Contents Recent years have been witness to the spread and rapidly increasing use of light sources and lighting fixtures that
use LEDs for their energy-saving and long-life characteristics.
Given this situation, in order to prevent accidents, LED lamps and LED lamp lighting fixtures have got to be
subject to the regulations of the Electrical Appliance and Material Safety Law as Other Electrical Appliances since
July 1, 2012.
Ever since its establishment in 1963, JET (Japan Electrical Safety & Environment Technology Laboratories), as a
key institution dedicated to promoting improvements in the safety of electrical appliances and materials, has actively
undertaken a host of different activities relating to the safe use of electricity, based on its reserves of technical
know-how which it has built up over many years of service. Besides its operations that include the S-JET certification
services for ensuring the safety of products using LEDs, commissioned test services and “conformity assessment”
aimed at fulfilling the obligations called for by the Electrical Appliance and Material Safety Law, it provides optical
measurement services as a way of evaluating performance.
This booklet gives an outline of how the Electrical Appliance and Material Safety Law applies or does not apply to,
or whether it has any bearing on, products using LEDs and how these products are tied in with the services offered
by JET.

Services Offered by JET
JET (Japan Electrical Safety & Environment Technology Laboratories)
was founded in 1963 as an authorized testing body designated by the
government of Japan based on the Electrical Appliance and Material
Control Law, taking over the testing services that the government had
conducted. Since then, JET has supported establishment of and
advancement in the safety of electrical equipment and facilities in Japan in
cooperation with manufacturers, importers, distributors and consumers.
Based on that achievement, JET is actively promoting its business in
product testing and inspection services, certification services, cooperation
with overseas authorit ies , and the quality management system
(ISO9001)registration services, and also contributes to environment
conservat ion through the environmental management system
(ISO14001)registration services. JET will continuously offer excellent
services that support your business, featuring the concept "JET, the
Leader in Safety and Environment in the 21st Century".
Taking a position as a third party, JET assesses the conformity with the standards and technical requirements of
electrical products and other kinds of products as well as their components and materials. JET also offer product
certification services with verification of the quality control systems at manufacturing factories.
JET’s certification mark, which constitutes the proof of conformity, has earned the trust of the marketplace.
Conformity assessment based on the Electrical Appliance and Material Safety Law (PSE) As a Registered conformity assessment body under the Electrical Appliance and Material Safety Law,
JET assesses “Specified Electrical Appliances and Materials.”
By any of the two systems of technical requirements, namely so-called “Ministerial Ordinance
Paragraph 1”, Japanese original ones which have been applied in Japan for many years, and so-called
“Ministerial Ordinance Paragraph 2”, ones based on the IEC standards, JET can carry out conformity
assessment of any Electrical Appliances according to individual clients’ request.
S-JET certification services This service consists in carrying out tests, inspections and certification on the basis of the contract
which has been signed with the individual client. JET carries out the safety testing of electrical
appliances and the inspection of management system at the manufacturing factories, and also the
follow-up inspections at the prescribed intervals.
Clients whose products and management system are in compliance with the requirements can affix to
their products JET’s certification mark as evidence of compliance, and this contributes to increasing the
degree of the trust which the distributors, consumers and other parties have in those products. By
acquiring S-JET certification, enhanced safety of the products can be clearly expressed beyond
conformity to the technical requirements, which manufacturers and importers are obliged to secure
under the Electrical Appliance and Material Safety Law.
Testing and registration of components and materials used in electrical appliances (CMJ registration system) This is a service in which, based on a contract which has been signed with the individual client, JET
tests and registers the components and materials ahead of the production of the electrical appliances
using them, in order to certify electrical appliances economically and efficiently.
Since components and materials are subject to destructive, long-term and other testing, this service
gives the product manufacturers the advantage by using components and materials that have already
been tested and registered.
Furthermore, the registered components and materials are registered with the Council for Electrical
& Electronic Components and Materials of Japan (CMJ). The results yielded by the tests on the
components and materials registered with CMJ can also be utilized by test laboratories in Japan other than JET, so
the extent to which these items can be used is increased. (JET will coordinate its activities with other test
laboratories on an applicant’s request.)
Other testing, inspection and certification services In addition to the services already mentioned, JET also offers other services such as the certification of
circuit-breakers in the home, conformity assessment based on the Consumer Products Safety Law (PSC), certification
based on the Industrial Standardization Law (JIS Mark Certifiation), certification of water supply appliances based on
the Waterworks Law and the certification of medical equipment based on the Pharmaceutical Affairs Law.
In addition to the product testing and certification services such as the S-JET certification services and conformity
assessment services based on the Electrical Appliance and Material Safety Law, JET also offers various other
services (commissioned tests) which meet the needs of individual clients.
“Commissioned test” is carried out from the neutral and impartial perspective of a third party for the purpose of
contributing to improvements in the safety and quality of the electrical appliances and materials that are handled by
JET’s clients.

JET is also adopting a proactive approach to providing certification services that support the
utilization of alternative energy sources including photovoltaic power generation and fuel cell power.
・Certification services for solar cell modules (JETPVm certification)
・Certification services for protection facilities with grid connected operation for small
distributed power generation systems
・Calibration of secondary reference solar cell modules
・Measurement of performance of solar cell modules used for comparison measurements
Based on cooperation with overseas certification bodies, JET offers a range of services to assist Japanese and
overseas businesses in getting certification overseas and in Japan respectively. Furthermore, taking part in the
IECEE-CB system, JET issues Test Reports with CB Test Certificates. Using its deep reserves of experience and an
information network founded on cooperation with the certification bodies in various countries around the world, JET
is available for consultation on such matters as the specific details of foreign regulation, certification procedures and
applicable standards.
Third-party evaluation of a business’s system for management of quality control, environment
protection and occupational health and safety leads to enhance its image and gives one of bases of
judgment in consumers’ selection of products and services. Besides offering high-quality
certification services based on the ISO 9001, ISO 14001, OHSAS 18001, ISO27001, ISO50001 and

The Scope of the S-JET certification services
Not only the products which are subject to the Electrical Appliance and Material Safety Law, but also the other ones, including DC operated products, components and others are covered by the S-JET certification services.
DEN-AN Law is applied to the products designated by the Government and it is legal obligation to follow the procedures according to this Law. The PSE mark is, in a way, the mark of self-verification, which is to be put on products by the Suppliers, verifying by themselves that the obligations under DEN-AN Law are fulfilled.As Conformity Assessment under Article 9, Paragraph 1, Clause ii. of DEN-AN Law, a Registered Conformity Assessment Body evaluates products for test use, which represent their product group, classified as Types, and testing facilities, while the Suppliers are to ensure that the products distributed to market conform to the technical requirements.
S-JET Certification is a voluntary scheme, according to which the conformity of the products to the Requirements is verified not from the viewpoint of Suppliers nor Consumers, but from that of a third party, in addition to the self-verification by the Suppliers.Its scope is electrical products in general (*), surpassing that of DEN-AN Law and including what is not covered by the Law, such as DC operated reading lamps (as above). All models on which the Certification Mark is to be put are subject to the evaluation.(*) except the products for which certification requirements cannot be set from the viewpoint of safety.

The Electrical Appliance and Material Safety Law was established for the purpose of regulating the manufacture,
sales, etc., of electrical appliances and materials and of fostering voluntary activities by private enterprises to ensure
the safety of electrical appliances and materials so as to prevent hazards and trouble caused by the electrical
appliances and materials. (Article 1 of the Law)
The products subject to the regulations of this law (referred to here as “electrical appliances and materials”) refer
to the 457 items stipulated by Cabinet Orders, including 116 “specified electrical appliances and materials” which,
depending on their construction, methods or other conditions of use, pose a serious threat of electric shocks, fire
and/or other hazards and trouble. (Article 2 of the Law)
Enterprises engaged in the business of the manufacture or importation of products classified as “electrical appliances
and materials” (hereafter, the “notifying suppliers”) are obliged to notify the Minister of Economy, Trade and Industry
of the commencement of their enterprise (Article 3 of the Law) and conform to the technical standards (Article 8 of the
Law) and fulfill other duties, and only those enterprises who have fulfilled these obligations including notification are
allowed to display the and labels as evidence of the fact that they have followed the procedures according to
the law. (Article 10 of the Law)
It is absolutely essential for manufacturers or importers of “Electrical Appliances” to follow the appropriate steps
and fulfill the imposed obligations, since the sale of any Electrical Appliances and Materials that are not labeled
according to the Law (Article 27 of the Law) is prohibited in Japan, and penalties are levied and other punitive
actions are taken if the procedures are not carried out.
According to the Electrical Appliance and Material Safety Law, the following kinds of products are regulated.
① Parts of electrical facilities for general use (meaning electrical facilities for general use as prescribed in Article
38, paragraph 1 of the Electricity Utilities Industry Act (Act No. 170 of 1964)) and machines, appliances, and
materials used in connection thereto, as specified by a Cabinet Order
② Portable power generators, specified by a Cabinet Order
③ Storage batteries, specified by a Cabinet Order
Specifically, the 457 items stipulated by the Enforcement Ordinances (Cabinet Orders) of the Electrical Appliance and
Material Safety Law are specified using the positive list system. (Items related to separate tables 1 and 2 of the
Enforcement Ordinance, Article 2 of the Electrical Appliance and Material Safety Law)

Flow of procedures required under the Electrical Appliance and Material Safety Law ① Notification of business (Articles 3 to 6 of the Law) In cases where a manufacturer or importer intends to manufacture or import an electrical appliance that is specified in any of the Enforcement Ordinances of the Electrical Appliance and Material Safety Law, the manufacturer or importer concerned is obliged to provide “notification” in accordance with Article 3 of the Electrical Appliance and Material Safety Law.
② Ob l i ga t i on t o comp ly w i t h t echn i ca l requirements (Paragraph 1, Article 8 of the Law) The notifying supplier is obliged to ensure that the Electrical Appliances that it intends to manufacture or import comply with the technical requirements stipulated by the ministerial ordinances of the Ministry of Economy, Trade and Industry.

The Electrical Appliance and Material Safety Law was established for the purpose of regulating the manufacture,
sales, etc., of electrical appliances and materials and of fostering voluntary activities by private enterprises to ensure
the safety of electrical appliances and materials so as to prevent hazards and trouble caused by the electrical
appliances and materials. (Article 1 of the Law)
The products subject to the regulations of this law (referred to here as “electrical appliances and materials”) refer
to the 457 items stipulated by Cabinet Orders, including 116 “specified electrical appliances and materials” which,
depending on their construction, methods or other conditions of use, pose a serious threat of electric shocks, fire
and/or other hazards and trouble. (Article 2 of the Law)
Enterprises engaged in the business of the manufacture or importation of products classified as “electrical appliances
and materials” (hereafter, the “notifying suppliers”) are obliged to notify the Minister of Economy, Trade and Industry
of the commencement of their enterprise (Article 3 of the Law) and conform to the technical standards (Article 8 of the
Law) and fulfill other duties, and only those enterprises who have fulfilled these obligations including notification are
allowed to display the and labels as evidence of the fact that they have followed the procedures according to
the law. (Article 10 of the Law)
It is absolutely essential for manufacturers or importers of “Electrical Appliances” to follow the appropriate steps
and fulfill the imposed obligations, since the sale of any Electrical Appliances and Materials that are not labeled
according to the Law (Article 27 of the Law) is prohibited in Japan, and penalties are levied and other punitive
actions are taken if the procedures are not carried out.
According to the Electrical Appliance and Material Safety Law, the following kinds of products are regulated.
① Parts of electrical facilities for general use (meaning electrical facilities for general use as prescribed in Article
38, paragraph 1 of the Electricity Utilities Industry Act (Act No. 170 of 1964)) and machines, appliances, and
materials used in connection thereto, as specified by a Cabinet Order
② Portable power generators, specified by a Cabinet Order
③ Storage batteries, specified by a Cabinet Order

Flow of procedures required under the Electrical Appliance and Material Safety Law ① Notification of business (Articles 3 to 6 of the Law) In cases where a manufacturer or importer intends to manufacture or import an electrical appliance that is specified in any of the Enforcement Ordinances of the Electrical Appliance and Material Safety Law, the manufacturer or importer concerned is obliged to provide “notification” in accordance with Article 3 of the Electrical Appliance and Material Safety Law.

Overview of S-JET Certification
A report entitled “What the appropriate system to secure the safety of electrical
appliances should be in future” was worked out under the Electrical Appliances Safety
Review Committee (advisory committee of the Public Utilities Department Director of the
Ministry of International Trade and Industry) in October 1994.
It set forth the action program relating to third-party certification systems and to a review
of the laws and regulations involved.
Based on this action program, Steering Council of Safety Certification for Electrical and
Electronic Appliances and Parts of Japan (SCEA)*, then the only one for deliberations on a
third-party certification system in Japan, was inaugurated in December 1994.
Detailed explanations to businesses made progress, thus operations for accepting applications for S-JET
certification services were officially commenced in February 1995.

・S-JET certification mark gives consumers a feeling of trust in the safety of the products by evidencing the fact
that their conformity to the requirements have been verified by JET (a third-party certification body).
S-JET certification is granted on a product model-by-model basis. The products are certified when their conformity
to the requirements is verified and the quality management system, the testing on conformity to the requirements,
and other factors at the factory (or factories) where they are manufactured are confirmed to be appropriate.

inspection.
Factory inspection is undertaken for each product category (product group) as established by JET at all the

In addition to LED lighting and other lighting test services, JET prepares special test equipment for use in testing
based on the technical standards of the Electrical Appliance and Material Safety Law and on JIS and IEC standards,
in order to meet clients’ varied needs. For example, test requests related to LED lighting are introduced.
① Radio noise (electromagnetic compatibility) measurement operation
Our EMC Test Center, which is registered as a CB test laboratory and located inside our Yokohama business
facility that has been certified as an ISO/IEC17025 test laboratory by VLAC, has many facilities, including a 10 m
semi-anechoic chamber with water supply/discharge and air exhaust facilities, a 3 m semi-anechoic chamber, an
anechoic chamber for radiated electromagnetic wave immunity testing, and a shielded room (for FCC, VCCI, CNAS
and other tests and registration). This is where we measure EMC (EMI, EMS) in compliance with domestic and
overseas standards, and where tests witnessed by the clients are also undertaken. Furthermore, facilities to carry out
safety tests are in place on the same premises, so JET can offer the benefits of one-stop testing for both EMC tests
and product safety tests. Both Tokyo and Kansai laboratories have shielded rooms where EMI measurements are
carried out.
② Electromagnetic field (EMF) measurement operation
Measurements of electromagnetic fields (low-frequency electromagnetic fields) based on the IEC62233 standard
(Measurement methods for electromagnetic fields of household appliances and similar apparatus with regard to
human exposure) are carried out by JET, thereby assessment of conformity to the Low Voltage Directive for CE
marking can also be supported.
③ Evaluation of dust-proofing, water-proofing, etc.
Electrical products used outdoors must be water-proofed since water may find its way inside them.
Similarly, a dust-proof performance is required for products used in very dusty environments.
In order to assess the features of such products, we carry out tests to evaluate the dust-proofing and
water-proofing of the enclosures of electrical products in compliance with the JIS C0920 standard (Degrees of
protection provided by enclosures (IP Code)).

Electrical products used outdoors must be water-proofed since water may find its way inside them.
Similarly, a dust-proof performance is required for products used in very dusty environments.
In order to assess the features of such products, we carry out tests to evaluate the dust-proofing and
water-proofing of the enclosures of electrical products in compliance with the JIS C0920 standard (Degrees of
protection provided by enclosures (IP Code)).
