c. Vacation outside of the county or area of residence; or

d. Detention or confinement to jail after conviction for an of-fense other than a felony.

An absentee ballot must reach the office of the District Clerk/designee not later than 5:00 p.m. on the day of the aforementioned special meet-ing.

A list of all persons to whom absentee ballots have been is-sued shall be maintained by the District Clerk/designee and made available for public in-spection. Any qualified voter challenging the acceptance of an absentee ballot must file a written statement with the Dis-

trict Clerk/designee or inform the election inspectors on the day of the District election.

The Office of Community Renewal will accept objec-tions to its release of fund and Yates County’s certification for a period of fifteen days follow-ing the anticipated submission date or its actual receipt of re-quest (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Yates County; (b) Yates County has omitted a step or failed to make a deci-sion or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by CFR Part 58 before approval of release of funds by the Office of Community Renewal; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfac-tory from the standpoint of en-vironmental quality.
