TACLOBAN CITY- A top official of the Philip-pine Health Insurance Corp. (PhilHealth) allayed fears of the public that the country’s main health in-surer company is facing financial problems.

Renato Limsiaco Jr., officer-in-charge as sen-ior vice president for fund management sector, said that PhilHealth remains to be ‘liquid’ with more than enough cash position to

Excruciating pain grips the inner systems of immediate members of the family of retired Chief Superintendent Jesus Co-bachaAlmaden, Jr. popu-larly addressed – the Gen-eral, who lost his life in an accident that happened at the highway of Tolosa, Leyte last July 10.

Jess was on his way home to Palo driving his own car from Cebu thru the Hilongossea-port when a speeding passenger jeep from Du-lagrammed hard into the side of his car that practically destroyed the driver’s side that hit Jess. He was immediately rushed to the Leyte pro-vincial hospital in Palo by those who witnessed the accident but was ren-dered lifeless on arrival.

Jess is a Philippine Military Academy gradu-ate of class 1969. Being a Peemayer he performed his task with the highest level of professionalism and confidence.

I am privy to his per-son and of his official functions when he was as-signed in the early ‘80sas Provincial Commander of the erstwhile Philip-pine Constabulary that later became PC/INP – Integrated National Police under the Martial Law years of President Ferdi-nand Marcos; in Maasin, Southern Leyte. I was then the Provincial Infor-mation Chef of the Office of Media Affairs of the same province in those years.

staying Provincial Com-mander of Southern Leyte because Gover-nor Salvacion Oppus-Yñiguez and her husband Speaker NicanorYñiguez would repeatedly request PNP regional command-er to extend his service in the province, when-ever information reaches them that there will be a rigodon of assignments. The Yñiguezes were im-pressed of General Al-maden’s performance.

Almaden’s stint at Southern Leyte has be-come a talk of the prov-ince. He did his mission effectively and no one heard of any corruption committed.

TACLOBAN CITY – The Department of Agri-culture (DA) is stepping up the promotion of the region’s sweet variety of jackfruit citing its unique taste and market potential.

Dubbed as Eastern Visayas Integrated Agri-cultural Research Center (EVIARC) sweet variety, the fruit has its special features such as natural sweetness, thickness of the fruitlet and yellow in color, aromatic, ellipsoid in shape and contains moder-ate latex, said Department of Agriculture field opera-tions division chief Fran-cisco Dayap.

“Eastern Visayas is one of the jackfruit produc-ing regions in the Philip-pines. Aside from the re-

gion’s climatic condition, which is favorable for the growth and development of jackfruit, the EVIARC in Abuyog, Leyte has even boosted the region’s reputa-tion with the development of its sweet variety,” Dayap said.

As of last year, the re-gion has more than 1,258 hectares planted with this variety. The target is to ex-pand the cultivated areas to 4,409 hectares by 2022.

The agriculture official is optimistic of hitting the target considering the sup-port of the national govern-ment in the past three years to develop the commodity.

Among the opportuni-ties cited by Dayap are the presence of technical ex-perts provided by DA and

Visayas State University; strong partnership between farmers and government agencies; and the great de-mand which is greater than production.

“The development of EVIARC sweet reflects the region’s goal of being the lead producer of high qual-ity fresh and processed jackfruit in the Philippines, which captures both local and domestic markets by 2022,” Dayap added.

DA has been training farmers who are affiliated to an association to help them expand the market and to increase its production. The agency has been distribut-ing planting materials and machineries to recipients. (MELVA MAE C. MENIANO)

MAASIN CITY – Easier access to tourism destinations in South-ern Leyte province for nature-loving tourists is expected with the near completion of P137 mil-lion road project.

DPWH Southern Leyte district engineer-ing office chief Ma. Mar-garita Junia said they are speeding up the con-struction of the eight ac-cess roads, up for com-pletion this quarter.

“Our reports show that six of the access roads are now almost complete while the two other roads are showing quick progress in the im-plementation. Hopefully, if problems do not arise, we will be able to finish this in due time,” Junia said.

Reports show that ac-cess road linking Bue-navista Dive Site in Pa-dre Burgos town and Calag-itan Fish Sanctu-ary in Hinunangan town posted highest accom-plishment rate at 97 per-cent followed by Mainit Hot Spring access road in Anahawan town at 95 percent.

TACLOBAN CITY- The regional Commission on Population (Popcom) joined in the marking of the World Population Day last week as it issued alarm on the rising number of unwanted pregnancies.

To date, it is estimat-ed that about 30% of the world population growth is due to unwanted or ac-cidental pregnancies.

And in actual num-bers, it is about 28 million accidental or unwanted births per year, Elnora Pulma, regional director of Popcom-8, said.

Pulma said that lack of basic sexual reproduction information, adequate family planning, access to birth control, or a combi-nation of the three things were the cited as reasons why unwanted pregnan-cies continue to occur.

As the regional win-ner, Piangco’s work will be included for the 2019 PhilHealth calendar.

The PhilHealth post-er-making contest has a theme, “Ang PhilHealth sa aking mga Mata”.

The said contest was open to all grade 10 junior high schools students in all public secondary school. Par-ticipating schools were allowed to submit one poster entry made by their Grade 10 student/group of students to the Youth Formation Unit of the School Governance and Operations Division (SGOD).

Asisclo Militante Jr., regional vice president of PhilHealth-8, said that the poster-making con-test became an avenue for the students to showcase their talents in arts and express through their own eyes their gained

t’s hard to imagine that up to now, thousands of villages oth-erwise known as sitios through-out the country are still wallow-ing in darkness come night times due to the absence of electricity.

Energizing remote villages

This problem does not only plague them with darkness at nights; it also deprives them of the multifarious benefits that electricity affords.

It must be due to the enormous task of electri-fying these numerous villages that the National Electrification Administration is already invit-ing the private sector to participate. With more than 19,000 sitios yet without electricity sup-plies across the country, NEA cannot help but invite private companies to help energize these places, knowing that with its limited manpower and resources, it cannot tackle the job alone.

Life of course can go on even without elec-tricity. This was proven during those centuries when people across the world had survived without it. But it was during those days when

life was still simple, and society was yet rid of modern inventions and gadgetry. Nowadays when technology is far advanced and almost everything requires power supplies, we cannot just live normally without it. We would be left behind in society, deprived of so many benefits.

At least it’s a good thing that NEA is doing something to address this enormous need, even if it means delegating the work to the private sector. To the people in those areas, it doesn’t matter who provides the needed services; it’s the fact that they are finally to be energized af-ter years of delay that matters most, thanks to the directive of no less than the president of the country, Pres. Rodrigo Duterte.

If done soon enough, this electrification of remote areas could be another monumental ac-complishment of the present administration knowing that, for decades ago, no such project was implemented by the past regimes. House-holds in those areas may now start to expect ex-ceeding improvements in their mode of living.

I mentioned, in my previous column, that superhumans are in the making, courtesy of the transhumanist move-ment. This is exactly what the transhumanists are trying to pursue, and

This concept is noth-

ing new, as evidenced by such devices as false teeth, wooden arms/legs, hearing aids, and eye glasses. But it is get-ting sophisticated nowa-days. Take for example the implants that could augment the senses and boost cognitive process-es. These are higher ver-sions of man-machine merger that could result in longer lifespans, in-creased intelligence, and supernatural strength—much like the attributes of the gods.

In the Bible we learn that God created man in His own image, but tran-shumanism is remaking man in the image ofhis own ideals. That’s why

this movement is faced with ethical problems and dilemmas for going beyond natural limita-tions constituting ordi-nary human beings. It is a very ambitious quest viewed by some as tan-tamount to rebellion against the creator, al-though in the eyes of the world, it’s just raising up intellectual agenda.

Given technology’s consistent track re-cord of making pro-cesses more and more sophisticated, there is no doubt that human enhancement can be achieved. In fact, many of these wearables and implants are already in

administration so hot in changing this style of governance to shift to Federalism. Now par-ty mates of the Presi-dent are even initiating noelections(no-el) for the present officials to focus and concentrate their efforts to help re-alize federalism as a new form of govern-ance. They already have plans how the change be done. The President had tasked a Constitu-tional Commission to write a draft and now already in his hands.

Ok it’s already there- the draft that will be re-viewed by Congress and the Senate. It will there-fore take time before it is going to be presented to the people for accept-ance in a plebiscite.

A nationwide infor-mation drive about the context of the new Char-ter should bedone seri-ously. And that will take time.

But the govern-ment should NOT can-cel elections. It should be conducted because people are interested more in elections. Dis-cussions on federalism may proceed but that must beafter the elec-tions already.

IF only to be able to talk in the same wave-length as the young ones who are usually techies, I thought of familiarizing myself with some digital terms that would some-how capture the things I wanted to tell them. And I discovered at least two terms that seem to serve the purpose.

One is the term, algo-rithm, which in the digi-tal world means “the set of ‘rules’ a search engine may use to determine the relevance of a webpage, and therefore its search engine ranking.”

In other words, if we are a search engine, like Google, and we want to search for a particular product, we should come up with some formula such that we can get the relevant particular web-pages in their proper ranking, with the first one as being the most rel-evant for our needs.

The other term is ma-trix, which again in the digital world means “a vast sea of computing resources that can be visualized by the user, is accessible at many lev-els, and is lit up more intensely in the areas of greatest activity.”

With all the many and complex information, data and things being fed into our brain because of the new technologies, we need to have some means to be more keenly discerning as to which

ones have priority over the others so we do not get confused and lost and can still maintain a good sense of direction and purpose.

Knowing how to for-mulate an algorithm that is useful to us and to learn how to cruise in the very complex matrix of data is certainly an important and even an indispensa-ble skill that we now need to acquire.

And we should make sure that in all the ac-tivities and operations we now do in our cyber-world, we should always give God the highest pri-ority so as to avoid get-ting lost in that intoxicat-ing environment.

Yes, God has to be given the highest prior-ity for after all he is the Creator of the whole uni-verse, including our digi-tal culture, the author of what is real, the ultimate standard of what is true, good and beautiful.

We should be wary of the strong possibility of being seduced by some worldly values that, while having their legitimate place in the sun, can only lead us to a lot of dangers when not inspired, root-ed and directed towards

God.We should never for-

get what Christ once said: “For what does it profit a man if he gains the whole world but loses his own soul.” (Mk 8,36) Let us always re-member that we are meant to be with God from whom we came and to whom we belong in a way that is so inti-mate as to enter into a living communion with him.

We cannot deny that the new technologies can hijack our sense of religion, our love-char-acterized relation with God and with every-body else, such that we end up not only indiffer-ent to God and to others but also hostile to him and to everybody else.

It’s true that we have to be immersed in the things of the world, since they in fact are the means for us to enter heaven to be with God in our definitive state of life. But we should be properly immersed in them.

And that means that while we are immersed in the things of the world, we should also be immersed in God. In fact, the more immersed we are in the world, the more immersed we should also be in God. Otherwise, there is no other way but to get lost.

We need to devise an algorithm that will al-ways lead us to God re-gardless of what we are doing in the world. We also need to know how to handle the matrix of information, data and other resources so that we would always be led to God.

While transhu-manist scientists are awaiting this life-en-hancing, life-extending technology to reach per-fection, they want to have their bodies stored in liq-uid preservatives in case they die so that they can be revived and resurrect-ed later. There are houses now in the US and other countries whose refriger-ators can store hundreds

of dead bodies that await physiological resurrec-tion.

This, again, contra-dicts God’s concept of resurrection. Human bodies can be resur-rected, enhanced, and augmented, but it is for sure they will not live for eternity; they will still die in the end. But the resur-rected body that God can give us will live forever, the Lord Jesus Christ be-ing its first fruit. Since his resurrection, he is still alive until now, and will never taste death any-more. That’s the kind of body enhancement and augmentation that we should all desire to have.

BURAUEN, Leyte – For decades, Gredy Manidlan-gan, has been tilling fields, but this time, his daily grind is more worthwhile as he prepares an area for planting of vegetables meant for malnourished children in their village.

The 43-year-old ben-eficiary of the Pantawid Pamilyang Pilipino Pro-gram (4Ps), said the job is tiring, but knowing that he’s contributing to the ef-fort to arrest malnutrition, motivated him to work more.

“Our work here is a proof that 4Ps beneficiar-ies are not lazy. We want to be known as profitable citi-zens and not just recipients of the government’s cash grants,” the farmer said.

Since 2010, he has been receiving P1,200 monthly from the Department of Social Welfare and Devel-opment (DSWD) to sup-port his children’s educa-tion.

Manidlangan, who earns an average income of P100 daily from cultivating coconut and other crops, is just one of the 56 4Ps re-cipients in Barangay Ano-nang tapped to work in a communal garden. The upland village is about 18 kilometers from the town center passing through a hilly road.

The garden will cul-tivate vegetables as main ingredients of pinakbet, a Filipino vegetable stew made of different veg-etables, pork and shrimp paste.

The dish usually in-cludes bitter melon, egg-plant, tomato, okra, string beans, chili peppers, squash, winged beans, and others.

Anonang Elementary School agriculture teacher Dexter Villote said 43 mal-nourished children out of the 158 students enrolled in their school will ben-efit from the school-based feeding program.

The initiative primar-ily aims to improve the nutritional status of the beneficiaries by at least 70 percent at the end of 120 feeding days.

Secondarily, it aims to increase classroom attend-ance by 85 percent to 100 percent and improve the children’s health and nutri-tion values and behavior.

beneficiaries into empow-ered community members who are able to help in the development,” Manidlan-gan said.

Village council member Flora Alere, 52, said her participation in the project is a way of paying debt of gratitude for the govern-ment’s grants.

“I am always happy to help because the govern-ment has supported the education of some of my six children since 2010,” Alere shared.

“Gardening is a good opportunity for us to fos-ter camaraderie as we share seedlings from backyard farms and agree to work to-gether to maintain this or-ganic farm,” she added.

DSWD Regional Direc-tor Restituto Macuto said that 4Ps families have been taught to maintain gardens to address malnutrition, save budget for food, and earn additional income.

“Based on the monitor-ing of our municipal links, our 4Ps beneficiaries are not lazy since they were taught to be diligent during family development sessions,” Ma-cuto said.

Eastern Visayas region has 280,000 4Ps beneficiar-ies in six provinces.

The conditional cash transfer program locally known as 4Ps, is a govern-ment program that provides conditional cash grants to the poorest of the poor in the country.

The program aims to break the cycle of poverty by keeping children aged 0-18 healthy and in school, so they can have a better fu-ture.

Households receive cash grants if children stay in school and get regular health check-ups, have their growth monitored, and re-ceive vaccines. Pregnant women must get pre-natal care, with their births at-tended to by professional health workers.

maintenance is carried out, roads can need replacing or major repairs after just a few years which may result in another soaring costs and a major financial impact on the department.

Re-painting of guardrails is also necessary to make it more visible to the riding public as it is designed to keep peo-ple or vehicles from straying into dangerous or off-limits areas.

Amandangay El-ementary School is one of the barrio schools of Tabontabon District, Ta-bontabon, Leyte. Before it has only one teacher with 2 grade levels.

Due to the rapid in-crease of enrolment in these two grade, which were the Grade 1 and Grade 2 and because of the opening of the Kin-dergarten class, the two grade levels became a mono-grade. Hence new teachers were hired.

Later on, the school heads of Tabontabon district decided to open Grades 3 and 4 classes and later Grades 5 and 6 due to rapid increase of enrolment, completing the elementary levels in the process in 2016.

Since the stakeholders are supportive in what-ever plans, projects and programs of our school, we, the teachers and school head are inspired to do more for the good of our school children

and the entire school.So, last year we de-

cided to organize our own school band. We in-formed the parents imme-diately and many of them were excited with the idea and many of them signify that they will let their kids join.

But then there were a lot of problems that we encountered along the way, mostly on financial aspect.

For one, we need to

hire a trainer to teach our band members at a cost of P10,000. But due to our efforts, we were able to raise the said amount.

Then we lack instru-ments for the band. Of course, the band uni-forms. Some of the par-ents who were willing to let their children join have no enough budget to buy the instrument/s and uni-

forms for their kids.But then all these did

not stop all of us for really making our dream in or-ganizing our own school band. We continued our practices even if others have no band instrument yet. Those who have no instrument yet used the desks and empty water containers as their drums.

Until such time when our trainer decided to get a video of them and post-ed it in social media. Many shared his post. Then one of his friends saw the vid-eo and got pity with these school children. She is Cora – Corpin Dadison from Palo, Leyte. Then she has also a friend who is from Villaba, Leyte and is now based in America, Mercy Grace Veloso Sen-dras. She too felt pity with these children.

She invited me to see her last June 17, 2018.We met at Robinsons Mall. I told her more about our school and discussed further about our school band. She promised to donate band instruments for our school. Now, we are still waiting and hop-ing that this person with a good heart will fulfill her promise.

In his message, Cal-bayog City Mayor Ronaldo Aquino stated that electric cooperatives has an active role in local economic de-velopment and in nation-building.

Aquino further added that the awards received by the electric cooperatives will help the local govern-ment units attract more investors to invest in the locality.

Meanwhile, NEA ad-ministrator Edgardo Ma-songsong was amazed on how Frecor-8 was doing to help electric cooperatives rise especially those which are not doing well.

“I have been pronounc-ing that we should follow what Frecor- 8 had been doing, in helping the region be the most improved,” Masongsong said.

He further acknowl-edged the organization for taking over in behalf of NEA in recognizing out-standing performance of the electric cooperatives.

Masongsong added that electricity is essential in de-velopment.

“Government agencies should look at electric co-operatives doing the provi-sion of the power so there will be development in each and every locality,” the NEA administrator said.

“This will serve and will definitely encourage other regions to struggle to realize of becoming out-standing EC,” Masongsong added.

He likewise hope to stage another regional Lu-mens Awards in Eastern Visayas next year.

TACLOBAN CITY – One of the country’s lead-ing coffee shop chains is planning to open more outlets here in Leyte, no-tably here in the city.

Their planned expan-sion is a testament that the economy of Tacloban, in particular, is booming, Steve Benitez, founder and president of Bo’s Cof-fee, said.

Benitez was in the city on July 13 to lead in the opening of the new Bo’s Coffee outlet located along Avenida Veterenos.

The Mamanwa first settled in Sitio Palayan in 2004, an upland commu-nity found at the foot of Mount Panamao in Ba-rangay Caucab in Almeria town, a place abundant with abaca and palay.

In almost six dec-ades, the Mamanwa never thought that government, with its battle cry of not leaving behind anybody in the mainstream of de-velopment, will set foot at their place with the people from the provincial office of the Technical Education and Skills Development Authority (TESDA) in Bil-iran province, taking the initiative to introduce a life changing skills-organic farming.

(IP) is a priority sector of TESDA under the leader-ship of Director-General Guiling Mamondiong,” Elizabeth P. Garcia, pro-vincial director of TES-

DA-Biliran, said during the launching of the free 8-day training on Produce Organic Vegetables and another 8-day training on Produce Organic Concoc-tion and Extract (Leading to Organic Agriculture Production NCII) at the Palayan Elementary School on June 27.

The 43 members of the Mamanwa tribe will re-ceive P100 each within the duration of the training plus a toolkit each after the completion of the training, Garcia added to ensure sus-tainability of the free train-ing program.

The 16-day training is facilitated by the Espinazo brothers, Jeffrey, the farm manager and Sandro, in-structor of Canaan Hill Farms of Caibiran, Biliran.

Canaan Hill Farm is the first accredited farm school of TESDA in Eastern Visayas and the only farm school of TESDA in Biliran province.

Prior to the training on organic farming, TES-DA-Cabucgayan National School of Arts and Trades (CNSAT), a TESDA ac-credited vocational-tech-nical training school in Biliran province, also pro-vided the Mamanwa with a month training on cook hot meals.
