The Legislative Committee remains engaged in ongoing legislative activities. A full report of bills introduced at the 2010 General Assembly session is posted on the VAGP website: http://www.vagp.org/legislative.html. The report lists all bills, those that passed and those that did not, and a brief description. We hope you fi nd this a useful tool as you prepare for the Virginia Public Procurement Act changes that go into effect on July 1, 2010.

You will be hearing from the committee in the coming months. We plan to contact you, via survey, to obtain information about your preferred changes to the VPPA, PPEA, and PPTA and to fi nd out more about how you do business. oldest active chartered Clowns of America, International (COAI) alley. In 2010 they celebrate their 41st anniversary.

Twelve Virginia Alley 3 members entertained attendees during the host event by performing close-up magic at the tables, creating balloon sculptures and hats, face painting (did you get your shamrock?) and then they performed skits for the group.

Throughout the year, Virginia Alley 3 members generously donate their time and talents to such events as the Big Brothers-Big Sisters Duck Race on the James, Jerry Lewis MDA Telethon, Children’s Miracle Network Telethon, and the Virginia Special Olympics. Over the years, both basic and advanced clowning classes (held at local community colleges) have been supported by the Alley, not only to advance the art of clowning through practice and education, but also to

perpetuate clowning in Richmond and the surrounding areas.

Rain or shine, cold or snow, the smiling faces of Alley members have been noted along countless miles on parade routes throughout the Commonwealth. News articles about individual members, as well as the Alley as a whole, have been featured in newspapers through out the Commonwealth, on Richmond area television and radio, and in international magazines. Members have made guest appearances with famous circuses over the years.

Many of the names and faces of members have changed during the Alley’s rich history but the love for clowning continues to endure. Operating as a non-profi t, educational organization, the Alley’s members are noted for their commitment to community service. Their contributions are a tribute to the true art of clowning.

In recognition of March being designated as Purchasing Month, a lot of things were happening in Suffolk. At the Finance Department/Purchasing Division’s staff meeting on Thursday, March 11, 2010, popcorn and soda pop were served to the staff. Then, on March 17, the Finance Department along with the Purchasing Division had a “potlatch” lunch which was enjoyed by everyone.

On March 24, Media and Community Relations Department sent out a city-wide e-mail recognizing March as Purchasing Month, and the Purchasing staff for their expertise and service to the City. The staff includes me, with 27 years experience, as well as Cindy Norfl eet, Senior Buyer, and Ivy Crawford, Buyer, each with 19 years experience.

Purchasing also ended the month with a bang! On March 31 from 11:00 a.m. until 2:00 p.m., we hosted a “Vendor Meet and Greet” in the City Council Chambers with representatives from various locations; Lowe’s, Obbco Safety and Supply, Inc., Staples, Verizon Wireless, W. W. Grainger, Xerox and various other local vendors were on hand for the event, handing out “goodies” and donating door prizes. Approximately 90 City employees attended and had an opportunity to meet the vendors with whom they do business. Satisfaction Surveys were also handed out at that time and they are currently being tabulated.

In addition to the “Vendor Meet and Greet,” Purchasing hosted an open house with refreshments in our newly located offi ce (Suite 105) in the Municipal Center.

We are looking forward to making next year even more spectacular!

This fall the VAGP is planning to sponsor its fi rst ever, and hopefully fi rst annual, Reverse Trade Show, separate from the Fall Symposium.

For those who are not familiar with a Reverse Trade Show it is simply our traditional Vendor Expo in reverse. The public agencies set up tables as exhibitors with representatives from the purchasing departments, sometimes accompanied by a representative from a large department in their agency such as public safety, public works, facilities, construction or parks and recreation. The vendors register and they are the ones who visit the tables to discuss opportunities to do business with that agency.

The plan is to hold the show in the greater Richmond area on Thursday, September 16, in partnership with the Capital Area Purchasing Association (CAPA - http://capavirginia.org). CAPA’s annual conference is September 17, and we are trying to secure a location that can accommodate both events. We’re looking for an attractive venue with ample parking and easy access from any direction. We’ve talked with eVA and they are willing to help us email invitations to registered vendors. We will also invite vendors who have attended Expos for both associations in the past. We’re looking at a schedule that will minimize your travel and not require a hotel stay. Participation will be at no cost to agencies.

In looking at what other states have done we think a reasonable goal is to have 40-50 agencies represented with the potential to attract, with the help provided by eVA, hundreds of vendors, if we have the right mix of agencies.

We want the show to be a state-wide event refl ecting the membership of the VAGP and the wide variety of agencies represented by CAPA. We think we have a good cross section of agencies already committed (see below) but we need you to have your agency represented. For this to be a success, and a value to both members and vendors, it’s important that we have representation of public agencies from every corner of the Commonwealth.

There is no cost to you except to come to the event, set up a table, talk to vendors and expand your vendor pool. Invitations will be going to all types of vendors, including SWaM vendors. Registration fees are for vendors only, not public agencies. We plan to provide you with parking, lunch, a table for two, electricity if you need it and Internet access. You provide vendors a chance to reach public agencies from across the Commonwealth in a cost effective way in diffi cult economic times. It is the classic win-win opportunity.
