Dear American Legion Boys State Citizen, Congratulations and welcome to The American Legion Boys State family! As a 1969 alumnus of Hoosier American Legion Boys State, I am confident that you will not be disappointed with your decision to participate in this outstanding citizenship education experience. It will likely influence your life decisions in ways that you cannot fully appreciate until years later. As one of the 20,000 young men who participate nationwide in this activity, you will experience government in a practical sense by actually participating in it. American Legion Boys State is a leadership action program; one that teaches government and its structure. It proves that government is just what you make it. You will find it to be challenging and sometimes tiring, and I’m certain you will always find it to be enjoyable and educational. If this government “….of the people, by the people, and for the people” is to remain strong, it requires the involvement of its citizens. The onus of preparing for that responsibility now rests squarely upon your shoulders, and those of future generations. Since 1935 The American Legion Boys State program has been prominent in producing young men, just like you, ready to accept that responsibility. It is possible that a future governor, congressman or even president will be in your class of American Legion Boys State citizens. I make this statement because this program has historically been the springboard for many to careers in public service. Others benefit from their participation by developing friendships with their fellow citizens while joining a common fraternity that extends long after the on-site program ends. I encourage you to make the most of this experience. Finally, I again extend best wishes for an interest-provoking, exciting and personally rewarding 2016 American Legion Boys State.

A Proud History
The youth movement known as Boys State was originally sponsored by the American Legion to counteract Pioneer Camps which were being conducted in the United States by the Nazi Freedom Foundation. Pioneer Camps taught that, although the democratic form of government has served its purpose well, it was outdated and should be replaced by a fascist form of government. Legionnaires in Illinois decided to organize schools to teach youth the American way of life. They wanted to develop some type of educational program giving youth a better understanding of our system of government and to instill in them ways to preserve the freedoms we have under our democratic way of life. The Americanism Committee of the American Legion of Illinois obtained use of the State Fairgrounds for a week in June 1935. The Legion contacted the high school principals in their state and asked them to select junior class leaders to attend a new program to study the Constitution and government of the State of Illinois. During that week the delegates were asked to suggest a name for the new program. The name Boys State was suggested and unanimously adopted. On completing a course of study based on American values and an in depth study of local and state government structure the program was approved by the American Legion National organization and given the name Boys State. Other States followed Illinois and developed Boys State programs based on their respective constitutions and governmental structures. In 1939 the American Legion Department of Virginia, with the cooperation of Virginia Polytechnic Institute, organized the Old Dominion Boys State. In 1956, the name was changed to The American Legion Boys State of Virginia. It has been held during the month of June every year since 1939, with the exception of the war years of 1942-1945. TheBoysStateprogramhasbeendevelopedandrefinedontheassumptionthatyouth can best learn by doing. The curriculum is patterned after actual mechanics of the state and local governments in Virginia. Divided into 16 separate cities, the citizens elect mayors,delegates,senators,judges,andcityofficialstocarryoutthedutiesofeach.They are divided into two political parties and each party selects nominees for the state officesofGovernor,LieutenantGovernorandAttorneyGeneral.Thewinningcandidatesform a micro functioning state government which crafts and passes laws. The laws passed by the assembly and signed by the governor are presented to the assembled citizens during the last assembly before graduation. All graduates take with them an understanding of the democratic process and the way Virginia government works. Boys State is not just concerned with the government process, but is also concerned with the well-rounded citizen. With that in mind a complete activities program is included. There are organized sports, a band, a choir, a daily newspaper and educational programs other than government. There is also a talent show which gives the boys a chance to show off their skills and talents. The Boys State program is staffed entirely by volunteers who devote at least one full week of their time (vacation or otherwise) to the program. Some give more time during the year to develop and plan for a successful Boys State experience.

Steve Cox is being honored by American Legion Boys State of Virginia for his outstanding service and dedication to the Boys State program. Steve coordinates the planning and implementation of numerous tasks;resultingintheefficient,effectiveflowandstorageofgoodsandservices. Steve maintains an open line of communication with Radford University, between sessions of Boys State; to assure that all is in place when the next session begins. Steve is held in the highest esteem by his peers and honored by his associates for his contributions and achievements;andwho,forGodandCountry,hasunselfishlyplacedhimself below others and service above personal gain in his defense of democracy, freedom, equality and justice. Therefore, American Legion Boys State of Virginia recognizes the dedication and accomplishments of Steve Cox; forever enshrined in the American Legion Hall of Fame, June 24, 2016.

Vera Bright, a member of The Virginia Boys State Hall of Fame, was a versatile, hardworking, service oriented, loyal, loved, and respected individual. She was a member of the Suffolk American Legion Auxiliary Unit 57 from 1953 tilltheUnitsclosingin1983.SheheldmostelectedofficesoftheUnit,wasaPast President, and became District President in 1960. Later she moved her membership to Stafford Unit 290. She served the Virginia American Legion BoysStatefor25yearsinpositionsfromofficestafftoBoysStateYearbookEditor.
Vera graduated from Old Dominion University with a teaching degree and retired from teaching at Lakeland High School in Suffolk after teaching Senior English and Public Speaking. Serving children and youth she volunteered with the Old Dominion Area Council, Boys Scouts of Americafor 25 years, serving as a Den Leader, District Cub Chairman, Council Cub Chairman, Council ExecutiveBoardmemberthefirstchairmanoftheCubScoutDayCamp,andshe taught many courses about Day Camping at Boy Scout Training events. She was honored, as a volunteer, with the Silver Beaver Award,the highest award given. As a volunteer with the American Red Cross, she served on the Disaster Action Team and trained others to serve on the team.
Vera was active in her church, Magnolia United Methodist, where she served asaCertifiedLaySpeaker,SundaySchoolTeacher,andOutreachChairman.She was a member and President of the United MethodistWomen.
After a life full of service, honor and commitment, Vera Jakeman Bright, 79, left her earthly home to bewith her Savior on December 20, 2015 at Sentara Meadowview Terrace Healthcare in Clarksville, Virginiawhere she had made her home for almost two years. She was predeceased by her husband John Robert Bright in March of 2014; her father Wilson Arthur and mother Ruth Keesee Jackman along with her sister, Mary Jakeman Hobbs who also predeceased her. Left to cherish her memory are her sons and their wives: Arthur and Faye of Suffolk, VA, John and Lynn of Clarksville, VA and Steven and Deborah of Mooresville, NC. She is also survived by her seven grandchildren, Samantha, Joshua, Seth, Cabell, Art,Henry, Thomas and his wife Jena and one great grandson, Benjamin.
