a grass root bas-ketball like the EVBL for it keeps basketball alive.

TACLOBAN CITY – Around 200 students from various state univer-sities and colleges in the country are expected to participate on the 1st Na-tional DABEST Students Research Congress slated on March 27 to 29 to be held at the Eastern Visayas State University (EVSU), this city.

DABEST stands for Development studies, Arts and humanities, Business and entrepreneurship, Ed-ucation, Science and engi-neering, Technology and innovation.

Ma. Cristina Caintic, EVSU vice president for planning, research and extension, shares that the national congress was con-ceptualized after the year-ly International STEAM (iSTEAM) Research Con-gress which aim to pool researches from the aca-demic sector to find scal-able solutions to the prob-lems prevalent in today’s society.

“Even research of food processing or product de-velopment may also be presented at the congress. This may have potential for patent application or utility model which we can pro-vided with assistance,” she added.

The participants will also have to compete in two categories, best papers and best invention where win-ners will be receiving a cash prize worth P10,000.
