Dear Vorna Valley Residents We have seen the last of winter and the rain we received has helped to make the earth turn green and flowers and tree are thankfully for the bit of rain. We wish to remind you that level 2 water restrictions are still in place. What are the existing restrictions? Level-2 water use restrictions (which have been in place since Nov 15) according to section 44 (3) of the Water Services Bylaw states that all consumers are compelled: not to water or irrigate their gardens between 06h00 and 18h00; only hand held hosepipes or buckets/watering cans are allowed outside these hours. Note that this is an additional requirement; Not to fill their swimming pools with municipal water (only top ups); and Not to use hosepipes to wash their cars or to clean paved areas and driveways with water. If borehole water is being used this must be clearly advertised. It is worth stating that over 40% of water used in Gauteng is for gardening use. If householders comply with the restrictions above the 15% reduction target will easily be achieved. The JMPD have been requested to police compliance. Residents can report on non-compliance by phoning their 24/7 line 011 758 9650. We would like to thank everyone that attended the Vlei Clean-up, especially the children that came along. Dead fish where found on the ground during the clean-up by Linda from COJ: “Jan collected our fish which was found on the ground during the vlei clean-up on 24 September 2016 this morning. He identified it as a “Vlei Kurper” which classifies it as a fresh water fish. Vorna Valley Wetland RehabilitationSazi Environmental Consulting was appointed to undertake an assessment of wetland conditions within the selected Management Units of the City of Johannesburg Municipality.This report was compiled to support a wider study that is aimed at rehabilitating degraded wetlands.The wetland assessment focused on three Management Units within the City of Johannesburg Municipality, one of which is The Kyalami Management Unit.

The VVRA has had a meeting with Sazi and feel positive that our Vorna Valley Vlei (wetland) will now receive the attention it deserves. You, as residents of Vorna Valley are stakeholders and can submit your concerns and feedback before 14th October 2016. All documents are available from the VVRA.They will be looking at rehabilitating the area, putting in walk ways, controlling flooding and maintaining the area. This will benefit all residents.

The Constitution of South Africa sets the rules for how government works. There are three spheres of government in South Africa:• National government• Provincial government• Local governmentThe spheres of government are autonomous and should not be seen as hierarchical. The Constitution says: The spheres of government are distinctive, inter-related and inter-dependent. At the same time they all operate according to the Constitution and laws and policies made by national Parliament.

The Spheres of Government in South AfricaThe government machinery is made up of three parts:• The elected members (legislatures) – who represent the public, approve policies and laws and monitor the work of the executive and departments.• The Cabinet or Executive committee (executive)– who co-ordinate the making of policies and laws and oversee implementation by the government departments• The departments and public servants – who are responsible for doing the work of government and account to the ExecutiveThe Judiciary is also defined as part of government, but they are independent so that courts can protect citizens

without being influenced or pressurised by government. The independence of the Judiciary is a cornerstone of constitutional democracy. It guarantees the supremacy of the Constitution. Powers and functions of municipalitiesMunicipalities are responsible for the following functions:• Electricity delivery• Water for household use• Sewage and sanitation• Storm water systems• Refuse removal• Firefighting services• Municipal health services• Decisions around land use• Municipal roads• Municipal public transport• Street trading• Abattoirs and fresh food markets• Parks and recreational areas• Libraries and other facilities• Local tourism

Municipal councils have the power to:• Pass by-laws – local laws and regulations about any of the functions they are responsible for. By-laws may not contradict or over-rule any national laws• Approve budgets and development plans – every year a municipal budget must be passed that sets down how money will be raised and spent. The council should approve an overall plan for how development should take place in the area. This is called an integrated development

plan [IDP] and all projects and planning should happen within the framework of the IDP. • Impose rates and other taxes – property rates are a form of tax that municipalities can place on the value of properties. For our little residents…. A bit of info on our bird street names….I live in Kwartel Street – Kwartel in English means “Quail” - The Quail is a small bird that belongs to the pheasant family. They originate from North America, but can be found in Europe, Asia, Africa, Australia and South America.

There are 32 species of Quail that differ in size, colour and type of habitat. Quails inhabit woodlands, arears covered with bushes and open spaces. Some species of Quail are hunted as game birds, or for their meat (that is highly prized in some countries), their feathers for decoration and their eggs. They can be domesticated and are kept as poultry because of the high volume and quality of eggs they lay – which is anything from 1 to 12 with the average being 6. Because of the hunting some species are listed as endangered.

Some interesting facts :- Quails are covered with black, white, grey and blue feathers- Some species have a plume (also known as a topknot)- They can fly short distances but spend most of their time on the ground.- Quails can be diurnal (day) or nocturnal (night) birds. They are omnivore (eat other animals & plants), their diet consists of mainly seeds, leaves, wheat, barley, berries and occasionallyGrasshoppers and worms).- They make high pitched sounds, cackles and grunts to communicate with each other- Quails bath in dust to eliminate pests from their feathers and to keep their plumage clean- They run when threatened – some species have heel spurs used for protection against predators which are mostly cats, owls and snakes who hunt and eat the quail eggs.- They are mainly solitary birds, they do move in pairs but gather during mating season

Chicks are hatched after an incubation period of 23 days and are well developed. Enough to leave the nest and follow their parents shortly after birth. They live from 3 to 5 years in the wild….

Bright green, sparsely hairy, heart-shaped leaves. Purplish-blue, reddish, magenta or white funnel-shaped flowers, sometimes with contrasting stripes from November to May. This creeper invades woodlands, waste areas, arable land, roadsides, river banks and coastal dunes.

Where does this species come from?Tropical America. What is its invasive status in South Africa?Existing legislation: CARA 2002 – Category 3 NEMBA – Category 1b Where in South Africa is it a problem?Gauteng, Limpopo, Mpumalanga, KwaZulu-Natal and Eastern Cape. How does it spread?

Spreads by small seeds. Why is it a problem?Scrambles over and competes with other species. It is an annual plant and has less impact than the similar Ipomoea indica which is perennial. What does it look like?General description: Herbaceous twining annual with hairy stems up to 3m or more The bark is brown-grey to blackish, and fissured at the base. Leaves: Bright green, sparsely hairy, heart-shaped leaves. Flowers: Purplish-blue, reddish, magenta or white, sometimes with contrasting stripes, funnel-shaped, to 85mm long; sepals pointed but not long-tapering, 10-15 mm long, bristly at base. Flowers usually appear in November-May, but throughout the year in tropical regions. Fruit/Seeds: Produces globose capsules of 10mm measured across. Does the plant have any uses?Used as an ornamental plant.
