The property is 10 acres in area and the current AR2 zoning appears to support subdivision into two 5-acre parcels (2 ha min). Many of the parcels adjacent to this one are already approximately 5 acres in area. There are currently two homes on the subject property, and the subdivision would result in one home being located on each new lot (i.e. no increase in net density). Therefore, an increase in impact on surrounding farm uses should not result from this proposed subdivision. The subject property is however designated 'Rural Resource' in the City's Official Community Plan which supports 1 single-family residence per 15 ha (policy 8.3.113), which is a designation falling on all ALR lands in the City despite their current size or zoning. However, as we know under law, the AR2 zoning regulations determine allowable land use and subdivision, not the OCP. Finally, the policies of the OCP support the goals and objectives of the ALR. A previous subdivision application was considered by the ALC in 2002 (ALC #34496). At that time, City of Prince George staff and Council recommended support for the subdivision based on consistency with zoning bylaws and assessment that negative impact on current land uses was unlikely. Furthermore, staff noted that "The subject property is classified as 60% Class 5 and 40% Class 7 within the Canada Land Inventory soil capacity index, with adverse topography and stoniness constraints. Soils within these classes tend to have limited agricultural capabilities." (Please see application no. AR100009). Likewise, the ALC supported this previous subdivision application based on the unlikelihood that doing so would negatively impact surrounding farming activities. This was a family severance proposal and the subdivision was approved by the ALC. Radloff Like the previous proposal, we believe this proposed subdivision is unlikely to negatively impact surrounding farming activities. In addition, we believe that the subdivision will create more potential for investment in agricultural development, such as seen on adjacent properties.

First, the ALC Community Planning Guidelines do not indicate a minimum parcel size; rather, the ALC supports "maintaining the broadest range of options for agricultural use" and possible subdivision in which "agricultural benefits can be achieved". Please see pg. 5 of the attached document. We note that the current owner has made significant investments in the property (landscaping and access totaling a$100 thousand) as well as over $80,000 in improvements to the barn restoration on the site (see attached photos). These investments alone demonstrate the owner's commitment to maintaining and enhancing the agricultural capacity of the subject property.

Second, this subdivision proposal is consistent with the surrounding neighbourhood form, character and agricultural use; for example, the adjacent 5-acre properties to the east support active hobby farms with equestrian breeding and boarding. Therefore, this subdivision proposal and its current enhancements add potential to current farming activities and future investments.
