Chandar shekhar Garu,
There are three things to do.
1) To continue the pressure and pursuation on the Union leadership and bureaucracy
and on Maoist mandarin to get in to the mode of talking.2) IN Dandakaranya (DK) region forming grassroots level groups of who are in
power and who have enjoyed it and the people wanting to get in to together and
link with local informed democratic forces. These forums should develop their
own corpus amount annually. That has to be used for the getting together . The prime questions these peoples groups should ask is ARE WE NOT THE
CITZENS OF INDIA? IF YES WHAT IS HAPPENING WITH US? . These
forums should take lead for decentralized democracy and development( which isalso decentralized) as their agenda. We have make the people in bigger
habitations in and around DK to support these initiatives. Implementation of
PESA and Forest Rights Act can be a starting Point. The aim is to develop thehuman and natural resources of DK in a harmonious way for the betterment of
people of DK first and people of India at large. This has to raise a governance and
development debate from the adivasis themselves. All external friendly agencieshave to work as bridges between the people of DK and people elsewhere. .
Adivasis are not uncivilized brutes. They live a specific ecosystem where thereare number of resources. How best they can be used keeping the ecosystems
sensitivity in view is the question.
3) There is need to develop a pan Indian group to focus on DK and the livelihood
development and democracy of the region . There is need of support of at least500 Units( Unit can be an individual or a an association of individuals) for such
cause. Each unit can start with the minimum task of contributing Rs 10000(Ten
thousand only) a year to the cause. I am thoroughly convinced that Indiandemocracy cannot be a headache of any foreigner. Monitory contribution is only
one aspect physical involvement in various forms like frequent visit and meeting
with adivasis in their habitations understanding and working with them is veryimportant. The dictum is NEVER TREET AN ADIVASI AS IGNORANTBRUTE. RESPECT THEM AS HUMANS IN A SPECIFIC ECO SYSTEM.
This monitory support can go up to 1000 Units which will suffice (10 corers per
year. This will go in to initiate praxis and the grassroots and to communicate thatto the outside world. This much work is required to save DK people and save
Indias democracy. Support of these external agencies has to be roped in. This
new model of support for a genuine cause is worth experimenting as we have seenenough of foreign fund driven initiatives and their success rates.
