Dear applicant,

I am Tom Smith, managing director of the Data Science Campus at ONS.

The campus is one of the most important and exciting areas in government; applying cutting-edge analysis and deep expertise to deliver ‘data science for public good’. As data – and techniques to make better use of data – become ever more important in the modern economy, the Campus acts as a hub for government to improve public services through data science.

Since launching in 2017 we have been building our capacity to support cutting-edge data science across ONS, government and wider. Our data scientists are working to better understand the challenges and improve public services across a wide range of policy areas including the economy & trade, health, the environment, and international development. Our capability team is helping build data science skills & expertise right across government, from the data analytics apprenticeships through to PhD programmes and expert masterclasses. And we’re make the most of skills and data outside government by working with partners from universities, industry and charities. To see the range of work we’re involved in, take a look at the Campus blog (https://datasciencecampus.ons.gov.uk) and our monthly updates (https://datasciencecampus.ons.gov.uk/category/weeknotes/).

Information

The Office for National Statistics (ONS)

ONS is the executive office of the UK Statistics Authority which is an independent body at arm’s length from government, and which reports directly to the UK Parliament, the Scottish Parliament, the National Assembly for Wales and the Northern Ireland Assembly. ONS is the UK’s National Statistical Institute and largest producer of official statistics and produces statistics on a range of key economic, social and demographic topics. Key services include measuring changes in the value of the UK economy (GDP), estimating the size, geographic distribution and characteristics of the population (including statistics from the Census), and providing indicators of price inflation (CPI), employment, earnings, crime and migration.

Our mission

Official statistics are for the benefit of society and the economy generally. They allow the formulation of better public policy and the effective measurement of those policies; they inform the direction of economic and commercial activities; they provide valuable information for analysts, researchers, public and voluntary bodies; and they enable the public to hold to account all organisations that spend public money, thus informing democratic debate.

The mission of our official statistics system is:

High quality statistics, analysis and advice to help Britain make better decisions.

Our values

We expect all those who work in official statistics to meet the highest possible standards in all that they do, and behave in ways that reflect the Civil Service core values of integrity, honesty, objectivity and impartiality.

Integrity: putting the obligations of public service above your own personal interests.

Honesty: being truthful and open.

Objectivity: basing your advice and decisions on rigorous analysis of the evidence.

Impartiality: acting solely according to the merits of the case and serving equally well Governments of different political persuasions.

The UK Statistics Authority (UKSA)

The Authority has a statutory objective of promoting and safeguarding the production and publication of official statistics that ‘serve the public good’. The public good includes:

• Informing the public about social and economic matters;

• Assisting in the development and evaluation of public policy; and

• Regulating quality and publicly challenging the misuse of statistics.

The National Statistician is the Chief Executiveof the Authority, as well as being Head ofthe Government Statistical Service (GSS).

The Statistics and Registration Service Act 2007

The operation of the UK’s statistical system is governed by the Statistics and Registration Service Act 2007 (the Act), which came into effect 1 April 2007.

Our Newport office is situated just off Junction 28 of the M4, with easy commuting from Cardiff (14 miles) or Bristol (15 miles). Newport itself is a lively and developing city steeped in history and proud industrial heritage. The centrepiece of the town is Friar’s Walk which is a modern complex full of family restaurants, shops and entertainment. In the older parts of the town you will find real character, from the Victorian indoor shopping market to the bustling collection of traditional pubs and lively bars.

The natural beauty of the surrounding areas is second to none. The Brecon Beacons National Park is a magnet for hill walkers, mountain bikers and other outdoor enthusiasts. Gower peninsular offers beautiful sandy beaches, stunning views and some of the best spots for surfing in the UK. The beautiful Usk Valley, with its spectacular views is also home to the 2010 Ryder Cup golf course at the Celtic Manor.

Renting or buying a house in Newport is generally cheaper than its surrounding cities ofCardiff and Bristol. Renting a one bed property would on average be around £425 pcm, and a two bed £540 pcm. Living in the city centre will give you access to shops and train/bus links.

There are a lot of new houses being built in the area with developments off the A48 Southern Distributor Road if you want to be a little further outside the centre.

Newport is home to the Newport Gwent Dragons, one of four Welsh regional rugby teams. Sharing the same Rodney Parade stadium is Newport County FC. Newport International Sports Village is just to the south of the city. It’s home to the Wales National Velodrome, a regional pool, indoor tennis centre and a 3G astro turf pitch.

There are direct trains to Newport from Cardiff (20 minutes) and Bristol (35 minutes). Trains from London Paddington take around 2 hours. The ONS office is approximately 3-4 miles from Newport train station, although there are direct buses (Service 30, 31A/C, 51, X15 and X18 from Newport bus station to Tredegar Park).

The Office for National Statistics and the Intellectual Property Office are based on the same site near to Tredegar Park. The Charity Commission also has a small office in the same building. More widely Welsh Government, HMRC, NOMS, DWP and MoJ have offices in South Wales.

Titchfield is a village outside of Fareham, a large town in South East Hampshire. The area has a wealth of countryside and coastline as well as being conveniently placed halfway between the cities of Southampton and Portsmouth.

Fareham is approximately 4 miles east of ONS and where many employees choose to live. Alternatively, some people choose to live and commute in from Southampton or Portsmouth where there are large populations of students and young professionals and plenty of house shares for a range of budgets. Both are easily accessible via the M27 and an approximate 25-30 minute drive. There are many smaller places in between, such as Whiteley, Locks Heath, Hedge End and Titchfield itself, for those looking for somewhere more residential and within closer reach of the office.

Typically, a room in a house share in the area is between £350 and £450 a month, with one bedroom flats starting from around £550 and two bedroom from around £650. It’s possible to rent two bedroom houses from around £750 a month (prices are a little higher in the cities).

In the immediate area Fareham and Whiteleyboth have excellent shopping facilities, cinemas and a range of cafes and chain restaurants as well as some independent restaurants. The area is also home to Portchester castle, Titchfield Abbey and Fort Nelson as well as plenty of walking opportunities either in the countryside, by the River Hamble or along the coast at Warsash, Lee on Solent or Hill Head.

Portsmouth’s iconic Spinnaker Tower offers an incredible view of the city and miles around. Walk through old Portsmouth and around the coastline into Southsea where you can visit Southsea castle, the Blue Reef Aquarium or spend the day on the beach.

A short drive or train journey will take you to the New Forest, or you could even catch the ferry or hovercraft over to the Isle of Wight for the day. In the summer you can try out watersports on the Solent and there are many music festivals around. Marwell zoo, Bournemouth and Winchester, home to one of the best Christmas markets in Europe, are also all within easy reach for weekend day trips.

Our Pimlico office is wedged right inside the heart of London. Situated within the City of Westminster, Pimlico is surrounded by a never-ending supply of history and culture. With Tate Britain for your local museum, Westminster Abbey for your local church and Winston Churchill and Laurence Olivier as past residents, Pimlico proves to be the perfect place for those looking for a community that has plenty of modern ventures, yet it is still elegantly linked to the past.

Part of the beauty of Pimlico lies in its centrality. It is just 15 minutes from Big Ben and the London Eye and yet it is surrounded by lots of green spaces so that residents are distanced from all the hustle and bustle of London life. St. George Square, with its trees and shrubbery, provides the area with a peaceful and cheering atmosphere.

As well as being just a stone’s throw from Buckingham Palace and very close to London’s main shopping areas such as Oxford Street and Harrods in Knightsbridge, Pimlico has an abundance of up-market independent cafes and restaurants.

In the immediate area there are a variety of local schools, both primary and secondary, and a wide range of housing to chose from. The Pimlico Grid of terraces South-West of Vauxhall Bridge Road being the slightly more expensive option, with terraces around Tachbrook street and ex-council flats like Lillington Gardens and Churchill Gardens being the cheaper alternative.

London’s Underground is often the chosen method of transport. Pimlico’s tube station is a mere 2 minute walk away from the office, 7 minute tube journey to Victoria, and a 20 minute tube journey to Paddington.

London

General information about living in London:https://www.london.gov.uk/

The renowned architecture of the area is often what attracts many of Pimlico’s visitors; the district contains a number of Anglican churches, handsome Georgian buildings that heighten the elegance of the area and the striking ‘Empire Terminal’ – the Art Moderne building designed in 1938 by architect Albert Lakeman.
